This anger alleg-edly ascends all the way to the top ofChina's military hierarchy, Chairman XiJinping.

China has for a long time relied onIndia behaving reactively rather thanpreemptively, as it manufactured sei-zures of territory along the trouble-some un-demarcated border. This timethe PLA has been on the receiving end,and Chinese Communist Party (CCP)

leadership is not happy. Some media al-leged that the CCP leadership was "en-raged" that a PLA commander with-drew forces to avoid physical conflict atSpanggur, though evidence to substan-tiate this is yet to emerge. This latestembarrassment came on top of thebloody fracas in the Galwan Valley on 15June, which occurred on none otherthan the auspicious occasion of Xi's 67thbirthday. Losing casualties, with Chi-nese numbers still a state secret repre-sented a severe loss of face to Xi on hisbirthday.

Dissatisfied with their level of CCPand personal loyalty, it is also rumoredXi is on the brink of a "brutal purge" ofthe PLA and regular law enforcementagencies. China's authoritarian leaderhas always sought to consolidate mili-tary power, something his immediatepredecessors could not achieve, and heis becoming even more paranoid aboutpolitical loyalty and social unrest withinChina.

This explains why, on August 26, theChinese police apparatus (including theMinistries of Public Security and StateSecurity) swore fealty to the CCP andwas removed from the State Council'schain of command. A ceremony saw Xi

pompously conferring a new flag on thepolice, one bearing the red color of theparty. Xi "ordered the police to be loyalto the party, serve the people and beimpartial in law enforcement and strictin discipline".

Law enforcement forces have nowfollowed suit as the People's Armed Po-lice (PAP), which Xi placed under his im-mediate leadership in the Central Mili-tary Commission (CMC) in January 2018.In any popular uprising such as the onethat happened in Tiananmen Square in1989, the PAP would be called upon toput down any unrest.

Xi has repeatedly called for personalloyalty, and issued warnings about"two-faced" people, a phrase referring

to someone who pledges obediencebut actually secretly resists. Xi wants toget rid of all such people from positionsof influence. Furthermore, a politicalstudy campaign is being prosecutedacross political and legal forces to pro-mote a "spirit of rectification", whichharks back to Mao's destructive purges.Three deputy minister-level public se-curity officials have already been de-tained in 2020, and Xi's paranoia seemsto be rising to hysterical levels.

Xi has always been a hands-onleader, probably because he is distrust-ful of anyone outside his handpicked

inner circle. It is believed he personallyencouraged the launch of four ballisticmissiles into the South China Sea on Au-gust 26, another provocative actionsent as a warning to the USA.

A dramatic purge of the law enforce-ment system seems set to occur and,with Xi disappointed about how landgrabs along the Himalaya border aregoing, further refinement of the PLAcould occur. Of course, every time heimplements such a purge, the PLA be-comes a more politically astute organi-zation and less military-focused as lead-ers seek to consolidate their own posi-tions and think less of the overall ben-efit of the PLA.

With ongoing border tensions, themood on Chinese social media plat-forms like Sina Weibo reflects concern,anger and deprecation of India as well.For example, one netizen quoted Chi-nese professor Zhang Weiwei as saying:

"India's expert advice is for Modi not toprovoke China. Otherwise, India will re-ceive five times the humiliation it had in1962."

Xijing, editor-in-chief of the GlobalTimes, received nearly 20,000 likes:"Both India and China are great powersand capable of mobilizing their nationalstrength to solve a military border con-flict. Yet, at this very moment, both sideshave to calm down." Another poster putthe tensions with India in perspective:"The Sino-Indian border conflict is amatter of time. In the coming winter,both sides have to withdraw theirtroops. Hence, whether China can getback Taiwan is the utmost importantproblem to China!"

However, hubris remains a commonsentiment. One Chinese netizen, who isinfamous for his bullheadedness,posted to popular acclaim, "Twomonths ago, India just suffered what itdeserved. The Indian leader army offic-ers ran away and abandoned their col-leagues when the PLA struck them hard,leading to the death of 20 Indian sol-diers and officers. How dare they comeback now?"

There was pride in the PLA tooamong many citizens. "The Sino-Indiaborder is having conflicts once again.Soldiers of the PLA have left their sui-cide notes and loaded bullets into their[rifle] chambers." ANI

China using Pakistan for military logistics facilitiesWASHINGTON: The US Department of

Defense in its annual report to Congresson 'Military and Security Developmentsinvolving the People's Republic of China2020' has stated that Pakistan is amongthe countries, which have been chosenby the Beijing for "military logistics fa-cilities".

