MOTAS (Motor-car Total information Advanced System) started its service in 1970, and

since then it realized and supported the Japanese vehicle administration for more than 40

years. It has been crucial and indispensable IT system to Japanese motorization.

Together with the Japanese MLIT “Ministry of Land, Infrastructure, Transport and Tourism”,

NTT DATA developed MOTAS and is taking care of its maintenance and operation

continuously until now, and for the future.

MOTAS is an on-line system that enables real time processing by connecting 93 Local Branches

and 58 Inspection Offices. It provides centralized administrative control over the whole vehicles in

Vehicle Registration and Inspection in Japan

The characteristic of the Japanese vehicle administration is that “Vehicle

Registration” and “Vehicle Inspection” are combined into one. Both legal

system and IT system are designed and operated accordingly.

A legal system to authenticate vehicle proprietary rights.

It officially proves the ownership by connecting owner & user

information and vehicle information

Functions provided by MOTAS

� The MOTAS functions are categorized into two. “Core Functions” that

enables fundamental vehicle administrative operations and “Advanced

Functions” that responds to the various requirements from the society.

� NTT DATA defined the MOTAS Core Functions in the 1970s when Japan

stood at the dawn of its motorization age, and since then we continuously

evolved MOTAS by developing the Advanced Functions, contributing to

the evolution of the automobile society.

Information” in an integrated way.

It’s mandatory to put the Inspection Sticker to the front

windshield of the vehicle. The sticker shows valid date of

the inspection certificate. Because of this, it’s easy to

check if the vehicle has passed the periodical inspection.

MOTAS Advanced Functions respond (1) to a large volume of applications, (2)

to an examination against complicated regulations, and (3) to an enhanced,

sophisticated vehicle administration. Followings are some of them:

2. Automated ExaminationMOTAS can perform complicated examinations, checking against multiple data items. This

guarantees accurate and consistent examination. Also, can eliminate unintended human

intervention and corruptions. ex. Examination and Taxation are based on vehicle type/usage, weight and

cleanliness of its exhaust gas.
