FROM THE MD’s DESK

It gives us great pleasure to introduce CIDCO’s SmartCity vision to the reader. This document captures theaspirations of city dwellers in the CIDCO Navi Mumbai(South) region and the strategic planning process thatwe have painstakingly undertaken to address thoseaspirations.

The growth story of CIDCO is intertwined with the growthof the Navi Mumbai region since the 1970s. CIDCO wasentrusted with the planning and development of a regionthat has today grown to 2 million residents in 14 nodeswith access to parks, health services, affordable housing,quality education and transportation linkages to GreaterMumbai. Seven of these northern nodes were handedover to NMMC after development. Inspired by the visionof Smart Cities of Government of India and of ourHon’ble Chief Minister, Shri Devendra Fadnavis, CIDCOis developing the southern seven nodes viz. Kharghar,Kamothe, Kalamboli, Pushpak, Panvel, Ulwe andDronagiri as a ‘Smart City’ ‘Brownfield’ project. CIDCOis also developing ‘Pushpak Nagar’ as a ‘GreenfieldSmart Township’. It is a matter of great pride that theseSmart Cities are being developed by CIDCO with its ownself generated resources.

The Smart City vision for CIDCO Navi Mumbai (South)is centered around - People! Our vision is to develop anenvironment friendly self-sustained city. We believe,Smart City is not a destination but a journey wherein thecore principles of the organisation are aligned towardsdelivering people centered governance while ensuringtransparency and effective governance and the modelis rooted in the idea of preserving and enriching theenvironment.

The ten core building blocks for achieving this vision are:

CIDCO undoubtedly has the best engineering,administrative and planning talent available in thecountry. This Smart City Plan captures the ongoing andfuture projects undertaken by this fine professional team.This staff has contributed immensely to this coherent,integrated and highly ambitious plan. We are confidentthat CIDCO with its staff and with the innovations it hasdriven till date in city infrastructure development,inclusive planning and financial management willsuccessfully implement this plan.

Finally to reiterate, this Smart City journey for CIDCO,reflects our guiding principles and targeted interventions.This journey will importantly bring together our residents,our businesses and CIDCO professionals to solve everyday urban problems through partnership and technology.Our thanks to all involved in reaching this milestone.

Maharashtra is one of the most urbanized states in India,with more than 45% of the population living in urban areas.Rapid urbanization and population influx had puttremendous pressure on the infrastructure of its cities,primarily Mumbai. In March 1970, Government ofMaharashtra created a premier town planning agency bythe name CIDCO (City and Industrial DevelopmentCorporation of Maharashtra Ltd.). CIDCO was entrustedwith 344 square kilometers of land in Raigad and Thanedistricts, with the primary goal of decongesting Mumbai.This journey has resulted in the creation of one of India’searliest planned new cities, post-independence, namely‘Navi Mumbai‘.

CIDCO successfully demonstrated ‘out of box’ thinkingwhen it partnered with Railways to integrate publictransportation with its polycentric pattern of development.This resulted in each of the city’s nodes being self-contained and connected with public transportation works.

CIDCO also created a housing stock of nearly 1.24 lakhshouses in the region. This affordable housing stockcomplemented by the 12.5% scheme for Project AffectedPersons (PAPs) has initiated a unique partnership modelwith the PAPs thus resulting in mainstreaming them intothe region’s economy.

CIDCO has always remained ahead of its times bydesignating large chunks of lands as Regional Park Zonesand No Development Zones, which restricteddevelopment in ecologically sensitive areas. Also, by usingthe Dutch method, CIDCO decreased land reclamationthrough earth filling. Therefore, the city development planwas implemented while preserving the environmentalheritage that CIDCO inherited.

CIDCO - Evolution & Journey

While delivering on all the above mentioned points,CIDCO came up with a unique market intelligence drivenland monetization model which ensured that it not onlydelivered world class cities but also ensured they werefinancially self sustainable.

Having made smart moves right from its inception as theNew Town Development Authority of Navi Mumbai,CIDCO is now on the threshold of implementing thesecond generation reforms.

CIDCO – Smart City Vision

“CIDCO’s smart city vision is centered around –developing an environment friendly, financially self-sustained city. We believe, Smart City is not a destinationbut a journey wherein the core principles of theorganisation are aligned towards delivering peoplecentered governance while ensuring transparency andeffective governance and the model is rooted in the ideaof preserving and enriching the environment.”

Overview of the Smart City Action Plan

Navi Mumbai described as ‘Mega City’ by NationalGeographic Channel consists of 14 towns along the majorarterial corridors. In the last decade it has proven itselfas a credible alternative to Mumbai as destination forresidential and commercial interests. In the comingdecade Navi Mumbai area is set to become the newepicenter of investments in India with mega projectsgetting commissioned in the next 5-6 years. Theseprojects are expected to bring in investment of more thanRs.50,000 Cr. and generate new employment for 8.7

Lakh citizens. Some of these projects and theirinvestments are:-

• Navi Mumbai International Airport – Rs 7000 Crore(Phase-I of Rs.16000 Cr.)

• JNPT Expansion – Rs 8000 Crore

• Affordable Housing – Rs 10700 Crore

• NAINA Pilot Project – Rs 4000 Crore

• National Highway Expansion – Rs 3000 Crore

• CIDCO’s Railway & METRO Projects - Rs. 13060 Crore

• CIDCO’s Infrastructure Development Projects -Rs. 7484.26 Crore

• Total Investment: Rs. 53244.26 Crore approx

Leveraging these economics triggers, CIDCO is gearingitself to develop cities that can withstand the upcomingboom and massive urbanization. CIDCO has decided tocommission one Brownfield city and one Greenfieldtownship in the process to achieve this objective.

