Where are we based

We are based on the banks of the River Clyde adjacent to the Erskine Bridge, in close proximity to Glasgow International Airport and within 30 minutes of the centre of Glasgow by road and rail links. A direct overnight sleeper rail service to Euston, London is available at the local station 5 minutes from the hospital. It is effectively situated west of Glasgow City and is minutes away from the countryside of the West of Scotland and Loch Lomond.

1. Golden Jubilee National Hospital

Based in Clydebank, near Glasgow, the GJF is Scotland’s flagship hospital specialising in heart, lung, orthopaedic and ophthalmic services. The hospital also carries out a number of emergency procedures in Cardiothoracic, interventional, diagnostics, cardiology and a range of elective surgical specialties to help reduce patient waiting times across the country.

The Golden Jubilee National Hospital manages regional and national heart and lung services such as:

· all heart and lung surgery for the West of Scotland, including all bypasses, thoracic surgery, heart valve surgery and other complex procedures;

· Interventional cardiology services, including emergency PCI, angioplasty, angiography, TAVI, electrophysiology and complex pacemakers;

· the Scottish National Advanced Heart Failure Service, including the heart transplant unit;

· the Scottish Pulmonary Vascular Unit; and· Scottish Adult Congenital Cardiac Service.

The hospital is also one of only two specialist centres in the West of Scotland that provides the Optimal Reperfusion service. This service means that patients, whose heart attack is due to a blocked artery, will be transferred directly to a specialist centre leading to significantly improved outcomes.

The Golden Jubilee is also the flagship hospital for reducing waiting times in key elective specialties.

The largest elective orthopaedic centre in Europe the hospital carries out 25% of all Scottish hip and knee replacements and revisions. Our Orthopaedic team pioneered the Caledonian enhanced recovery programme, leading its roll out on a Once for Scotland basis. Our new Motion Analysis Laboratory is the next step in taking orthopaedic research from bench to bedside for patients across Scotland.

The Ophthalmology Unit has continued to expand to meet demand of NHSScotland is now one of the largest in Scotland. Due to changes in practice, the unit has increased the number of cataract procedures by 700% since 2012, from 951 to 7,600 per year. From 2018 will carry out at least 18% of all cataract operations performed by the NHS in Scotland. Following the announcement by Scottish government for further expansion plans, extensive planning is underway for a significant capital build of circa £70m over the next few years.

In 2018 the team at the Golden Jubilee celebrated a Scottish first by using a robot to carry out lung surgery on patients. Lung specialists successfully used a Da Vinci robotic machine in theatres, with patients enjoying less painful recoveries. The robot is being hailed as the ‘next frontier’ in minimally invasive surgery. Its beneficial effects also include a shorter recovery time and less nerve damage during surgery for patients.

Another first at the hospital was Scotland’s revolutionary ‘Heart in a Box’ (OCS) transplant technology which was used in two successful heart transplants. The new technology - the world’s first portable system - keeps human organs warm and functioning outside of the body, extending the amount of time a donated organ can remain outside the body in a condition suitable for transplantation, while giving surgeons the opportunity to assess an organ’s function. It contains technologies which simulate the conditions of the human body and allows organs to function as they normally do. The OCS means that organs can be retrieved from farther away and that we can therefore consider organs which may have been previously rejected.

2. Golden Jubilee Conference Hotel

The multi award-winning Conference Hotel is a four-star facility that is managed and run by the Board and is part of the Golden Jubilee Foundation campus. It supports the hospital by using its accommodation to assist with access for patients and their relatives from all over Scotland.

The Hotel is recognised as the national NHS and public sector conference venue and is the only venue in Scotland to be accredited as a ‘Venue of Excellence’. It combines the standards of a four-star hotel with the facilities and first class service required for successful conferences, training and meetings.

3. Golden Jubilee Research Institute

The GJRI is NHSScotland’s newest clinical skills and research centre and has a current portfolio of 110 research projects, it comprises two distinct centres described below.