According to the DefenseDepartment's report published lastweek, the PRC is seeking to establish arobust overseas logistics and basing in-frastructure to allow the PLA to projectand sustain military power at greaterdistances. "Beyond its current base inDjibouti, the PRC is very likely alreadyconsidering and planning for additionaloverseas military logistics facilities tosupport naval, air and ground forces.The PRC has likely considered locationsfor PLA military logistics facilities inMyanmar, Thailand, Singapore, Indone-sia, Pakistan, Sri Lanka, United ArabEmirates, Kenya, Seychelles, Tanzania,Angola and Tajikistan," read the report.

The Department further stated thatChina's One Belt, One Road (OBOR)

projects in Pakistan dealing with pipe-lines and port construction intend todecrease Beijing's reliance on trans-porting energy resources through stra-tegic chokepoints, such as the Strait ofMalacca.

"In support of its national strategy,the PRC pursues a range of goalsthrough OBOR to include strengtheningits territorial integrity, increasing its en-

ergy security and expanding its inter-national influence. Given the Partyviews the PRC's security and develop-ment interests as complementary, thePRC leverages OBOR to invest inprojects along China's western andsouthern periphery to improve stability

and diminish threats along its borders.Similarly, OBOR projects associatedwith pipelines and port construction inPakistan intend to decrease China's re-liance on transporting energy re-sources through strategic chokepoints,such as the Strait of Malacca," the de-partment said.

China's Strategic Support Force (SSF)runs tracking, telemetry and command

stations in Namibia, Pakistan and Argen-tina, The Pentagon noted.

Further, China has increased its bilat-eral and multilateral engagement withforeign militaries, including Russia,Pakistan, and the Association ofSoutheast Asian Nations (ASEAN) as it

will improve the PLA's ability to or-ganize and manage combined opera-tions that integrate foreign forces.

"The PRC uses multilateral forumsand international organizations togenerate new opportunities to ex-pand its influence, strengthen its po-litical influence, promotes strategicmessaging that portrays it as a re-sponsible global actor, advance itsdevelopment interests and limit out-side interference in and criticism ofits initiatives," the report said.

"Towards these ends, the PRC hasembraced multilateral organizationssuchas Brazil, Russia, India, China andSouth Africa, the Shanghai Coopera-tion Organization, the African Union,the Association of Southeast AsianNations, as well as forums and initia-tives such as the Forum on China-Af-rica Cooperation, the China-ArabStates Cooperation Forum, the"17+1" initiative between China and 17Central and Eastern European countries,and the Belt and Road Forum," the re-port read. India successfully test-fires hypersonic technology demonstrator vehicleNEW DELHI: India has successfully

flight-tested the indigenously devel-oped hypersonic technology demon-stration vehicle (HSTDV), joining a se-lect group of countries having thecapability to develop the next-gen-eration hypersonic cruise missiles, of-ficials said.

The HSTDV, based on hypersonicpropulsion technologies and devel-oped by the Defense Research andDevelopment Organization (DRDO),will help India develop futuristicspace assets like long-range missilesystems and aerial platforms, theysaid.

The HSTDV is capable of poweringmissiles to attain a speed of aroundMach 6 or six times the speed ofsound, the officials said, adding onlya very few countries like the US, Rus-sia and China have such a capability.

"The DRDO has successfully dem-onstrated the hypersonic air-breath-ing scramjet technology with theflight test of hypersonic technologydemonstration vehicle at 1103 hoursfrom APJ Abdul Kalam launch com-plex at Wheeler Island, off the coastof Odisha," the defense ministry said

in a statement.The HSTDV operates on a scramjet

engine, as against the ramjet engine,which is used on most missiles. The ram-jet engines operate at supersonicspeeds of up to Mach 3.

The ministry said all the performanceparameters have indicated a resound-ing success of the mission. The suc-cessful test comes over a year aftera similar attempt did not provideexpected results

Defense Minister Rajnath Singhcongratulated the DRDO over thesuccessful test-flight of the HSTDV,calling it a "landmark achieve-ment".

"I congratulate DRDO on this

landmark achievement towards realiz-ing PM's vision of Atmanirbhar Bharat. Ispoke to the scientists associated withthe project and congratulated them onthis great achievement. India is proudof them," he tweeted.

A DRDO official said that with thesuccessful test flight of the HSTDV, India

has demonstrated capabilities forhighly complex technology that

will serve as the building blockfor next-generation hypersonicvehicles in partnership with thedomestic defense industry.

The defense ministry saidthe parameters of launch andcruise vehicle, including thescramjet engine, were moni-

tored by multiple tracking radars,electro-optical systems and telem-etry stations.

"The scramjet engine worked athigh dynamic pressure and very hightemperature. A ship was also de-ployed in the Bay of Bengal to moni-tor the performance during thecruise phase of hypersonic vehicle,"the ministry said.

