1.1 - ROOT THE KNOWLEGE ECONOMY IN THE SEINE VALLEYSituated between the innovative heart of the Ile-de–France region and the international opening-up of the town of Le Havre, Rouen positions itself in the Seine Valley as a town deeply rooted in the knowledge economy. Our objective is to reinforce this positionning, providing a series of programmes that will open up the town to the citizens and enhance the local ecosystem.

1.2 - PUT THE KNOWLEDGE ECONOMY IN NETWORKWith the support of the CCI and of the CREA, the programme called « J’innove à Rouen » defines a triangle of the innovation with ecothechnologies at the Madrillet Technopole , health initiatives with Rouen Health Innovationand new technologies with Seine Innopolis. Just as well, the universities and higher education schools of Rouen, mainly located on the right bank of the river Seine, offer a diversified access to Sciences and Techniques as well as to Arts and Economy. We want to favorise the intermingling of all these innovative communities in choosing to transform the station site into a place dedicated to transversality, intermingling and exchanges.

1.3 - UPGRADE A DYNAMIC LOCAL FABRIC Today the territory of the Gare Saint-Sever and of the Ile–Lacroix is situated on the outskirts of the city centre and is surrounded with an archipelago of commercial, cultural,social and sportive activities. The project aims at offering equipements and services at the very heart of a key place to promote collective projects and enhance the potential of all the local actors.

1. 4 - RECONNECT AN ISOLATED TERRITORY The site is surrounded with road connections and abandonned open spaces. So as to reconnect this territory to the dynamic of the town, the project takes the flows in the depth of the town at the level of the station and in its outskirts. While waiting the inter-modalitity allowed by the future station, the projects will develop the construction of a walkway bridge linking the two banks.

1.5 - WHEN THE TOWN PERFORMS ITSELFRouen is being renewed around the axis of the river Seine with the eco-quartier Flaubert, l’Espace des Marécages, the walkways of the France Libre and Charcot and the future Quai bas Rive Gauche. The project wants to expand this dynamic towards the East by enlivening the Quai bas Jacques Anquetil and the Cours de la reine with participative and adaptable equipements in order to create a town with a festive and artistic atmosphere.

1.6 - A REVITALIZED LANDSCAPE TO IRRIGUATE THE TOWN The green frame of Rouen develops itself with vegetated areas along the river Seine that we will complete with 6 new programmes

1. A park at the East of the Oasis contributing to the ecological corridor2. A green walk on the Quai of the Cours de la Reine 3. A planted boulevard in order to rehabilitate the embarkment Jacques Anquetil4. A vegetated alley linking the park of the Oasis to the Cours Clémenceau5. Relocalisation of the ice rink parking lot of the Ile-Lacroix on the left bank6. A vegetalisation and securisation of the tow path to reduce the areas subject to flooding

A part of the site is situated in a risky flood zone. So, a rainwater managment via the creation of a serie of buffering ponds connected to draining ditches will help reduce the risks of flood and get the rainwater waste back.

1.7 - MODULARITY TO RECLASSIFY AN ABANDONNED TERRITORYThe study site includes many abandonned urban spaces and isolated patches that are at the margin of the city flows. That’s why the project proposes to rehabilitate these abandonned territories by first identifying the areas offering a high potential and then by developing a range of possible reappropriations by the inhabitants through collective scenario builing.

1.8 - THE FRINGESThe station area is composed of four fringes that we have decided to open up and frame in order to facilitate a dialogue between the shores of the river and to suppress the structural boundaries of the site. To do so, the project proposes :

• Requalify the areas with a high potential thanks to a sustainable habitat and socialisation sequences• Strengthen the ecosystem of the river on the Ile Lacroix thanks to a landscaping work• Work on the respective facades of both the Ile Lacroix and the station

2.1 - THE URBAN OASIS OR THE EMANCIPATED STREET

The Urban Oasis recognises the strength of communities and offers them a space where they can express their creativity in a playful way, whether social or economic. Not only a place of serendipity, but also of innovation. The Urban Oasis brings together the commercial and the non-commercial into an ecosystem that creates both values and social cohesion.

The Oasis is multifunctional, dedicated to the development of the economic consciousness and collaborative innovation. The Oasis proposes four modular programmes, each favouring exchange and each adaptable depending on the needs of the users (businesses, families, seniors, students, the unemployed).

2.1.1 - Collaborative workshops for civic engagementUses: A hackerspace (also referred to as a hacklab, makerspace, or hackspace) is a community-operated workspace where people with common interests, often in computers, technology, science, digital art can meet, socialise and/or collaborate.Typologies : An open free space where collaborative workshops inspire, the typology of the garage or local place of construction.Adaptation : Evolution in respect of the equipment required for all activities, be they “ do it yourself “or the expression of each user/citizen.

2.1.2 - Co-working spaces to accelerate innovation Uses: Co-working is a way to organise ones work practise, which regroups two ideas: a shared workspace and a worker network that encourages exchange. Innovative hotspots, each co-working space is a special environment, favourable to the professionalisation of young entrepreneurs and the cross-fertilisation of emerging businesses.Typologies : Co-working is an especially open office where furniture and other elements can be moved and adapted depending on the manifold requirements (meeting room, conference space, work desks). Adaptation : The programme can be changed to facilitate, incubate, grow and be a business base. Or any combination of these activities.

