Proceedings of the 10th Meeting of the General Council of NationalFood Security Mission (NFSM) held on 25th June, 2014 at KrishiBhawan, New Delhi.

1. The 10th Meeting of the National Food Security Mission GeneralCouncil (NFSM-GC)was held under the Chairmanship of Shri RadhaMohan Singh, Agriculture Minister on 25th June 2014 at AcharyaJagdish Chandra Bose Hall, Krishi Bhawan, New Delhi.

2. The list of participants is annexed.

3. Dr. Jeet Singh Sandhu, Agriculture Commissioner, DAC, welcomedthe Chairman, NFSMGC, Dr. Sanjeev Kumar Balyan, Minister of Stateof Agriculture, GC members, special invitees and other participants.The Agriculture Commissioner informed the house that GC is thepolicy making body for providing suitable direction, guidance andreviewing the overall progress of implementation of the Mission. Hehighlighted the objectives of the Mission, i.e., increasing production ofrice, wheat, pulses and coarse cereals through area expansion andproductivity enhancement in a sustainable manner in the identifiedlow productivity districts of the country; restoring soil fertility andproductivity at the individual farm level; and enhancing farm leveleconomy to restore confidence amongst the farmers.

Shri Sanjay Lohiya, Joint Secretary (Crops) & Mission Director, NFSM,made a presentation on Revamped National Food Security Mission inthe XII plan highlighting that Mission had exceeded the targets of XIplan. During the XII Plan, the Mission targets additional production of25 million tonnes of food grains comprising 10 million tonnes rice, 8million tonnes of wheat, 4 million tonnes of pulses and 3 milliontonnes of coarse cereals. He informed that for the XII Plan, twoadditional components namely, coarse cereals and commercial cropshave been included in the Mission and schemes like Initiative forNutritional Security through Intensive Millets Promotion (INSIMP);Maize component of Integrated Scheme of Oilseeds, Pulses, Oilpalmand Maize (ISOPOM); dual purpose coarse cereals of AcceleratedFodder Development Programme (AFDP); Technology Mission onCotton (TMC) and Jute Technology Mission (JTM)have been merged

with NFSM. He also gave an overview of the new strategies underNFSM like cropping system based approach and new initiatives likeformation of FPOs etc.

5. The Chairman appreciated the efforts of the National Food SecurityMission in achieving the targets of additional production in respect ofrice, wheat and pulses during the XI Plan and hoped that targets setfor XII Plan will also be achieved. He pointed out that the monsoon islikely to be deficient in some of the States which may adversely affectthe Kharif crops. Secretary, DAC informed the Chairman that theStates have already prepared contingency plans in consultation withthe Ministry to mitigate the drought situation.

6. The Minister of State was of the view that funds allocated underNFSM-Commercial Crops are too meager, and need to be increased.

7. The items on agenda were taken for discussion, as follows:

8. Approval of minutes of the 9th meeting of General Council ofNational Food Security Mission (NFSMGC):

• The minutes were confirmed.

9. Ex-post facto approvals were accorded for the following:• State-wise allocation of Rs 2108.77crore for implementation of NFSM

during 2014-15.• Allocation of Rs 27.00 crore for commercial crops during 2014-15.• Operational guidelines for National Food Security Mission.• Inclusion of new districts under NFSM consequent upon bifurcation

of Andhra Pradesh and Telangana.• Operational guidelines for Commercial Crops.

Ex-post facto approvals for the following research projects wereaccorded

• ICRISAT project on "Addressing Phytopthora Blight Disease; anemerging threat to Pigeonpea expansion" for four years (2013-14 to2016-17) with a total outlay of Rs 386.20 lakhs.

• ICRISAT project on "Developing Chickpea Cultivars Suited toMechanical Harvesting and Tolerant to Herbicides" under NFSMPulses for four years (2013-14 to 2016-17) with a total outlay of Rs764.22 lakhs.

