Keith Phillips Faith Journey

My faith journey began in the third grade with a prayer to accept Christ at a Vacation Bible

School down the street from my grandparents’ house. Since then, the journey has had its starts and stops. I was baptized and confirmed in the 11th grade at Yorkminster Presbyterian Church in Yorktown, VA, where I was active in the youth group. Former Yorkminster Associate Pastor Martha Jordan and her husband, Bruce, ran the youth group, are significant influences in my faith journey to this day.

After high school, I became very preoccupied with college studies and, later, my first career as Director of Communications for the Norfolk Admirals minor league hockey team. During the nine years after graduating from high school, I was not active in a church. However, I occasionally prayed, read my Bible, and listened to Christian radio stations.

When I moved to Virginia Beach in August 2009, I felt called to return to church. When I visited Bayside Presbyterian Church, I found a second home. At Bayside, I was encouraged to plug in to discipleship opportunities. I began singing in the sanctuary choir and, a little while later, with the praise team. Most significantly, I felt called to “pay forward” the formative experiences of my faith from my youth. In December 2009, I saw an ad in the Bayside newsletter looking for adult advisors for the youth group. I answered the ad, met with Director of Christian Education Dan Wiard, and became an advisor a month later.

At that time, I was in the thick of my first career in sports PR – a career that I loved and had been working hard to advance in for the better part of a decade. It was my passion. I wanted to work in the National Hockey League one day. I worked extremely hard toward that end and nearly achieved it.

Then, something began changing inside me. My passion shifted from being at the hockey rink to being at Bayside – especially working with the youth. Dan, Rev. Dr. David Rollins, and others at Bayside took notice of my passion for discipleship and we began conversations about a call to ministry. This culminated with a visit to Columbia Theological Seminary (CTS), where David had earned his MDiv and DMin, and where Dan was finishing his DEdMin at the time. I immediately felt God’s presence there. After a period of prayerful discernment, I felt God calling me to CTS. I applied and was accepted in early 2013. That summer, I began the process towards ordination with the Presbytery of Eastern Virginia and enrolled at CTS.

Columbia Theological Seminary and Decatur, Georgia, will forever remain a “thin space” where I feel very close to God. I feel this way because of interpersonal relationships, self care, and the practice of ministry itself.

It is a gift to be in fellowship with others who are also on a journey of discerning God’s call and developing tools for the journey – particularly when those colleagues are from different areas of the country and world, different denominations, and different backgrounds. I developed relationships with mentors from the seminary and my internship at Decatur Presbyterian Church that have formed me in significant ways. I am incredibly grateful for these relationships and am confident that God will continue to move in and through them in forming me into the follower of Christ I am called to be.

In addition to relationships with others, improved awareness of myself during my seminary journey helped me to feel closer to God. This took place through counseling, spiritual direction, and personal reflection and prayer. In counseling, I worked through issues of depression and self-worth. I realized how much energy I had spent trying to create a version of myself that others liked,

rather than trying to understand and to be the person God created me to be. I also tried my best to fit a stereotypical mold of a Christian man to feel like I was worthy of God’s love. Counseling and spiritual direction helped me to both understand the root causes of my depression and to accept God’s unconditional love. A significant part of this journey was accepting myself as a gay man after many years of feeling unworthy and ashamed.

It was life-altering to truly accept God’s unconditional love for myself. God surrounded me with people and experiences during my time in seminary that unlocked my understanding of who God is and how God is at work in the world. These people and experiences destroyed the rigid theologies that had shaped me in the past and opened me to the presence of God whose love knows no boundaries.

This understanding of God’s love informed my course work at CTS, as well as my work with youth and adults at Decatur Presbyterian Church. It invigorated my sense of God’s call for my life. I am beloved child of God who is called to gratefully respond to God’s love by witnessing to that love and grace for my siblings in Christ, and to help my siblings in Christ to do the same. I am called to help everyone – especially those who struggle with their own sense of self-worth – to claim their identity as an unconditionally loved child of God and to live lives in grateful response to this love. This call has been confirmed by my Committee on Preparation for Ministry, my professors, my colleagues at Decatur Presbyterian Church, and my colleagues at CTS. I feel it is being confirmed as I seek my first full-time position in ministry upon completion of my seminary coursework and ordination requirements.

