    A re-elected Rudd Labor Government would build on its strong track record ofachievement for New South Wales with policies to create jobs, economic prosperity

    and opportunity in the State.The benefits of our positive policies to grow the economy after the mining investmentboom are set out in Labors Plan for New South Wales released today.

    This is a plan to build New South Wales future.It stands in stark contrast to Tony Abbotts savage cuts which will be devastating forNSW residents.

    Our vision for New South Wales is of a prosperous local economy creating jobs for

    the future, backed by a national Government which invests in the services that arefundamental for peoples lives.In education, Federal Labors $5 billion Better Schools Plan will ensure kids in NewSouth Wales get more one on one attention in the classroom so they can competeon the international stage and secure well-paid, skilled jobs.

    Tony Abbott has opposed this plan from the outset. If he had his way, he wouldleave each NSW school on average approximately $920,000 worse off.Only Labor is committed to maintaining the full amount of this investment.Federal Labors Schoolkids Bonus is helping more than 400,000 NSW families withthe costs of putting their kids through school.

    Tony Abbott has said time and time again that a Coalition Government will scrap theSchoolkids Bonus, leaving these families with no extra assistance.

    A re-elected Rudd Labor Government will continue to invest heavily in healthcarethroughout New South Wales.

    Federal Labor has committed $122 million for critical hospital infrastructure andequipment at Sydneys Westmead Hospital and Medical Research precinct.

    This funding comes on top of more than $47.9 billion that Federal Labor has investedin local health and hospitals infrastructure since coming to office in 2007.

    The future economic prosperity of NSW will be underpinned by Federal Laborsinvestment in world-class infrastructure to build the businesses and jobs of

    tomorrow.We will continue rolling out the National Broadband Network. This will bringenormous benefits to NSW households and businesses, allowing the State to be fullyconnected to the world with superfast broadband.

    Tony Abbott wants to cut the NBN. He will leave 1.1 million homes and businessesacross the State dependent on last centurys copper for their internet connection, orforce them to pay up to a $5,000 connection fee to access the superfast broadband.

    We will also continue delivering our $60 billion worth of investments in new road, rail

    and public transport infrastructure around Australia, including major projects in NewSouth Wales such as: Pacific Highway Duplication. Great Western Highway. Port Botany Upgrade Program. F3 Productivity Package. Mt Ousley upgrades.

    As Australias economy faces transition from the end of the mining investment boom,only Federal Labor has the experience and the policies that will protect jobs, provideservices and build a prosperous future for New South Wales.Only Federal Labor has a plan for jobs beyond the resources boom and only Laborwill put the people of New South Wales first.

    internet.

    Continue delivering our $60 billion o investments in new road, rail and public transportinrastructure around Australia, including major projects in NSW.

    4. A world class health and hospital system

    $47.9 billion in hospitals and health inrastructure in NSW since 2007.

    1. Grow new jobs and build the new industries o the uture

    Kevin Rudd will keep the economy strong while protecting jobs, maintaining air wages andconditions and investing in health and education.

    With the end o the China resources investment boom, we need to nd a new way. We mustwork together - governments, businesses and unions - to make Australia more competitive.

    Federal Labors plan includes:

    Delivering our $1 billion Aussie jobs program to ensure Australian companies

    improve their competitiveness, win new exports and get air access to major projects.

    AJobs, Training and Apprenticeships Guarantee to make sure jobseekers arelinked to jobs and the training they need to get local jobs. This transorms our

    employment services rom a saety net onto a springboard to a good job New requirements or government-unded building projects to provide

    training and apprenticeships, creating new opportunities or skilled jobs.

    Supporting Australian rms to win at least an extra $1.8 billion a year inwork on big projects and make sure they arent locked out o work throughmeasures such as the use o unair standards.

    Establish a Medical Technologies Innovation Partnership - which will beheadquartered in Macquarie Park to grow one o the key industries o the uture.

    New training places or 6,800 manuacturing workers and 5,800

    community services workers, including early childhood educators, nurses, anddisability support carers.

    Tackling youth unemployment through the $35 million Step into Skills program,providing targeted training to more than 8,900 disadvantaged young people across

    Australia.

    New incentives or Australias small businesses to invest, grow andcreate jobs:

    - ASmall Business Investment Boost to provide an immediate taxdeduction or small businesses to purchase eligible assets costing up to$10,000.

    - Allowing small business to lodge GST returns once a year rather than ourtimes a year, beneting 1.35 million businesses with a GST turnover under$20 million a year.