With the successful test, it saidmany critical technologies such asaerodynamic configuration for hy-personic maneuvers, use of scramjetpropulsion for ignition and sustainedcombustion at hypersonic wereproven and validated.

It said the hypersonic cruise vehiclewas launched using a proven rocketmotor, which took it to an altitude of30 kilometers where the aerodynamicheat shields were separated.

"The cruise vehicle separated fromthe launch vehicle and the air intakeopened as planned. The hypersoniccombustion sustained and the cruisevehicle continued on its desiredflight path at a velocity of six timesthe speed of sound," the ministrysaid. PTI

Pak Army chief warns India of anymisadventure, reminds Balakot response

ISLAMABAD: Pakistan's Chief of ArmyStaff (COAS) General Qamar JavedBajwa has sent out an open warning toIndia, claiming that his country wouldwin the "fifth generation or hybrid war".

Addressing a ceremony marking De-fense Day and Martyrs' Dayat the General Headquarters(GHQ) in Rawalpindi, Bajwasaid Pakistan is facing mul-tiple challenges aimed atdiscrediting the country andits armed forces.

DUBAI: Ending days of anxiouswait, the BCCI on Sunday (6 Sep-tember) released the schedule forthe upcoming IPL, and in keepingwith tradition, defending champi-ons Mumbai Indians will take onrunners-up Chennai Super Kings inthe opener in Abu Dhabi on Satur-day, September 19.

Moved out of India due to asurge in COVID-19 cases, the up-coming edition of the world's big-gest T20 league will be held in thethree venues of Dubai, Abu Dhabiand Sharjah in the UAE.

After the tournament-opener inthe capital city, Dubai will host itsfirst game the next day when DelhiCapitals take on Kings XI Punjab fol-lowed by the third match on Mon-day between Sunrisers Hyderabadand Royal Challengers Bangalore.

The action will then shift toSharjah on September 22 whenRajasthan Royals will host ChennaiSuper Kings.

There will be 10 double headers,with the first match starting at3:30pm IST and the second7:30pm, according to a BCCIrelease.In all, 24 matches will beheld in Dubai, 20 in Abu Dhabi and12 in Sharjah.

ness rankings in 2015 to the11th in 2019, the official re-lease here said.

The top three slots were oc-cupied by Andhra Pradesh,Uttar Pradesh and Telanganarespectively, it said.

WASHINGTON: The US Cen-ters for Disease Control andPrevention (CDC) has askedstates to be ready to distrib-ute a potential coronavirusvaccine by November 1.

Select Int'l passengers can avail COVID-19tests on arrival at entry airports

NEW DELHI: International passengerswho have to take connecting domesticflights after landing in India will havethe option of getting themselves testedfor COVID-19 at the entry airports, the

Civil Aviation Ministry said on Wednes-day (2 September).

If the RT-PCR test result is negative,the international passenger will be al-lowed to catch his or her connecting

domestic flight and he or she will notneed to undergo any institutional quar-antine at the destination city, theministry's order said.

The test result will come in a maxi-

mum of seven hours. Till the resultscome, the passenger will have to remainin the waiting lounge of the entry air-port, the order noted.

An international passenger who does

not have a negative COVID-negative re-sult certificate from a test done notmore than 96 hours prior to the journey,and who does not opt for on-arrival test-ing facility at the entry airport, will haveto compulsorily undergo seven-day in-stitutional quarantine followed byseven-day home quarantine.

Such on-arrival testing facilities maybe extended to other passengers too,the order said.

On August 2, the Health Ministry hadsaid if an international passenger has anegative result from an RT-PCR testdone 96 hours prior to the journey, heor she will not need to undergo institu-tional quarantine in India.

Scheduled international passengerflights continue to remain suspended inthe country since March 23 due to thepandemic.

However, special international flightshave been operating under the VandeBharat Mission since May and under bi-lateral air bubble pacts signed withvarious countries since July. PTI

Update on legislation to address evictioncrisis for tenants and landlords

Assembly member DavidChiu has been at theforefront of legislative

efforts to avoid mass evictionsof millions of Californians whoare out of rent while ensuringthat landlords are able to meettheir financial obligations. EMScall on September 2 was orga-nized to provide an update onwhat the legislature was andwasn't able to do and outlinedthe next steps.

Assembly member DavidChiu has reached a compro-mise with Gov. Gavin Newsomand the big landlord groups ona relatively limited bill to pro-tect renters from evictionsduring the COVID pandemic.Everyone knows that beforethe pandemic California wasgrappling with the most in-tense housing and

homelessness crisis. We have17 million renters who havebeen hanging by a thread evenbefore the pandemic and therecession since the pandemicthere have been millions ofCalifornians who have beenunable to pay rent. This bill willallow San Francisco's existingban on evictions for non-pay-ment of rent to remain in place,at least until next year.

