Minister of Energy and Energy Affairs Senator the Honourable Kevin C. Ramnarine toured Atlantic in Point Fortin on Wednesday May 14th 2014. Minister Ramnarine commended Atlantic on its excellent safety record of 25 million man hours without a Lost Time Injury (LTI). He noted that a significant portion, as much as 44 percent, of Trinidad and Tobago’s LNG currently goes to South America. An invitation was extended to the Minister by Captain Fernando Alaya to board and tour the LNG tanker, ‘BILBAO KNUTSEN’, which was loading a cargo of LNG destined for Chile.

STREAMLINED SERVICE FOR THE OFFSHORE SECTOR In a business where time is money, Signal Ship Repair’s niche ‘high blocking’ repair methods have significantly reduced repair times and increased shipyard efficiencies.

If Signal Ship Repair’s (SSR) primary business can generically be described simply as ship repair and conversion, then it can also be said that its practice of ‘high blocking’ to facilitate faster, and more efficient in-house Z drive repairs is its signature service. Utilizing a simple but highly effective shipyard technique, SSR has taken a routine practice originally used to facilitate naval ship drydockings, and turned it into a signature service that helps offshore clients with drop down thrusters, z-drives, pods and keel coolers get repairs done rapidly. In a business where day rates can soar to US$50,000 or more, getting them back to work in days, instead of weeks, can make all the difference. A visit to SSR’s mobile shipyard in April brought the valuable, if not unique service into full perspective for the offshore markets that the Gulf Coast yard serves. Located in downtown Mobile, Alabama, the SSR facility of 53 acres and 4,400 feet of waterfront operates one Panamax and one 4,500 ton drydock. SSR offers mooring capability for vessels 1,000 feet (305 meters) in length. Signal International Inc., SSR’s parent, is a Gulf of Mexico provider of marine and fabrication services which include a full service suite of new construction, heavy fabrication, offshore drilling rig and ship overhaul, repair, upgrade and conversion. Signal International, LLC was organized in 2002 as a limited liability company after acquiring the offshore division of Friede Goldman Halter. Signal International, Inc. was incorporated in 2007 and began operations of offshore fabrication with shipyards in Texas and Mississippi. The ABC’s of High Blocking

Signal Ship Repair (SSR) has the ability to dry dock up to 600 foot vessels draughting over 24 feet of water on 12 foot blocks. While the standard blocking is six feet, the high blocking scenario gives SSR the ability to repair drop down thrusters in the fully down position without cutting a hole in the dry dock floor. In this way, they are also able to rig and remove Z-drive thrusters much faster should they require removal to the shop for rebuilding. Beyond this, the practice greatly facilitates ease of bottom repairs and coating. In a nutshell, the high blocking scenario has opened a new niche market for Signal Ship Repair. With the increase in the number of construction and offshore support vessels working in the GOM, it has given Signal the opportunity to perform eight quick turnaround high block dry dockings in the past 12 months. SSR Vice President of Sales & Marketing, Joe Mayhall, told MarineNews, “The high block dockings fill short term availabilities in our dry dock schedule. The high blocking along with in-house Z drive repair capabilities turns our client’s repair around rapidly, getting them back to work in just days.” High blocking, as it turns out, has its origins in SSR’s early Navy work. The procedure came out of the need to block Navy frigates with a steep dead rise. The frigate beams are made out of steel on a triangular setting and set at the turn of the bilge for hull stability. Depending on overall height needed, steel beams are set below and wood blocks on top of the structure. On centerline there are two stacked four foot blocking arrangements with elevated beams between and wood blocking atop of the concrete. This is dependent upon required height. Mayhall explains further, “I don’t know that Signal Ship Repair pioneered high blocking, but certainly, we take advantage of it. Only later did we use this method for dry docking commercial vessels that needed the high blocking (up to 12 feet/3m) for drop down thruster and Z-drive repair.” And, in the past two years alone, SSR has performed the high blocking technique for as many as 18 different vessels. Operators taking advantage of SSR’s expedited services include Transocean, Hornbeck Offshore, Olympic Shipping, Eidesvik, Dutra Construction, Express Marine, Signet and Seabulk Towing; just to name a few. SSR fine-tuned the practice way back in 2010. Mayhall says, “We did a major maintenance and repair upgrade to our Panamax Dry Dock 1, taking it out of service for 90 days. During that period we deep dredged under the dry dock to accommodate the drillship DEEPWATER NAVIGATOR for an upcoming dry dock period. The docking requirement was 12 foot blocking. The 550 foot drillship would draw 30 feet of water when coming into the dry dock. The high blocking was necessary to remove and repair the 12 drop down and fixed Z-drives and thrusters as well as paint and underwater steel repair.’’

