In comparison with other countries in the region and elsewhere, the military expenditures of the Philippine military falls under the normal range of 2.0%
This outlay is composed of approximately 80% in salaries and pensions thus reducing further the Philippine military’s capability to undertake combat and humanitarian operations as there is little remaining for equipment acquisition and maintenance, infrastructure development and even training.
The Philippine military unlike many of its neighbors undertakes operations against insurgencies from the CNN and the secessionists thus inhibiting its capability to address other security matters such as external defense which is an emerging concern.

It is the hope of the government to raise this allocation to a higher level probably within the 2% range.
Obstacles though exist in the form of financial constraints and even Constitutional restrictions that call for the national budget to be allocated in a matter of priority with education being given the largest share. An increase in the defense budget may trigger corresponding increases in the other departments.
Hence economic development, the peace process, calibrated military responses will be utilized to degrade the insurgencies until they become inconsequential and thus allow the government greater resources and flexibility in dealing with other security concerns such as HA/DR and external defense.
Conclusion The administration through the NSS aims to provide the way
forward with regard to improving the conditions in the country by providing the enabling environment for growth and development.
There is a need for cooperation among all the agencies in a whole of nation approach so as to effectively address the lingering problems of social injustice, poverty reduction, economic growth and insurgencies.
The establishment of peace in the country and the end of insurgencies is the desired outcome of the NSS which will then be the most important factor in the provision of an enabling environment for growth and development.
With that said, the NSC’s task is to ensure that the departments and agencies undertake their various programs guided with one direction in mind, which is provided by the NSS which itself is a consultative creation undertaken by all these government entities themselves.

National security is multi-faceted and milti-dimensional that requires multi-agency responses and collaboration. However, until now, only the security sector remains as the only cognizant sector. Stratcom and advocacy should be aggressively pursued to raise
The word "security" is encompassing, hence "whole of nation" approach to address security concerns should not be in writing only. We must all put our acts together . To do this, there must be a clear directive from the president on what task/role each govUpgrade capabilities and resources; stronger will to implement/execute policies/rules; and full commitment of all stakeholders in solving security issues (sanctions should be given to those who do not cooperate/participateMost of the government agencies specially the DILG, DSWD and DOJ do not know their role on insurgency. It is only the military that is active on addressing the insurgency problemEnough fund to effectively address natl scty issues and to fight threats to national securityResource issues must be taken great attention, as well as environmental degradationGovernment information campaign should be intensified to reach even the remote areas in the country for people to know the government programs which the common people could benefit.