Under Assembly Bill 3088,tenants would be allowed tostay in their homes through atleast Jan. 31, 2021, as long asthey pay a portion of their rent."This bill is far from perfect,"Chiu said. "Many tenant pro-tections I fought for in AB 1436are not in this bill, but we mustput in temporary protectionsto get us through the next fivemonths." Under the measure,landlords can't evict tenantswho did not pay their rent be-

tween March 1 and Aug. 31. Itwould also ban evictions for

tenants affected by the viruswho pay at least 25% of their

rent that's due between Sept.1 and Jan. 31. The proposal fallsshort of the tenant protectionsof an earlier bill, AB 1436,authored by David Chiu, whichwould have prohibited evic-tions through April.

The law also expands smallclaims court jurisdiction to al-low landlords to recover de-ferred rent starting in Marchand extends anti-foreclosureprotections to small landlords."If we don't act by midnighttonight, any tenant who'd beenunable to pay any and all un-paid rent, would immediatelyhave to pay that rent back orbe subject to an eviction," Chiu

CHICAGO: Sikh Religious Society, Chi-cago organized Tribute to SardarJaswant Singh Khalra, who was pickedup by Punjab Police on September 6, 25years ago.

He Khalra was Director in CooperativeBank when one of his colleagues waspicked up and disappeared. After search-ing for few days and finding no answersof his whereabouts he went to Durgianacemetery in Amritsar to look into funeralrecords. During discussion, employeethere told him, that he has crematedthousands of bodies as Lawaris (un-claimed). When Khalra looked at therecords and found names, addresses ofpeople disposed off as Lawaris. Hestarted questioning that if so manypeople have been cremated as Lawaris inone cemetery, what about other cem-eteries?

According to Indian law, the clothes,possessions and pictures of deceased are

saved for identification purposes, but nosuch record was kept for these bodies. Hefound more than 25,000 records ofpeople cremated as Lawaris. He filed alawsuit, which was tremendous workdue to strong opposition. He wasthreatened; his lawyers were threat-ened and harassed.

Seeing not much hope of findingjustice, he visited other countries in-cluding USA, Canada and met manyagencies. Fearing for his life, somecountries offered him asylum, but hedeclined, saying that he has to provideanswers to the parents waiting fortheir loved ones. Finally early morningSeptember 6, Punjab police came tohis house, picked him up and madehim Lawaris too. One day, one of thepolice drivers listened to his con-science and stated that he witnessed thekilling of Sardar Khalra.

returning to The Magic House on Sep-tember 5 from Chattanooga, Tennessee,where it has inspired children and fami-lies at the Creative Discovery Museumsince early 2020.

While previous exhibits have fea-tured the cultures of China, Kenya andmost recently Argentina, The MagicHouse is proud to announce develop-

ment of a new upcoming exhibit focus-ing on Indian culture.

Namaste India will join the Museum'snationally traveling cultural exhibit se-ries when it opens in May 2021. Thegoal of the series is to build interest andempathy for diverse cultures fromaround the world with a strong localconnection. The interactive exhibitstransport children to authentic environ-ments familiar in their own lives such asa school, home, market and means of

transportation. Children are able to ap-preciate the similarities and unique dif-ferences of the lives of children in otherparts of the world. The exhibits are de-signed for children ages 3 to 12 yearsand their families.

Like the other exhibits in the series,Namaste India will be designed to pro-vide a passport to the world for all chil-

dren to experience the Indian culturefirsthand, even if they may never havethe opportunity to travel outside oftheir own community. "For childrengrowing up in an interconnected glo-bal society, it is imperative that theyhave exposure to develop appreciationfor diverse cultures," said BethFitzgerald, President of The MagicHouse. To assure authen-ticity and cultural ac-curacy, all exhibitshave been created inpartnership with St.Louis cultural organi-zations such as the Argentine Society ofSt. Louis, the St. Louis Chinese CultureCenter and Vitendo4Africa and advisorycommittees made up of representa-tives from each culture. Namaste Indiawill likewise be created in partnershipwith the St. Louis Indian community. TheMagic House has formed the NamasteIndia advisory committee, made up of

32 professionals from around the St.Louis area, all of Indian heritage.Formed with input from the St. LouisMosaic Project, the committee plays acritical role in the exhibit creation pro-cess.

The Magic House's cultural exhibitseries not only provides a unique learn-ing opportunity to children and familiesin St. Louis, but also throughout the

The north directionis dedicated to Kuber, the Godof wealth and going by thislogic, north-facing homesshould have been most popu-lar. However, for north-facinghomes to be truly rewarding,the whole house should beVastu-compliant and the de-fects should be rectified.