JONES ACT TANKER MARKET TO GROW WITH OIL PRODUCTION BOOM The Jones Act has been blamed for everything from higher prices of goods and oil to a shortage of rock salt supply in the Northeast during the past winter, but the 94-year-old U.S. federal statute governing the U.S. coastal shipping trades will not be going away anytime soon.

The solid status of this deeply entrenched U.S. federal maritime law is reflected in heavy investments by oil, logistics and shipping companies in this lucrative domestic shipping sector. Last December, Kinder Morgan spent nearly $1 billion in its acquisition of its first Jones Act tanker assets when it bought American Petroleum Tankers and State Class Tankers. The market outlook for U.S. - flagged oil tankers remains bright, and some companies are banking on that. The Jones Act shipping market has enjoyed a revival in the past few years. Prior to the rapid growth in domestic oil production, U.S. shipping and shipbuilding industries have been in the doldrums. Several shipyards were forced to shut down due to a lack of new ship orders and demand. So far, the Jones Act Medium-Range oil tanker fleet is pegged at about 44, with 13 new ships on the way in 2014-2016. Most U.S. oil companies do not own these ships, but many charter and operate these ships on long-term contracts. According to U.S. shipping sources, BP operates two clean and four dirty Jones Act tankers, Chevron has four, ExxonMobil has five, Crowley Maritime seven, Koch one, Morgan Stanley

one, Overseas Shipholding Group one, Phillips 66 seven, Petrobras one, Seabulk three, Shell two, Tesoro two and U.S. Shipping Corp. two. For newbuildings, ExxonMobil will receive two new Jones Act tankers in 2014, Crowley four in 2015-2016, American Petroleum Tankers four in 2015-2016 and Seabulk three in 2016. Ship orders at U.S. shipyards on the Gulf Coast, California and Philadelphia are full for the next three years. The insatiable demand for U.S.-flagged oil tankers has taken off in the past few years in tandem with the rapidly growing domestic oil production, and it is not showing any sign of slowing down despite an estimated fleet size increase of more than 25% over the next two years. The strong demand for U.S.-flagged tankers or Jones Act ships has led to a sharp price spike in U.S. coastal freight rates and a very tight vessel supply. This in turn pushed the Southeast oil products markets to rely more on higher-priced imports from Europe than the U.S. Gulf Coast more than a year ago due mainly to difficulty in securing Jones Act ships to deliver products. The higher costs are passed on to consumers. The high-cost domestic shipping law is essential because it helps to maintain a critical military strategy for the U.S., which relies on the use of U.S.-flagged ships and crews and the availability of a shipyard industrial base to support national defense needs, according to the American Maritime Partnership. The Jones Act requires all goods transported between U.S. ports to be carried by U.S.-flagged and U.S.-built ships, and these ships must be owned and crewed by U.S. citizens and U.S. permanent citizens. The domestic American maritime industry strengthens U.S. national security at zero cost to the federal government, it said. The domestic maritime fleet provides capacity and manpower that the armed forces can draw upon to support U.S. military operations. American ships, crews to man them, ship construction and repair yards, intermodal equipment, terminals, cargo tracking systems, and other infrastructure are available to the U.S. military at a moment's notice in times of war, national emergency, or even in peacetime. Also, the Jones Act ensures a strong and vibrant maritime industry, which helps ensure the United States maintains its expertise in shipbuilding and waterborne transportation. The U.S. Navy's position is clear -- repeal of the Jones Act would "hamper America's ability to meet strategic sealift requirements and Navy shipbuilding." Without American maritime, the U.S. would be dependent on foreign-owned and foreign-flagged vessels for the transport of waterborne commerce in and around the country. The Jones Act is also critical to U.S. economic security. The 40,000 Jones Act vessels operating in the domestic trades support nearly 500,000 American jobs and almost US$100 billion in annual economic impact.

OMAN DRYDOCK COMPANY (ODC) IS TO FORMALLY LAUNCH A NEW PARTNERSHIP TARGETING THE LNG CARRIER REPAIR MARKET AT NEXT MONTH’S POSIDONIA TRADE FAIR IN GREECE. The new package is being launched with DSEC a subsidiary of Daewoo Shipbuilding and Marine Engineering Company Ltd (DSME), which is ODC’s official partner. ODC Chief Executive Yong Duk Park said Posidonia, which is one of the shipping industry’s biggest trade fairs, is an ideal location to raise the profile of ODC and the new partnership. ODC has a 52sqm stand in Hall 2 stand 2.217.