    - Cutting red tape by extending the reeSmall Business SuperannuationClearing House to businesses with less than 100 employees and havingCentrelink directly pay Paid Parental Leave to eligible employees orbusinesses with less than 20 employees.

    A Future Navy Taskorce to explore opportunities to open Garden Island or excitingnew uses such as providing berths or the burgeoning cruise ship industry and

    development o inner-city commercial precincts, public spaces and tourist attractions.

    Labors record o achievement on jobs and the economy

    Since 2007, Federal Labor has delivered:

    Strong growth: Our economy is nearly 14 per cent larger than when Labor came tooce, whereas many advanced economies are still smaller than they were prior to

    the GFC.

    AAA credit rating: Australia has received a AAA credit rating with a stable outlookrom all three ratings agencies. We are amongst only eight nations in the world tohave this.

    Low unemployment rate (5.7 per cent): Australias unemployment rate is lessthan hal that o Europes (12.1 per cent) and is below that in most other advancedeconomies.

    Exceptional job creation record: Nearly 1 million jobs have been created sinceLabor came to oce, while the number o unemployed worldwide has increased by28 million over the same period.

    Low interest rates: Interest rates are currently sitting at 2.5 per cent - lower thanthey were at any time under the ormer Coalition Government. This means a amily witha $300,000 mortgage is paying around $6,000 less in repayments a year.

    Contained infation: Underlying infation is in the middle o the RBAs target band(2.4 per cent).

    Investment: There has been more than $1 trillion dollars o business investment in

    our economy since Labor came to oce in 2007.

    Very low debt: Net debt as a per cent o GDP peaking around an eighth o the levelacross major advanced economies.

    2. Better schools with more one-on-one attention or our kids

    Federal Labors plan will ensure every young Australian gets the best possible education sothey can secure the jobs o the uture.

    Our plan includes:

    Delivering our $15 billionBetter Schools Plan that will:

    - Ensure students get more one-on-one attention or our kids.

    - Provide an extra $1.6 million on average or all schools across Australia.

    - Help our kids compete with Asia and secure high skill, high paid jobs.

    Under Labors Better Schools Plan, New South Wales schools will benet rom

    $5 billion in extra unding over the next six years only Labor is committed tothe ull amount o additional investment.

    Continue rolling out our 10 year $2.5 billion Trades Training Centres in SchoolsProgram, giving secondary students access to industry relevant training and skills.

    - In the latest round New South Wales schools will benet rom 58 new TradesTraining Centres, benetting 71 New South Wales schools.

    Investing more than $30 million to ensure our children are taught by the best

    and brightest because we know the biggest infuence in improving educationaloutcomes is the teacher standing in ront o the classroom.

    Investing $450 million to provide parents with more outside school hoursplaces, more fexible hours and better activities or kids making it easier or parents onthe daily drop o and pick up. Around 19,000 extra New South Wales students couldbenet rom this initiative.

    Investing $20 million in a new NBN: Connecting Classrooms und to helpschools across the country take ull advantage o the NBN. At least 1,000 schools willbenet rom grants o up to $20,000 to help schools get the equipment needed toleverage the benets o the NBN, or example through creating virtual classrooms.

    Enhancing the mychild website to make it easier or parents to easily identiy the

    child care services available in their area, along with a new service to enable parents tobe notied when a place becomes available.

    Investing $6 million to expand access to, and enhance the quality o,community

    language lessons this will benet around 500 community languages schools andapproximately 90, 000 students.

    Keeping access to a university education open to all Australian studentsthrough our demand driven unding system.

    Labors record o achievement on education

    Since 2007, Federal Labor has delivered:

    Record investment in our schools: Almost doubled investment this year we are

    investing more than $14 billion in schools, compared to $9 billion in the last CoalitionGovernment budget.

    Revitalised school acilities right around New South Wales: Almost $5 billionin around 7,150 projects in local schools, including building or upgrading:

    - 159 Science and/or Language Centres.

    - 748 libraries.

    - 1,432 classrooms.

    - 923 Multi-Purpose Halls.

    Provided unprecedented support or students with a disability: We have

    invested an extra $300 million to help students with disability and learning diculties,giving schools greater access to classroom support and specialised equipment.

    Boosted investment in skills: Investing over $19 billion in unding over the past veyears and introducing a national training entitlement under the $1.75 billion SkillsReorm National Partnership.

    Built new Trades Training Centres: Through our $2.5 billion Trades TrainingCentres in Schools Program weve already announced 510 new Trades TrainingCentres benetting 1,290 schools.