The Clinical Skills Centre

Specifically designed to address all your clinical and surgical training requirements, the Clinical Skills Centre includes facilities not readily available in other hospital environments, such as:

· a patient simulator;· live audio visual links to cardiac cath labs, theatre and imaging suites; and· an area designed for surgical skills training.

Purpose-built to provide researchers with all the space, equipment and resourcesnecessary to conduct high quality research in an environment designed to respect the patient’s safety, wellbeing and privacy, our Clinical Research Facility offers:

· a dedicated patient waiting area;· a research support office used by research project auditors/ monitors;· four fully equipped outpatient consulting rooms that can be organised to suit

individual project requirements;· secure storage room for project files and project-specific consumables;· sample preparation room; and· a new state of the art Motion Analysis Lab.

How we help NHSScotland

We deliver leading edge research ensuring it is taken from ‘bench to bedside’ to the benefit of the patients.

We currently host research projects relating to our clinical specialties, including interventional cardiology, electrophysiology, pulmonary vascular disease, advanced heart failure, orthopaedics and anaesthetics.

Core research funding is allocated from the Chief Scientist Office in Scotland, reflecting research activity done in collaboration with the academic research sector.We also support an increasing number of clinical trials enabling patients to access state of the art drugs and devices. The portfolio currently stands at 110 projects and ranges from drug and device trials to studies examining different treatment options and projects that use tissue and/or data. All projects are peer reviewed and have NHS Research Ethics Committee approval. Income is generated from commercial studies, and the Chief Scientist Office provides core research funding based on the growing grant funded research portfolio.

We are part of the team of scientists, cardiologists and heart surgeons participating in a £3.9m study into how to prevent the failure of heart bypass grafts.

We carried out a delayed stenting trial with the University of Glasgow which suggested that waiting for a period of time before putting in a stent may improve clinical outcomes for patients experiencing a STEMI heart attack.

We are part of the UK’s first gene therapy trial for heart failure patients. The study will assess whether cardiac gene therapy to increase a protein called SERCA2a – which is involved in calcium signaling in heart cells – is safe and can improve both quality and length of life for patients.

We have played a major role in the ‘PRAMI trial’ over the past five years. Two of our leading cardiologists made significant contributions to this groundbreaking research study, which found evidence to suggest that preventative angioplasty following a heart attack has the potential to save the lives of thousands of patients every year.

We began our participation in the UK’s first gene therapy trial for advanced heart failure in 2012. As one of only two UK centres to be running the CUPID 2 trial, we aim to help establish the effectiveness of the MYDICAR treatment, a genetically targeted enzyme replacement therapy. In an earlier phase of the trial, evidence was found that MYDICAR has the potential to dramatically reduce frequency of death, hospitalisations, transplants, the need for a mechanical heart and worsening condition in end stage heart failure patients.

We published our research into Computer Assisted Hip Arthroplasty, which revealed that this technique could increase accuracy of the surgery by over 20 per cent. A cross section of 229 post-operative x-rays of patients from across Scotland between 2008 and 2012 shows that computer assisted navigation could improve the accuracy of Total Hip Arthroplasty from 70 per cent to over 90 per cent. As this is not standard practice in the UK, further research is necessary to determine the long term advantages of this approach to patients.

General InformationSalary

The Medical Director is paid on the Consultant Scale which is £80,653 - £107,170 per annum. Entry point on the salary scale will take account of previous experience. In addition you will receive the Board Medical Director Management Fee which is £25,128 per annum. Your salary will be paid into your bank account on the last Thursday of each month. Performance management arrangements and pay progression will be subject to Direction by the Scottish Ministers and guidance from the Scottish Government Health Directorates.

Hours of Work

The post is full-time. For pay purposes, the working week will be deemed to be 37.5 hours. You will be expected to work the hours required to do the job including evening and weekend work.

Annual Leave

Annual leave entitlement including Public Holidays on appointment will be 35 days; upon completion of five years NHS Service 37 days; and after 10 years NHS Service 41 days. The leave year is from 1 April to 31 March.

Leased Car

There will be provision for a leased car.