“We are very excited about marketing this new package and welcome visitors to our stand to hear about our plans,” he said. “Working with DSME we believe we have developed one of the most advanced LNG repair packages in the world. Our new services will cover areas such as cargo containment systems and the supply chain of various materials such as INVAR, insulation boxes, membranes, prefabricated panels and cryogenic safety valves. Meanwhile, we are also investing in new facilities including renovating our cryogenic shop so it can cater to repairing up to four LNGCs at any one time. Our expansion into LNGC will further be strengthened by our new license to support the French engineering firm Gaztransport & Technigaz (GTT) which specialises in cargo containment systems for high-end LNG carriers.” ODC is one of the newest and biggest shipyards in the world and is based in Duqm Oman's planned new ports and logistics mega city. Following a soft opening in 2011 the $1.5bn shipyard, which is 1.3m sq metres in size, has drydocked more than 230 vessels.

Park said the Greek shipping market is of vital importance to ODC. “ODC has already delivered repairs for more than 50 Greek owned or operated ships,” he said. “We have an important relationship with Dynacom Ship Management helping drydock a number of its vessels including VLCCs. We are further proud to repair the Astro Polaris owned by Maran Tankers which we delivered a day ahead of schedule.” Park said ODC will be looking to increase awareness of its world class facilities and workforce at Posidonia. “We have worked enormously hard to develop a robust track record working on a wide variety of ships from Very Large Crude Carriers (VLCCs) to container ships to LNG and LPG carriers to chemical carriers dredgers, RO-ROs and barges," he said. "We can now show the shipping industry we not only have world class facilities, which include our massive dry docks which can accommodate any size of vessel, but we have the experience too.

SHIPBUILDING: VIGOR INDUSTRIAL GROWS STRONGER Vigor Industrial has ballooned from a modest shipyard in Portland, Oregon, to the largest shipbuilder in the Pacific Northwest and Alaska.

Vigor’s 60-acre shipyard on Swan Island near Portland, Oregon with artist’s rendering of soon-to-be-delivered largest floating dry dock in the United States.

Vigor increasingly thinks big and builds big. The company’s new floating dry dock will be the largest in the United States. And Vigor wants to get even bigger. CEO and owner Frank Foti expresses an ambition to grow to twice the current size in the “next few years.” Foti, who is also chairman of the Shipbuilder’s Council of America, says he is, “striving for critical mass. That means being the right size financially and geographically, and developing the right mix of business lines and capabilities to move out of the boom and bust cycle of the typical shipyard business. Proof is in the results,” he continues, “our fabrication team has a growing backlog at a time when industry analysts are predicting flat or shrinking backlogs.” To make it in a highly competitive global industry, Vigor offers the full range of services; including new build and repair, conversions, outfitting and modernization. Beyond this, the company does marina and land-based fabrication, industrial and marine coatings, plus machining services. Joe Covelli, Senior Vice President of Fabrication, says that in addition to these, Vigor is setting its sights on “moving up stream, developing our design, planning and engineering teams to work with customers earlier and earlier in the design process.”

Foti and his company don’t shy from trying something new, as illustrated by Vigor’s contract, just underway, to build three new tugs with Tidewater Barge Lines of Vancouver, Washington.The future Columbia-Snake River pushboats will be built in Portland instead of Seattle. Says Foti, “Building tugs in Portland is a sign that Vigor is evolving as a business. In the past, our different locations had different fabrication specialties: barges in Portland, ferries in Seattle and fishing boats and ferries in Alaska. Rather than be content with that, we’ve worked hard to share knowledge and

New Projects, Healthy Backlog, and Workboats

Vigor has several new projects in the pipeline: river tugs, very large barges and ferries among them. Two 422-foot tank barges of articulated tug and barge configurations will be some of the largest vessels constructed for Harley Marine’s fleet. The “state-of-the-art,” double-hulled fuel barges will be built at the Portland yard. Vigor is also building a 242-foot split-hull hopper barge with an advanced sealing mechanism to safeguard environmentally sensitive areas from potential leakage. In the Seattle area, historically the place where ferries have been built, the company is finishing a 362-foot state ferry, the Tokitae, to carry 144 cars and 1500 people. Vigor has a contract for two of the ferries, plus there is the possibility of a third. In 2011, Vigor finished three 64-car ferries for Washington State. With a planned cost of US$213 million, the ferries came in almost US$7 million under budget, with a total cost of US$206 million.

