03 In plant, Control measures for checking fugitive emission from all the vulnerable sources shall be provided, fugitive emission shall be control by providing closed storage, closed handling & conveyance of chemicals/ materials, multi cyclone separator and water sprinkling system shall be provided at loading areas to control dust emission. Fugitive emission in the work Zone environment, production area, raw materials storage area etc. shall be regularly monitored and recodes shall be marinated. The emission shall confirm to the limits prescribed by Haryana State Pollution Control Board (HSPCB)

04 Pucca approach road to project shall be constructed prior to commencing construction activity of sugar mill so as to avoid fugitive emission.

05 The gaseous emission from DG set shall be dispersed through adequate stack height as per CPCB guideline .Acoustic enclosure shall be Provided to DG sets to mitigate the Noise Pollution.

As per CPCB guidelines, adequate stack height to all the DG sets will be provided, acoustic type of DG sets will be used to mitigate the noise pollution

06 The Company shall upload the status of compliance of the stipulated environmental clearance condition, including results of monitored data on its website and shall update the same periodically .It shall simultaneously be sent to the respective R.O. of MOEF, CPCB and HSPCB. The level of PM2.5, PM, 10So2, NOX in Ambient Air shall be monitored and displayed at a convenient location near the main Gate of the company and at important public places.

Same shall be complied with. The ambient air quality monitoring was carried out and results are enclosed as Annexure-1


07 Total fresh water requirement from ground water (Borewell) shall not exceed 970m3/day for this project and prior permission for drawl of water shall be obtained from concerned authorities.

The fresh water requirement is estimated to be 970 m3/day which will be met by ground water & recycled water. And we will use our existing borewell and recirculation water.

08 Effluent from sugar unit shall be treated in the effluent treatment plant comprising neutralization tank followed by two stage aeration system .ETP treated water should be used for farming /garding within industry premises. Domestic sewage shall be transferred into aeration tank for treatment.

09 As proposed, no effluent from sugar plant shall be discharged outside the premises and zero discharge shall be adopted.

Unit will operate on Zero Discharge concept.

10 Process effluent /any waste water shall not be allowed to mix with storm water. Storm water drain shall be passed through guard pond.

Separate storm water drains via guard pond.

11 Adequate number of ground water quality monitoring stations by providing piezometers around the project area should be set up. Sampling and trend analysis monitoring must be made on monthly a basis and report submitted to SPCB and this ministry. The ground water quality monitoring for pH,BOD,COD,Sulphate and TDS should be monitord ,sampling and trend analysis monitoring must be made on monthly basis and report submitted to RO Chandigarh and HSPCB.

Ground water samples from different locations were collected and results are attached as Annexure-2

12 Baggase storage shall be done in such a way that it does not get air born or fly ash around due to wind.

13 Boiler ash shall be stored separately as per CPCB guideline so that it shall not adversely affect the air quality, becoming air born by wind or water regime during rainy season by flowing along with the storm water. Direct exposure of works to fly ash & dust shall be avoided baggase ash and coal ash shall be stored separately.

Same shall be Complied after Expansion cum modernization of existing sugar mills from 2500TCD to 5500TCD.

14 Till the plant is ready for expansion the project proponent have to ensure for compliance of pollution control norms stipulated in consent to operate for existing unit.

Complied .Consent to operate for the year 2014-2015 is attached.

15 Fire fighting system shall be as per norms and cover all areas.

Same shall be Complied before Expansion cum modernization of existing sugar mills from 2500TCD to 5500TCD.


16 Risk Assessment shall be carried out to assess the fire and explosion risk.

17 Occupational health surveillance programme shall be undertaken as regular exercise for all the employees. The first aid facilities in the occupational centre shall be strengthened and the regular medical test records of each employee shall be maintained separately.

18 Dedicated parking facility for loading and unloading of materials shall be provided in the factory premises. Unit shall develop and implement good traffic management system for their incoming and outgoing vehicles to avoid congestion on the public road.

19 Green belt shall be developed in 33% of plot area to mitigate the effects of fugitive emission all around the plant as per CPCB guideline in consultation with the local DFO.Thick greenbelt with suitable plant species shall be developed around the proposed distillery to mitigate the odour problem.

Complied. We have already developed a green belt around 35% of the total land area.

20 All the commitments made during the public hearing /Public consultion meeting held on 10th april, 2013shall be satisfactorily implemented and adequate budget provision shall be made accordingly.

21 Provision shall be made for the housing for construction labour with in the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobil sewage treatment plant, safe drinking watr,medical health care, crèche etc. The housing may be in the form of temporary structure to be removed after the completion of the project.All the construction wastes shall be managed so that there is no impact on the surrounding environment.


22 Only bagasse /Biomass should be used as fuel. Not to use wood logs, coal as fuel and no other fuels should be used.


23 No ground water shall be drawn for the power plant at any stage. Treated waste water shall be used for sugar cane seed farm/green belt development. There should be no waste water discharge from the plant.


24 The infrastructure of transport road linking to the nearest main road shall be improved and

GENERAL CONDITION

1 The project authorities shall stricty adhere to the stipulations made by the HSPCB.

2 No Further expansion or modification in the plant shall be carried out without prior approval of SEIAA/MOEF. In case of deviation or alteration in the project proposed from those submitted to this ministry for clearance, it fresh reference shall be made to ministry to assess the adequacy of condition imposed and to add additional environment protection measures required, if any.

3 The Locations of Ambient air quality monitoring station shall be decided in consultation with HSPCB and it shall be ensured that at least one station is installed in the up wind and downwind direction as well as where maximum ground level concentration are anticipated.


4 The overall noise levels in and around the plant area shall be kept well within the standards by providing noise control measure including acoustic hoods ,silencers, enclosures etc. on all sources of noise generation. The ambient noise level shall conform to the standards prescribed under Environment (Protection) Act-1986.(75 bDA (day time) and 70 dBA(Night) .

All the recommendations made in the EIA/EMP in respect of environment management, risk mitigation and public hearing relating to the project shall be implemented.

11 Corporate Environment and social responsibility (CSER) shall be laid down by the project proponent (2% shall be earmarked) as per guideline of MOEF, GOI office memorandum no. J-11013/14/41/2006-IA.II (I) dated 18.05.2012 and Ministry Corporate Affairs, GOI, Notification dated 27/02/2014. A separate audit statement shall be submitted of the in the compliance. Environment related work proposed to be executed under this responsibility shall be undertaken simultaneously. The Project proponent shall select and prepare the list of the work for implementation of CSER of its own choice and shall submit the same before the start of construction.

17 The environmental statement for each financial year ending 31st march in form-V as is mandated shall be submitted to HSPCB,shall alos put on website of the company along with the status of compliance of environmental clearance and shall also to the Chandigarh office of moef by email.

18 The project proponent shall inform the public that the project has been accorded environment clearance by Ministry and copies of clearance letter are available with the SPCB /committee and may also see at website of SEIAA. This shall be advertised within seven days from the that date of issue of the clearance letter at one least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of locality concerned and a copy of the same shall be in forwarded to the concerned regional office of the ministry.

19 The project authorities shall inform the regional

office as well the ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of start of the project.


20 The SEIAA may revoke or suspend the clearance, if implementation of any of the above condition is not satisfactory.
