Ho, MCIT News from International Council Meeting 01 Annual Dinner and Ball 2003 03 CILT Professional Qualifying Examination May 2004 04 Congratulations to our Fellow 06 Meet CILTHK Council Member 07 Transport and Logistics Award of 2004 09 News from International Council Meeting Held on 12 to 14 October 2003 at Kuala Lumpur New International Vice President of Far East region Dr. Dorothy Chan from the Hong Kong National Council was elected as the International Vice President of Far East region for the term commencing 1 October 2003 till 30 September 2006. Her portfolio is to chair the Membership and Education Committee, which was previously convened by Prof. C.K. Leung, Immediate Past President of CILTHK. Appreciation to Mr. Jack So, Immediate Past President of CILT International The term of Mr. Jack So for CILT International President ended on 30 September 2003. On his behalf, Mr. K.Y. Leung, President of CILTHK received the medal from Mr. Peter O’Keefe, incoming President of CILT International to express the CILT International Council’s appreciation for his contribution and leadership for the terms 2001-2003. Adoption of New Post Nominals The Privy Council has approved the adoption of new post-nominals on 23 September 2003 which listed as below. It should be specially noted that the new membership grade structure introduces the grade of Member (MILT) which were previously named as Associate Member. This is a real opportunity to recruit members, particularly younger members, who can be granted a post nominal (MILT) which identifies their achievement and is internationally recognized. To match such changes, the Institute scheduled to convene an Extraordinary General Meeting hopefully towards the end of December 2003 so as to pass the resolutions in amending the Institute’s Memorandum and Articles. Details of the arrangement will be informed to you all in due course. Future Council Meetings The CILT International Council agreed that future ICM from 2005 onwards will be held once every year in conjunction with an International Conference. CILT in China The ICM noted that CILT in China will likely be formed in March 2004 as an independent section under the leadership of Prof. Wang Derong. He will be invited to attend the next international council meeting organized in conjunction with an international conference to be held in Dubai in March 2004. Marketing & Promotion In view of the market trend, the CILT International Council will further discuss whether to call Chartered Members of CILT as “Chartered Logistician” and “Chartered Transport Planner” etc at the Dubai meeting in March 2004. CILT Strategy Group Our President, Mr. K.Y. Leung, was invited to join the CILT Strategy Group whose aims are to formulate future strategies and plans for CILT International. CILT International is contemplating to opt between a minimizing cost approach and a maximizing revenue approach and the subject will be further discussed at the Strategy Group meeting in London in December 2003. News from InternationalCouncil MeetingHeld on 12 to 14 October 2003 at Kuala Lumpur

New International Vice President of Far East regionDr. Dorothy Chan from the Hong Kong National Councilwas elected as the International Vice President of Far Eastregion for the term commencing 1 October 2003 till 30September 2006. Her portfolio is to chair theMembership and Education Committee, which waspreviously convened by Prof. C.K. Leung, Immediate PastPresident of CILTHK.

The term of Mr. Jack So for CILT International Presidentended on 30 September 2003. On his behalf, Mr. K.Y.Leung, President of CILTHK received the medal from Mr.Peter O’Keefe, incoming President of CILT International toexpress the CILT International Council’s appreciation for hiscontribution and leadership for the terms 2001-2003.

• Current Railway Development plans arebased on the Railway DevelopmentStrategy (RDS 2000) issued in 2000 andbased on studies carried out during thepreceding 2 years.

• RDS 2000 was based on assumptions ofpopulation, employment and economicgrowth which have proven to beincorrect for the intervening years(2000-2004) and for the remaining

forecast period (up to 2016) e.g.population at 8.9M in 2016 againstlatest forecast of 8.0M.

• The existing rail network covers themajor areas of residential populationand business in the city. The addition ofthe lines under construction to thisnetwork together with the continuedhigh level of competitions betweenbuses and rail and the reduction inpopulation forecast and economicgrowth means that the capacity problemsforecast in RDS2 will now not occur formany years (and beyond 2016).

