Description:

This collection documents the removal of historic buildings and more modern structures in Rocky Mountain National Park. Building removal began in 1919 with no formal process or paperwork. A formal process for building removal began in the late 1940s with standardized documentation including photographs; plan drawings of the structures; correspondence; LCS Single Entry Reports; LCS Field Inventory Reports; National Register of Historic Places Inventory Reports – Nomination Forms; Individual Building Data Sheets; ROMO Building Forms; Completion Reports; and USDOINPS Real Property Records.

Acquisition: Found in collections at Rocky Mountain National Park.

SCOPE AND CONTENT Inclusive Dates 1928-2006 Bulk Dates 1947-1959 History

In 1915, the first park manager, C.R. Trowbridge, arrived in Estes Park to find approximately 500 man-made structures, most dating from the pioneer period in Colorado history. Eleven rustic lodges, hosting an assortment of log guest cabins, liveries, and dining halls, comprised nearly 200 of the 500 structures. Constructed within sheltered meadows or along the shores of alpine lakes, these resorts were designed and built to blend within the forested landscape like their mid-nineteenth century rustic predecessors constructed in the Adirondack Mountains of upstate New York. Characterized by log construction and featuring native stone foundations and chimneys, these buildings represented one of the finest collections of rustic vernacular architecture in the Rocky Mountains. These numerous historic structures also presented a serious management problem for the early park managers. Not only did they constitute an unwanted man-made intrusion within what they considered to be a natural area, but most of these structures also occupied the only lands suitable for park development. Moreover, these privately held lands could be commercially developed in ways incompatible to the primary mission of the National Park Service. Finally, where was one to construct needed park housing, visitor campgrounds, administrative offices or a visitor center? Stephen Mather, the first Director of the National Park Service, struggled to resolve the inherent conflict between conserving natural scenery and having hundreds of privately owned structures located within the newly formed Rocky Mountain National Park. Mather and his assistant, Horace Albright, shared the belief that national parks had originally been primitive and should remain so to the greatest possible degree. The Congressional Act establishing Rocky Mountain National Park reflected this management philosophy. The law stated that lands within the new park should be managed for “recreational purposes by the public and for the preservation of the natural conditions and scenic beauties.” Stat. 38, 798 (S. 6309 was the bill that passed Congress). Secretary of Interior Franklin K. Lane reiterated this policy in a May 13, 1918, memo to Stephen Mather. “Every activity of the Service,” Lane wrote, “is subordinate to the duties imposed upon it to faithfully preserve the parks for posterity in essentially their natural state.” Barry Mackintosh, The National Parks: Shaping the System (U.S. Department of the Interior, Washington D.C., 1991) 19. How this scenic preservation philosophy would impact the existing privately owned structures within Rocky Mountain National Park was clear. Henceforth Rocky Mountain National Park superintendents viewed the lands within the park as blank parchment. A new natural chapter of history would be rewritten over the existing historic landscape. As park managers struggled to create the appearance of a landscape untouched by man, important chapters in the park’s recent history would be erased. Just as a sense of place was beginning to emerge, the park began removing important landmarks associated with the region’s collective memory. The impact of this management philosophy was gradual and accordingly, its impact deceptive. The cumulative effect would be substantial. Excluding those structures built by the National Park Service, by 1999 only eighty of the approximately 500 structures originally located within the park remained. Many of the remaining eighty historic structures were in an advanced state of deterioration.

This summary was pulled from an article written by Greg Kendrick, Historian, entitled “Challenge of Historic Preservation at Rocky Mountain National Park: A History of Park Structures.” This program was initiated in 1916 with the National Park Service and continues to this day. In the early years of this program, there was no formal process for building removal or standardized documentation. It appears that formal documentation was not implemented until the late 1940s.

Scope This collection contains various standardized architectural recording forms; reports; prints; drawings; and correspondence dating from the years of 1949–2005.This collection contains NPS 10-768 building files with attached black and white photographs; color photographs; and plan drawings of each structure. Included in these files are: lists of structures located in certain geographical areas; typed remarks pages; blue print plans; LCS Single Entry Reports; LCS Field Inventory Reports; National Register of Historic Places Inventory Reports – Nomination Forms; correspondence; Individual Building Data Sheets; Colorado Cultural Resources Survey Management Data Forms; ROMO Building Forms; Completion Reports; Colorado Cultural Resources Study Architectural Inventory Forms; USDOINPS Real Property Records; and half size reproductions of plan drawings.

Arrangement The collection is stored in 36 binder boxes and arranged by Rocky Mountain National Park (ROMO) building number. Each building number is represented by a series. There are a total of 519 series in this collection. The collection starts with the Bluebird Dam, followed by building numbers 1 through 799. Building number 799 is followed by Fern Lake Lodge, Camp Woods, Grand Lake Lodge, Brinwood Hotel and Ranch, Bear Lake Lodge, Sprague's Lodge, Forest Inn, Shadow Mountain Recreation Area (SHMO), SHMO Stillwater Campground, and Phantom Ranch. Structures in these districts were not given ROMO building numbers, but were given district building numbers. Then ROMO building numbers are resumed with 800 through 1052. Overall, the collection was kept in its original order assembled by the park. Note: Building numbers were reused, sometimes more than once. Therefore, multiple structures with the same building number are cataloged under the same series. A list of razed or removed buildings created in March 2006 is placed at the front of the collection, followed by site maps of building locations. Map locations include: Headquarters Area, Willow Park, Timbercreek Road Camp, Timbercreek Campground, Kawuneeche Valley, Green Mountain Ranch, Milner Pass Road Camp, Old Grand Lake Entrance Area, Grand Lake Entrance Area, Fall River Pass, Faulkner Cabins, Yordy Cabins, Moraine Park Campground and Stables, and Kaley's. Note: A number of building folders are missing as evident from the March 2006 list of razed or removed buildings. Note: A few structures included in this collection are still standing but are scheduled to be removed (see ‘Notes’ field).