CIDCO has embarked on fulfilling its smart city vision byutilizing its central theme i.e., it’s People! Empowering themwith new roles, motivating and upskilling them with newertechnology and best practices and by teaming up withexternal Partners who are the best in their fields. Each ofthe Partners – Accenture, MRSAC, SAP, StockholdingCorporation, Zensar has been leveraged and their servicesare blended uniquely with CIDCO to bring in transparency,operational efficiency and enriched Citizen experience rightat the door step of each stakeholder.

CIDCO has launched CIDCO Navi Mumbai (South)Project as a Brownfield Smart City project and Pushpakas a Greenfield Smart Township Project.

1. CIDCO Navi Mumbai (South): This Brownfield projectis spread across 120 Sq.Km. covering Southern nodesi.e. Kharghar, Kamothe, Kalamboli, Pushpak, Panvel,Ulwe and Dronagiri and has a Smart City initiative planoutlay of Rs. 2033.14 Cr. This is over and above thecosts to be incurred on the Infrastructure, Metro,Affordable Housing and Port City amounting toRs.32,744.00 Cr. The project has 88 sub projects andis set for completion in the year 2019.

2. Pushpak Nagar CIDCO: A Greenfield project adjacentto the prestigious Navi Mumbai International Airport is

spread across 230 Ha and has a plan outlay of Rs. 941crores. The project is set for completion in the year 2018.

I. SMART ORGANISATION

‘Building a smart organization to anchor the SMARTCity Vision’

CIDCO recognized early on in its Smart City journey, thatto be able to successfully deliver on its Smart City vision,it has to develop itself into a world class organization.

As part of this transformational process, CIDCO reviewed thechanges in the business environment and has proposed tostrengthen the two core fundamental principles around which itsSmart City vision is anchored, namely - People and Processes.

A. People

Organizational RestructuringBeing an intellectually strong organization workingacross multiple interdependent domains, CIDCO has beencontinuously striving to advance its people and processes.Over the last year, as part of our endeavor to commissionthe Smart City project, we undertook a focusedtransformational process of Organizational Restructuring.

CIDCO set up an internal committee comprising of coredepartment heads and an external committee assistedby M/s Accenture. This major initiative will be completedby January 2016. The final outcome of the restructuringwill result in empowering CIDCO employees- enthusedand capable of remaining technologically competitive,while remaining environmentally conscious and citizencentric to deliver high quality and consistent results.

Capacity Building ProgrammeCIDCO has also been undertaking a Capacity Buildingprogram to upskill its employees on various key areas.As part of this program, CIDCO established the ‘CIDCOSmart City Lab’ at the National Institute of Urban Affairs(NIUA). The Lab serves as a research and capacitybuilding unit to provide support to CIDCO’s employeesby providing action research, documentation and capacitybuilding with focus on development of Smart Cities.

Project Management & Implementation ConsultantsCIDCO has also adopted the system of appointmentof expert Project Management and ImplementationConsultants (PMICs) for its major projects in order toleverage the efficiencies and expertise of the private sector.

B. Process

Re-engineering of CIDCO ProcessesThe initiative was mainly driven from the fact of redundantand replicated processes, multiple touch points acrossDepartments, unnecessary complexities of sub-processes,

non-collaboration between internal Departments. It wasdecided that to drive real change and benefits, there wasneed to revisit each and every business process, collectivelylook for a simplified version and make every effort to map itwith “What does it mean to a common Citizen?”.

In consultation with its stakeholders, CIDCO reviewedall its business processes from the touch points of internal andexternal stakeholders, and reengineered these processes inorder to make them transparent, effective and citizen centric.

Each process was documented as-is and then rationalizedand deliberated upon by the multiple process owners ofthe process. Each Department HOD presented the key focusareas such as: Department vision; need for BPR; some hardfacts such as RTI status; mapping of core businessprocesses showing linkages and dependencies not justinternally but externally also such as external Govt. Entities;Transaction time taken currently vs. post reengineering ofprocesses and most importantly outlook towardsTransparency and Citizen driven services. The emphasiswas also given on these processes to culminate intoautomation and usage of IT especially for the Citizens toaccess information online via website, custom portals etc.

Through this process, 1299 existing processes and subprocesses have been reduced to 812 ’Reengineered’processes.

II. TRANSPARENCY & EASE OFBUSINESS THROUGH E-GOVERNANCE

Improving transparency and ease of doing businessusing technology transformation

CIDCO’s Twenty Point Transparency Plan has focusedon improving public services and meeting citizens’expectations. The transparency plan initiated by CIDCOis a coordinated effort by the Management to improve

citizen experience. The plans range from creating agovernance framework for better delivery of key e-governance initiatives to creating policies and proceduresthat would be a guide for employees and stakeholders indelivery. Transparency Program has enhanced thequickness of service delivery by using Technology asmedium by CIDCO.

Some of the key initiatives are given below -

Setting up a Vigilance Department in CIDCO &Vigilance automation:

• Ensures corruption free processes for the citizens

• Periodic reviews of all processes to identify bottlenecksand recommend steps to make them more transparent

• All data relevant to public viewing, Departmentalmanuals, board updates and FAQs from RTI madeconveniently available on CIDCO’s web page

• Vigilance website introduced to encourage complaintsfrom citizens and whistle blowers

• Departmental manuals with Service Levels amongstother citizen centric documents available forviewing.

