My definition ........a situation where everyone has ready access to, the skills
to use, and an understanding of the benefits of digital technology.

‘E-inclusion (‘e’ standing for electronic) aims to ensure that disadvantaged people are not excluded due to their lack of digital literacy or internet access.
E-inclusion also means taking new advantages of new opportunities offered by digital and technical services for the inclusion of socially disadvantaged people and less-favoured areas.
The Information Society has the potential to distribute knowledge more equally and to offer new job opportunities, by overcoming the traditional barriers to mobility and geographic distance.’

The moment of inclusion!
• When I got my first email• The moment I understood spreadsheets (I am an
accountant)• Skyping my daughter in New Zealand• Establishing email contact with Bexley Council’s
highways department regarding highways repairs.
• 95 year old profoundly deaf father able to talk via Skype using sign language to 98 year old brother in Australia
The moment of inclusion!
• Writing plays: using Google for research• Male middle aged workers getting job
satisfaction changing to using computers• 70 year old father texting his 18 year old
daughter for the first time.• Someone saying I don’t know why it’s not
working, and I realised I could sort it out!• Increased complexity depowers people.
The moment of inclusion!
• It is not often debated whether every citizen needs to use ICTs!
• but if they choose ICT they should have the right, the knowledge and the means to do so in meaningful way.

appartenance culturelle.
I think digital inclusion has to accept itself as a militant not an
accepting movement with a clear task:
breaking the barriers between a world with access to and benefits
of the digital technology and a world without them, and increasing digital literacy
irrespective of age, sex, social status or cultural affiliation.

• You don’t need any formal qualifications to join
• anyone with a basic understanding of technology can register on the web site
• • You might do one hour’s work one
week and ten hours the next, depending on who needs help and how much time you have to spare.
Digital Outreach Trainers
• we try to focus on those who are socially excluded yet still have digital skills.
Explore with someone how technology can make a difference by identifying what someone is interested in and how technology can support this.
Example video buying curtains online Découvrez comment la

• older volunteers motivated the new volunteers and told about their difficulties to jump over this courses-barrier.
Gloria Possat - Berlin

In my opinion it needs a long time with low-barriers.
Small talks more community events
Opportunities to show your results to others .

Training which is constructivist, developmental, non-threatening, hands-on, followed-up properly (one-off projects never work!!!)
marchera jamais!)
Young learners are “digital natives” Les jeunes apprenants sont «natifs du numérique»
• feel much more at ease with new technologies
• Those learners don´t need much support, they teach others,
• they are willing to experiment, are risk-takers
• they embrace innovation with extreme joy!!
The greatest challenge is engaging with those people who are
digitally excluded and either don’t realise the benefits or think they are not capable of learning the
skills required to become digitally included.

• First degree- engaging
• Second Degree – being able to use
• Premier diplôme en prise avec les gens
Au deuxième degré - être capable d'utiliser
• “The experiences of many people with searching in internet are similar to trying to drink from a full turned up fire fighter hose: you get wet, but remain still thirsty.” (Robert Chromow).
(RobertChromow).
