FIRE AND EMERGENCY SERVICES LEVY The NSW Government will defer the introduction of the Fire and Emergency Services Levy (FESL) to ensure small to medium businesses do not face an unreasonable burden in their contribution to the State's fire and emergency services.

This means Sutherland Shire Council ratepayers will not be charged the levy when they receive their 2017-18 rates notices this July.

Your feedback is important to help Council’s decision-making. Recently, the community has been asked to give feedback on a suite of documents that will help shape the future of Sutherland Shire:

• ‘Draft Community Plan’ – the community’s ten year vision for the SutherlandShire as articulated by residents.

• ‘Our Commitment to the Community’ draft Delivery Plan and OperationalPlan spelling out Council’s priorities and actions for the next four years and12 months respectively, including the 2017/18 Annual Budget.

• ‘Resourcing Strategy’ that includes Council’s Asset Management Plan,Workforce Strategy and Long-Term Financial Plan.

The Resourcing Strategy underpins our Integrated Planning and Reporting Framework. As the name suggests, the Resourcing Strategy demonstrates how Council will resource through time, money, people and assets, its contribution towards the community’s aspirations as outlined in its delivery program. WATCH WHERE YOU PARK YOUR BOAT THIS WINTER New 28 day parking limits for boat trailers will be enforced by Council officers from 1 July 2017.

Some important facts to know about these new laws:

• The 28 day rule may not apply to boat trailers parked on the kerb outside yourown property (excluding apartment blocks).

• After 28 days the owner may be issued with a fine and a notification that theboat and trailer will be impounded by Council in 14 days.

• After the 28 day period the boat trailer must be moved at least one streetblock away from its previous location.

• If the boat and trailer is being regularly used then the 28 day period resetswith each move.

DONATION EARNS PUPPY SMILES AT SHELTER The staff and animals at the Sutherland Shire Council Animal Shelter were thrilled to find Christmas had come early this year, after an extremely generous member of the public donated a range of toys, treats and pet health products to aid the shelter’s animal population. The only catch? The donor wished to remain anonymous.

Sutherland Shire Council’s Animal Shelter is renowned for its extremely successful re-homing program and regularly accepts animals from other areas of Sydney to accommodate under their no-kill policy, until they can find their new family and forever home.

The shelter is always looking for donations of good quality toys or wholesome snacks for the animals – and volunteers to help bath, walk and play with the animals. For more information visit Council’s website.

2017 LAND VALUES AND RATES From 1 July 2017 all Councils are moving to a common three-year cycle of land values to ensure that a consistent set of land values is used for the purposes of the Fire and Emergency Services Levy. The common base date for the General Valuation has been set as Base Date 1/7/2016 effective from 1/7/2017, one year earlier than expected for this Council. In a year when new valuations are issued, as is the case for 2017/2018, and when overall land values rise, Council makes adjustments so that total rates income does not grow by more than the percentage increase approved by the Independent Pricing and Regulatory Authority (IPART). Under the new valuations, there will be a re-distribution of the rate burden among ratepayers, depending upon the relative variations in individual property land values. Some properties may experience an above average rate increase and some may even receive a decrease, depending on the actual property value when compared to the average increase in valuations across the Shire. Although IPART has determined that Council's overall rates revenue cannot increase by more than 1.5%, average residential rates will only rise by 1.4%.

GAS PRICE SURGE HITS LEISURE CENTRES Surging gas prices across Australia are impacting more than just households. From 1 April 2017 Sutherland Shire Leisure Centres' natural gas bill has risen by 220%.We have already introduced energy efficiencies at our leisure centres and more are coming. However these energy savings measures will only partly compensate for the large increase and some changes are required to contribute to the significant cost increase that’s been passed on.

MARANG HOCKEY FIELDSHockey players and fans don’t have long to wait until the Marang Hockey Fields, in Greenhills, are ready for action. The new facilities are scheduled to open for use in late June 2017.$5 million has been invested in the project through a joint agreement between Sutherland Shire Council, Breen Holdings and Frasers Property Group, Sutherland Shire Hockey Association and the NSW Government, to provide a state-of-the-art hockey complex.The two synthetic grass fields, with lights, have been designed and built to national standards, making the site eligible to host levels of competition up to the Australian Championships. The key feature which defines this new facility above all others is the comprehensive drainage system, which will ensure the surfaces remain playable even after periods of heavy rainfall.An official opening is planned for August. PREPARE FOR CAPTAIN COOK DRIVE ROADWORKSEssential works are due to commence in the coming months to prepare for construction of the Bay Central retail centre as part of the Woolooware Bay Town Centre and to continue access to the Cronulla Sharks Leagues Club during construction.

