There’s a Better Way- ABQ’s Innovative, Collective Impact Driven Panhandling Solution In May 2015 Mayor Richard J. Berry created the “There’s a Better Way” Pro- gram aimed at reducing panhandling in the Albuquerque Metro Area. In addition to curbing panhandling other objectives of the program include: Giving people dignity through work. Connecting individuals with needed services. Helping the community understand that alternatives to panhandling exist. The program has been progressing steadily and with much success. The timeline below details the program from its creation to today. May 2015 Mayor Richard J. Berry creates the program during a morning staff briefing discussing the panhandling issue. June 2015 • City staff posts 15 signs across the city discouraging panhandling and encouraging calls to 311 for assis- tance. • The City partnered with United Way of Central New Mexico to be the fiscal agents with NO administrative costs. • The City begins an educational campaign to show residents how their donation of just a few dollars can go further through United Way versus giving to panhandlers. City 311 operators are equipped with a resource directory to help those in need of food and shelter. • Donations now have the potential for a greater and broader impact. For example a driver could hand $5 out the window to a panhandler and help them purchase one meal – or they could donate $5 to Roadrunner Food Bank and feed 20 people. • The signs grow in popularity resulting in the City installing an additional 18 signs for 33 totals within the Albuquerque Metro area. continued on page 2 December 2015/January 2016

Todate,theprogramhasreceivedover4,800calls.Morethan94%ofthosecallersareseekingreferralstoser-vicesthatcanassistthem.Donationscollectedsofarforthe“There’saBetterWay”Programtotalmorethan$3,100.ThisprogramhasshownthattheretrulyisabetterwayandMayorRichardJ.Berrylooksforwardtoitscontinuedsuccessandgrowthoverthenextyear.

Auto Theft and Burglary Awareness

AutotheftisaproblemforallAmericansbutthecitizensofNewMexicofaceaparticularissuethataffectsourautotheftrate.DuetothefactthatweareadjacenttoanInternationalBorderwearealwaysrankedhighonthelistfortheftrates.Typicallyvehiclesare stolen for one of four reasons. They are used to 1) joy ride;2)sellforparts;3)commitacrime;and4)drivenacrosstheborderfor resale. Auto burglary continues to be an issue as well.Many times auto burglary prevention can be as simple as removingtargets from view and reducing opportunities by rolling upwindowsandlockingdoors.Observethefollowingtipstoreducethe chance of auto theft and burglary. •Alwaysrollupwindows,lockthedoorsandtakethekeysevenifyouwillbeawayforashorttime.RemoveALLitemsfromyourvehiclewheneverpossible,but at thevery least removefromview–evenitemsthatmighthavetheperceptionofvalue.Don’tgiveacarthiefareasontobreak-in.

• Ifvehiclesareparkedoutsidealwayskeepwindowsupanddoors locked especially over night. Some criminals walk upanddownstreetscheckingforopenopportunities.

•Someautoburglarsbreakintostealyouridentity–considerremovingyourregistrationandinsurancepaperworkfromtheglovebox.Puttheminyourpocketwithyourdriver’slicense.Thelawonlyrequiresthepaperworkbeinthevehiclewhenit’sbeing operated.

•Neverleaveanunoccupiedvehiclerunningincludinginfrontof your residence. Warming up your vehicle in the morningduringcoldweathermonthsisaneasytargetforautothieves.Alsodon’tleaveitrunningwiththedoorslocked;criminalswilljustbreakthewindow.

•Parkyourvehicleinagaragewheneverpossibleorinanareawithadequatelightingandgoodnaturalsurveillance.Youwantyour vehicle to be easily seen by you and your neighbors.

•Consider organizing aNeighborhoodWatchonyour block.Neighborswatching neighbors – looking out for each otherspropertywillalwaysbeyourbestdefense.Ifyou’reinterestedinstartingaNeighborhoodWatch,contacttheAPDCrimePre-ventionUnitat505-244-6644.

•TheftPreventionDevice:Afteryearsoffalsealarmspeoplehave stopped paying attention to vehicle alarms. Any seriousanti-theft devicemust domore than just make noise. If youwantanaudioalarmuseitinconjunctionwithotherformsofprevention.

•Akillswitchisasimpletoggledevicethatshutsofftheengine’signition system.

•Steeringwheellocksarevisiblefromoutsidethecarandpreventthesteeringwheelfrombeingturnedmorethanafewdegrees.

•Collarsaredevicesthatpreventthesteeringcolumnfrombeingstripped.