HYDREX DIVERS PERFORM UNDERWATER REPAIR A Hydrex diver/technician team carried out underwater stern tube seal repairs on a 157-meter dredger in Montevideo, Uruguay in April. The ship was suffering from an oil leak, making an on-site repair necessary. Using a Hydrex flexible mobdock the team was able to carry out the entire operation on-site and underwater, saving the owner an expensive and time-consuming trip to drydock.

A Hydrex diver technician carrying our repairs in Montevideo. Hydrex has carried out on-site, underwater repairs and replacements on all types of seals for a number of years now. A dry environment is created underwater in which the divers can work. Several major classification societies have also awarded Hydrex certificates that accept the Hydrex revolutionary flexible mobdock technique to perform permanent underwater seal repairs which previously would have had to be done in drydock. Every Hydrex office has a fast response center equipped with all the latest facilities, equipment and tools. These centers were designed specifically to increase speed of service. The lightweight flexible mobdocks packed in flight containers allow for a very fast mobilization and a timely arrival of Hydrex teams on any location around the world with everything they need to successfully complete the job. The following case study gives an account of a recent underwater stern tube seal repairs performed by Hydrex.

Oil was leaking from the stern tube seal assembly of a 157-meter dredger. A team of Hydrex diver/technicians therefore mobilized to the vessel’s location in Uruguay, together with all the needed equipment. After the diving team had set up a monitoring station they removed the rope guard and performed a thorough underwater inspection of the stern tube seal assembly. This revealed that the entire housing of the assembly was severely corroded and needed to be replaced. Because the housing consisted of split shells, this could easily be done by the Hydrex team. Next they installed the flexible mobdock. By doing this, the divers created a dry working environment around the stern tube assembly. This is needed for any permanent stern tube seals repair. The team then removed the three damaged seals one by one and replaced them with new ones. Because the existing running area was worn out, the diver/technicians installed a spacer ring to create a new running area for the seals. Thanks to a newly developed method, this could also be done inside the flexible mobdock, saving precious time and avoiding water ingress during the installation of the spacer ring. Leakage tests were then carried out with positive results, after which the divers removed the flexible mobdock. The operation ended with the installation of a new rope guard. This was necessary because the old rope guard had suffered severe cavitation damage and could not be used again. The stern tube seal repair was carried out in less than optimum conditions. There was almost no in water visibility at Montevideo at the time of the repair. It made the diving operations a lot more challenging than expected. However, our divers are trained to be flexible and adapt to constantly changing working conditions making it possible for Hydrex to perform the stern tube seal repairs under the strictest safety regulations, to the highest quality standards and without any unnecessary delay. The dredger was able to leave Montevideo in time to sail to its next operation.

INDUSTRY STAKEHOLDERS TEAM UP TO DEVELOP LNG-FUELLED ULTRA-LARGE CONTAINERSHIPS In the wake of the International Maritime Organization’s (IMO) Strategy for Sustainable Maritime Transport Systems, developed in part at the UN Rio+20 Conference on Sustainable Development in 2012, a group of industry stakeholders is teaming up to tackle some of the key principles and goals identified by IMO to ensure a sustainable maritime future.

Among the key principles, of course, is the focus on the energy supply and efficiency of some of the world’s largest ships.

At the Posidonia conference being held this week in Athens, Capital Ship Management Corporation (Capital) announced a new Joint Development Project with Lloyd’s Register and Daewoo Shipbuilding and Marine Engineering (DSME) aimed at exploring the use of LNG as an alternative fuel to power a massive 14,000 TEU containership.

Shipping companies have been discussing the use of LNG on deep sea shipping trades now for the past few years, so what does this really mean?

In a phone call with Apostolos Poulovassilis, Regional Marine Manager EMEA for Lloyd’s Register, he notes that LR’s Global Marine Fuel Trends 2030 report released this year was a scenario-based overview of what the future looks like with regard to the use of LNG within the shipping industry, with the “Status Quo” scenario showing an 11 percent market share of the use of LNG on board merchant ships by 2030. Capital Ship Management has recognized that ultra-large containerships may present an ideal platform to be powered by LNG fuel and are now working toward determining the technology specifications, costs, fuel performance and the potential safety implications.

