It includes all Internet Service Providers and Governments should treat all data on the internet equally,same not discriminating or chargin differentially by user,content,site platform,application or type of communication. Generally there are two important aspects- Firstly, All content is equal and all sites are equally accesible. Wheter its Video uploading site, Social Network, E-commerce and any other, wheter its important or less important ,all content is equal. Once you have internet plan, you should be allow to access any website you want without discrimination. Secondaly, No matter who is your telecom operator, you should allow to access data on the internet with exact same speed. For example, If there is classification in the different content on the internet accodring to their content like E-commerce services,Social Media, Entertainment, Different service websites etc. You have internet connection but you still can not access that website as they are of different content- or they are from different domain- provide different function – for that you have not paid. IF you want to access that service then you have to pay access fee separately. So you have to pay separate access fee to use different kind of website. Net Neutrality :

Internet.org :

Internet.org is global partnership between companies these companies are facebook,samsung,Ericson,MediaTek,Opera Softwaer,Nokia and Qualcomm. These companies plans to bring affordable access to selected internet services to less developed countries. Internet.org was launched on August 20, 2013,by facebooks creator Mark Zuckerberg. Mark Zuckerberg, in his speech referred to Internet.org this way: “It’s this industry coalition that’s working together to build—to make delivering the Internet and all the different parts of it more efficient and tomake it so that everyone in the world can have access to some basic services on the Internet for either a really affordable price or free."

IT has been criticise for violating net neutrality and favoring Facebook's ownn services over its rival. Until April 2015, Internet.org users could access (for free) only a few websites, and Facebook's role as gatekeeper in determining what websites were in that list was criticised for

violating net neutrality. In september 2015, Facebook has renamed their controversial, anti net-neutrality app Internet.org to ‘Free Basics By Facebook’.

Digital India :

Digital India is a campaign launched by the Government of India on 1st of July, 2015 in order to transform India into a complete digital country. It is an initiative planned to digitally empower Indian society by integrating the government departments and leading companies (national or international level). The main purpose of digitalizing this country is to make available all the government services at easy reach to the citizens of India. There are three key vision areas of this programme which are:

Digital infrastructure all through the country is like a utility to the Indian people as it will make available high speed internet delivering all the government services with ease and fast. It will provide lifelong, unique, online and authenticable digital identity to the citizens. It will make easy access to any online services like handling bank account, financial management, safe and secure cyber-space, education, distance learning, etc.

High demand of good governance and online services will make available all the services in real time through digitalization. Digitally transformed services will also promote people for doing online business by making financial transactions easy, electronic and cashless.

Digital empowerment of Indian people will really make possible of digital literacy through universally accessible digital resources. It will enable people to submit required documents or certificates online and not physically in the schools, colleges, offices or any organization.

Digital India programme has been implemented by the government of India to ensure following aims of this initiative:

To ensure the broadband highways. To ensure the universal access to mobile phones. To facilitate people with high speed internet. To bring e-Governance by reforming government through digitalization. To bring e-Kranti through electronic delivery of services. To make available online information for all. To ensure more IT jobs.

Impact of Digital India by 2019 :

Broadband in 2.5 lakh villages, universal phone connectivity Net Zero Imports by 2020 400,000 Public Internet Access Points Wi-fi in 2.5 lakh schools, all universities; Public wi-fi hotspots for citizens Digital Inclusion: 1.7 Cr trained for IT, Telecom and Electronics Jobs Job creation: Direct 1.7 Cr. and Indirect at least 8.5 Cr. e-Governance & eServices: Across government India to be leader in IT use in services - health, education, banking Digitally empowered citizens - public cloud, internet access

Connection between them ?

Policies or use of Internet.org is against the concept of Net Neutrality. As Net Neutrality try to provide equal internet to all without discrimination, Internet.org try to controll usage of users. Internet.org claims that users can use free internet or internet on low price,can connect to world with internet but there are limitation. Users can use limited sites- sites which have collaboration-tied up with these system. Facebook will act as gatekeeper and keep track on usage of internet . As its against the Net neutrality which tells to provide openn access to all content. Digital India and Internet.org is not connected directly. Digital India is initiative taken by Government of India to Digitalize india, it means to reach in entire country whether its city or village by internet and use of digital technology in government services and also make available internet services to all Indians. PM Narendra Modi announce about this Digital India Campaign from US platform and Face Founder Mark Zukerberg shows his support for this Campaign by changing his Facbook profile picture in Tri Color. In his post he mentioned that he also support digital india Campaign and he also wanted to provide internet services free to rural regions. It is similar to his internet.org concept in which he mentioned to providde internet to undeveloped region. So as Narendra Modi and Zukerberg assured each other that they will help each in Digital India campaign. So there may be connection not directly but may be indirecctly in this two point – Digital India and Internet.org

Effect on Development ?

Development require freedom,equal opportunities, free access etc. Net neutrality support this concept as it tells about no discrimination on content as well as users. You can access any content once you have internet conncetion. You don’t have to give any extra amount to use any particular content. And service provider cant differentiate users who pays less or more. If there is no any differentiation so there will be equal opportunities for developments. So there will equal chances for all to grow. Similarly for new developers or entrepreneur who want to enter in telecom industry can affect the net neutrality. As some high organizations or companies like airtel provide free access to certain services like free music download and all. These companies have tied up with service provider, so service provider get paid from companies when user uses their services. In oposite to that independent or low budget company generally give their services exchange of payment or sometimes free. But because of higher company, service provider may put some restriction of paymnet or something else on lower company as they are not able to pay service provider such high money. And generally users also prefer free services over paid service. So small companies cant survive in such conditions, they can not develop. Internet.org also affect Net Neutrality as its act as gatekeeper on usage of internet. It allow only few websites as free and you can not access other websites except that through this. If you want to access other sites then you have to pay or use other different options. So this is the limitation on the access of any internet users. It is not suitable conditions for development. Development will be ver much limited,controlled , slow. Digital India can consider as good initiative for development. Digital india initiative try to empower india digitally, to make available government services digitally to all of us- from any city to any rural area. The world is shifting towards digital technology. SO to shifting towards it is much beneficiary. IF internet reach to rural areas, then rural area get connected to other part of country as well as world which cause faster- development in that areas. Digitalization in government services can increase a transparancy in system even it will save more time. This is all conceptual things which PM Narendra Modi has announce. Its important to execute this properly.

My View :

According to me Net Neutrality is essential for every internet users. It is the basic right for user who pay Internet Service Provider to use Internet. User has right to access whatever content according to his wish. Internet.org is trying to control the users access according to their policies. It violates some terms of net neutrality by giving access of some content free or with less charge. On paper Digital India looks good initiative. IT will help india to develop digitally but if there any hidden agenda then it may be not good.
