Head Start is administered by the Office of Head Start (OHS), Administration for Children & Families(ACF), Dept. of Health & Human Services (HHS). This national program promotes school readiness by the promotion of a comprehensive approach that enhances the social and cognitive development of children through the provision of education, health, nutrition and social services.

All Head Start Programs undergo an intensive on site review by a federal team every 3 years

Our next review will be scheduled for any time after October 1, 2013 As little as a 1-month notice or a “Surprise Review” is to be expected The Regional Council and the appointed Regional Council Head Start

Committee (RCHSC) members will be an integral part in this process The Regional Council Chairperson and RCHSC Chairperson will have

Economic Development Council (EDC)

Mission: The NACOG-EDC is a collaborative regional approach that provides leadership in the creation of foundations necessary to foster business opportunities, assist entrepreneurs and encourage innovation throughout the region to ensure long term success. The EDC monitors the region’s economic diversification through effective communication with all partners, evaluating regional performance indicators, maintaining relationships, providing the tools to assist in proactive strategy implementation and serving as a catalyst for positive change.

NACOG-EDC• Develops, revises and replaces the CEDS• Represents the main economic interests of the region

with private and public sector representatives• Membership includes: public elected officials,

community leaders, representatives of workforce development boards, representative from higher education, minority and labor groups and private individuals.

• The EDC meets the first Thursday, every other month.

EDC Roles & Responsibilities• Promote workforce development and training partnerships that provide business

retention and expansion in the EDD. • Support the expansion of improved infrastructure including broadband access in the

region that leads to increased jobs, technology and long term economic benefit.• Serve as the Northern Arizona voice for economic development initiatives in the state. • Continue to support efforts to sustain and grow tourism within the EDD. • Strengthen collaborative partnerships with agencies such as Bureau of Land

Management and the Arizona Motion Picture Office in their efforts to promote and serve Northern Arizona.

• Support sub-regional groups throughout the EDD in their local economic development efforts.

• Support regional and sub-regional public works projects that align with the EDD’s Goals and Priorities.

• Annually review the CEDS, adopt a work program and work collaboratively on work program implementation.

• Periodically update the NACOG-CEDS.

Scope of Work 2012-20131. Building on the foundations of the EDD, we will offer best

practice presentations at EDC meetings. 2. Continue to expand our partnerships in the state to support

economic development resource development for our communities.

3. The NACOG-EDD will be more active in our advocacy role for District projects or policies that affect economic development in northern Arizona.

4. The EDD will focus on energy efficiency and renewable projects that create jobs and provide energy savings in the District.

5. Focus our tourism efforts on best practice demonstrations through forums and publications.

CEDS Project Summary Presentations

• The communities within the NACOG EDD provide a Summary of their EDA projects and present at a regularly scheduled EDC and Regional Council meeting for approval.

• After approval, the community completes the EDA grant application online through www.grants.gov.

• The application is reviewed by EDA and subsequent approval or denial is supplied to the community directly from EDA.

• EDA applications are reviewed on a bi-annual basis in the areas of public works, technical assistance or disaster relief funding areas.

Area Agency on Aging• Area Agencies on Aging (AAA) are dedicated to providing

services to older adults and their caregivers, persons with disabilities, and those with long-term care needs. AAAs advocate, plan coordinate, develop and deliver home and community-based services.

Services• Appliance Replacement and Repair

– Utility Replacement, Repair and Deposit (URRD) program repairs or replaces cook stoves, refrigerators, furnaces, water heaters, washers and dryers, and utility systems as well as pay for utility deposits.

• Transportation Services– Provided to obtain or maintain employment,

medical appointments, basic needs and education through gas and/or taxi vouchers.

NACOG Weatherization Assistance Program

• The Weatherization Assistance Program (WAP) enables low-income families to permanently reduce their energy bills by making their homes more energy efficient. Funds are used to improve the energy performance of dwellings of needy families using the most advanced technologies and testing protocols available in the housing industry.

• The US Department of Energy (DOE), Low Income Housing Energy Assistance Program (LIHEAP), American Recovery and Reinvestment Act (ARRA), Arizona Public Service (APS), Unisource Energy Services (UES), all provide funding to NACOG, which manages the day-to-day details of the program.

NACOG Weatherization Assistance Program• The energy conservation resulting from these efforts helps

decrease energy costs for families in need while improving the health and safety of their homes.

• Families receiving weatherization services see their annual energy bills reduced by an average of about $437, depending on fuel prices.

• Because the energy improvements that make up weatherization services are long lived, the savings add up over time to substantial benefits for weatherization clients and their communities, and the nation as a whole.

Community Development Block Grants (CDBG)

• Community Development Block Grant is a HUD Small Cities Program that provides funds for housing and community development activities in rural Arizona.

• The Arizona Department of Housing is the state agency that administers the funds, and NACOG administers the planning of annual allocations and provides technical assistance for application preparation for northern Arizona.

• To be eligible for funding, projects must meet at least one of the three national objectives;– At least 51% of the persons who benefit from the project must be

low to moderate income;– The project must aid in the prevention or elimination of slums or

blight; or– The project must solve an urgent need health hazard

Community Development Block Grants (CDBG)

• The Arizona Department of Housing allocates funds to the four rural Arizona Councils of Governments using a poverty/population formula

• Then, NACOG uses an “Entitlement” process for distribution of funds to the four northern Arizona counties of Apache, Coconino, Navajo, and Yavapai

• The counties have established a 4 or 5-year rotation schedule that determines the year in which each city, town or county will apply for funding

• In round numbers, the funding for 2013 is anticipated to be:– State: $8,900,000– NACOG Region: $1,500,000