What is a north-facing home?A home, where the main en-

try is towards the north direc-tion, is a north-facing home.

Vastu Shastra and north-fac-ing homes

It is a misconception that anyone particular direction is goodand the others are bad. Accord-ing to Vastu Shastra, all direc-tions are good, provided theyadhere to the some principles.For example, it is important tonote the placement of the door.

Placement of the main doorThe main door should be in

the north direction. Even in thenorth direction, the fifth step orpada is believed to bethe most auspiciousone, meant to bringyou wealth. The dis-tance between thenorth-east and north-west, is divided into nineequal parts and it is the fifthpada that is auspicious.

kind of energy you are lettinginto your home. As alreadymentioned, the fifth pada is themost auspicious, because it isthe location of God of Wealth,

Kuber. Hence, if the door isplaced in the fifth pada, youwill attract money.

Alternative to fifth padaNow suppose your fifth pada

is small or not suitable for thedoor, you can use the first tofourth pada, as well. However,not leave out the fifth pada. Youcan use the sixth to ninth pada,if you have no option at all toplace it in another pada.

Caution• If you happen to use the

first pada, in that case, the maindoor or the entrance should

not touch the north eastcorner. It is advisableto leave some spacefrom this corner.

home• For a north-facing property

that is auspicious for you andyour family, avoid a plot thatslopes from the north to thesouth.

• You should not have trees

in the north side of your home.• Do not keep trash and clut-

Builders to bear stamp duty inselect projects in Maharashtra

MUMBAI: A builders' body on Thursday (3 Septem-ber) announced its members will bear the stampduty on apartments purchased in 1,000 projects inMaharashtra till October-end.

Members of the lobby group Naredco have de-cided to take the tab, which got reduced to 2 percent by the government in order to give a thrust tothe realty sector from the earlier 5 per cent, forprojects in the financial capital and adjoining areas,Pune and Nashik, an official statement said. PTI

UP RERA issues noticeto Supertech overSupernova project

NOIDA (UP): The UttarPradesh Real Estate RegulatoryAuthority (UP RERA), said it hasissued a notice to realtorSupertech asking why its reg-istration should not be revokedover failure to submit a revali-dated map of its project Super-nova in Noida.

The Supertech group, how-ever, said it did not receive theRERA's notice issued in Febru-ary and cited lockdown-relatedreasons for the delay in sub-mission of the revalidated mapof the premium project.

The Authority said the showcause notice has been issuedto the developer under section7 of the RERA for revoking theregistration of its project Su-pernova Phase IV.

The Authority said it hadgranted conditional registra-tion to the project on assur-ance by Supertech chairperson

R K Arora that a revalidatedmap would be submitted in sixmonths.

He had submitted that hisapplication for revalidation ofthe map of the project is pend-ing with the NOIDA authorityon account of pending dues,that matter will be resolvedsoon and he would submit therevalidated map, a RERA state-ment signed by SecretaryAbrar Ahmed stated.

However, the promoter didnot submit the revalidatedmap in time. Therefore, the Au-thority issued a notice to thepromoter in February 2020 tosubmit the revalidated map orelse the registration of theproject will be revoked, thestatement said. PTI

Trump administration plans expandeduse of personal data

WASHINGTON: The Trumpadministration has announcedplans to expand the collectionof personal ``biometric'' infor-mation by the agency in chargeof immigration enforcement,raising concerns about civil lib-erties and data protection.

In a statement, the Depart-ment of Homeland Security saidit would soon issue a formal pro-posal for a new regulation forexpanding ``the authorities andmethods'' for collecting biomet-rics, which are physical charac-teristics such as fingerprintsused to identify individuals.

U.S. Customs and BorderProtection, a component ofDHS, already collects biometricdata, including iris scans, frompeople captured trying to en-ter the country without legalauthority.

DHS said in a written state-ment that the new rule wouldauthorize new techniques, in-cluding voice and facial recogni-tion to verify people's identity.

The agency did not releasethe proposed regulation orprovide details. BuzzFeedNews, which obtained a draftof the policy, reported it in-

cluded a provision for U.S. Citi-zenship and Immigration Ser-vices, which is also a compo-nent of DHS, to collect biomet-ric data from non-citizens le-gally working and living in theU.S. or seeking to do so.

It would also require U.S. citi-zens sponsoring relatives tocome to the country to providebiometric data, including in somecases their DNA, if it was neededto verify someone's identity.

"This is a remarkable expan-

sion of surveillance, especiallythe idea that immigrants couldbe called in at any point to givethese biometrics," said SarahPierce, an analyst with the Mi-gration Policy Institute.

