April 2004Discussed at the Taiwan-Korea Plant Quarantine Conference to develop the eCert system

As a way of preventing the forgery of Phytosanitory Certificates(PC) and the fraud export of Chinese agriculture product

2002-3SPS eCert initiative was included in APEC Trade Facilitation Action Plan

Developed eCert system using the eCert Data Standard provided by Australia and New Zealand

Developed the 1st phase of eCert system(Web View Access) : 2004 Developed the 2nd phase of eCert system(SOAP Method) : 2005

Taiwan : Exposed the fraud export of Chinese agriculture product from Korea to Taiwan using eCert website(Febraury 2005)

Electronic Certification Trial with Australia for plant products

Method : Web View Access Result : Taking longer to clear goods, and resulting in poor time and increased costs Australia and Korea will investigate the available IT options with the view to reconsider full implementation in 2011

Enable clients to submit the inspection application and check the inspection statusthrough the Online Quarantine Application System or UNI-PASS System.

Clients have two options to submit the application via the internet. - OQAS made by NPQS or UNI-PASS System made by Customs They can check the inspection status by themselves on the websites. - Confirmation of acceptance, Disinfection, Inspection result(Approval, Destroyed, etc.)

Enable Importing country’s inspectors to inquire into the PhytosanitoryCertificates that they want to view and verify on the Korea eCert website.

Need to internet access and logon/password to enter Export Certificates can be viewed, verified and downloaded as XML format Adoption : Taiwan, Official Trial : Australia(November 2008 ~ May 2009)

(1) Importing country logins through WSRL URL, by using SOAP method and request eCert to Exporting country. (2)~(5) Exporting country inquires the relevant eCert data from their Database and send it to importing country.

Importing country can collect XML data from secure web service. Each SOAP client ‘pulls’ data from counterpart country’s web service. Official Pilot : the Netherlands for seeds for sowing(2011)

The Netherlands

Pilot started in March 2011 for seeds for sowing and we will make an effort to achieve good results

China

Plan to discuss how we can exchange eCertificates each other and try to make an agreement with China regarding the official trial

Other interested countries

Push forward to make further bilateral agreements with NPPOs