Setting up CFCs

• Citizen interface with officials is through the CFCswhich has ensured lesser touchpoints and efficientand transparent interactions

• CFC consolidates and collects payments, complaints,queries and applications for permissions andcertificates from citizens.

• CFC follows up with officials for the citizens and revertsto citizens with respective timely results

Transparency via eTendering

• CIDCO now follows e-tendering in all projects withestimates exceeding Rs. 3.0 lakhs

• Transparent process of opening of Technical andFinancial bid with the bidders encouraged to participateat the bid opening

Adoption of Integrity Pact

• First Maharashtra State PSU to adopt the ‘IntegrityPact’ in all contracts over the value of Rs. 5 croresfrom Sep’2014

• The pact aims to raise the level of confidence ofbidders in the integrity of public procurement systemin CIDCO

3rd Party Audits

• All projects above ten lakhs are now subjected to thirdparty quality audit and monitoring by the CVO.

High Level Extension Committee for all tenders

• An independent committee under CVO deliberates onthe public interest aspects of every extension proposalover Rs.1.0 Cr. This committee also gives itssuggestions for improving the system so that the needfor extensions is lowered for future similar projects.

Stake Holders Groups

• Bi-monthly interaction on all CIDCO related issues isheld with the ‘stakeholders’ groups. All new conceptsare tested before the stakeholders groups before theyare launched.

Project Monitoring Professional Agencies

• CIDCO has engaged the services of professionalagencies like CRISIL to monitor and supervise theperformance of its projects. MIS reports generated bythe Project Managers are monitored at the highest level

Use of Technology – Implementing Systems to makeall information easily accessible

CIDCO has recognized that to provide integratedinformation and data to millions of Citizens and respondproactively to issues, it has to use technology efficientlywherever possible. CIDCO is aiming at reducing servicetime per request to serve the Citizens by optimum use oftechnology in the form of select mobile apps which are

based on analytics that will help integrate digitaltransformation into overall Corporation strategy of CIDCO.It has launched several initiatives that would move it closerto being a technology centric organization.

CIDCO has been taking its strides towards the ‘Digital’initiative to improve its internal operational efficiency andbuild a better and Transparent Citizen Service Delivery.

Technology Measures

• Digitization and Scanning - All records of CIDCO willnow be electronically available by May 2016, and willbe stored in Tier III Data Centre and DR Site of CIDCO.CIDCO has collaborated with Stockholding Corporationof India Ltd for taking this endeavor forward.

• SAP Implementation - CIDCO has embarked uponSAP implementation where all critical processes ofeach Department will be simplified, multiple touchpoints reduced leading to enhanced transparency,accountability and responsiveness. CIDCO has signedan agreement with Zensar for implementing SAPacross the Corporation by December 2016.

• GIS Implementation - Government acquired severalhundred Hectors of land and vested with CIDCO forthe development of Navi Mumbai project. The titlesand acquisition details of the numerous land recordsand asset data compiled with various departments inrespect to Navi Mumbai can provide informed decisionmaking leading to cleaner and transparent decisionmaking only when these are linked to cadastral andnodal maps respectively.

The acquired village lands were developed and leasedfor various land users and development conditionsover the last four decades. The plot level details likearea, FSI and development conditions forcorresponding lease periods have separately beenlinked to the nodal maps super imposed on satelliteimages. The data depository shall help not only to knowthe current status at the referred locations but shallalso record the changes in development over time,thereby strengthening the administrative processes.

This is being done by deploying a GIS platform wherein the above two data sets shall be super imposed sothat the different stages of development shall be easilyaccessible across all departments. It is envisaged thatthis shall form the foundation stone for linking otherdata separately being created through SAP, COPAS,Legal Tracing System (LTS) and CCTV to form aspatially-linked integrated data depository. MRSAC

has been engaged to help in the integration processesof the various databases as a single access point.

• COPAS (Auto DCR) - As a part of the transparencyand reforms initiatives, CIDCO is implementing AutoDCR – (COPAS) for sanction of building plans to makeit simple, transparent and stakeholder friendly,leveraging Information and CommunicationTechnology (ICT). It’s an initiative in making NaviMumbai a smart city using high-end technologysolutions integrating with GIS and SAP. As a steptowards speedy clearances, some new approacheshave been introduced in the system like reducednumber of NOCs, self certification from Architect,Video of all complainces, Online payment gateway tomake it single window system for entire activity of planapproval process.

III. ENVIRONMENTAL SUSTAINABILITY

Environmental Sustainability has been an integral part of thesmart city vision. CIDCO has been sensitive towardspreservation of environment since the inception of the NaviMumbai project and has accordingly taken measures toprotect it. With renewed vigor it is rededicating itself to thiscause by strengthening its efforts through development ofmangrove parks, nature park, missions like swachh bharatabhiyan, special projects like river front development etc.Wherever required, CIDCO is determined to regulateundesirable developments and promote causes such asconservation of water by mandatory stipulations. Givenbelow are the efforts being made in this direction :-

Respecting Nature

CIDCO has been a proactive organisation towards theenvironmental issues. At the city level, out of the notifiedarea of 343.70 Sq.Km. almost 32% of gross area is kept andmaintained under open use activities which includes,Regional Park of 62 Sq.Km. (18% of the area), NoDevelopment Zone of 36 Sq.Km. (10% of the area) andOpen Spaces i.e. nodal greenery of 13 Sq.Km. (4% of thearea). By following innovative Dutch method of storm waterdisposal, the reclamation level of land is kept low therebyreducing quantity of murum required for reclamation.