Pension

Employees are automatically opted into the NHS (Scotland) Superannuation Scheme. Contributions are between 12.3% and 13.3% dependent on salary.

Relocation

Relocation expenses may be payable to the successful candidate in accordance with the Board’s Policy. This is available on request from the Human Resources Department.

JOB PURPOSE

The post will combine:

· Provision of strong, visible medical leadership and management in the provision of safe, effective and high quality integrated services within the Board. Leading, motivating and inspiring medical staff within the Board to ensure the delivery of clinical strategies and the achievement of corporate goals underpinned by the core values and principles of the profession and the organisational aim that patients/service users are always at the forefront of what we do.

· Corporate responsibility as a member of the Board and the Senior Management Team (SMT), to participate fully in the corporate governance and management of the Board.

· Operational role in the leadership, development and delivery of an effective medical workforce with specific emphasis on service delivery, clinical governance, job planning and objective setting.

· Board Executive Lead in the management and implementation of the Board’s Research and Development Strategy and Research Governance Framework working in partnership with higher education institutions to maximise research, funding opportunities and the translation of research findings into improved practice and services for patients

As a Director of the Board, the Medical Director will be expected to:

· Live and exhibit the values of the Golden Jubilee Foundation, sharing the corporate responsibility for creating, shaping and delivering the strategic values and objectives of the Foundation.

· Actively contribute to the corporate management, governance framework, strategy development, decision making and operational service delivery required of the Board.

· In conjunction with the Nurse Director, continually improve standards related to Clinical Governance and Risk Management, particularly where these relate to the delivery of medical care and associated services.

· Ensure professional/clinical programmes and strategies are effectively integrated and aligned with the strategic direction of the organisation.

· Act as the Responsible Officer within the terms of the Medical Profession (Responsible Officers) (Amendment) Regulations 2013 and ensures the regulatory requirements of the GMC systems are in place and monitored.

· Lead medical workforce planning, undergraduate education and postgraduate training of doctors to secure high quality teaching & training

· Ensure national guidelines provided by bodies such as SIGN and NICE are implemented.

· Provide medical leadership on national policy issues and professional practice. · Link with regional and national bodies including the Scottish Association of Medical

Directors. · Contribute to increasing the profile of the Board as a national resource.

The Golden Jubilee Foundation (GJF) is unique within the NHS. A national institution, independently run by its own NHS Board, the GJF is helping to re-define the concept of the public hospital, with a vision of “Leading Quality, Research and Innovation” for NHS Scotland. Set in a modern, purpose built environment, the GJF comprises the top quality Golden Jubilee National Hospital, The Golden Jubilee Conference Hotel, The Golden Jubilee Research Institute, and the Golden Jubilee Innovation Centre.

This integrated approach, with a focus on continuous learning and strong links to academia and industry, creates a crucible for innovation and a vibrant network for the spread of learning and best practice.

The Golden Jubilee National Hospital is home to regional and national Heart and Lung services, is a major centre for Orthopaedics and Ophthalmology, and is Scotland’s flagship hospital for reducing waiting times in key elective specialties.

The GJF also has one of the largest Intensive Care Units in Scotland and is a major diagnostic and interventional imaging centre. Our Research Institute offers state of the art technology, a Gait and Motion Analysis Lab, a surgical skills training centre and clinical exam space. This dedicated resource is able to investigate and develop responses to the fast changing world of healthcare, providing a higher standard of care and improved performance.

The Golden Jubilee Conference Hotel leads the way in combining the specialist services of an international Conference Centre of Excellence with the high standards and comfort of a four star Hotel. It also aims to inspire events and encourage innovation and collaboration.

The newest part of our Foundation, the Golden Jubilee Innovation Centre is our focal point for driving forward innovations. Provide professional and managerial leadership to medical professionals of Golden Jubilee Foundation ensuring that the strategic vision is underpinned by the core values of the profession and the organisational aim of safeguarding quality standards and ensuring consistency, continuity and equity of healthcare across the Board’s services.

Provide professional medical advice to the Board and its officers.