• ICARDA adaptive research project on "Enhancing Lentil Productionin Eastern and North-Eastern States for Nutritional Security and

Sustainable rice based Production system in India" for three years(2013-14 to 2015-16) with an outlay of Rs 390.85 lakhs.

• ICARDA adaptive research project on "Enhancing GrasspeaProduction in Eastern and North-Eastern States for Animal Feed,Safe Human Food and Sustainable rice based Production system inIndia" for three years (2013-14 to 2015-16) with an outlay of Rs300.60 lakhs.

• ICARDAadaptive research project on "Generation Advancement andDevelopment of New Genotypes through Pre-breeding in Lentil andKabuli Chickpea" for four years (2013-14 to 2016-17) with an outlayof Rs 296.59 lakhs.

• SFAC proposal on "National Demonstration Project for Promotion ofFarmer Producer Organization (FPOs) and Value Chain Developmentof Pulses and Millets" under NFSM for three years (2013-14 to 2015-16) with an outlay of Rs 5000.00 lakhs.

• Krishi Karman Awards, Commendation Awards and Awards forprogressive farmers for the year 2012-13 and for payment of grants-in-aid for Rs 12.64 crore from NFSMfunds for the same.

GC also approved following proposals that were submitted asSupplementary Agenda:

a. To include all the districts of the three hill states of HimachalPradesh, Jammu & Kashmir and Uttarakhand under NFSM- Pulses.

b. Inclusion of demonstration of inter-cropping of foodgrains withoilseeds under NFSM.

10. Dr. T. Mohapatra, Director, CRRI, Cuttack made a presentation on"Hybrid Rice in India - Status, Problems and Prospects". Heelaborated a broad scenario of rice production in the country andindicated that to meet the growing demand of paddy, hybrid ricevarieties would have to be introduced on large scale. However,constraints in popularisation of hybrids are non-availability of seed;high cost of seed, lower consumer preference for hybrids, etc.Research in hybrids needs to be promoted for development of hybridswith acceptable grain quality; shorter duration, requiring less waterand tolerant to saline conditions. Most importantly, cost of hybridseeds need to be reduced by up-scaling production to make themmore affordable to farmers in the long run. The Chairman askedDirector CRR! to get a study done to identify suitable areas for hybridrice seed production in U.P and Bihar.

11. Bihar State in its presentation stated that increase in production andproductivity of rice, wheat and pulses was higher in NFSM districtscompared to non-NFSM districts. The strategies adopted by theState include seed production of varieties less than 10 years old;emphasis on cereal/coarse cereal- pulses based cropping system;promotion of drought/ flood resistance variety; promotion of linesowing in wheat and promotion of SRI with high yielding varieties ofrice.

12. Uttar Pradesh in its presentation reported higher increase in yield ofrice, wheat and pulses in NFSMdistricts. The future strategies of theState include development and implementation of Seed Rolling Planfor new varieties and timely distribution of seeds; promotion ofhybrids; use of bio-fertilizers and promotion of Soil Health Cards.

13. Maharashtra informed that the performance of rice, wheat, pulsesand oilseeds crops under NFSM districts is better compared to non-NFSM districts. The results were encouraging due to adoption ofcluster approach, in-situ moisture conservation technology andhigher seed replacement rate. The future strategies will bepopularisation of hybrid rice seed and ensuring adequate availabilityof seeds of varieties released within last 10 years and strengtheningof custom hiring component.

14. Tamil Nadu informed that there was increase m production andproductivity of rice and pulses under NFSM districts compared toother districts. Productivity has increased because of adoption ofcluster approach; distribution of Swarna Sub-l paddy seeds; SRIcoverage of rice and effective use of water saving equipments. Thefuture strategies include Soil Health Mapping; development of cropmatrix; timely availability of inputs and issuing of mobile advisorieson critical issues.

15. The Chairman stated that States should emphasise on providing SoilHealth Cards to all. The States should also tie up seed production fornext crop season in advance and verify the quality of seeds beingsold in the market. He desired that institutions like ICARDA andICRISAT should take up on-farm demonstrations, particularly inBundelkhand and Bihar.