2.1.3 - Shops to increase the attraction of the siteDescription: Apart from the activities around the Rue Lafayette, the area is badly in need of commercial outlets. These commercial outlets (food, clothes, coffee shops…) will be put in place to meet the needs of users already in situ and will increases the flow of visitors coming to the Oasis. Typologies : Split up into modular spaces, this programme will largely reflect those codes already used for standard commercial centres.Adaptation: The commercial properties will be able to host activities of various size and nature. They will evolve in respect of the market and supply and demand.

2.1.4 - An exhibition space as a showcase for the oasisDescription : The exhibition space is a window on the creativity of the Oasis. It will respond to the creative needs of those involved (start-ups, associations, students etc) showing their work for the public to see what is actually produced within the Oasis ecosystem. Typologies : Both a cultural space and showroom for innovation, the exhibition hall will be in the central alley of the Oasis and especially luminous. Adaptation : It will offer panels and other supports, which will be moveable in order to adapt to the elements presented at different times.

2.2 - UPPER AND LOWER LEVELSThe lower level will be reprogrammed as a living space, animated by participatory events, especially those centred on the visual and digital arts. Interconnected seating in the lower levels are thought of as areas of free expression which will be able to host, depending on what is required, concerts, theatre, films or other activities, urban culture connected to Rouen (street art, street theatre, skateboarding etc). The hangars will be kept and renovated in accord with the local inhabitants to create areas for bistrots, guinguettes, libraries or a leisure centre connected to l’ile Lacroix). Only the shed at the entry to the town will be demolished, to give an uninterrupted view of the cathedral spire.

The depth of the upper level is used to enable the movement of freight better adapted to a city center (CDU), especially in respect of sustainability. Basically, this will mean the optimisation of the “FRET” line. Due to a redeployment of the upper level, the expressway will be transformed into an urban boulevard, which will be a window overlooking the town and the river. Dedicated to commercial properties and offices, the façade of the building will be constituted of an open and closed system, which will protect the living spaces, situated in the heart of the site, from external noise. This porosity will add to the progressive development of the upper level of the Oasis through a system of promenades.

2.3 - THE WALKWAY Symbolising the new dialogue between the banks of the river, a walkway will allow easier circulation, highlighting the Oasis and connecting it to the urban green spot that is l’Ile-Lacroix. In order to respond to the interests of the inhabitants of l’Ile Lacroix, the walkway will respect the local environment and allow access to a much larger choice of activities (shops, sports facilities, housing, the Oasis, public transport). With this in mind, the parking for the ice skating rink will be moved to the left bank in order to rationalise traffic on the island itself and thus the creating a green environment on the island.

2.4 - L’ILE-LACROIX, A RELAXED ISLAND OF LEISURE IN THE HEART OF THE CITYBased on the contributions of the inhabitants of the Ile, during preparatory consultations, and taking into account the richness of the site, in both sport and ecological terms, the project plans to re-establish the potential of the area along the lines of “leisure island”. There is a need to invent a new habitat, which is not normally found in a city centre: nor in town, nor the countryside, but a new neighbourhood centred around nature conservation, to create a new way of living.

The central avenue is reinstated as a major axis, which will give a real place to pedestrians, thanks to larger pavements, which will include play and leisure areas. These walkways will include various leisure facilities (table tennis, playgrounds, sport facilities…) these will encourage exchange between neighbours. The free spaces, found on the ground floor, will evolve and adapt in response to the rhythm of the city: concerts, mobile libraries, umbrella area, exhibitions, a dialogue and self expression wall… From the ferry that connects the banks of the Oasis, to the chapel, and thence to the sailing centre, the whole island will be revitalised through a connection that is both commercial and historical.

The current aging of the island population and historical isolation plus a lack of youth projects, means that there is a real need to develop strong social and educational connections. It is therefore a necessity to restructure the available properties, the school could be moved into the “maison de quartier”, with an eye to the needs of future inhabitants near the station. The “maison de quartier” could thus be easily installed where the derelict tennis courts are currently found.

In respect of the difficult question of public transport, the new walkway establishes a variety of possibilities in the very heart of the island, through pedestrian and cycle access to the two riverbanks. The old haulage road will be secured and renovated and will encircle the entire island, thus increasing the incredible potential of the riverbanks. Finally, the available public space could be used to create a system of car sharing.

2.5 - THE MAIN SQUARE AND THE FRINGESAnticipating the arrival of the new station and its position as the town entrance, the Oasis will open onto the street via a large square. The Avenue Champlain will be reorganised so that buses will stop closer to the square, making the arrival of passengers more convenient.

Two scenarios have been developed for the new station through the main station building (on the street level) combined with the underground access to the platforms:

1. The main station building will be integrated as part of the new boulevard (Jacques Anquetil), allowing two direct entrances: one from Boulevard Jacques Anquetil the other from Avenue Champlain.2. The main station building will be situated in the square, with a single underground access via Avenue Champlain

To the south of the Oasis, the urban fabric will be treated in depth to assure porosity between the site and the adjoining areas. Taking in to account the available properties and the variety of structures on offer, a mixed neighbourhood will be constructed (housing, offices, businesses, leisure…). The reconstruction of this urban fringe will be made respecting the established outlines of the streets marked out for the Oasis, and will therefore optimise the continuity of the existing networks that are already in place between the Oasis and the suburbs.
