Cow Creek Band of Umpqua Tribe of Indians2371 NE Stephens Roseburg541.672.9405 www.cowcreek.comDOUGLAS COUNTYPopulation: 105,240(July 2010 estimate,Population Research Center at Portland State University)What is now Douglas Countywas originally part of UmpquaCounty, established by theOregon territorial government in 1851 just eight years after the start of themajor westward migration over the Ore-gon Trail.Gold was discovered in the UmpquaValley, bringing an instant increase insettlers.The first meeting of the UmpquaCounty government was held in Elkton.Subsequent meetings took place inGreen Valley and in Yoncalla.In 1852, Douglas County was carvedout of a portion of Umpqua Countylying east of the Coast Range. It wasnamed after U.S. Sen. Stephen A. Dou-glas of Illinois, a staunch supporter ofOregon statehood.Later, the gold boom in UmpquaCounty petered out, the populationdwindled and in 1862 the rest of thatcounty was absorbed into DouglasCounty.That followed the 1856 annexation ofCamas Valley from Coos County. Fur-ther boundary adjustments were madewith Jackson and Lane counties in 1915.Today, Douglas County covers 5,071square miles. Its bordered by six coun-ties Lane County to the north, Jack-son, Josephine and Curry counties to thesouth, Coos County to the west and Kla-math County to the east.Winchester was the original countyseat of Douglas County, but only heldthat distinction for two years.Residents later voted to move the seatin 1854 to Deer Creek, which, a yearlater, was renamed Roseburg after earlysettler Aaron Rose.Douglas County originally operatedunder a county court, featuring a countyjudge and two commissioners.The current system of three commis-sioners with equal authority was adoptedin 1965. In 2008, commissioners wereelected on a nonpartisan basis. Previous-ly, they were elected by party or candi-dates could run as nonaffiliated. The Blast, as its known, was thethird-most deadly disaster in Oregon histo-ry, and today is the subject of seasonalwalking tours.In spite of adversity, the city has man-aged to maintain many historic buildings,including the neoclassical Douglas CountyCourthouse at 1036 S.E. Douglas Ave. Thestructure was built in a space city founderAaron Rose donated in the 1850s for useas a public square. In 1955, rectangularadditions were made to each end of theoriginal 1929 structure.The Mill-Pine neighborhood was Rose-burgs first nationally registered historicdistrict, commemorating the communitysrailroad workers of the late 19th century.The housing development grew after thefirst steam locomotives arrived in Rose-burg in 1872.The railroad operated a roundhouse,repair yard, warehouses and an office untilthe division headquarters and shops weremoved to Eugene.The former Southern Pacific RailroadDepot at 705 S.E. Sheridan St. was thethird to serve Roseburg. It is now a micro-brewery operated by McMenamins. Passen-ger service was terminated in 1951.The Central Oregon Pacific & Pacific Railroad now operates therailroad. Historic homes in the downtown district are echoes of a not-so-distant past when timber barons and respected doctors, lawyers andpoliticians built opulent monuments to their successes.The elaborately decorated three-story Queen Anne-style MosesParrott house at 1772 S.E. Jackson St. is a vivid reminder of this.Parrott, a shoemaker, came to this area with his wife, Tennessee, inthe early 1850s. Today, the home is privately owned. No tours aregiven, but it can be viewed easily from Stephens Street.The Floed-Lane house at 544 S.E. Douglas Ave. is more com-monly known as the Joseph Lane House and is the only survivingstructure associated with this pioneer soldier and statesman. Lanewas a commissioned brigadier general during the Mexican War. Hewas the Oregon Territorys delegate to Congress from 1851 to 1859and was the states first U.S. senator from 1859 to 1861. In 1860 hewas the Southern Democratic candidate for vice president.The home was owned by Lanes daughter and son-in-law, Johnand Emily Floed, and built between 1866 and 1876. Lane livednearby during his final years and spent much of his time with hisdaughter. The Floed-Lane House is maintained by the DouglasCounty Historical Society. Hours are 1 to 4 p.m. Saturdays andSundays or by appointment.
