OBJECTIVES

THE MAIN OBJECTIVES OF THE DEPARTMENT ARE TO IMPROVE THE

SOCIO-ECONOMIC CONDITIONS OF THE POOR HANDLOOM WEAVERS

APART FROM WORKING FOR HARMONIOUS GROWTH OF HANDLOOM,

POWERLOOM AND TEXTILE SECTORS IN THE STATE.

PROFILE

The Directorate is responsible for evolving policies, programmes and various

schemes in respect of Handlooms, Power looms and Textiles with the support of

the Government to achieve the objectives of the Department. The Director of

Handlooms and Textiles is the functional Registrar for the weavers co-operative

societies (Handloom and Power looms) through out the State who has been vested

with the powers under the Tamil Nadu Co-operative Societies Act and Rules. The

Commissioner of Handlooms and Textiles is also functioning as the State Textile

Authority in respect of implementation of Textile Development and Regulation

Act 1993.

The Department of Handlooms and Textiles was bifurcated from the Co-operative

Department during 1956 and functioning as a separate Department. In order to

seek improvement in livelihood of lakhs of weavers in the State, this Department

functions to achieve following micro-objectives.

Objectives of the Department

� To bring more number of handloom and powerloom weavers into co-

operative fold by enrolling them into weavers co-operative societies.

� To provide continuous employment opportunity and fair wages to the

co-operative weavers throughout the year.

� To implement the Government Programmes and Schemes like

a. Free Supply of Uniforms to School children.

b. Low cost Sarees and Dhoties Schemes.

c. Production of Cloth required for Old Age Pension Scheme and Srilankan

Refugees.

d. Deendayal Hath Kargha Protsahan Yojana Scheme.

� To implement various Handloom Development Schemes for co-operative

Societies.

� To implement various welfare schemes intended for the co-operative

Weavers.

� To provide raw materials and other infrastructure to primary weavers

Co-operative societies.

� To market the Handloom cloth produced by the Handloom weavers

Co-operative societies through Co-optex and various Marketing

complexes assisted by the department.

� To extend working capital loans to weavers outside the co-operative fold

through Tamil Nadu Handloom Development Corporation Limited.

� To control and monitor the purchase of Silk, Zari and Cotton besides

ensuring the quality.

� To protect the overall interest of the Handloom weavers, Powerloom

Weavers and Textile Industry and to work for the harmonious growth of

all the above three sectors without affecting the interest of each sector.

At District Level

The entire State is divided into 18 Circles and each Circle is under the control of a

Deputy Director of Handlooms and Textiles / Assistant Director of Handlooms and

Textiles who are in-charge of implementation of the various welfare and

developmental programmes of the Department at the field level. Enforcement

offices are also set up at Salem, Tiruchengode, Erode, Tiruppur and at Madurai.

SCHEMES

HANDLOOM DEVELOPMENT SCHEMES

IMPLEMENTED

BY THE DEPARTMENT

1. Rebate subsidy 20% rebate is provided by Government on the sale

of Handloom cloth throughout the year.

2. Free Supply of Uniform to school

children from Std I to Std VIII in the

State under Noon Meal Programme.

‘Co-optex’ implements this scheme with

the help of handloom weavers’ societies by

producing and procuring material.

3. Deen Dayal Hathkargha Protsahan

Yojana (Scheme)

(Govt. of India)

Subsidy is given by both Central and

State Governments towards margin money

assistance, supply of new looms and accessories,

providing of infrastructure facilities, training,

designs, publicity and marketing incentive or

rebate.

4. Enforcement of Handloom

(Reservation of Articles for

Production) Act, 1985.

To protect the interest of the Handloom weavers, a

separate Enforcement wing with headquarters at

Chennai and 5 field level offices at Madurai,

Salem, Tiruchengode, Erode and Tirupur have

been established. Any complaint received

regarding the violation of the Handloom

(Reservation of Articles for Production) Act will

be taken up and will be pursued against the

persons violating the Act.

weaver gets accumulation of

6.5% interest payable by

Government.

D. CO-OPERATIVE HANDLOOM WEAVERS FAMILY PENSION SCHEME

E. CO-OPERATIVE HANDLOOM WEAVERS OLD AGE PENSION SCHEME

in the Scheme.

ii) Any active member of the society on

attaining the age of 60 years.

iii) Should have been an active member

for a minimum period of 2 years on

the date of his / her application for

of subscription to the Co-operative

Handloom Weavers Savings and

Security Scheme for a continuous

period exceeding 6 months.

Rs.400/- per month is

being paid after attaining

the age of 60 years till

his / her life time.

F. SCHOLARSHIP FROM DR. M.G.R. HANDLOOM WEAVERS WELFARE TRUST:

Under Dr.M.G.R. Handloom Weavers Trust, Scholarship is being

provided to wards of weavers co-operative societie’s members who pursue their higher studies in

the following 29 disciplines and for undergoing coaching classes for IAS / IPS examination.

G) PAYMENT OF SHOLARSHIP TO STUDENTS OF

INDIAN INSTITUTE OF HANDLOOM TECHNOLOGY

The wards of weavers are given priority in selection to the 3 years

Diploma in Handloom Technology courses conducted by the Indian Institute of Handloom

Technology, Salem. The Government of Tamil Nadu Sanctions scholarship to these students as

detailed below:-

First year - Rs. 400 / per month

Second year - Rs. 450 / per month

Third year - Rs. 500 / per month.