Mangrove Park

• Realizing the importance of mangroves in preventinginundation of land and preserving the unique ecosystem of these wet lands, CIDCO has envisaged anAction Plan to preserve the mangroves.

• 1471 Ha. of mangrove lands covered under the NoDevelopment Zone has been handed over long timeback to the Forest Department to take care of the same.

• CIDCO has embarked upon developing the mangrovepark at Vaghivali in an area of 245 Ha. at a cost of Rs.50 crores and another one in land between Vashi andNerul covering 289 Ha. In order to improve awarenessof the importance of coastal mangroves, flora andfauna, these mangrove parks will have natureinterpretation centres for the people and places forobserving birds and other species.

• With a view to protect degradation of mangroves, bothpunitive and corrective actions are proposed byemploying latest techniques such as Google earthimages for mapping the unauthorized activities.Moreover, in collaboration with Science and TechnologyPark of India, Pune, CIDCO is in the process ofdeveloping a mobile application as a pro-active initiative.

Nature Park

CIDCO is developing a Nature Park as the green lung ofNavi Mumbai spanning 2000 Ha. By taking up a largescale urban forest conservation programme at a cost ofRs. 43 crores, CIDCO is reiterating its commitmenttowards preserving greenery and maintainingenvironmental sustainability.

Water treatment and recycling of water

In the times to come with substantial increase in populationin cities and towns, water as a commodity will become highlyprecious. Realising this important aspect of optimumutilization of one of the basic needs of the people, regulatoryframework is envisaged to curtail consumption andpromoting use of grey water for flushing and gardeningpurposes and washing of vehicles. Mandates will be placedon use of double flushing system in toilets and harvestingof rain water. CIDCO has undertaken a large scaleprogramme of laying red and green lines as part of thisstrategy of promoting use of recycled water. Thus, CIDCOis serious about meeting its commitment towards preservingthe environment in a sustained manner.

Environmental Monitoring

CIDCO in collaboration with MPCB is setting up a mechanismto monitor and control air quality as well as noise pollution. Itis also envisaged to carry out through third party agencies,environment impact assessment on a regular basis.

IV. SWACHH BHARAT ABHIYAN

Safe Cities

Sine qua non of a Smart City is that it is a safe city for allits citizens, especially for women, senior citizens and othervulnerable sections of the population. CIDCO has takennumerous initiatives in this direction, like providingnecessary Police Stations, Police chowkies and theintegrated CCTV solution. VI. INCLUSIVE CITIES

A key building block of the Smart City is to keep it inclusivewhere in the women, elderly, differently abled and sonsof soil feel at home. CIDCO has always been ahead ofthe curve in recognizing and addressing this issue. Aholistic approach is considered, wherein physical planning(by way of providing plots for various activities) issupported by commensurate social environment.

Empowering Project Affected Persons

1. Making PAPs partners by giving them developed land

CIDCO was the first to give 12.5% developed land tothe Project Affected Persons over and above the cashbased land compensation given under the LandAcquisition Act. In the case of Airport, landcompensation package is 22.5% developed land andshares in the SPV of the airport. 26 point welfareprogram for the Project Affected Persons waslaunched with the objective of empowering them withregards to all the key aspects of their life, namely,social, cultural and economic.

2. GIA Works -Grant in Aid - towards building SmartVillages

CIDCO has started key infrastructure works in theGaothan areas of the villages and padas situatedwithin CIDCO area. These works are taken up withthe objective of improving the quality of life of thevillagers. These include roads, toilets, cremationgrounds, development of play grounds etc. CIDCOhas taken up a Rs. 200 crores project for coveringthe villages through a comprehensive Gaothanimprovement program spread over next 3 years.

3. Employability of Project Affected Persons

We at CIDCO are committed to proactively integratingthe sons of the soil into the high end economy byequipping them with requisite skills and knowledge togive them a head start in the job market. This keyinitiative is taken up in association with National SkillDevelopment Corporation and IL & FS. Thisinitiative includes setting up of an Aviation Academyin order to prepare and empower the youth withrequisite knowledge and skills required for the jobs inthe upcoming Navi Mumbai International Airport.Similarly, Port academy and Constructionacademies are also being set up in 2016.

Reaching out to the economically weaker sections

1. The Affordable Housing

Housing for economically disadvantaged is a corecommitment of CIDCO. Hence it has an action planwhich envisages construction of 55,000 EWS and LIGhouses, in the next 4 years by using cutting edgetechnologies. Using innovative land pricing policies,CIDCO will deliver houses which are truly affordable,by not loading land costs on the project. One of thekey elements of the project is to give houses whichare low on maintenance costs. Works on 3590 EWSand LIG houses is already in progress.

2. The Urban Renewal Scheme

CIDCO has always recognized the need for inclusivedevelopment. With this vision, an Urban RenewalScheme has been framed and introduced by theGovernment. This scheme is formulated for the ProjectAffected Persons of Navi Mumbai area who haveconstructed structures in and around existingGaothans. Under the Urban Renewal Scheme theseunauthorized structures will be brought into theplanning framework and will be provided basicservices. As part of this urban renewal exercise, largeaffordable housing stock will get generated.

Inclusion of the Vulnerable sections – Senior citizens,women, differently abled

• CIDCO has given special importance on providingspecial infrastructure for the vulnerable section.

• Plots have been earmarked for giving to institutionsthat work for the welfare of women, senior citizensand differently abled.