    - $438 million has already been committed or 198 Trades Training Centres in

    New South Wales benetting 388 schools. Improved the quality o early childhood education and care: We introduced

    the National Quality Framework - liting the quality o early childhood education and

    child care with improved child to sta ratios and new qualications standards.

    Supporting parents with the cost o child care: In 2011-12 around $1.3 billionwas provided to New South Wales parents through the Child Care Benet and the ChildCare Rebate.

    - New South Wales parents benetted rom an extra $265 million last nancialyear because o our decision to lit the Child Care Rebate rom 30 per cent to50 per cent.

    Ensuring every New South Wales child gets access to 15 hours o

    kindergarten: Through an investment o $491 million.

    Opened up access to university: There are now an extra 190,000 studentsstudying at university compared to when we came to oce.

    - There are 27 per cent more Commonwealth Supported Places in New SouthWales than when we came to oce.

    More unding or universities: Funding is projected to increase to $14 billion in2013 - $6 billion more than in 2007. Funding has increased by around 64 per cent oruniversities in New South Wales since 2007.

    Invested in cutting edge research: Weve invested over $5 billion in higher

    education and research inrastructure since coming to oce.

    3. World class inrastructure o the uture

    Under Federal Labor Australia has made record investments in the nations inrastructure,including saer roads, better ports and rail, and improvements to our metropolitan public

    transport network. We are also delivering the National Broadband Network or all amilies andto build the businesses o tomorrow.

    The Federal Labor plan includes:

    Delivering the high speed National Broadband Network, creating the opportunityor new industries to emerge and enabling businesses - big and small - to fourish.

    Continuing to roll out the $60 billion Nation Building Program to build modern,well-planned road, rail and public transport inrastructure.

    Continuing to invest in building projects - all up, we have already increased ederalspending on the nations transport inrastructure rom $132 to $225 perAustralian.

    Continuing to make sure regional communities get their air share, withalmost twothirds o our inrastructure unding going to projects outside our big cities. In actweve doubled spending in regional Australia.

    $52 million to establish a new High Speed RailAuthority which will nalise the trackalignment and station locations in consultation with the governments o Victoria, NewSouth Wales, Queensland and the ACT.

    $50 million to be provided as seed unding to attract private sector partners to buildand operate the Maldon to Dombarton Rail Link project.

    Continuing to support important local and regional projects, such as:

    - $9.5 million towards the development o a Regional Tennis Centre in Blacktown.

    - $200,000 to und the installation o CCTV Cameras in Eastwood.

    - $850,000 towards a new pavilion at Parramatta Rugby Clubs home ground atGranville Park, Merrylands.

    - $1 million to upgrade Edwards Park, the home ground o the ConcordSoccer Club.

    - $250,000 towards the reurbishment o the Riverwood Community Centre.

    - $10 million or the establishment o a state-o-the-art Johnny Warren FootballInstitute in Western Sydney.

    - $1 million towards upgrades at Hurstville Oval.

    - $1.25 million or the Gerringong Library, Museum and Community Facility

    project.

    - $2.2 million to advance a revolutionary technology developed at the Universityo Wollongong or clean energy.

    - $350,000 in unding towards upgrading acilities at the Quakers Hill TigersSoccer Club.

    - $500,000 or the complete reurbishment o acilities at Centenary Park inCroydon.

    - $16 million to Randwick City Council or the development o a HighPerormance Community Centre at Heron Park in Maroubra, in conjunctionwith the South Sydney Rabbitohs.

    Labors record o achievement in inrastructure

    Since 2007, Federal Labor has:

    Instituted an unprecedented $60 billion Nation Building Program to build themodern, well-planned road, rail and public transport inrastructure that will make

    working peoples lives easier, our businesses more competitive and the Australianeconomy more productive:

    - Doubled the roads budget and initiated the biggest road constructionprogram since the creation o the national highway network almost orty yearsago.

    - Rebuilding more than a third o the Interstate Rail Freight Network some4,000 kilometres o track.

    - Committed more unding to modernising urban passenger railinrastructure than all our predecessors since Federation combined.

    Through our Nation Building Program, Federal Labor is investing anunprecedented $23.4 billion in modernising NSWs road, rail and public

    transport inrastructure. Established Inrastructure Australia to ensure we have a transparent, competitiveand national inrastructure market.

    Started rolling out the National Broadband Network, with over 75,000 Australiansusing the NBN today. The NBN has been switched on in a number o regional andurban sites in every State and Territory in the country.

    Invested in local projects that make a real dierence, including:

    - Pacic Highway Duplication: Upgrades o the Pacic Highway betweenNewcastle and the QLD border.

