The two significant developments in France office furniture market in the last few years were the fluctuation in demand and the development of a new distribution channel.

Following a boom period in the mid-late 1980s and late 1990s, France’s office furniture market experienced a period of decline in 2003. The office furniture market contracted in 2001 at 1% and by 21% in 2003.

During these period, the country experienced economic slowdown which had impacted the demand for office furniture market where there was :

Decreased company investment. Company reorganisation/ rationalisation took place. Reduction in office construction. High levels of unused office space.

Other market factors that had a negative impact on sales/prices:

Depressed market prices, due to the economic climate. Increased competition from new distribution channel, e.g. mail order. Companies using own excess office furniture stocks. Greater availability of second-hand furniture in the market. Increased raw material costs for manufacturers.

However, based on trade statistics, France’s furniture market expanded in 2004, following an economic growth of 2.5%.

Market developments in recent years, particularly influenced by the economic situation, had brought about the changes in the different distribution channels of office furniture in the French market:

Specialised dealers have ceased to gain market share. General dealers are also decreasing in importance. More manufacturers are selling directly, thus strengthening the direct channel. New distribution channels (catalogue suppliers, mail order, cash and carry) are growing in

strength although they only account for a small proportion of market share.

France’s trade in office furniture showed an increased over the period 2002 to 2004. France was a net importer of office furniture, with imports accounting for 63.7% of total trade in 2004 .

Of the 3 sub-sectors in the office furniture, seats was France largest import of office furniture over the period 2002 to 2004, accounting for about 60% of total imports of office furniture. Metal furniture was the 2 nd largest import sub-sector with about 21% share, followed by wooden furniture 19% .

In general, the 4 categories of office seats, upholstered and non upholstered as well as swivel seats accounts for almost the same portion of France’s total imports of office seats, with swivel seats accounting for a slightly smaller portion (22%). Upholstered seats constituted a bigger portion of total office seats imports.

Within the metal office furniture sub-sector, cupboards make up the largest import share of 69%, followed by shelves, 17%, desks, 13% and drawing tables, 1%.

Of the wooden office furniture, cupboards constituted the largest import item, with 43.6% share in 2004, followed by desk, 38.6% and shelves, 17.8%.

Malaysia accounted for about 2% of France’s total imports of office seats in 2004. Of the various seats, Malaysia exports of seats other than wood/metal frame was the largest export item to France. Malaysia accounted for 13 th leading supplier under this category occupying a market share of 1.2%, an increase from 1% in 2003 . The 2nd largest exports to France was seats with metal frame not upholstered, where Malaysia was the 21st supplier , with a 0.4% market share in 2004. Apart from EU, the other competitors for the France market were China, Vietnam and Indonesia.

EU countries are France’s major import sources for metal office furniture. Of the top 10 import sources, 7 are EU countries, accounting for 80.6% of total imports in 2004.

Apart from EU countries, imports from China and Turkey expanded significantly in 2004 compared with 2003. In 2004, imports from China surged 113.9%, with import share growing from 2.3% to 4.1%, while Turkey, imports expanded by 83.1% and import share grew to 2.9% from 1.9%.

Malaysia was the 23rd supplier of metal office furniture to France with imports appreciated markedly by 70.4% in 2004. Among the ASEAN countries, Indonesia was the next largest supplier to France, occupying the 24th position with imports expanding by 14% in 2004.

France’s major import sources for wooden office furniture are EU member countries. Of the top 10 import sources, 7 are EU countries, accounting for 77.7% of total imports of wooden office furniture in 2004.

Outside the EU, imports from Brazil and China had been growing over the years. Imports from Brazil expanded by 53.7% in 2004 with import share growing from 5.8% to 8%, while China, imports appreciated by 112.8% and import share expanded to 2.9% from 1.5%.

Malaysia was the 34th supplier of wooden office furniture to France with imports increasing by 9.2% in 2004. Among the ASEAN countries, Indonesia was the largest supplier to France, occupying the 12th position with 1.1% import share.

Seats were France largest exports of office furniture over the period 2002 to 2004, accounting for about 60% of total exports under this category of furniture. Metal furniture was the 2nd largest export sub-sector with about 28% share, followed by wooden furniture 12% .

France is basically an exporter of upholstered seats, more than 75% of its exports in 2004 are upholstered seats. Swivel seats accounts for the lowest market share in its exports, at 11.7%.

France has over 700 manufacturers of furniture, of which more than 40 companies are specialising in office furniture. The local production of office furniture for domestic market is declining due to high cost and demand is met by imports.

6.0 Market Trends

A number of key trends can be identified for each product sector in relation to the types of products currently in demand. These trends are formed as result of the current work practices in France, where :

Increasing team/project work, resulting in higher demand for meeting tables. Higher request for modular products due to higher emphasis on flexibility of use of office space. Reduction in office space by many companies due to cost-cutting, resulting in increase sharing

of space, furniture and equipment by employees. Increasing trends to hot-desking (shared facilities) and use of home-offices, leading to higher

demand for furniture such as mobile pedestals to facilitate office work. 16

The distribution sector comprises different segments: retailers, traditional distributors (consumable as well as hardware distributors), wholesalers and mail-order companies.

The two market leaders of office furniture distribution, But and Conforama are in the traditional distributors category.