It typically takes severalmonths for a new regulation totake effect after a public com-ment period. This measure islikely to prompt legal chal-lenges, as have most immigra-tion measures introduced un-der President Donald Trump.

Acting Deputy DHS Secre-tary Ken Cuccinelli character-ized the new regulation in awritten statement as a way toimprove the verification ofpeople's identities and mod-ernize operations.

"Leveraging readily avail-able technology to verify theidentity of an individual we arescreening is responsible gov-erning," Cuccinelli said. "Thecollection of biometric infor-mation also guards againstidentity theft and thwartsfraudsters who are not whothey claim to be."

DHS is charged with enforc-ing the strict immigration en-forcement policies that havebeen a hallmark of the Trumpadministration. But the agencyis also in charge Citizenshipand Immigration Services,which is responsible for en-abling people to legally liveand work in the United States.

A lawyer with the ElectronicFrontier Foundation, a privacyrights watchdog, said there'sno justification for expandingbiometric data collection, andno clear rules for how long theinformation can be retained,how it can be used, andwhether it can be shared withforeign governments or otheragencies. AP

Chinese, Indians constitute 48%of foreign students in US in 2019

Washington: Chinese andIndians accounted for 48 percent of all active foreign stu-dents in the US in 2019, ac-cording to an official report.

A report on immigrationstudents in US, released bythe Student and ExchangeVisitor Program (SEVP) -- apart of the US Immigrationand Customs Enforcement(ICE) -- said there were 1.52million active records inSEVIS for F-1 and M-1 stu-dents during calendar year2019, a 1.7 per cent decreasefrom 2018.

SEVIS is a web-based sys-tem for maintaining informa-tion on international nonim-migrant students and ex-change visitors in the US.

While an F1 visa is issuedto international studentswho are attending an aca-

demic program or Englishlanguage program at a UScollege or university, M-1 visais reserved for internationalstudents attending voca-tional schools and technicalschools.

Forty-eight per cent or733,718 of all active SEVISrecords hailed from eitherChina (474,497) or India(249,221) in 2019, a slight in-crease from 47 per cent incalendar year 2018, the re-port said.

While the overall numberof active F-1 and M-1 studentrecords coming from Asia de-creased by 28,063 from 2018to 2019, student recordtrends varied across differ-ent countries, it said. PTI

Appeals overturnsban on immigrantcourthouse arrests

A federal appeals court onTuesday (1 September)

overturned a ruling that barredimmigration authorities fromarresting people suspected ofliving in the U.S. illegally if theyshow up at Massachusetts'scourthouses.

The decision by the 1st U.S.Circuit Court of Appeals in Bos-ton came in a case brought byprosecutors in two of thestate's largest counties. Districtattorneys and public defend-ers had argued that such ar-rests were disrupting thecriminal justice system be-cause defendants, witnessesand others were too afraid tocome to court.

It overturned a June 2019 rul-ing by U.S. District Judge IndiraTalwani that barred U.S. Immigra-tion and Customs Enforcementfrom arresting people for civilimmigration violations as theyare arriving at, leaving or insidea courthouse.

Courthouse arrests have an-gered lawyers, immigration ad-vocates and even some judges,who want ICE to make court-houses ``sensitive locations''generally free from immigrationenforcement. While such ar-rests happened under Presi-dent Barack Obama, lawyerssay they've seen an uptick un-der President Donald Trump.

In its ruling, the 1st Circuitsaid those who contested thepractice failed to show ``thatICE lacks statutory authority toconduct such arrests in Massa-chusetts.`` AP

The moment was unheralded, un-recognized, and unknown; it was

the moment "I" entered a great si-lence and never returned. Beyond thethreshold of the known, the door uponself was closed, but the door upon theUnknown was opened in a fixed gazethat could not look away. Impossible tosee the self, to remember the self, orto be self-consciousness, the mind wasrestricted to the present moment. Themore it tried to reflect back on itself,the more overpowering the silence.

By steadily gazing outward uponthe Unknown, the silence abated andthe emptiness of self became a joy. Butthe search for the still-point-Godwithin-revealed not one emptiness,but two, for when there is no self, thereis no Other; without a personal selfthere is no personal God-without asubject, there is no object.

The still-point had vanished, and

with its disappearance it took verysense of life the self possessed-a selfwhich could no longer be felt to exist.What remained was not known. Therewas no life, no will, no energy, no feel-ings, no experiences, no within, nospiritual or psychic life. Yet, life wassomewhere because all was as usual.

Though it could not be localized orfound within any object of sight ormind, somewhere out-of-doors, lifewas flowing peacefully, assuredly. Ona bluff above the sea, it revealed itself:life is not in anything; rather, all thingsare in life. The many are immersed inthe One, even that which remainswhen there is no self, this too, is ab-sorbed in the One. No longer a dis-tance between self and the other, all isnow known in the immediacy of thisidentity.

