Ozone nonattainment areas- new 70 ppb standard- recommendations by 10/1/16- formal designation process finalized by 10/1/17 NHI Air Quality Webcourses available 2 NOISE ANALYSIS When a single impact occurs in a dense community, entire community must be considered for noise abatement 3 NOISE ANALYSIS Pre noise barrier modeling conference call option prior to submitting the Noise Wall Preliminary Placement Plan (NWPPP) 4 NOISE PUBLIC INVOLVEMENT (PI) CLARIFICATION If the first noise public involvement survey does not result in a minimum of 51% of the benefited property owners and residents responding in favor of the noise abatement due to a lack of responses, a resurvey of the non- responders should be conducted. A resurvey may be the final attempt to solicit comments from the benefited property owners and residents, or additional resurveying can be performed of the non-responders. If desire for noise abatement is unclear after multiple resurveying activities, consultation with the FHWA Division Office may be initiated or a decision can be made at that time regarding moving forward with the abatement or not. 5 WHAT TO INCLUDE AND EXCLUDE IN NOISE PI LETTERS Include if we would be required to remove trees to construct the wall. Include estimated construction date of the noise wall. Include our resurvey process depending on the first survey results. Structure mounted noise wall cost not considered in the analysis; mod needed in the design contract Analyze walls on and off structures Noise survey letters should say resurvey may be conducted. Inaccurate noise PI materials An equivalent receptor calculation using the formula in ODOTs noise manual based on frequency of use. 11 LESSONS LEARNED Existing noise levels not included in noise analysis NSA and noise wall IDs mixed Aesthetic clarifications regarding the rustication groove on the post will meet the top of the highest adjacent panel cap. The panel cap color will be the same as the panel itself. The panel cap and post cap will both be 6 high. The icon will not go past any joint lines to avoid any icon continuity issues.