As a director of the Board and a member of the Senior Management Team to fully contribute to and participate in the senior management and governance of the Golden Jubilee Foundation providing high level medical expertise to to the Board’s Chief Executive and

senior management team.

Establish effective communication and engagement frameworks which ensure optimum collaboration of Medical services across the professional boundaries to achieve the highest standards of patient-centred care

Lead the Board’s revalidation and appraisal activities to ensure that all doctors connected to the Board are fit to practice and that all doctors in managerial roles are aware of and discharge their professional obligations around fitness to practice.

In conjunction with the Nurse Director, lead the Clinical Governance systems and processes across the Foundation to ensure that a system of corporate accountability and assurance is effective in the provision of high quality patient centred care. This will include the implementation of a communication framework which ensures clinical quality and patient safety matters are appropriately highlighted and addressed.

In partnership with the Nurse Director, continually improve standards related to Clinical Governance and Risk Management, particularly where these relate to the delivery of medical care and associated services.

Board lead as Caldicott Guardian to ensure effective systems are in place to meet the requirements of patient and data confidentiality.

Provide leadership in addressing medical workforce issues including Reshaping the Medical Workforce and continued compliance with European Working Time Regulations.

Identify, initiate and support any redesign or developments in clinical services that will contribute to the modernisation of patient care in line with the Quality Ambitions, Local Delivery Plan and Board objectives.

Act as the lead management representative in discussions with the Local Negotiating Committee.

Contribute to national and regional working groups and initiatives acting as an ambassador for the board.

Contribute to consultant and other senior level appointment procedures and Discretionary Points systems (or equivalent) as lead from the Board Executive Team as required.

Provide professional and managerial leadership to medical staff working in the Golden Jubilee National Hospital to ensure that they are effectively developed, organised and managed so that they support the strategic aims of the Board.

To be responsible for all matters relating to conduct, capability or ill-health of medical staff, liaising with the regulatory and advising professional bodies including the General Medical Council, the Royal Colleges and NHS Education Scotland.

Ensure that the Pharmacy Unit continues to support clinical staff and managers with advice, horizon scanning for the changes and the safe delivery of a pharmacy service

In partnership with appropriate clinical and managerial staff, ensure that effective risk management processes are in place throughout the organisation which identify, eliminate, or effectively manage hazards and risks and safeguard the interests of patients, staff and the organisation

Ensure full involvement and participation of all medical staff in audit and alignment of the audit plan to Board priorities.

As line manager of the Director of Medical Education, Director of Research and Development, and the Divisional Associate Medical Directors, ensure that all areas of clinical, educational and research governance standards are maintained.

Personal leadership responsibilities within the the 3 Quality Ambitions with individual portfolio responsibilities based on the experience and interests of the postholder and in discussion with the Executive Team.

To lead and ensure the continued innovation and E Health technology development in line with Board priorities.

As Executive lead for the Golden Jubilee Foundation Centre for Health Science, ensure delivery of the strategy and exploitation of marketing opportunities. To oversee the operational development and management of the facility.

Responsible as a key member of the senior management team to have an active role in ensuring the delivery of the Local Delivery Plan and achievement of local and national guarantees, priorities and patient activity agreed with other NHSS Boards.

Lead on any issues regarding remuneration and Terms & Conditions applicable to medical staff in order to ensure that high quality medical staff are recruited and retained in the Board.

Demonstrate visible leadership that encourages and supports co-operation and partnership working to achieve progress in delivery of services and any redesign or developments.

Lead, support and develop the clinical teams, to gain commitment to organisational goals and objectives, utilising research and development, best practice and evidenced based protocols to achieve linkage of clinical, financial and staff governance commitments.

Provide medical leadership to the senior management team on the implications of national policy and clinical guidelines, and lead local implementation in collaboration with other members of the management team.

Support the development of patient focus and public involvement to ensure service users and carers can influence provision and delivery of services.