Particulars dissolve into the One; in-dividual objects give way to revealthat which is the same throughout allvariety and multiplicity. To see this newdimension of life is the gift of amazingglasses through which God may beseen everywhere. Truly, God is all thatexists-all, of course, but the self.

At one time, the Oneness grew to anoverpowering intensity, as if drawingitself together from all parts, drawinginward and obliterating all that existed,including the eye that saw it and thatwhich remained. At the threshold ofextinction, the eye flickered and grewdim; instantly, that which remained,turned away.

To bear the vision, to enter in, thelight of the eye must not go out. Some-how it must become stronger, butwhat kind of strength is this and howcould it be acquired? There was some-thing still to be done, but what? No-selfis helpless; it has no strength; it is notthe light of the eye nor the eye itself.

Nine months passed before the eyeupon Oneness became the eye uponnothingness. Without warning or rea-son, all particulars dissolved into empti-ness. At one point, the mind came uponthe hideous void of life, the insidiousnothingness of death and decay stran-gling life from every object or sight.

Only self can escape such a visionbecause only self knows fear, and onlyfear can generate the weapons of de-fense. Without a self, the only escape isno escape; the void must be faced-come what may.

In the absence of self, all that re-mained was an immovable stillness, anunbreakable, unfeeling silence.

Why are the Indian and Chineseeconomies decoupling?

India has strong geopolitical, histori-cal and economic reasons to disentangle itself from China's arms.Many experts argue India is the

weaker power unable to take onChina. In an article in Foreign Policy,James Crabtree argues that a tradewar with China would be a bad ideafor India. In his view, India's "military isinefficient, underequipped, anddogged by procurement corruptionscandals". To develop its militarystrength, India needs a dynamiceconomy, and an "inward economicdirection" would only benefit China inthe long run. Therefore, an India-Chinadecoupling is a terrible idea.

These analysts are wrong. Their ar-gument against decoupling is basedon three implicit assumptions. First,India is a deeply-divided country un-able to act or respond decisively. Sec-ond, India is dependent on the Chi-

nese economy for its growth. Third,China's rise is inexorable and India hasno option but to come to terms withit. These assumptions are true, but it isan error of judgment to treat them asunqualified truths.

A Trip Down Memory LaneFor Indians with longer historical

memories than many of these experts,these arguments sound familiar.Anglo-Saxon publications have longhectored, advised and moralized onIndian issues. On July 5, 2014, the edi-torial board of The New York Timesmade a case against India's member-ship of the Nuclear Suppliers Group.To be admitted, India needed "to signthe treaty that prohibits nuclear test-ing, stop producing fissile material,and begin talks with its rivals onnuclear weapons containment".

In response, Gurmeet Kanwal, a re-tired Indian brigadier-turned-defenseanalyst, called the editorial "partisan and

condescending". Some even saw it asneocolonial. He pointed to "the existen-tial threat posed by two nuclear-armedstates on India's borders" that led Indiato develop its nuclear weapons capa-bility. Kanwal argued that India hadbeen a "responsible nuclear power"with a "positive record on non-prolif-eration" and had "consistently sup-ported total nuclear disarmament." Intypical Sikh humor, he advised nuclearayatollahs to focus on real proliferatorsand let go of the cap, roll-back andeliminate (CRE) stance they hadadopted against India since the 1990s.

Just as India stood up to the US onthe nuclear issue in the 1990s, it iscapable of standing up to China in2020. An India-China conflict is highlyundesirable. Ideally, New Delhi andBeijing should be able to work some-thing out over endless cups of tea.However, sanctimonious advice from

foreign expertsabout dire conse-quences of an In-d i a - C h i n adecoupling hasto be taken witha bucket, not apinch, of salt.

In 1998, Indiawent nuclear despite dire predic-tions for its economy. Many in Wash-ington assumed that India de-pended on the West for its economy.Barely seven years prior, India hadexperienced a serious financial crisis.

The Gulf War and slowing exportsto the US crippled an economy byrising deficits and increasing debt.The precipitous decline of the SovietUnion meant India no longer had agodfather to bail it out. So severewas India's 1991 currency crisis thatit had to pledge its gold reservesand liberalize its economy to get abailout from the International Mon-etary Fund. In 1998, India was betteroff than in 1991 but certainly not in astrong position. Nuclear tests put itunder immense pressure.