• For the disabled, specific provision has been made inthe Section 31 of GDCR, which makes it mandatoryto make all public buildings access friendly. CIDCOwill undertake access audit of all public buildings.

• A 3% quota is reserved for the disabled in CIDCO’shousing schemes. 159 tenements have been allottedtill date.

• As for women Welfare, besides the various plotsprovided for Mahila Mandals, Working Women’sHostels, Home for destitute girls etc., a new conceptof providing a Women Resource Centre is proposed.

• For the elderly, apart from plots for old age homes, anew policy of providing Virangula Kendras in OpenSpaces is commenced, providing them an opportunityto spend quality time with their peers.

• The local NGOs and Trusts formed by locals of NaviMumbai are encouraged to participate in the process.Some of the organizations associated with CIDCO forvarious social facilities are: Stree Mukti Sanghatana,Annapurna Mahila Mandal, Vatsalaya Trust,Narbadaben Charitable Trust, Ashraya Foundation,National Institute of Mentally Handicapped, etc.

While efforts have been made in this direction, thejourney is far from over. CIDCO plans to look atmaking Navi Mumbai a complete Inclusive City.Following is proposed to be taken up in the comingyears, which would bring CIDCO on the forefront inmaking Navi Mumbai truly Inclusive.

• A Women Resource Centre is proposed to be setup. WRC will aim to provide support / crisiscounselling, legal advice, educational aid, healthcheck-up, workshops, police help line, temporaryshelter, etc. This will be replicated in all nodes.

• A Social Audit of all nodal public places like stations,hospitals, bus stops, theatres etc., in order to makethese places safe and accessible to all and easy totread, with clean walkable footpaths, ramps and citizenfriendly features.

• Towards the safety and maximum security of thecitizens, especially the vulnerable, a CCTVsurveillance initiative is taken and 574 cameras areproposed to be installed at 293 locations. Also, anumber of Police Stations have been provided andsome are also constructed and handed over.

• Among the social facility plots provided for thevulnerable, it is planned to allot 126 vacant plots (106for Women Welfare, 14 for Elderly and 6 for Disabled)which shall bridge the gap to a large extent in physicalinfrastructure provision for the vulnerable in the coming2 years.

VII. WORLD-CLASS URBANINFRASTRUCTURE

As part of the self-sustained city program, Infrastructureis the core block that involves application of new strategiesand technologies. CIDCO has always aimed to provideadequate infrastructure in the form of water, sanitation,roads, railways, information and communicationtechnology in order to improve living standards andenhance productivity, mobility and connectivity.

Wholesome planning approach to provide physicalinfrastructure facilities to different sections of thepopulation

Water Supply and Management

Water supply is the lifeline for the city & lack of adequatewater supply can have a crippling effect on any city.CIDCO recognizes the need for the effectivemanagement. The importance associated to water supplyby CIDCO can be underscored by the fact that 12% ofthe expenditure on physical infrastructure is allocated forCIDCO Navi Mumbai water supply. CIDCO’s watermanagement plans have kept in view the projected growthof Navi Mumbai region with planned water supply projectsat Hetawane, Morbe and Balganga Dam projects, apartfrom drawing water from MJP’s Patalganga and MIDC’sBarvi Dam sources.

From the existing allocation of 225 MLD the present waterdemand of 216 MLD is met. However, this year due toless rainfall there is shortfall of about 20% in supply ofwater. Keeping in view the above factors and rapid growththat is taking place in this region, CIDCO has drawn aphase-wise water demand and supply plan upto year2031; as follows to meet the projected population of 20lacs and new projects already in focus such as NaviMumbai International Airport, NAINA.

1. Koyana Tail Race Water

GoM through its Water Resources Develop Ministryhas intended to entrust the project of transportingKoyana Tail Race Water available at Ratnagiri (7000MLD approx.) to Mumbai / Navi Mumbai which willsuffice the need of entire MMR Region in the year2050 onwards. CIDCO is presently studying theproposal.

2. Desalination Plant

Exploring the possibility of setting up of desalinationplants is also being examined.

In addition to above CIDCO is also promoting use oftreated sewage water (Grey Water) forsecondary useslike flushing, gardening, cleaning, construction,recreation purposes & bulk treated water for otherindustrial uses as per the demand.

CIDCO has also planned additional water treatmentplant & further complete automation of pumps, valves,AMR metering to consumers from source todistribution to reduce transportation & distributionlosses and make the system more efficient. The PLC– SCADA system is also being provided for monitoring,leakage detection & to avoid theft of water.

Power Infrastructure

CIDCO constituted a separate electrical circle to provide civicamenities related to power infrastructure, which includesplanning, installation, operation and maintenance of:

• City illumination

• Drinking water pumping plant

• Sewerage plant and storm water pumping plant

• Commercial and Residential Complexes; Electricaland Mechanical equipment of railway projects

• Facilitate the 200 MW of power requirement of NaviMumbai

Navi Mumbai Roads –The Lifelines of the City

Navi Mumbai boasts of a 650 km-long road networkconnecting nodes and neighboring towns, 5 majorbridges, 8 flyovers, 15 road-over bridges and a couple offoot-over bridges.

• Provides a functional hierarchy of road network systemof city scale roads i.e. Urban Expressway, ArterialRoads, Link Roads, Sub-Arterial and Local roads

• Palm Beach Marg, a beautiful 15 km-long and 6-laneinternal expressway connecting Belapur to Vashi &onwards to Kopar Khairane and Ghansoli, is the state-of-art coastal expressway hailed as the Queen’sNecklace of Navi Mumbai. Now it is proposed to beextended till Airoli.