• Another significant change, which hasoccurred since the publication of RDS2,is the increased emphasis now beinggiven to the economic development ofthe whole Pearl River Delta (PRD) regionand the infrastructure which will berequired to support this developmentand, in particular, cross boundarymovements. There is a need for moreefficient rail based boundary crossingswhich could serve commuter travel aswell as inter-city travel.

• Given these changes, it is extremelyimportant that the rail development forHong Kong SAR is progressed in a

cohesive and coordinated manner, andany changes (deletions, deferrals oradditions) to the published strategy aremade with reference to these changedparameters and forecasts.

• Given the increasing scarcity of capitalresources, any revised Rail DevelopmentStrategy should be based on the needfor the new lines and extensions to beeconomically viable.

• Notwithstanding the need for a holisticapproach to new transportinfrastructure, there is a need for theRailway Development Strategy to takegreater account of and to includefeeder services and interchanges withother modes of transport as well asbetween railway companies. In thislatter regard, the proposal for mergerof the two railway companies is a keyfactor for consideration.

• The most logical way forward is for thecommissioning of a new TransportDevelopment Strategy which looks at roadand rail infrastructure and which takesinto account the new population andeconomic forecasts and, most importantly,the requirements of the greater PRDregion and cross boundary movements.

Following the very successful monthlyseminar on Arbitration delivered by Mr. PhilipYang on June 20, 2003, the Institute, incollaboration with the Department ofManagement Sciences of the City Universityof Hong Kong have organized a 2-day freeArbitration Course for members who wouldlike to learn more about this increasingpopular subject on 4 and 5 October 2003 atthe Academic Building of the University witha total of 180 participants from industryand tertiary institutes. The course wasdesigned to give a comprehensiveintroduction to arbitration, and it wasmirrored in the very popular “ArbitrationCourse” run by The Chartered Institute ofArbitrators and The Hong Kong Institute ofArbitrators for their entrance examinations.

It was delivered in a progressive manner bylecturers with the support of tutorial sessions.

Participants received a study pack includinglecture notes, a booklet on the Hong KongArbitration Ordinance and a book donatedby Mr. Philip Yang with our special thanks.We all agreed, as analyzed from theevaluation feedback from participants, thatthe course was very interesting andinformative and members found the courseuseful and a value-for-money activity.

The Institute wishes to express our thanksto our guest lecturers, Ms. Teresa Cheng,SC (Course Director), Mr. Philip Yang,Mr. Terence Wong and Mr. Sunny Yeungand guest tutors, Mr. Albert Leung,

Mr. MansonCheung, Mr.K.K. Chan andMr. JonathanYeung for theirfull supportover this 2-dayArbitrationCourse. Withouttheir committedsupport andhelp, all this would not have been possible.

To assist members in acquiring new, usefuland necessary information, the Institute willcontinue to organize such kind of courses inthe future and hopes that member willenjoy a benefit from these courses.

annual dinner & ball 2003

The annual CILTHK Dinner and Ball wassuccessfully held at the Conrad HongKong on Tuesday, 14 October 2003 withover 300 guests and membersattending. As the Institute’s President,Mr. K.Y. Leung, was in Kuala Lumpurattending the International CouncilMeeting, the ball was hosted byMr. Victor Mok, the 4th Vice President ofthe Institute. It was also our privilege tohave the presence of the HonorableMr. Stephen Ip Shu Kwan, Secretary forEconomic Development of the HKSARGovernment, as our Guest of Honour.

The Guest of Honour kindly presented certificates to our 3newly elected Organisation Members, Asia Airfreight TerminalCompany Limited, Hong Kong & Kowloon Ferry Limited andNew World First Ferry Services Limited. Mr. Koo Wai Kei, thewinner of the Top Sponsor Award for the term 2001/02 wasthere to receive the award.