Based on the distribution network, traditional distributors make up the largest distribution network at 47% share. The role of retailers in the distribution network is reducing by 12% in 2004, at 20% market share. Mail order firms and catalogue companies are increasingly becoming important distribution channels

However office furniture is subjected to France’s VAT of 19.6%.

Market regulations

All exports of office furniture must comply with the European norms (EN). The EN relates to testing methods, security requirements and furniture dimension. Among the EN, only norms which relates to security regulations are obligatory, namely EN 527 Part 2, Part 3.

Four new EN were introduced in late 2004 relating to office furniture, particularly cupboards: CEN/TR 14073/1: prescribes cupboards’ dimensions NF EN 14073/2: prescribes security requirements NF EN 14073/3L: prescribes testing methods, used in order to determine stability and

resistance of cupboards’ structure NF EN 14074: prescribes testing methods, used in order to determine stability and resistance

of mobile parts’ structure.

Apart from EN, France does not have their own standards which are obligatory.French norms (NF) are voluntarily applied and are divided into two categories: NF Environment NF Office Security & Comfort.

Once complied, they serve as quality labels which can be put on the product. For example, “PEFC-Sustainable Management of Forests” label, applied to wooden furniture, certifying the origin of forest.

ISO 9000 and ISO 9001 certification are highly recommended, for product differentiation and value added, especially in a competitive environment.

9.0 Pricing

The prices of office furniture are dependent on the materials used and the innovativeness of the design.

The pricing for office furniture can be divided into 2 main segments, i.e. up market and middle/ low market. Large distribution companies comprising mail order companies as well as cash and carry outlets, offer products at relatively low prices, catering for the middle and low market segment. These products are either sold in complete built up form or knock down form.

Up market office furniture are largely sold by retailers and office suppliers, mainly in complete built up units.

In 2004, the rising steel prices had impacted the prices of metal office furniture. Metal cupboard and chair prices increased markedly by 20%, resulting in manufacturers and distributors experiencing falling margins and to some extend incurring losses.

The prices of middle/low furniture products can be up to four times lower than the prices of the up market products. Below are examples of the price range of the middle/low furniture products.

Manager and operating desks

The price of operating desks (dimensions 160x180cm), vary between €199, as an average minimum price and €1,550 at the maximum.

For manager desks, the price can range from €580 (dimensions L208) and the average maximum price is almost €2,000. An up market manager’s desk can be as high as €8,400.

Chairs

Apart from material used and design, chair/seat prices is also dependent on the mechanical and technical systems. The more elaborated the chair is, the higher is the price. A simple swivel chair (46x46 cm and height 45-58 cm) is about €55 and can it reach €750 (52x48 cm and height 50-62) depending on the model. However, a swivel chair for the up market can reach the price of €2,500.

Cupboards:

The price of a wooden cupboard of dimensions L90x81 cm, is between €237 and €404.

The price of metal cupboard of the same dimensions, is lower, between €185 and €400. The maximum price of cupboard catering for the middle segment market is about €1500.

Partitions:

Partitions’ prices vary from €120 to €600, with dimensions: 61.7x160cm. Up market stores propose partitions in a price of €1000/m.

In assessing the office furniture industry in France over the last years, is noted that the demand for office furniture is increasing after a slowdown in 2003 due:

Reducing companies’ investment (-1.6% in 2003), in tandem with the country’ s overall economic growth that declined in 2003 (0.6 %)

Rampant relocation of offices, especially in major cities such as Paris to smaller towns, leaving buildings with vacant office areas for the several years

Many companies re-use their furniture when relocating

The years ahead will see higher demand for imported office furniture due to the following factors:

Growing imports of office furniture by 20.9% and 21.1% in 2004 and 2003 respectively, largely due to: Decreasing domestic production due to high labour and raw materials cost More local manufacturers are becoming importers, distributors and sub-contracting their

production to foreign suppliers Increasing imports due to competitive prices

Improved country economic performance in 2004 (2.5%), 2005 (2%) and 2006 (2.3%). Projected that companies’ will increase their investments in coming years (3% in 2004. 3.4% in

2005 and 4.5% in 2006). Companies will be replenishing their stocks, which had been declining in the past years due to

economic slowdown, implying higher production activities and demand for office materials The depreciation period/functionality for second hand furniture has/will be ending soon.

Prospects

The prospect for office furniture is good, and it is anticipated that there will be demand for:

all types of office furniture original design functional furniture focus is on quality and price usage and integration of innovative design and material

Suggestions for Malaysians to penetrate or increase market share

Malaysian companies have managed to sustain and improve their share in France imported furniture market, particularly metal office furniture. There is great potential to further deepened the exports given the opportunity of increasing demand and reducing local production catering for domestic market. The following are salient points to consider it in order to further penetrate the market :

Maintain high values both in production, quality and business ethics. Focus on original design and functional furniture. This can be achieved by placing high

importance on innovation in design, production and usage of materials. Visits to specialised exhibitions will provide an avenue to update on the latest available design as well as working closely with specialised furniture designers.

Invest in R&D for innovative creation and marketing techniques Practice a differentiation strategy by providing support to importers/distributors, for example in

providing after sales services, sharing publicity cost, etc