VIII. TRANSIT ORIENTED DEVELOPMENT

CIDCO has pioneered the concept of Transit OrientedDevelopment (TOD) by exploiting the air space aboverailway stations, the landmark being Vashi & Belapurstation complexes developed in late 90s. On the suburbanrail network currently under development, i.e. the Nerul –Seawood – Uran corridor, the Seawood station and itsadjoining commercial hub project is another iconic projectof TOD.

‘Smart Cities’ are those where the residents can eitherwalk to their work places or have public transport systemright next to their houses, so that they can reach theirwork places quickly. CIDCO had been developing thebus transport and railway transport systems. CIDCO hasnow ventured into METRO development.

Navi Mumbai Metro (NMM) is planned to provide internodal connectivity and feeder to the existing sub urbanrail network. The total expected cost of the NMM is aroundRs.11,000 crores. Under Line I, work is in progress on 11Km stretch having 11 stations and is expected to becommissioned by 2017 at the cost of Rs. 3,043 crores.

Detailed Project Reports for work on NMM line 2, 3 & 4are being prepared by RITES. This development will linkPendhar to Taloja MIDC – Khandeshwar – NMIA. Theline 4 from Khandeshwar to NMIA will be linked to Airport.

Railway transit corridor of Navi Mumbai–the pulse ofthe city

CIDCO’s ground breaking concept of ‘Railway Stationcum Commercial Complex’ makes it a major driving forcebehind the city’s economic development

CIDCO has launched several rail projects in partnershipwith central railways. Nerul / Belapur - Seawoods – UranRail Corridor is 4th suburban rail corridor being developedby CIDCO and Central Railway on 67:33 cost ratiorespectively. Project cost is Rs. 1,782 crores andthere are 10 stations. The project is proposed to becommissioned in 2 phases, of which Phase 1 is expectedto be completed by Dec’17 and Phase 2 by Jun’19.

IX. PORT CITY

Creating infrastructure to promote foreign investmentsin a comprehensive range of economic activities

PORT CITY

Jawaharlal Nehru Port (JNP) was established in 1989and is ranked no 24 among container ports of the world.It is currently doubling its capacity.

Dronagiri, the first Port Logistics hub in Navi Mumbai wasdeveloped by CIDCO in the mid-eighties simultaneousto the Port. It hosts major companies in CFS/warehousesand a few petrol pumps & weighbridges

However, essential amenities like eateries, night shelters,repair garage, public toilets are missing in the Porthinterland. Therefore, many of these services havesprung up in the informal sector, in an unplanned manner.This and the Port’s expanding commercial activities areleading to massive traffic congestion and fatal accidentson the highways as well as internal roads. The localvillagers consistently live in a state of unrest. Theinadequate infrastructure is also forcing the port logisticsworkers to live on the roads. These problems areincreasing exponentially day by day.

CIDCO decided to carve out a Port City consisting of theinfluence area around the Port where it would makestrategic planning interventions. The Port City comprisesof 251.71 sq.km comprising parts of Navi Mumbai, Khoptaand NAINA projects of CIDCO.

The Government of Maharashtra has put in place a HighLevel Committee as a single point of coordination forcollaborative action in this area. The Committee isconstituted of 8 Govt. companies /agencies / departmentsactive in this area apart from the prime movers namelyCIDCO and Jawaharlal Nehru Port Trust (JNPT).

While dedicated port-bound roads are being developedat the cost of Rs 3200 Crs. There are congestion

management measures being taken up in DronagiriLogistics Hub, alongwith provision of additional parkingyards, Visava Centres, low income housing and TraumaCare Centre. This apart, the following need specialmention:-

I. Industry-led skill development for 35 villagesettlements, and unique village wise Infrastructurepackage to be provided from pooled CSR funds ofstakeholder companies in this area.

II. Decentralised solid waste management system atless than half the cost of centralised system

III. A state of art infrastructure ecosystem is in offing inthe form of a new 414 Ha Logistic Hub, which willcatalyze the expanding JN Port into the best in thecountry. The Hub, contiguous to the JN Port and theDronagiri Node will derive access from the NH4B andbe connected to the SH54. It will consist of a conclaveof large sized warehousing and CFS.

IV. CFS plots, which will each internally accommodateheavy vehicle parking, eateries, repair garage,dormitories, medical room, documentation room,toilets and all other related facilities, which is a smartdeparture from the practice in Dronagiri. It would alsocontain a De-Salination plant, an Incinerator dedicatedto Customs supervised destruction of export-importwaste and a much needed interface, a green bufferbetween the Port and the wider community.

Smart use of technology, collaborative action, grassrootslevel intervention are the building blocks for CIDCO’sfuture port city, which aspires to achieve its targetedinfrastructure in the time frame from 2016 to 2020.

X. FINANCIAL SELF SUSTAINABILITY

CIDCO believes that cities can flourish if they arefinancially independent, i.e. all finances required forsustenance of a city have to be generated within the city.These could be based on value added services to citizens,rent on leased public spaces, strategic use of land forcommercial ventures etc. Financially sustainable citiesattract industries, residential interests, and better social

infrastructure and create employment for citizens. CIDCOis undertaking all its major infrastructure, transportation,port and affordable housing initiatives costing Rs.32744Cr. as well as smart city initiatives costing nearlyRs.2033.40 Cr. out of its self-generated resources. Thisis because CIDCO has developed a robust marketintelligence driven system wherever land is monetized inorder to fund the city development.