The evening was an enjoyable event. We should thank theAnnual Dinner and Ball Organising Committee chaired by Ms.Pansy Ho who spent so much effort and time arranging theevent. Last but not the least, we would also thank to all oursponsors of the raffle prizes as the event would not have beenas enjoyable without the addition of the fun generated bytheir prizes.

Submission of entries for the 2004Compe t i t i on had commenced on15 October 2003 and the deadline will beon 31 January 2004. To call for the activeparticipation of secondary students,posters and application forms,downloadable from the Institute’s websitewww.cilt.org.hk, have been sent to the

Principals of all secondary schools inHong Kong. In the meantime,members are encouraged to invitepotential candidates for submissionas well.

Its award presentation ceremonywould be held at the University ofHong Kong in conjunction with theStudent Day on 20 March 2004.The winning teams supervisingteachers together with theirparents will be there to witnessthe event.

The 2nd Student EssayCompetition on Hong KongLogistics and Transport Policies

Continuing Professional Development (CPD)ProgrammeTo constantly enhance our members’knowledge, skills and professionalcompetence, the Education and TrainingCommittee has launched the ContinuingProfessional Development (CPD)programme in October last year. It is a soleprogramme for Chartered Members toobtain at least 200 CPD points every twocalendar years through participation instructured and non-structured activitiessuch as seminars, visits, individual homestudy and service as a member ofcommittees of any professional bodies etc.to maintain their memberships.

As a year has past, we wish to remind ourChartered Members that you may be

invited for a random audit to providerecords and documentary evidencessufficient to support your attendance ofCPD activities after the end of term 2003/04. Targets are easy to meet by justsparing 5 hours to attend 5 monthlyseminars with 40 CPD points earned foreach. Please kindly pay close attention toour forthcoming events for CPD pointsaward. While for those who attended ourseminars in the past, your attendance willbe certified by the award of a certificateof attendance which you can collect atthe Institute’s administration office.

To meet the ever-changing techniques inthe logistics and transport industry, the

Institute recognizes that a CPDprogramme is the most effective meansfor members to equip themselves forthese challenges and is really obligatory incurrent competitive economicenvironment.

Prof. Anthony G.O. Yeh, FCITOur congratulations to Prof. Anthony G.O. Yeh, anewly elected member of the Academic Division ofEarth Science at the Chinese Academy of Science(CAS) in 2003.

Prof. Yeh, a long serving member of CILTHK’sCouncil, is now the Chair Professor of the Centreof Urban Planning & Environmental Management,Director of the Geographic Information Systems(GIS) Research Centre and Institute of TransportStudies, and Chairman of the Task Force on HK-Pearl River Delta Development of the University ofHong Kong. His main areas of specialization are

urban development and redevelopment in HongKong, China, and SE Asia, and the applications ofgeographic information systems in urban andregional planning. His achievements andcontributions in the fields of science andtechnology have been proven and recognized bythe grant to him of the CAS membership. It is thehighest academic title in the fields of science andtechnology in China and is honoured by a lifetenure conferred by the State.

We at CILTHK are delighted at this honour given toProf. Yeh and wish him every success in the future.

Mr. Anthony Lau is the chairman and chief executive of BALtrans Holdings Limited.

He was also the chairman of Hongkong Association of Freight Forwarding AgentsLtd. for the years of 1997 / 1998, 1998 / 1999 and 1999 / 2000; the chairman ofthe Airfreight Committee of Hong Kong Shippers’ Council for the year of 1998 /

1999 and 1999 / 2000. Mr Lau is an advisory board member of Hong Kong CivilAviation Dept and a council member of Hong Kong Logistics DevelopmentCouncil. He is also a committee member of the China Trade Committee and the

Trade Related Services Committee of the Hong Kong Trade and DevelopmentCouncil. He holds a master of business administration degree. He is a fellowmember of the Institute of Freight Forwarders UK and the Institute of Directors UK.

He is also a full member of The Chartered Institute of Management UK and TheChartered Institute of Logistics and Transport.