Once these issues are considered, an investment decision can then be made in the future while taking into account the global marine fuel trends.

At the project launching ceremony this week, Evangelos Marinakis, Chairman of the Board of Capital Product Partners, notes that new technology and innovations within the shipping industry must be fully understood in order to drive “total corporate performance” which is a factor of fuel efficiency, crew comfort and workplace considerations, and environmental impact.

Lloyd’s Register, which will provide independent verification and risk analysis, views the project as the ‘cornerstone’ of a broader sustainability strategy and “a platform for innovation,” according to Poulovassilis.

Rolls-Royce supply machinery for 4 tugs for ALP Maritime - April 14, 2014

Rolls-Royce has been awarded a £19m contract to deliver deck machinery for four ocean going tugs, designed by Ulstein Design & Solutions, for Dutch company ALP Maritime Services. The vessels will be constructed in Japan by Niigata Shipbuilding & Repair. The vessels are being developed for towing large structures like oil rigs and floating production units over long distances. The bollard pull for each of the four vessels will be 300 tons and they will be equipped for anchor handling. John Knudsen, Rolls-Royce President Offshore, said: "This project is a good example of how our solid industry know-how makes us a partner of choice for innovative ship owners and design teams. The new vessels will place ALP Maritime Services in the elite division for large offshore towing operations across the world.

China Shipyards Win US$100 Million OSV Contracts - April 22, 2014

COSCO Corporation (Singapore) Limited says that its subsidiary Dalian and Guandong shipyards in China have won the following offshore vessel construction contracts: (International News)

COSCO (Dalian) Shipyard Co., Ltd., has secured a contract from an Asian company to build four Emergency Response / Rescue / Field Support Vessels (ERRVs), scheduled for delivery in the first half of 2016.

Two shipbuilding contracts signed by COSCO (Guangdong) Shipyard Co., Ltd, with a European ship owner for the construction of two PX121 Platform Supply Vessels (PSVs) have been declared effective. The two vessels are expected to be delivered in the first and second quarters of 2016 respectively. Additionally, the ship owner has an option to render effective, within six months, two contracts for the construction of similar PX121 PSVs.

Cruise Lines Spend Big to Lure Chinese Tourists - April 26, 2014

Carnival Corporation and Royal Caribbean Cruises Limited are trying to pique interest with China-centric attractions such as a menu inspired by an ex-president. They are also tapping a national penchant for education with classes ranging from foreign languages to silver service.

Drawing cruise lines to China is the prospect of $11.5 billion in sales come 2018 compared with $6.8 billion last year, according to researcher Euromonitor. The market will soon be the second-biggest and could eventually surpass the United States, industry executives said.

Kleven's New Contract with Olympic Shipping - May 28, 2014

Kleven has signed a contract with Olympic Shipping for delivery of an IMR vessels (inspection, maintenance and repair) of the MT 6021 MKII for delivery in summer 2015.

The vessel is designed by Marine Engineering, and is a further development of the MT-6021 designed as a sister ship for delivery in March 2015 has. Both vessels will be delivered from Kleven. Contract has a value of about NOK 450 million. The vessel is among others equipped with ROV hangars and a 80-tonne offshore crane and has accommodation capacity for 80 persons. Kleven has 13 vessels on order, with a total value of about NOK 8 billion.

Maersk Completes $5.1 Billion Refinance - June 4, 2014

A.P. Møller Mærsk A/S announced today the successful completion of a USD $5.1 billion syndicated revolving credit facility with a selected group of 21 banks.

The new facility refinances a USD $6.75 billion facility that had been arranged in 2010 which matures next year. Maersk cites “current favourable conditions in the global bank loan market and reduced financial costs” as their reason for the early refinance.

“We have received strong support from our global relationship banks who all participate in the transaction. The facility was oversubscribed and we are very pleased with the terms and conditions of the new facility. With the new facility we have extended the maturity profile of our finance commitments, reduced cost and confirmed our global banking group,” says Jan B. Kjærvik, Head of Group Finance and Risk Management.

Bourbon Joins 500-Vessel Club - June 25, 2014

French offshore services company Bourbon Offshore has announced the delivery of the groups 500th vessel.

Bourbon on Wednesday announced of the Bourbon Evolution 806, the sixth vessel of the first series of IMR2 vessels for the offshore industry. With the delivery, Bourbon now has 500 vessels either owned or on bareboat charter, ranking the group among the world’s leading offshore marine services companies.
