NCI Agency support to Southeastern Europe Defence Ministerial (SEDM)

Underlying PrinciplesThe NATO Communications and Information (NCI) Agency supports NATO and Nations under a customer funding regime. This means that the NCI Agency is a not-for-pro� t Agency and its customers are its only source of operating revenue. The NCI Agency delivers cost-free NATO-O� -The-Shelf capabilities to NATO Nations and Partners (according NATO procedures) and customers have to fund only the required services, such as installation, training, in-site support, customization, Commercial-O� -The-Shelf (COTS) licences procurement.
The NCI Agency support to SEDM is based on the following assumptions:• Provision of “Quick Win – Low Cost” solutions through leverage of existing common-funded solutions and capabilities;• Use of NATO-O� -The-Shelf capabilities already underway in the Command, Control, Computers, Communications,
Intelligence, Surveillance, Reconnaissance (C4ISR) domain (Afghanistan Mission Network/Future Mission Network);• Incremental approach based on ad-hoc Working Packages to assure coherent and timely deliverables;• Tailored services delivery re-using governance and legal frameworks for bilateral and multinational projects.
C2 Support to SEEBRIGThe proposal, based on experience
from C4ISR arrangements for the Afghanistan Mission Network and
Operation Uni� ed Protector, selects the minimum toolset of C4ISR capa-
bilities from strategic to tactical level to be used along national/NATO
systems to provide connectivity on service level for successful future
NATO led operations with multiple national contributions (including
partner nations). The NATO C2ISR Suite is a set of
applications and services that are provided as a package, supporting
common C2ISR processes within a multinational military command structure. Based on the identi� ed
use of NATO tools in support of ISAF, KFOR, Operation Active
Endeavour and Uni� ed Protector and the focus on common operational
processes within a multinational military command structure, the NCI
Agency’s proposal includes a C2ISR Suite (NATO-O� -The-Shelf software)
and related services (installation, training, in-site service support).

C2 Support to Southeastern Europe Brigade (SEEBRIG)Purpose and objectives:• To specify a package of C2ISR capabilities based on Afghanistan Mission Network/Future Mission Network (AMN/FMN) Functional Area Services (FAS) in order to enable the SEEBRIG deployment and interoperability with NATO Allies;• The implementation of a coalition network as the core with national extensions;• The exchange of sensitive information among contributing brigades;• The sharing of theatre related operational Commander’s guidance, information and intelligence;• The implementation of the Common Operating Picture (COP).

CAX Support to Southeastern Europe Simulation (SEESIM)Purpose and objectives:• Provision of Training and Exercise tools that can be used in Computer Aided Exercise (CAX) virtualized systems having the NCI Agency as the hub for CFBLNet (Combined Federated Battle Labs Network) infrastructure and using the DNBL (Distributed Networked Battle Laboratories) framework;• To support the establishment of a SEETN (Southeastern Europe Training Network);• To set the basis for the SEESIM 14 exercise (hosted by Croatia) in cooperation with EUCOM;• Support to SEDM through the following activities:
• Evaluation of a CFBLNet Point of Presence in order to support regional access to all participating Nations;
• Access to SEDM PfP Nations in using Joint Exercise Management Module during the SEESIM;
• In cooperation with Allied Command Transformation, liaising for the Exercise Scenario Resource Portal (ESRP) access to participants.

CAX Support to SEESIMThe NCI Agency proposes use of several tools originally
designed and created to support the creation and management of exercise and training and adapted
as a command and control suite for situations where there are not available C2 systems. This concept, called
“Training Tools for Command and Control (TT4C2)” aims to support non-military activities for SEESIM. TT4C2
proposes to adapt the employment of these tools from previously only exercise planning and control functions
to represent the actual activity in a manner similar to more complex and costly C2 architectures.