But perhaps the best confirmation of it came through my journey as a mentor during Decatur Presbyterian Church’s confirmation class in Spring 2016. In his statement of faith, my confirmand, Connor, says, “The biggest reason God is pushing me to pursue this path is because God loves me. This is a concept I didn’t understand until a couple of weeks through my confirmation journey. But when I finally did accept it, I realized this was the entire reason I am even on this path in the first place.” It means everything in the world to see how God has worked through me to help Connor, and others like him, to realize that they, too, are beloved children of God, called to a life of discipleship. I am eager to continue following where God calls me.

Keith Phillips Statement of Faith

I am a beloved child of the Triune God, who knew me before I was born. I am rooted in

the waters of my baptism. As I remember those waters, I remember God’s love for me through Jesus Christ. Whenever I am tempted to doubt my identity, I touch those waters, drawing love into my heart, soul, mind, and body. This love of God, through the grace of Jesus Christ and the communion of the Holy Spirit, reminds me who I am.

Jesus Christ shows the way to love God and neighbor. He did not back down in the face of fear and injustice. In his life, death, and resurrection, Jesus overcame those forces. He empowers us to do the same through the Holy Spirit, allowing us to grow as faithful and grateful disciples. He commands us to love one another as he has loved us. His love nurtures and challenges us, and his resurrection gives us hope that the forces of fear and injustice we face today will one day be overcome. Thus, our relationships with one another are filled with a compassionate and prophetic love. It is love infused with hope, urging us to continue in our partnership with God to bring God’s reign closer – even when the forces of fear and injustice make God’s reign feel farther away. The Spirit opens our eyes to the life-giving light of God’s Word. This Word – incarnate in Jesus Christ, written in the Bible, proclaimed and enacted through preaching and the sacraments – allows us to gratefully respond to God’s love through worship and with love towards all our siblings in Christ. We join many others at Jesus’ table of grace. A diverse body of people and gifts comes to the table to receive nourishment from the bread and cup. Our baptismal roots intertwine at the table, and we are called to strengthen each other. We also grow through the faith of those who have gone before us – the saints who have helped to prepare the soil so that we might have a better chance of growing. The Holy Spirit moves in and through us individually and as a community, calling us to be fruitful disciples. I am a witness to the transformative effect of the love and grace of the Triune God in my life. I am loved by those I encounter at Jesus’ table of grace – siblings who help me to realize and develop my spiritual gifts. Now, I am called by the Triune God to share my testimony and gifts, and to help others realize and respond to their own identities as beloved children of God. I am called to walk alongside others as we sink our roots deeper into the waters of our baptism, to open our eyes to the transformational light of the Word, and to faithfully and gratefully respond through discipleship. I am called to help others to realize that they are invited to Christ’s table, where together we can be strengthened and empowered to answer our callings from God.

Simply put, I am beloved child of God who is called to gratefully respond to God’s love by witnessing to God’s love and grace for my siblings in Christ, and to help my siblings in Christ to do the same.

In order to determine the number of Resident Teaching Elders for attendance purposes we will subtract those active teaching elder members who live out of state (2), the one (1) not engaged in a validated ministry, as well as those Honorably Retired Ministers members who have not attended a presbytery meeting within the past year (24). This means that there are 44 resident Teaching Elders in the Presbytery of Northern Kansas.

D. Appointment of Administrative Commissions and Minutes of Services of Installation RE David Hancock, 2017 PNK Moderator, appointed the following Administrative Commissions and the following Services of Installation were completed:

Installation of Dixie Voss Anders, First Presbyterian Church of Colby and First Presbyterian Church of Hoxie

Ruling Elder David Hancock, PNK Moderator, appointed an Administrative Commission for the installation of Teaching Elder Dixie Voss Anders as the Designated Pastor of the First Presbyterian Church, Colby, KS and First Presbyterian Church, Hoxie, KS. The service was held on Sunday, October 15, 2017 at 4:00 P.M. at the First Presbyterian Church of Hoxie.