•Brakelockspreventthebrakefrombeingengagedandthereforethe transmission cannot be removed from the park position.

•Wheellockspreventthevehiclefrombeingmovedinanydirection.

•VINEtching yourwindows can be a deterrent if taken to ashop-chop–theycan’tsimplyremoveanentiredoorforresalebutmustreplacethewindowfirst.APDconductsVINEtchingEvents FREEofcharge.Checkwith311 for the date and location.

•Carjacking:Avoidbeingavictimofthistypeofcrimebyobservingthefollowingtips.

•Drivewithwindowsupanddoorslockedandbeawareofyoursurroundingsespeciallywhenstoppedattrafficsignals,parkinglots,ATM,gasstations,etc.Takenoteofpeopleapproachingyour vehicle for any reason.

•Whenstoppedatatrafficsignal,leavespacebetweenyouandthevehicleinfrontofyouandbepreparedtotakeevasiveaction.

•Ifsomeoneisloiteringnearyourvehicleinaparkinglot,keepwalkingandseekhelp.

The goal in preventing auto theft is to establish multiple layers ofprotectionforyourvehicle.Thievesarelookingforthepathofleastresistance.Althoughnomethodisfoolproof,considerwhereyouparktheftpreventiondevicesandetching.However,spendingmoneyonanti-theftdevicesdoesnothelpifdriversdon’tfollowthebasicprecautionoflockingtheircars,takingthekeysandactivating those multiple layers of protection. Transformative Connectivity

Albuquerque is about to enter an era of potentially transformative connectivity. For people. For economic opportunity. For neighbor-hood life. A key, physical component of that vision is Albuquerque Rapid Transit; a dedicated bus line along Central Avenue that will bring new levels of comfort, safety and convenience to riders.

Proposed Text Amendments to the Coors Corridor Plan (CCP)

At its regularly scheduled public hearing on January 14,2016,theEnvironmen-tal Planning Commission(EPC)willconsideratextamendmenttotheCCPtoallow temporary signagefor businesses that are forced to relocate due to an unavoidable casualty,such as the recent fire onCoorsBoulevardNWnearSequoia Road NW. USFireAdministration’sNationalFireIncidentReportingSystem(NFIRS)andNFPA’sannualFireDepartmentExperienceSurveyshowthatin2009through2013Christmastreesweretheitemfirstignitedinanestimatedaverageof210reportedhomestructurefiresperyear,resultinginanannualaverageofsevencivilianfiredeaths,19civilianfireinjuriesand$17.5millionindirectpropertydamage.

Protect Yourself and Others From the Norovirus

TheCityofAlbuquerquehasseenanincreaseinthenumberofreportedgastro-intestinal(GI)illnessesoverthelastfewweeks.Manyofthesecasesarefromnorovirusinfection,themostcommoncauseoffood-borneillness.Oftenreferredtoasthe“stomachflu,”noroviruscasesarecommoninthewintermonths.Illnessisusuallymild,butsymptomscanbeginsuddenly.Symptomsofnorovirusincludevomiting,diarrhea,stomachcrampsandsometimeslow-gradefever,chills,headacheandmuscleache.

Noroviruscanspreadquicklyfromperson-to-personespeciallythroughclosecontactwithsickindividuals.Crowdedplacessuchassuchaslong-termcarefacilities,schools,childcarecentersandcruiseshipsareamonglocationshardesthitbynoroviruseveryyear.Theviruscanalsospreadthroughcontaminatedfood,waterandonhardsurfaces.

Thereisnovaccineortreatmentfornorovirus,reducingexposureiskeytopreventingspreadofillness.

Thereareseveralstepstotakeifyoususpectthepresenceofnorovirus:

• Washhandsfrequentlywithsoapandwater,especiallyafterusingthetoiletandbeforepreparing,servingoreatingfoodordrink.Handsanitizersarenotaseffectiveassoapandhotwateragainstnorovirus.

• Cleananddisinfectsurfacescontaminatedwithvomitordiarrheaimmediatelyusingableach-basedhouseholdcleanerordilutehouseholdbleach(1:10inwatermustbemixedfreshdaily;neveruseundilutedbleach).

• Stayhomewhensick.

• Donotpreparefoodforotherpeoplewhensickandforatleastthreedaysaftersymptomsstop.

Remember, handwashing is themost effectiveway to protect yourself and others against norovirus aswell as other illnesses thatcirculatethistimeofyear.Bediligentandwashyourhandsfrequently!
