Saunders Village:
Status: Plans are expected to be submitted to the city by the end of April.
Project: 12 units of housing, a Planned Unit Development of 1400 to 2200 square foot houses on 3000 foot parcels, with shared common space.
Location of the project: the 1.22 acre undeveloped lot on the north side of Elkhorn, at Metolius .

noise, loss of privacy, and inap-propriate street parking. Once the specific plans are submitted, NEN will develop a response.
The NEN Board has voiced seri-ous concern about the design of this project, which would put a very imposing three-story struc-ture with a 360+ foot façade set back only 15 feet from a largely residential portion of Coburg Road. We have no quarrel with the nature of the project, but believe it should be set back further so as not to dominate the street and that space should be
allowed for landscaping and future road widening if needed. On the adjacent side street to be built, it should be built to city standards with sidewalks, bicy-cle lanes and appropriate land-scaping. NEN submitted written comments, testified at the March 14th Public Hearing, and submitted further written com-ments afterwards.
Eugene Christian School:
Status: A Public Hearing was held April 18, 2012 at 5:00 pm, in the Sloat Room of the Atrium Building, 99 West 10th Avenue, Eugene, OR. NEN is awaiting the decision of Public Hearing Official.
Project: convert a vacant office building to new facilities for the Eugene Christian School, cur-rently located in South Eugene, with 115 students.
They plan a Pre-K to 8th grade school, a performing arts center, a day care nursery from 7 am to 6 pm on weekdays, Sunday only church services, and offices for small non-profits.
Location of the project: 2895 Chad Drive, off Shadow View
NEN Board representatives attended the initial public meeting and view this project positively.

Street Improvements
Eugene Public Works staff is in the design phase for
the planned improvements to Park View Drive and
the extension of Matt Drive. City of Eugene Public
Works staff anticipates development of Park View
and Matt Drives to begin in July 2012 with comple-
tion by the end of summer. Public Works will send
out more information closer to the start of construc-
tion, however, if you have questions regarding the
design or construction of Park View Drive or Matt
Drive, please contact Teri Higgins, Civil Engineer with
the City at 541-682-8462.
Funding and Construction
Phase 1 of Bascom Village is sponsored by St. Vincent
de Paul Society of Lane County, Inc. (SVDP) and
Phase 2 is sponsored by the Housing and Community
Services Agency of Lane County (HACSA). SVDP has
submitted their application to Oregon Housing and
Community Services for the remainder of the funds
needed for development and construction of the
project. With a funding award this summer, con-
struction of Bascom Village Phase 1 would begin in
the early Summer of 2013 with completion in
2014. The construction of Phase 2 will follow.

Youth Farm Farmer’s Market
Located opposite Game Bird Park on Flamingo St.
off of Game Farm Rd. South. (Easy to bike to.)
Take advantage of fresh organic and beautiful pro-
duce. Organized through Food For Lane County by
volunteers who work with approx. 16 low-income
teens. The Market is open on Thursdays at River-
bend Hospital from 2-6 pm, and Saturdays at the
Farm from 10 am to 2 pm starting June 9.

Rising electricity costs, some resulting from actions
taken by our largest supplier, the Bonneville Power
Administration, EWEB’s own renewable power
purchases and general escalation of costs have
resulted in back-to-back rate increase by the Eu-
gene Water & Electric Board. As we look ahead,
Bonneville continues to forecast rate increases
which will impact EWEB and all Northwest utilities.

Membership Meeting

1. Meeting Called to order at 7:05 pm
2. Minutes of September 22, 2011:
A motion was made to adopt the minutes, seconded and passed unani-
mously.
3. Guest Speakers:
How can we be more effective and better heard the next time a devel-
opment occurs?
Steve Ochs, Associate Planner, City of Eugene, provided information and
hand outs on how to access the application material being reviewed by
the city and discussed the land use review process steps. These included
the different levels of review, Type 1 to Type 5. Additionally, Paul Conte,
Chair, Jefferson Westside Neighbors, discussed what a neighborhood
association has to do to be effective in reviews of land use applications.
He stressed: Get connected within your neighborhood; keep your City
Councilors informed; understand your area plans and city codes – revise
as needed; and stay connected to Envision Eugene for data and maps of
future city plans.
Pedestrian/Bike Plan for NEN Neighborhood:
Sue Wolling, Member of the Sustainability Commission, and other rep-
resentatives led a discussion of the planned improvements in our neigh-
borhood. Additional information and suggested needs were solicited
from the membership for possible inclusion in the plan. A summary of
the comments will be prepared by Sue Wolling and made available on the
NEN web page.
4. General business & News:
A. Land Use Update:
a. Bascom Village Affordable Housing Development is intended
to be appealed to LUBA.
b. Good Guys Redevelopment has an appeal filed by a local
business.
c. Drakes Crossing has been approved with multiple conditions.
d. Eugene Christian School application has been submitted.
e. Spectrum Senior Housing application has been submitted.
f. PUD (12 unit) at Elkhorn Dr. & Metolius Dr. is holding an
applicant/ neighborhood meeting on February 16, 2012.
B. NEN Activities:

Steering Committee Appointed
The NEN Board appointed a Steering Committee to begin working
on a strategy to influence future development in our neighbor-
hood. The Steering Committee members are current NEN Board
members and resident volunteers from the neighborhood.

And EWEB is looking at two major initiatives that would raise
electricity and water rates even further: Development of a se-
cond source of water and relicensing of our largest hydroelec-
tric power plant, Carmen-Smith.
If you are a resident of Wards 4 or 5, I hope you will join me at
the neighborhood meeting on Thursday, May 24 (7 pm start),
to offer up your suggestions. EWEB is at a crossroads: What
services, if anything, should we cut to help mitigate these rate
actions looming ahead of us? Do you want to continue a strong
energy conservation effort? Are you willing to sacrifice electric
power reliability to keep rates from rising so fast? Reduce low-
income funding instead? All of these services and programs
have costs that are reflected in your electric rates. This summer
EWEB’s Board will begin the 2013 budgeting process and cus-
tomer input ahead of this process is very valuable.

neighborhood.
Reed Dunbar, Associate transportation Planner, City of Eugene, will discuss a grant application the city is preparing
to complete the bicycle network in northeast Eugene. Elements of the bicycle network the application will address
include wayfinding signs, pavement markings, and enhanced street crossings.