The following persons served on the Commission: PNK Moderator Ruling Elder David Hancock (Wamego), moderator of the commission; Teaching Elder Celeste Lasich (Hays); Teaching Elder Chris Davis (Phillipsburg); Ruling Elder Judy Cressler (Hoxie); Ruling Elder Connie Davis (Colby).

Teaching Elder James Ayers (Presbytery of Southern Kansas) was seated as corresponding member of the commission.

The meeting was convened with prayer by Moderator David Hancock and Ruling Elder Connie Davis was elected clerk. Motion prevailed to adopt the Order of Worship. Motion prevailed to allow the closing benediction for the worship service to serve as the closing prayer and the dismissal of the administrative commission.

The Commission proceeded to the sanctuary where the moderator led in worship. Teaching Elder James Ayers preached the sermon. The offering was collected for the Presbytery of Northern Kansas to assist PNK candidates and inquirers with unmet financial needs. Moderator, David Hancock propounded the Constitutional questions. Ruling Elder Connie Davis asked the questions of the congregation. Teaching Elder Dixie Voss Anders was declared installed as designated pastor of the First Presbyterian Church of Colby, Kansas and the First Presbyterian Church of Hoxie, Kansas. Teaching Elder Chris Davis gave the charge to the pastor. Teaching Elder Celeste Lasich gave the charge to the congregation. The newly installed pastor pronounced the benediction.

Installation of Phyllis Stutzman, Emporia Presbyterian Church Ruling Elder David Hancock, PNK Moderator, appointed an Administrative Commission for the installation of Teaching Elder Phyllis Stutzman as Pastor of the Emporia Presbyterian Church, Emporia, KS. The service was held on Sunday, October 22, 2017 at 4:00 P.M. at the Emporia Presbyterian Church.

The offering was collected for the Presbytery of Northern Kansas to assist PNK candidates and inquirers with unmet financial needs. Moderator Patty Brown-Barnett propounded the Constitutional questions. Teaching Elder Pat Ireland asked the questions of the congregation. Teaching Elder Phyllis Stutzman was declared installed as pastor of the Emporia Presbyterian Church. Teaching Elder Charlie Smith gave the charge to the pastor. Commissioned Ruling Elder Roxie Baer gave the charge to the congregation. The newly installed pastor pronounced the benediction.

Record of Absences for Ruling Elder Commissioners and Teaching Elders In accordance with the Standing Rules, lists have been compiled of absences for all ruling elder commissioners from churches and Teaching Elders of the Presbytery of Northern Kansas. The lists are printed on Presbytery Report pp. 18-21.

Stewardship and Mission Coordinator Contract Labor Agreement Renewal The Personnel and Office Administration Committee REPORTS the renewal of a contract labor agreement with Pat Ireland as Stewardship and Mission Coordinator effective January 1, 2018 through December 31, 2018 for $750 per month.

3. Financial Consultant The Personnel and Office Administration Committee REPORTS the completion of the contract labor agreement with Kent Townsend, PNK Financial Consultant as of December 31, 2017 with appreciation for all his work and expertise this past 2 years as PNK worked to get a clearer financial picture and transition from an in house financial secretary to an outsourced accounting service.

2. 2018 PNK Proposed Budget Presbytery Council REPORTS that Council met December 19, 2017 to review the 2018 PNK Budget Proposal from the Budget Committee and RECOMMENDS that Presbytery adopt the 2018 Proposed Budget as presented by the Budget Committee. Presbytery action on this item will take place during the Budget Committee Report to Presbytery.

3. Synod of Mid-America Grant Presbytery Council REPORTS that Council took action at the November 2017 Council meeting to delegate oversight of the remainder of the 2015 Transformation Grant from the Synod of Mid-America to the Committee on Ministry. This grant, originally $10,000, has been used to offset the cost of training for Council members through Kansas Leadership Center and the remainder will be used for training for Committee on Ministry members and additional leaders in the presbytery.

