    DISASTER means calamitous events whichendanger life, health, physical integrity, or theright not to be subjected to cruel, inhuman or

    degrading treatment, or other fundamentalhuman rights

    Art. 2(1) ICESCR: PROGRESSIVE REALIZATIONEach State Party to the present Covenant undertakes to take steps,individually and through international assistance and co-operation, especiallyeconomic and technical, to the maximum of its available resources,with a

    view to achieving progressively the full realization of the rightsrecognized in the present Covenant by all appropriate means, includingparticularly the adoption of legislative measures.