Undoubtedly, geopoliticaltensions between India andChina continue to escalate andthere are apprehensions of po-tential disruption of bilateral tiesbetween New Delhi and Beijingafter the deadly Galwan Valleyclashes left at least 20 Indian sol-diers dead. The Indian govern-ment later announced a ban on59 Chinese apps, includingTikTok, WeChat and UC Browserand Xiaomi's Mi Community overnational security concerns amidthe border tussle in Ladakh. Indiasubsequently banned moreapps, taking the total of bannedapps to 224, and reportedly re-

viewing other well-known Chi-nese companies for their allegedlinks with China's People's Libera-tion Army (PLA).

A neutral BangladeshBangladesh takes a neutral

position to whatever happensbetween the two Asian giants,but Chinese President XiJinping's growing influence andstrong defense ties withBangladesh are making Indiaconcerned. Siegfried O Wolf, di-rector of research at the SouthAsia Democratic Forum (SADF), aBrussels-based think tank, and Se-nior Researcher (affiliated mem-ber) at the South Asia Institute(SAI), Heidelberg University, says,"China's increasing influence inSouth Asia poses a massive chal-lenge to New Delhi for both po-

Shringla's sudden visitIndian Foreign Secretary

Harsh Vardhan Shringla visitedBangladesh on August 18. If In-dia and Bangladesh are reaffirm-ing their relationship on the all-important economic front thenwhat was making India worriedthat Shringla had to rush toBangladesh? Prior to his visit, onAugust 16, Indian Bengali dailyAajkal reported, "Cooperation inbuilding airport in Bangladeshwas announced earlier. This time,China is helping with $1 billionfor the Teesta irrigation project.After that, Delhi could no longerremain silent."

It seems to be a great con-cern for India that Dhaka hasbeen cozying up with China, andthe visit was aimed at boostingand resetting bilateral relationswith Bangladesh. On his two-day visit, Shringla met withPrime Minister Sheikh Hasina.Shringla also met with the for-eign minister.

DEBT TRAP BY CHINAWell over a hundred years ago East India Company came

to India to trade in India's spices, cotton and severalproducts that were unique to India. They ultimately succeeded individing the princely states against each other and with help of theBritish government ruled India for almost hundred years. One of thekey strategies used was inducing the princely states take on loans forammunition, to fight each other or, taking their support with acquisi-tion of their land.

The same methodology has been used by China with most ofthe neighboring countries like Myanmar, Pakistan, Cambodia,Bangladesh, Sri Lanka and several countries in Africa. Most ofthese countries are financially failed states or debt ridden eithertowards World Bank or, China. Pakistan for example has lost mostof the support from US. Recently, one of their key supporters SaudiArabia has also dumped them. Even though they were very hesi-tant to go to China, they have no alternative left with billions ofdollars in debt against the Belt and Road initiative to China. Nowthey are in a debt trap with China. Nothing comes free, as Chinawill now get Gwadar Port and expand their naval base in the IndiaOcean and expand distribution of their cheap Chinese productsthrough the Belt initiative.

A similar scenario is unfolding in Myanmar. For over fifty yearsChina took advantage of the economic sanctions by the westerncountries against Myanmar's dictatorship and socialism. They devel-oped inroads into Myanmar's military top brass, starting with GeneralNe Win to the present leadership, including Nobel Laureate Suu Kyito get what they want in Myanmar. Most of Myanmar's military topbrass are corrupted and they control all major businesses directly orindirectly via cronies. The products include Oil and Natural Gas, Min-ing of precious metals, and fresh and high quality produce includingrice. In return they have built state of the art highways to transportthese products and laid advance pipelines to China. Now, they areready to build a naval base at Sittwe in Rakhine State (Bay Of Bengal),to counter India's naval superiority. They were also partly responsiblein backing the exodus of millions of Rohingya Muslims from theirhome. It is believed that when a Burmese dies especially in a border-ing state such as the Shan state, a Chinese would move into Myanmarand replace the ID with their photo. This had been the practice forover past three decades. A beautiful airport at Pyin Oo Lywin (earlierknown as Maymyo), which is only 40 miles from Mandalay, has beenconverted to an army base where one can see movement of Chinesemilitary aircrafts. It is also believed to be used for ammunition drop-ping for counter insurgency targeting different ethnic groups or tosuppress innocent students, monks or citizens.

With regards to Bangladesh, China had recently waived all theirloans with intention to expanding their footprint in that country andpaving the way to develop another naval base in Chittagong. Theworld by and large will continue to place economic sanctions againstChina in the years ahead and they will at the same time try to findalternative destinations to sell their products.

China has invested in land consisting of thousands of hectares allacross Africa, towards their own food security and is also trying tobuild naval bases to further secure their global transportation re-quirements.

The proposed QUAD consisting of US, Japan, India and Australia, isa greatly desired need to counter China in the Indian Ocean and alsoin the Greater Pacific Zone. This has now received even further sup-port from India as reiterated by CDC General Bipin Rawat during anIndo-US webinar conducted recently.