James Jixian Wang received his doctorate degree from University of Toronto,Master degree from the University of Hong Kong, and BA from the People’s Univ.

of China. He is currently an associate professor in the Department of Geography,HKU, Head of Transport and Logistics Program, the International Center for ChinaDevelopment Studies (ICCDS), HKU, Member of Center for Transport Studies, HKU,

Executive Committee Member of Hong Kong Geographical Association, BoardMember of the Hong Kong Society for Transportation Studies, Invited Member ofChinese Association of Urban Transportation Planning and Research, and Member

of the CILTHK since 1995. Dr. Wang started his research on transportation in 1982 when he joined the

Institute of Geography, under the Chinese Academy of Sciences and NationalPlanning Commission. He came to HKU to teach in 1993 after completing his PhDin Canada. His research interests and experiences cover broadly on transport

development in China, with special focuses on urban public transport and portdevelopment. He is one of the faculty members involved in the founding of theMaster program in Transport Policy and Planning (MATPP) offered by HKU,

recognized by the CILTHK. The courses he is offering include Transport Policy andPlanning in China, Port and Airport Development, Sustainable Urban Transport,Transport Geography, and Retail Location. He is a member of editorial board of

Journal of Transport Geography, and has published many papers both in Englishand Chinese in various academic journals.

With the aim to recognize professionalexcellence and to promote the imageof the transport and logistics industry,the Chartered Institute of Logistics andTransport in Hong Kong (CILTHK) ispleased to launch the “Transport andLogistics Award of the Year” (TLA)annually from 2004 onwards. It is aprestigious recognition of the winner’svaluable contribution to thedevelopment of Hong Kong’s logisticsand transport. Every year, the mostoutstanding paper in relation totransport or logistics industry will beselected and the winner will beawarded a prize of $20,000 andcertificate at the CILTHK Annual Balland Dinner.

SubmissionsSubmissions are welcomed from anyperson or firm whereas only onesubmission is allowed from eachperson or firm. Interested parties arerequired to submit the completednomination form which can becollected at CILTHK’s office ordownloaded from the Institute’swebsite www.cilt.org.hk and anexecutive summary on a particulartransport or logistics related paper,project or policy relating to HongKong. The executive summary shouldbe in type-written format in Englishwith limited words ranging from12,000 to 15,000 words and shouldcritically discuss on its significancetowards, but not limited to, the sixassessment criteria. To qualify as asubmission, it should have anomination from appropriate persons.Submission without valid nominationswill not be accepted.

NominationParties, who wish to submit a paper,must obtain nomination. Submissionswithout a nomination or withnomination not followed inaccordance with the rules set belowwill be disqualified.

Transport and Logistics Award of 2004Submissions must be sponsored andnominated by one CILTHK CouncilMember and seconded by twoCILTHK Chartered members (CMILT &FCILT). The nominator should not beof the same company as thenominee and shall nominate oneentry only. Self-nominations will notbe accepted.

Assessment CriteriaThe six assessment criteria are asfollows:• Contribution to the local economy

of Hong Kong

• Innovativeness and originality,including on the use of InformationTechnology

• Protection of the environment

• Promotion of sustainabledevelopment

• Improvement of people’s livelihood/standard of living

• Enhancement of internationalrecognition/reputation of HongKong

Judgment PanelA panel will be set up to assesssubmissions. In order to promotefairness and to balance the interestconcerned, the panel will be composedof 9 persons, with 1 coming fromCILTHK, 2 from governmentdepartments, 2 from academicinstitutions, 3 from the relevantindustry (preferably 1 fromconsultancy field, 1 fromtransport field and 1from logistics filed)and 1 from thenon-governmentalorganization(NGO) to betransport,logistics orenvironmentalrelated.

Selection ProcessA short list of entries will be drawn upand the shortlisted candidates may beinvited for a presentation in August2004. The Award winner will benotified in mid September 2004.

Award PresentationPresentation of the Award will bemade at the CILTHK Annual Ball andDinner in October 2004.