XI. ADDITIONAL MAJOR PROJECTS OF CIDCO

• NMIA – Navi Mumbai International Airport

• NAINA – Navi Mumbai Airport Influence Notified Area

NAVI MUMBAI INTERNATIONAL AIRPORT PROJECT(NMIA)

Background

Enhancement in aviation facilities for Mumbai is essentialto maintain the leadership of the state of Maharashtra inattracting Foreign Direct Investment thereby creating aplace of pride for itself and adding to the prosperity of itspeople. Presently Mumbai airport, handling about 37MPPA (Million Passengers Per Annum), is experiencingsevere constraints in augmenting the air, land and cityside facilities to meet the future growth. Air Travel Demandfor MMR is growing rapidly and the forecasted air trafficis around 100 MPPA by 2035. To meet this anticipated airtravel demand, the Ministry of Civil Aviation (MoCA)granted approval for the development of a Greenfieldairport at Navi Mumbai. Following this, the State Cabinetapproved the development of Navi Mumbai InternationalAirport, with CIDCO as the nodal agency. NMIA is India’slargest “Greenfield” international airport, offering world-class facilities for passengers, cargo, aircrafts and airlines.

Objectives

• To enhance aviation facilities in MMR so as to maintainMaharashtra’s leadership in attracting Foreign DirectInvestment and cementing Mumbai’s future as anInternational Financial Centre

• To cater air travel demand for the Mumbai MetropolitanRegion that will grow from 37 million passengers perannum in the year 2015 to over 100 million passengersper annum by 2035

Salient features of the airport

The proposed airport is designed for a capacity of 60million passengers per annum (MPPA) to be developedin 4 phases. The ultimate cargo capacity is 1.5 milliontonnes per annum. The first phase of the airport ismandated for a passenger capacity of 10 MPPA and cargocapacity of 0.23 million tonnes per annum. The Airportmaster plan will be developed, operated and managed tointernationally recognized standards.

The Airport, to be developed over an area of 1160 Ha.,is proposed to have two 3.7 km long parallel runways

spaced at 1550 m for simultaneous and independentoperations, along with rapid exit taxiways. The airfield isdesigned to accommodate new large aircraft like A380/B747-8 and complies with ICAO Aerodrome Code 4F.

Project cost

Project structure

The Navi Mumbai International Airport is proposed to bedeveloped through Public-Private Participation (PPP) bysetting-up a Special Purpose Vehicle (SPV), with CIDCOholding 26% of equity. The Project Monitoring andImplementation Committee (PMIC) chaired by Hon’bleChief Secretary of Govt of Maharashtra, with Senior Govt.officials from State and Centre, along with Ministry of CivilAviation, Govt of India monitor the project and grantapprovals.

Present status

CIDCO has obtained all major approvals required for theproject. Land acquisition process is in its final stage andthe development of sites for Resettlement and Rehabilitationof families within the airport area is in process.

To fast track the commencement of airport project andset the stage for the Concessionaire, CIDCO is taking uppre-developmental works such as:

• Partial reclamation of site and retaining walls- Cuttingof hills, reclamation and ground improvement upto 5.5m above MSL - Date of commencement- January 2016

• Shifting of Extra High Voltage Transmission (EHVT)lines- TATA and MSETCL EVHT lines passingthrough airport are being re-routed throughunderground ducting along airport boundary- Date ofcommencement- March 2016

• Diversion of Ulwe river- Ulwe river passing throughairport area is being diverted through a channelalong southern boundary of airport - Date ofcommencement- March 2016

Way Forward

• The 1st stage (Request for Qualification) of the twostage bidding for selection of private Concessionairefor NMIA has been completed.

• Four major global players namely GMR Airports Ltd.,Voluptas Developers Pvt. Ltd. & Zurich AirportInternational AG (ZAIA) (Consortium), MIAInfrastructure Pvt. Ltd. and Mumbai InternationalAirport Pvt. Ltd (MIAL) have been qualified toparticipate in the 2nd stage bidding i.e Request ForProposal (RFP)

• 2nd stage of bidding (RFP) to commence soon

• 1st phase Commercial operations to commence inDecember 2019 with a mandated capacity of 10 MPPA

NAVI MUMBAI AIRPORT INFLUENCE NOTIFIED AREA(NAINA)

CIDCO has been appointed as Special Planning Authority(SPA) by State Govt. for Navi Mumbai Airport InfluenceNotified Area (NAINA). The project is one of the biggesturban development projects in India is about 1.5 timesthe size of Mumbai and its extended suburbs.

Vision

NAINA is a project set-up to regulate the developmentinfluenced by Navi Mumbai International Airport. CIDCO’svision is to create a vibrant city embellished with efficientpublic transportation system & high class physical andsocial infrastructure. NAINA shall have adequate housingfor low income groups and promote development givingdue regard to environment. The project provideslandowners an opportunity to unlock their land potentialby participating in the development model that increasesprevailing low FSI and offers a mechanism for handingover lands under physical and social infrastructurevoluntarily without losing their development potential.

Size of the Project

Project is spread over561 sq. Kms comprisingof 256 Villages fromRaigad District and 14villages from ThaneDistrict Considering themassive scale of theproject and the variationsin development potentialacross the project area,after analysing thedevelopment potential,NAINA is broadly carvedinto two phases. ThePhase – I has maximumdevelopment potential and CIDCO shall provideinfrastructure in this area in next 10 years. The Phase –II areas will be those where land pooling will encouragedon a larger scale than Phase- I and the NAINA Schemein this phase shall be self-sustaining.