4. PNK Visioning Process Presbytery Council REPORTS that the Presbytery of Northern Kansas Visioning Process for which Presbytery has approved funding will begin in late January with the following timeline: Tuesday, January 30th – Step 1 – Audit and Process Definition – preliminary data-gathering with Presbytery Council and other Presbytery leaders, Presbytery staff, and Logistics Committee (that will be responsible for distributing surveys, collecting surveys, ordering lunch, making meeting arrangements, etc.) February – Step 1A – Survey – the Landscape Instrument -- INCLUDES EVERYONE – watch for more information on how you can participate It is our hope that we will be able to complete additional steps in this process and be ready to present the full plan for moving forward by the July 2018 Presbytery Meeting. We will be sending additional information and updates throughout the process so please watch for them.

5. PNK @ GA The 223rd General Assembly will meet in St. Louis June 16-23, 2018. Presbytery Council ENCOURAGES churches to promote PNK @ GA and hopes to have several PNK folks head to St. Louis this summer to experience a General Assembly. Trip options both for youth and for adults have been organized and information is available in church offices and on the PNK website. JOIN US! The last time GA was held in the Synod of Mid-America was in 1994 in Wichita.

3. Building and Property Maintenance Fund Grants to Churches

The Board of Trustees REPORTS that since the last presbytery meeting two matching grants have been approved. A grant in the amount of $5,000 was approved for the First Presbyterian Church of Concordia for the construction of a handicap access ramp to their church building. The total project cost was $60,000.00. A grant in the amount of $5,000 was approved for the First Presbyterian Church of Hoxie for improvements to the manse. The total project cost is estimated at $11,619.00. Both of these grants will be paid out in 2018 after projects are complete and paid invoices are submitted to the Presbytery.

Criteria for eligibility for a Building and Property Maintenance Fund grant continues to be matching grants, not to exceed $5,000 for smaller congregations for repair projects. Requests submitted for consideration must be accompanied by an explanation of the need for the project, bids for the actual work to be done or information from vendors as to the cost of the project. Each church is limited to a maximum of two grants in any five-year period.

INFORMATION ITEMS

1. Preparation 4 Ministry Committee The Preparation 4 Ministry Committee REMINDS the Presbytery of action taken by the Presbytery at the October 2017 Presbytery Meeting to combine the Authorized Lay Ministry Committee and the Committee on Preparation for Ministry into one new committee to be named the Preparation 4 Ministry Committee (P4M) effective January 1, 2018.

2. Authorized Pulpit Supply Program Completion The Preparation 4 Ministry Committee REPORTS that the following Ruling Elders have completed the PNK Authorized Pulpit Supply Program and have been added to the Presbytery of Northern Kansas Pulpit Supply List which is available at www.pnks.org.

3. Commissioned Ruling Elder Program Completion

The Preparation 4 Ministry Committee REPORTS that Ruling Elder Christina Kay Hull, Lawrence West Side, successfully completed the PNK Commissioned Ruling Elder Qualifying Examination and has been approved by the Committee on Ministry to be listed as “Available to Serve” as a Commissioned Ruling Elder (Book of Order G-2.1002). Kay served for many years as a Commissioned Ruling Elder in the Presbytery of Southern Kansas.

4. Commissioned Ruling Elder Training Program The Preparation 4 Ministry Committee REMINDS the Presbytery that the Presbytery of Northern Kansas Commissioned Ruling Elder training program is open to all Ruling Elders from PNK churches. An informational brochure will be available at the Registration Table. New applicants are accepted at any time during the year.

5. Commissioned Ruling Elder Cluster Education Program The Preparation 4 Ministry Committee REPORTS the upcoming cluster units have been scheduled:

January and February 2018 – Worship and Sacraments (2 Sessions) March through July 2018 – Church History and Presbyterian Church History (5 Sessions)

CRE Students are required to complete all 24 cluster sessions. Current CRE's and those listed as available to serve along with Authorized Pulpit Supplies and Christian Education staff are welcome to attend any cluster for continuing education. Pastors serving PNK Churches from another Denomination are also encouraged to attend. Contact the Presbytery Office for more information.