5. ASSIGNMENT AND REVIEW OF WORKThis post reports to the Chief Executive and is responsible for providing high level management and co-ordination at corporate and strategic levels. The postholder is accountable for leading and driving progress in identified areas of responsibility and within the parameters of established national and local priorities.

The post holder is expected to work in a self directed fashion with significant autonomy to achieve results within agreed parameters of e.g. service priorities, policies and strategic plans of the Board, to which they will contribute as a member of the Executive Management Team.

The post holder must take account of national regulatory requirements such as a legal and professional framework governing clinical practice and the NHS procedural requirements for appointing medical staff.

Review of performance is undertaken on an annual basis through the agreement of a Personal Development Plan and personal and corporate performance objectives with the Chief Executive, and jointly reviewed by the Board Chairperson and submitted to the Remuneration Committee of the Board. Regular one to one meetings will take place to discuss e.g. progress, key issues, and authority to proceed on matters out-with the scope of delegated responsibility.

The post-holder is also expected to undergo annual professional appraisal through arrangements set up by the Scottish Association of Medical Directors.

6. COMMUNICATIONS AND WORKING RELATIONSHIPS

The post-holder will communicate with a wide range of senior clinical and non-clinical staff in the Board, the wider NHS in Scotland and beyond, and with senior officials of external organisations. Excellent communication skills are required in order to persuade others and negotiate the implementation of change. Strong presentational skills are required as is the ability to express views convincingly and coherently using a variety of media.

Excluding the post-holder’s immediate manager and his/her subordinates within the Board, the following are key working relationships with examples of the purposes of these contacts.

· With non-executive directors of the Golden Jubilee Foundation to ensure the provision of information and support to enable them to effectively fulfil their roles as non-executives, particularly in relation to corporate and clinical governance, quality improvement (including patient safety), and modernisation/redesign of services.

· With other members of the Senior Management Team, senior managers and senior clinical staff within the Board to ensure the development, implementation and review of a clinical strategy and a strategy for clinical governance.

· Working with Medical Directors and clinical/managerial colleagues of neighbouring NHS Boards where appropriate to support the Board’s representation in regional planning of services.

· With the Chief Medical Officer and other members of the management board and senior staff of the Scottish Government Health Department to ensure high level input to national working groups, initiatives etc. and that the Golden Jubilee Foundation is represented in discussions relating to service strategy.

· With representatives of local government, voluntary and independent sector agencies and private sector organisations to ensure the Board’s representation in discussions in relation to clinical issues arising from a joint service provision.

· Academic colleagues, in particular, University Medical Schools to discuss and agree on

behalf of the Board, issues relating to medical education and development. In particular, to further develop the partnership working around Heart and Lung and Research and Development.

· With MPs/MSPs/local health council chairs/public pressure groups/patient representatives/ etc. in order to impart information about or respond to questions or concerns about clinical issues within the Board and to support patient/public engagement.

· With the media in order to respond to media questions about matters pertaining to clinical services in the Golden Jubilee National Hospital.

· With national and local representatives of staff side organisations and Partnership Forums.

7. MOST CHALLENGING PART OF YOUR JOB

· To secure, through effective leadership, real support and commitment from senior clinical staff for the redesign and continuous improvement of clinical services.

· To ensure that he medical and surgical staffing needs of the Board are met through innovative cost effective strategies to attract, retain and develop consultant and training grade staff in addition to service posts, in such a way that supports the Board’s mission to be internationally recognised as a National Centre of Excellence.

· To ensure the Board delivers a safe and sustainable service in line with the Quality Ambitions, Performance Indicators, Wait List targets and agreed SLA activity for NHS Boards.

· Managing a broad portfolio of roles, responsibilities and delivering key results for the Golden Jubilee Foundation.

· Contributing successfully at National level.

8. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST BY THE BOARD

Qualifications

· MBChB Degree with specialist postgraduate qualification· Current registration General Medical Council (GP or Specialty Register) and with a

current Licence to Practice. · Membership/Fellowship of a Royal College

· Considerable post qualification experience· Previous experience as a Medical Director (desirable but not essential)· Significant strategic leadership experience in the NHS or similar complex