    - Sydney Motorways upgrade: Including the extension o the M4 and M5 andthe Missing Link between the F3 and M2.

    - Hunter Expressway: A new road linking the New England Highway and theF3 in the Hunter region.

    - Great Western Highway:Targeted upgrades to reduce congestion andimprove saety.

    - F3 Productivity Package:A package o our projects that includes thewidening o the F3 between Tuggerah and Doyalson and between Kariong toSomersby and capacity improvements to the Kariong Interchange ramps, andthe Weakleys Drive intersection.

    - Port Botany Upgrade Program:The removal o the rail level crossing at theGeneral Holmes Drive.

    - Port Botany rail line upgrade: Upgrade o the Port Botany Rail Line toimprove access and connectivity between the port and the uture Moorebank

    Intermodal Terminal.- Bolivia Hill:The realignment o three kilometres o the New England Highway

    at Bolivia Hill to improve saety.

    - Scone Level Crossing: Fixing congestion and saety issues around the levelcrossing along the New England Highway in Scone.

    - Mt Ousley upgrades:This project will involve the construction o two newnorthbound and two new southbound climbing lanes on Mt Ousley Roadbetween Bulli Tops and Picton Road interchange.

    - Kapooka Bridge:The replacement o the Kapooka Bridge on the OlympicHighway and the removal o sharp curves on approach.

    - Newell Highway overtaking lanes.

    - Tourle Street bridge and Cormorant Road:The duplication o the TourleStreet bridge.

    - Upgrade to the interstate rail network.

    4. A world class health and hospital system

    Federal Labors plan will deliver a stronger, airer health and aged care system or the uture.

    Our plan includes:

    Establish a $50 million national network o Stroke Care Coordinators acrossMedicare Local networks in every state and territory to help stroke patients transitionrom hospital to home and get the support they need in their local community.

    Investing $15 million or a network o cancer care nurse coordinators to bebased in regional cancer centre projects across the country, including six in New SouthWales. The cancer care nurse coordinators will provide vital inormation, care andsupport to patients who have been diagnosed with cancer, their amilies, carers andsta.

    Investing more than $190 million in health and medical research, including a

    $125 million und to help Australian researchers translate their innovative ideas intocommercial success, and grants to the University o Sydney, University o Newcastleand the University o New South Wales to support research in priority health areas suchas ageing, mental health, Indigenous and preventative health.

    Delivering our record $2.2 billion mental health reorm package, expanding thehighly successul headspace initiative to 100 centres across the country, providingadditional unding to support critical services delivered by BeyondBlue and Lieline andsupporting workplace mental health through innovative new programs and services,providing a major boost to people with a mental illness, their amilies and carers.

    Providing $100 million to commence a comprehensive redevelopment oWestmead Hospital, the rst major upgrade since the hospital was built in 1978, and

    which could include a new building to bring complex and critical patient care servicesinto one location, and expanding and improving outpatient care and community healthacilities.

    Providing a $12 million capital investment to the Westmead MillenniumInstitute or the next stage in construction o a new medical research and educationacility, and $10 million to the Childrens Medical Research Institute (CMRI) tocomplete Stage 1 o the CMRI Westmead redevelopment, which will allow CMRIsacilities to expand rom 5,000 to 9,000 square metres and boost its workorce rom120 to 200 medical researchers.

    Supporting better asthma emergency awareness and training by investing$10.5 million or improved asthma response measures in schools, general practice

    surgeries and disadvantaged communities across all states and territories.

    Investing around $30 million or a major new prevention program andresearch to address increasing rates o sexually transmissible inections (STIs) andblood borne viruses including HIV, hepatitis B and hepatitis C, including $4 million or anew Ministers Research Fellowship in Ending HIVat the Kirby Institute or Inection andImmunity in Society at the University o New South Wales.

    Providing critical hospital inrastructure in Sydneys west, including $22 millionor urgent upgrades to St George Hospital, $10 million or a linear accelerator andmammogram machine at the Nepean Hospital and $6 million or a ull MRI license at MtDruitt hospital.

    Delivering more than

    $268 million to tackle dementiaand provide additional careand support to patients, their amilies and carers as part o the Federal Labor

    Governments historic $3.7 billion aged care reorms.

    Since 2007, Federal Labor has delivered:

    More money Investing an extra $20 billion in our hospitals to 2020.

    More doctors and nurses 11,000 more doctors, 26,000 more nurses, and moredoctors in regional areas.

    Bricks and mortar More than $8 billion in around 1300 building projects to support

    local hospitals, community health services, medical research and education andtraining o Australian health proessionals.