The Bay Central retail centre is the heart of the Woolooware Bay Town Centre Masterplan, adding shopping and retail options for locals.

Capital Bluestone acknowledges the roadworks may inconvenience drivers and cyclists, and appreciates the community’s patience as it delivers a new retail centre for local shoppers.

Drivers are encouraged to pay attention to speed limits, signage and traffic controllers to ensure the safety of drivers, cyclists, pedestrians and workers.

SYLVANIA SHOPPING PRECINCT UPGRADESKerb and footpath works at Sylvania should be finished by the end of June as the first stage of the Sylvania Shopping Centre Masterplan focused on the Eastern precinct wraps up.Once completed, additional parking will be available to the community along the shopfront of the eastern side of the Princes Highway. New bins, seating, tree planting and paving will revitalise the area, replacing the old concrete pathway and making room to accommodate potential al fresco dining experiences.

RAWSON AVENUE SUTHERLANDStage 1 of this project is now complete on the western side, following delays caused by periods of wet weather. Council has relocated power poles, installed storm water drainage and prepared new kerbs and gutters for the beginning of the new shared pathway that will extend the length of Rawson Avenue when finished.

WATERWAYS UPDATESylvania Wharf Upgrade Waterways Project July 2016-September 2017

Access will be restored and work to demolish and replace the wharf will get underway, which will have improved functionality that better supports the adjacent boat ramp.

Bonnet Bay Boat Ramp Upgrade June 2017-July 2017

An overhaul will improve the functionality, safety and amenity of the area to benefit recreational users and the general community.

Burnum Burnum Sanctuary Boat Ramp Upgrade July 2017-October 2017

With new facilities including a renovated boat ramp, pontoon and car park, the project will include the installation of a new desilt pond, pipe connection and weir in the local wetland reserve.

Scylla Bay Boat Ramp Upgrade September 2017-December 2017

New facilities will include a new boat ramp and floating pontoon to enable easy access for small craft, including kayaks and canoes. The existing car park will also be resurfaced and marked at completion.

Oyster Bay Connell Road Boat Ramp Upgrade September 2017-December 2017

Council is remediating the area from asphalt contamination, replacing the existing boat ramp with a concrete structure and implementing environmental safeguards, traffic management and landscaping.

Old Ferry Road, Illawong Waterways Project February 2018-August 2018

Modern facilities including a new car park, picnic area, kayak and small craft launching facility and boat pick up and drop off point will rejuvenate this area.

Tonkin Oval Boat Ramp Upgrade March 2018-June 2018

Modernisation of this boat ramp will create a new facility for the boating community and the general public. It will feature a new pontoon to give easier access to the waterway for smaller water craft.

LIVING LEGACIESThroughout the Shire, there are many parks and reserves that hold a special place in the hearts of residents and visitors alike. Maybe it’s the playground your grandmother took you to as a child, or the park where your significant other proposed. Council recognises the importance of these meaningful places and in response has created the Memorial Tree Planting Program. This Program provides community members the opportunity to create a living memorial to their loved ones through tree planting in public open space.In addition to improving the environment, memorial trees can serve as a focal point for family gatherings, or create a personal place for enjoyment and quiet reflection. If you are interested in creating your own living legacy through the Memorial Tree Program, visit Council's website.

REHABILITATION OF WOOLOOWARE BAY SITE UNDERWAYThe Woolooware Bay pedestrian and cyclist pathway from Taren Point to Kurnell, around the shores of Botany Bay, will be complete by the end of September. The project has successfully rehabilitated land contaminated by oyster farming, and protected the habitat for migratory birds and shorebirds.The new boardwalk near Atkinson Road, Taren Point, will provide a scenic walking and cycling route through the existing mangroves to viewing platforms located on the areas of reclaimed land. These locations have been designed to showcase views of the heritage-listed wharf and a new sand island, which will be installed 120m offshore to act as an alternative bird habitat and roosting area. To ensure the endangered shorebirds and migratory birds are not disturbed, pedestrians and cyclists will remain hidden from the bird’s direct line of sight by feature walls with viewing holes.Another environmental feature is the protection of existing endangered saltmarsh vegetation as well as the addition of new planting beds to ensure continued growth along the shoreline.