PRESBYTERY MEETING PREPARATION COMMITTEE Report to Presbytery

January 20, 2018

ACTION ITEM 1. Approval of change of date for October 2018 Presbytery Stated Meeting (Consent Agenda)

The Presbytery Meeting Preparation Committee RECOMMENDS that Presbytery approve the change of date for the October 2018 Stated Presbytery Meeting from Tuesday, October 9, 2018 to Tuesday, October 23, 2018. The dates for the 2018 Fall PC(USA) Conferences have been set and conflict with our originally scheduled October 2018 Presbytery Meeting (Oct. 9th). Both our Transitional General Presbyter Melanie Hancock and our Stated Clerk Bob Frasier need to attend the Fall Conferences. Therefore, the Presbytery Meeting Preparation Committee requests this change in date. The plan for the October Presbytery Meeting includes a Presbytery Retreat that will take place beginning Sunday late afternoon prior to the Presbytery Meeting and running until the Presbytery Meeting convenes on Tuesday morning. If the date for the October Presbytery Meeting is confirmed for October 23rd, the Presbytery Retreat will take place October 21-23.

April 2018 Presbytery Meeting. Cynthia is pastor and head of staff at Highland Presbyterian Church in Louisville, KY. She is the former president of McCormick Theological Seminary and former pastor of the First Presbyterian Church in Salina and member of the Presbytery of Northern Kansas. We will spend our time with Cynthia exploring Philippians, the subject of a Bible Study she has recently written and published.

July: For this meeting, we will have a slate of “Small Groups” on a variety of topics and Presbyters will be invited to pick a couple of their topics and attend the small groups of their choice. We will also welcome Rhonda Kruse, Presbyterian Church (USA) Mission Engagement Advisor who will share information with us about the various ministries of the Presbyterian Mission Agency.

October: We are very excited to announce that MaryAnn McKibben Dana will be

our preacher and program speaker at our Presbytery Meeting PLUS will be our guest speaker at a PNK Retreat which will take place right before the Presbytery Meeting, beginning late afternoon on Sunday probably at Rock Springs Conference Center. We are currently working out all the details and will be providing more information as we firm up our plans but plan to join us next October for this opportunity for rest, relaxation, fellowship, conversation, spiritual growth and continuing education.

PRESBYTERIAN WOMEN OF THE PRESBYTERY OF NORTHERN KANSAS Report to Presbytery

January 20, 2018 INFORMATION ITEMS 1. 2017 Fall Gathering Report:

The 2017 fall gathering of the PWPNK was Thursday, October 26, 2017 at Ellsworth First Presbyterian Church. Rev Amy Jo Hawley led worship which included communion and focused on our theme “One Body, One Spirit” 1 Corinthians 12: 12-13. The worship offering of $575 was donated to the Ellsworth County Food Bank. The PWs speakers including two Kansas State Chaplains and staff from the Ellsworth Inmate Family hotel (Family Connections). The Family Connections is an affordable place for families to stay when they are in Ellsworth visiting an inmate. The Presbyterian Women donated 6 carloads of supplies for the Family Connections including Bibles, children’s book, cleaning supplies, towels and food. The financial gift totaled $392 with an additional $100 coming after the Fall Gathering date. The PW’s business meeting included the remembrance of those PW’s that had gone to heaven in 2017 and approval of the 2018 PWPNK budget and the dedication of the PW officers.

2. PWPNK Coordinating Team Meeting:

The PWPNK coordinating team met on November 14, 2017 at the Presbytery office at First Presbyterian Church in Salina. We evaluated our fall meeting and begin plans for our spring 2018 meeting to be held at Beloit First Presbyterian Church in April 26, 2018. The coordinating team is scheduled to meet on February 12, 2018 to complete preparations for the Spring Meeting.

3. 2018 Churchwide Gathering: The 2018 Churchwide PW gathering will be August 2-5, 2018 at Louisville, Kentucky and the theme for this gathering will be “Arise, shine, your light has come!”.

The Youth Ministries Committee REPORTS that Presbytery Council has approved the agreement between the PNK Youth Ministries Committee and Matt Vaughan with the Youth Ministry Institute Midwest for consultation services for strategic planning for the youth ministry program of the Presbytery of Northern Kansas.

Input from all of our congregations will be very important to this process so the PNK Youth Ministries Committee can formulate plans for a youth ministries program that can support our congregations in the most helpful ways possible.