    Medicare The biggest investment in Medicare in Australian history around $35billion in 2013-14.

    More local health services and health workers $1.8 billion or Medicare

    Locals to plan and und extra health services in local communities across Australia- supporting more than 3,000 rontline health workers, including around 966 GPs,nurses, mental health workers, physiotherapists, immunisation ocers and Aboriginaland Torres Strait Islander health workers across New South Wales.

    Higher bulk-billing rates Record GP bulk-billing rates o over 82 per cent. Incontrast, when Tony Abbott was health minister, GP bulkbilling rates were as low as 67per cent.

    Better regional health services More than $116 million or regional cancer centreprojects in New South Wales, including services in Tamworth, Armidale, Cos Harbour,

    the Shoalhaven, Wollongong and Lismore.

    More medicines Over $5 billion in new medicines on the Pharmaceutical BenetsScheme to ensure Australians can get access to high quality medicines at a costindividuals and the community can aord.

    Health and medical research More than $3.5 billion through the National Healthand Medical Research Council since 2008, supporting over 8,500 researchers workingto improve Australias health outcomes, and including more than $113 million to undhealth and medical research into dementia.

    Better dental care $1.6 billion dollars or better public dental services, taking

    400,000 Australians o public dental waiting lists immediately and building a systemthat invests in prevention, not just treats crises.

    Better cancer prevention, detection, treatment and cure Over $4.1 billioncommitted to improve the prevention, detection and treatment o cancer, includingalmost $2 billion on new and amended cancer medicines.

    More support or youth mental health Additional headspace mental healthservices, supporting young people in New South Wales in Campbelltown, Gosord,Port Macquarie, Wagga Wagga, Nowra, Maitland and other areas, and the introductiono the innovative eheadspace initiative which allows young people to get support and

    advice over the phone and online, no matter where they live.

    Kevin Rudd has a positive plan to build airer workplaces and stronger communities byprotecting penalty rates and Australias saety net.

    Our plan includes:

    Fair workplaces o the uture:

    Fairer workplaces and almost one million new jobs:

    - Abolished WorkChoices and delivered the Fair Work Act.

    - Delivered Paid Parental Leave and fexibility or working amilies.

    - Delivered the strongest protections or workers entitlements ever seen inAustralia or when an employer becomes bankrupt or insolvent.

    Cost o living relie or amilies:

    - Invested more than $370 million in early intervention services or children withdisability.

    - Invested $160 million in supported accommodation or people with disability.

    - Increased the pension in 2009 including or around 800,000 Disability SupportPension recipients and around 200,000 Carer Payment recipients.

    Support or rural and regional communities:

    - Delivered the Regional Development Australia Fund, which has invested morethan $850 million to leverage projects worth more than $2.7 billion. Already76 projects are underway or completed, ensuring people living in rural andregional Australia are getting the services and support they need.

    - Provided more than $250 million in Community Inrastructure Grants to buildpriority local projects such as upgrades to local sporting and recreationalcommunity inrastructure.

    If ABBOTT WINS, NSW LOSES

    We believe we must build or the uture by investing in new industries and new jobs whileallMr Abbott does is cut to the bone. Tony Abbott has already said he will make

    these cuts in NSW: Compared to our Better Schools Plan, on average schools inNSW will be worse o

    by around $920,000.

    More than 400,000 eligible amilies in NSW will lose the Schoolkids Bonus atypical amily with two kids will be $15,000 worse o over the period o their kidsschooling.

    Over 2.5 million people in NSW will lose years o super savings. For a 35 year-old plumber Labors Superannuation Guarantee increase adds up to over $74,000 bythe time they retire; or a 22 year-old hairdresser that adds up to almost $100,000 by

    Abbott's proposed Direct Action scheme would cost over2.4 million households in

    Abbott would cut 17 Medicare Locals in NSW which employ around 1,000rontline health workers which are delivering important health services.

    Over 309,000 people in NSW work in occupations that could have their penaltyrates and overtime cut by Tony Abbott.

    There are over 112,000 Australian Government employees in NSW whose jobsare at risk under Mr Abbottspublic service cuts.

    There are over 6,500 automotive workers who could lose their jobs due to cuts toautomotive industry assistance, as well asover 26,000 jobs in related sectorsthat would be put at risk.

    Mr Abbott wants to cut the NBN. This means that around1.1 million homes andbusinesses in NSW would not get the NBN but have to rely on last centurys copperor their internet connection or pay up to $5,000 or a superast bre connection whichLabor delivers or ree.