Economic Triggers and Theme Based Development

The project area is poised to witness tremendousdevelopment on accounts of investments of more thanRs. 40,000 crores in mega projects of NMIA, MTHL,expansion of MIDC industrial area and JNPT in the

influence area in next five to seven years. Multi-facetedeconomic base coupled with high class infrastructure isbound to catapult NAINA in a different league. When fullydeveloped NAINA will contain 23 new SMART Towns.Each of these towns will have a theme viz AirportCity, Port City, Ecotourism City, Knowledge City,Medicity etc. Twelve Smart Cities will be developedin next 15 years out of which three shall be developedin next 5 years.

Evolving NAINA Scheme

To achieve sustainable development and realisation ofphysical and social infrastructure without resorting to bulkland acquisition, CIDCO has devised a novel land poolingconcept coined as “NAINA Scheme” which shall entailrealisation of lands for city & peripheral infrastructure anduse land as a resource for funding the infrastructuredevelopment cost.

To elaborate, “NAINA scheme” is voluntary participatorydevelopment model which encourages land pooling.Minimum land aggregation required for participation is10 Ha. 40 % land shall be contributed to project “free ofcost by consent agreement” and balance 60% landto be retained with owner for development. The balance60% land of the owner shall have maximum permissible1.7 FSI. Out of the 40% land, 25% land shall be towardscity and peripheral level infrastructure to be developedby CIDCO. Remaining 15 % shall be towards“Growth Centre” to be developed by CIDCO. The GrowthCentres shall play dual role of funding the infrastructurecost and being strategically located shall act asCommercial centres to attract higher order economicactivities.

Salient Features of NAINA Scheme

• Shortfall of 10 ha. can be met with by addingreservation lands anywhere in IDP-I

• If more than 40% land is under reservations, excessover 40% gets benefit of TDR

• Land aggregations less than 10 ha. upto 7.5 ha. canparticipate in NAINA Scheme with 50 % landcontribution and FSI of 2.0

• For lands lying within 200m of Gaothan, requirementof land aggregation is reduced to 4.0 ha.

• Concept of Collaborator to assist people to participate

• Payment of infrastructure development charges notrequired as 40% land contributed to the project

• FSI for Non-participants in NAINA Scheme capped at0.5 and required to pay contribution towards infra.development

Inclusionary Housing

As a part of inclusive housing 20% BUA over & aboveBUA generated on 60% land shall necessarily forconstruction of EWS/LIG housing. The constructedtenements of EWS/LIG will be handed over to CIDCO atpre-determined rates.

Those not participating in ‘NAINA Scheme’ can alsodevelop their land with a limited FSI potential of 0.5 andshall pay ‘Off Site City Service Delivery Charge (OCSDC)’towards development of city level infrastructure. Theparticipants of NAINA scheme are not levied OCSDC asthey are contributing 40% lands towards development.

Publication of IDP-I

Area in proximity of Panvel experiencing urbanisationpressure and where CIDCO can extend the infrastructureeasily has been selected for preparation of the InterimDevelopment Plan – I. The IDP – I comprises 23 villagesspread over 37 sqkm. The IDP – I prepared & publishedon 13/08/14 envisages total investment of Rs. 7364 Cr.(approx.) which primarily includes development ofPhysical and Social facilities including Roads, Sewerage,Water Supply, share towards doubling of Panvel-Karjatline, share of cost towards development of Multi ModalCorridor and Metro for NAINA Project. Out of the aboveRs 4000 Cr(approx) shall be towards investment forInfrastructure Development in next five years. Theinvestment of Rs 3400 Cr towards Mass Rapid TransitSystems shall be after 10 years.

360 degrees of public consultation

Suggestions / objections were invited for a periodof 2 months on the draft IDP. Government appointedPlanning Committee heard the suggestions /objectionsof the applicants.

To explain the IDP –I and NAINA Scheme to stakeholders,series of meetings were held with villagers’ in groups,Kriti Samiti of villagers, people’s representatives. For first-hand experience and better understanding of the landpooling concept, group ofNAINA villagers weretaken to Magarpatta ,Pune which is Townshipdeveloped on the basisof land pooling conceptand by landownersthemselves. The MDand JMD of CIDCOconducted meetings inChipale, Group GramPanchayat and Nerevillage to explain thestrengths of NAINAScheme and long-termbenefits of land pooling.The project details werealso discussed withnational and international experts in field ofurban planning and infrastructure development.

The IDP- I of NAINA has been submitted to State Govt.on 22.9.2015.

Way Forward

On receipt of sanction by the UDD in GOM, all the landsunder reservations (Social facilities, utilities, Open spaces,Growth Centres and road network) shall be notified foracquisition. The owners of such lands affected by thereservations in the sanctioned IDP-I shall be servedacquisition notices under LARR, 2013. Concurrently, thecorporation shall declare through public advertisementsto all land owners to take benefit of the ‘NAINA scheme’.The ‘NAINA Scheme’ will be kept open for a limited timeperiod. Acquisition notices shall be withdrawn on thoselands where the owners are willing to join ‘NAINA scheme’within this period. TDR @ 2 times the reservation land isalso available for landowners as an option for landowners.Thus the lands for infrastructure thus shall be available

through NAINA scheme, TDR and acquisition whereverrequired.

CIDCO is committed to implement the city & peripherallevel infrastructure in five years once the plan issanctioned by the state government.
