SUBDIVISION REVIEW
The City of Cornwall has delegated subdivision approval.
The Plan has been reviewed in respect of the policies of the Provincial Policy Statement, the Official Plan, existing Zoning on site and current design standards. This plan is the result of comments and input received from various City Departments and outside Agencies.

CORRESPONDING APPLICATIONS •As well, tonight we are reviewing two
Official Plan Amendments:
a) A change in the Staging of the lands from Stage Three to Stage One Lands
b) A change to Schedule 5 - Transportation to remove the Collector Street Network Study (CSN) requirements and to introduce a Local Road.
3
Comments on Staging Changes• The Staging of lands in the City is based on the
speed of development such that the building industry has a healthy inventory of lots.
• The Data Book for 2011 showed development of about 40-50 singles and 10-15 semi lots, with multi lots developing as projects are proposed.
• The Provincial Policy Statement directs the municipality to maintain at least a three year supply of: “residential units available through lands suitably zoned to facilitate residential intensification and redevelopment, and lands in draft approved and registered plans.”

• These Draft Plan Conditions also detail provisions for the two adjacent properties along Cornwall Centre, 550 and 520 Cornwall Centre Road. Planning staff have met with each of these property owners to understand their concerns. The issue of screening fences will be key given the proximity of the road to 550, as well a driveway at the rear is proposed and the service(s) being brought to the property line.
• The property at 520 will also have screening fencing around its perimeter and services brought to this property.

SUBDIVISION REVIEW 1.Concurrent with this Draft Plan Approval
application, the Developer is also involved in the First Application process under Land Titles (formerly known as the Certification of Title) which is distinct and separate from the Draft Plan process. This is done in conjunction with the Subdivider’s Agreement and at that point the Developer can move to full Registration of the plan.