SHIRE’S ‘SECRET’ GARDEN OPENINGSaturday 22 July, 11amEveryone is welcome to celebrate the upgrade of the natural wonderland that is the Joseph Banks Native Plants Reserve at an official opening by the Sutherland Shire Mayor, Carmelo Pesce on Saturday 22 July from 11am to 12pm. Renovations made over the past four years have included creating all-abilities pathways, upgraded entry and central meeting area, and most recently picnic and barbeque area improvements including new decking and seating. REVIEWING BUNDEENA FLOOD RISKSEvery year in NSW, floods cause millions of dollars of damage and disrupt businesses and communities. Council is completing a number of flood studies to identify and assess measures to address existing flood and drainage problems and ensure that flood risks are factored into future development planning. The Bundeena Creek Floodplain Risk Management Study covers urban areas within Bundeena including the Bundeena Creek catchment and areas that do not drain to the creek. It outlines flood management options for physical flood controls and planning controls which will be assessed for future development.Council has asked for the Bundeena community to assist by sharing experiences of flooding in the Bundeena area. NO HOT ASHESWith the arrival of the cooler weather, Council is reminding residents not to dispose of their fire ash in their bins. Wood, fire ash and coals can retain their heat for quite some time, and once it gets into a garbage truck it circulates with other rubbish and presents an opportunity for it to ignite. This poses a risk to our drivers, damage to our trucks and potentially can require them to empty their load and extinguish the smouldering waste. We suggest residents who have residual ash and coals should keep it, let it cool down completely and use it in their garden to assist with biological processes.

HOUSEHOLD CHEMICAL CLEANOUTThe next Chemical CleanOut is on in September 2017. Bring your unwanted household chemicals, pesticides, paints and batteries, and they will be recycled or safely disposed of. The CleanOut event has once again been extended to include a Monday, giving you a choice of three days to drop off your unwanted chemicals. HAZELHURST ART ON PAPER AWARD 2017Until 16 July 2017This is our ninth Hazelhurst Art on Paper Award, an exhibition of selected and winning entries from an arts competition promoting excellence and innovation in the field of Art on Paper. This year, there are 76 finalists including some of Australia’s most important artists as well as emerging, local and Indigenous artists. The exhibition includes a wonderful and diverse range of paper media including drawing, painting, photography, sculpture, installation, printmaking and video.

SUCCESS AT THE NATIONALSSwimmers coached by Council's Leisure Centres (SSLC) had great success at the National Open Swimming Championships held in Brisbane recently. Mitch Kilduff posted a World Championship qualifying time as well as taking out gold (men's 50m butterfly) and silver (men's 200m and 50m freestyle). Gold also went to the 4 x 200m women's freestyle relay team of Cody Parsons, Jordan White, Jess Madden and Emma Southwell, and a bronze to Jade Lucy in the women's 400m freestyle. Overall the team placed 2nd in NSW and 16th in Australia. Congratulations!

EWEY CREEK RESERVE BUSHCAREMany of the urban bushland areas in Sutherland Shire are the last remnants of great swathes of bushland which once blanketed the hills and valleys between the Hacking and the Georges Rivers. Sizable patches still remain though. They may have once been considered undesirable for development, maybe the terrain was too steep to develop or they offered considerable value as an area worthy of conservation and were subsequently retained in their natural state. We’ve learned that bushland areas in isolation often suffer from the effects of fragmentation: altered fire regimes, nutrient build-up from stormwater runoff and invasion by environmental and noxious weeds. Ewey Creek Reserve in Miranda is one such reserve. Though possessing excellent qualities – ample plant species diversity and a relatively intact bushland community – this reserve still feels the effects of urban pressures. Thankfully the Ewey Creek Bushcare group, led by the always entertaining Brad van Luyt, meets on the first Friday of each month from 8.30am to help tackle such problems.Should you be available and wish to assist, contact Bushcare at: sutherlandshire.nsw.gov.au/Community/Volunteering/Bushcare-Volunteers

ELDERS WIN THREE IN A ROWKurranulla, Sutherland Shire’s home team in the recent Eora Elder Olympics took home a win, for the third consecutive time, against stiff competition from Wyanga Aboriginal Aged Care, AMS Redfern, Guriwal Aboriginal Corporation and the Australian Unity Aboriginal Unit. The Eora Elders Olympics is collaboration between local Aboriginal communities, aged care providers and local Councils.

NATIONAL AWARD FOR INDIGENOUS ART EXHIBIT Council received an award for the Nganampa Kililpil: Our Stars exhibition, held at Hazelhurst Regional Gallery and Arts Centre late last year, in the category for Promoting Indigenous Recognition at the 2017 National Awards for Local Government. The exhibition attracted more than 20,000 people and was one of the most popular exhibitions in Hazelhurst’s history.
