New Year's Day

Mon. 13 Jan. - Seijin no Hi (成人の日)Seijin no Hi, or Coming of Age Day, is a national holiday to celebrate and encourage young people who have reached the age of 20 (the age of maturity), and promote their self-awareness as adults. On this day, local governments hold Seijinshiki (成人式 / Coming of Age ceremonies) for the new adults. Attendees are conspicuous around town, with women dressed in bright kimono and fluffy stoles, and men dressed in suits or traditional hakama pleated trousers.

Final tax return / Kakutei shinkoku確定申告Kakutei shinkoku (確定申告) is the declaration of your entire income for the period from 1 January to 31 December of the previous year, along with the amount of tax payable on that income as calculated by you, which you make to your regional tax office.

Those required to file a final tax return include those who are self-employed, those who have been working in Japan yet did not undertake a year-end adjustment (nenmatsu chōsei / 年末調整), those who received income from two or more employers (for example, a language teacher who taught at two or more schools), and so on. People who left their previous job and did not return to employment after that are also required to file a final tax return.

Most wage earners are not required to file a final tax return because the calculation and payment of income taxes are completed through the year-end adjustment by the person paying the salary. For information on wage earners who must file a final tax return, see the National Tax Agency website (http://www.nta.go.jp/english/taxes/individual/12018.htm).

If you are going to file a final tax return and have received an income tax withholding statement (gensen chōshū hyō / 源泉徴収票), a slip of paper about the size of a postcard, from your employer, please take care not to lose this, because you will need it for your final tax return.

Also, if you paid more than 100,000 yen in medical expenses last year, by completing a final tax return you may be able to receive a refund of excess tax paid.

Your final tax return filed this year will be for income earned from 1 January to 31 December of 2019 or Heisei 31 / Reiwa 1. The period for filing your final tax declaration is from Monday 17 February to Monday 16 March.

What you need:If you need to submit a final tax return, make sure you have:

1. Income Tax Withholding Statement (gensen chōshū hyō / 源泉徴収票) and all other paperwork which shows any withheld tax2. Resident Card (zairyū kādo / 在留カード) / Passport3. Bank account passbook (tsūchō / 通帳)4. Seal (inkan / 印鑑)5. Those who wish to apply for a deduction for dependents outside of Japan (see Exemption for dependents, etc., for relatives living

outside Japan at https://www.nta.go.jp/english/taxes/individual/12016.htm): • Evidence to support your relationship with the dependent (birth / marriage certificate etc.) • Proof of remittance (transfer slips etc.)

6. Those who wish to apply for medical expense deductions are required to bring their receipts issued by the respective medical institution/s.7. Those enrolled in National Health Insurance or Social Insurance are required to bring proof of payment of all premiums.8. Those who purchased a home in Japan using a loan, should ask their financial institution for a Home Loan Year-end Balance Certificate (jūtaku rōn nenmatsu zandaka shōmeisho / 住宅ローン年末残高証明書).

Living Q & A: Overcharged for work by a tradesman 外国人暮らしのQ&A「業者から見積もった金額より多く請求された」

I recently opened a shop, and a company I hired to do some building work before we opened just sent me an invoice that's more than the amount we had verbally agreed on. I hired this builder because he looked at a quote I got from another company and told me he could do the same job for around half the cost. I have nothing to show as proof of our verbal agreement. There's no way I can pay the amount the builder is now asking for. What can I do?

When a contract concerning building work is a verbal contract, if there is a difference in the understanding of the agreement between the client (iraisha / 依頼者) and the contractor (ukeoinin / 請負人), it is difficult to determine objectively which is correct.

A contract can still be recognized even when made verbally, for example when trying to finalize a sale at a store. However, in cases such as building contracts where the content of the contract may cover many items, carrying out construction work can be subject to various conditions, and the work is to be completed within a set period of time and so on, it can be difficult to

adhere to the content of the agreement based solely on the recollection of both parties. For this reason, it is necessary for both parties to enter into a written contract (keiyakusho / 契約書).

As Article 19 of the Construction Business Act (kensetsu-gyō hō / 建設業法) stipulates that "the parties to a contract for construction work shall record the following items in writing, sign or affix a registered seal and exchange documents when

making a contract based on the principles of the preceding Article," in principle, a contract document is required for construction work.

As the issue here is the discrepancy between what both parties understand to be the content of the contract, you can consult the Aichi Prefectural Residents Consultation and Information Center (kenmin sōdan jōhō sentā /県民相談・情報センター,

052-962-5100), or apply to the Construction Work Disputes Committee (kensetsu kōji funsō shinsa-kai / 建設工事紛争審査会, 052-954-6502) to have your dispute resolved. You may also need to consider dispute

resolution by legal means, so consulting a lawyer is another option.

Said to draw from court rituals of the Heian period, ritual dancers decorate their headwear with cherry blossoms and dance as the earth begins to show signs of the coming spring in this Shinto ritual to pray for the removal of misfortune and invite good fortune.When: Sat. 11 Jan. ・Hoshashinji 歩射神事A traditional Shinto ritual held annually at Atsuta Shrine. Three pairs of Shinto priests take turns shooting arrows at a target. A total of 36 arrows are shot, and when the last arrow hits the target, spectators rush to pick up pieces of the target that the arrows broke up as it is believed that bits of the target help keep away bad luck.When: Wed. 15 Jan. Kitano Tenjinsha Shrine Brush Festival北野天神社筆まつりThe main figure worshipped at Kitano Tenjinsha Shrine in Kōnan City is Sugawara no Michizane (菅原道真; 845-903), the Heian period scholar, poet and politician revered as the god of learning. At the beginning of the exam period, the shrine bustles with students and their family members praying for success in upcoming exams. Begun in 1964 as part of efforts to revitalize the local community, from around 14:30 on 19 Jan. the annual procession to dedicate the great brush is held, and a cart bearing an enormous brush measuring 4m long and weighing around 50 kg is pulled from Central Park (中央公園) to the shrine, accompanied by children, adults of "unlucky" ages, and other parishioners as the procession winds through the streets.When: Sat. 18 and Sun. 19 Jan.Where: Kitano Tenjinsha Shrine (北野天神社) and surrounding area in Kōnan City (江南市)Access: A 2-minute walk east from Kōnan Sta. Kōnomiya Hadaka Matsuri国府宮はだか祭With around 10,000 semi-naked men participating, this is one of the largest Hadaka Matsuri (lit. "naked festival") in Japan, attracting some 200,000 spectators each year. The flock of naked men rush to the hall of worship, energetically presenting an offering of naoi-sasa (なおい笹 / green bamboo tied with pieces of cloth [naoi-gire / なおい布] on which men and women unable to participate write their ages and wishes). Rough ∞ Drawings Nagoya Exhibition - A moment of inspiration, infinite imagination「ラフ∞絵」名古屋展　一瞬の閃き…無限のイマジネーション

This exhibition brings together rarely seen rough drawings by four masters of Japan's manga and anime world, Akimoto Osamu (KochiKame: Tokyo Beat Cops), Amano Yoshitaka (Final Fantasy), Okawara Kunio (Mobile Suit Gundam) and Takada Akemi (Creamy Mami, the Magic Angel). Highlights include the "Change & Challenge" project, in which each artist creates a piece featuring a creation of one of the other artists.

Kishida Riusei – A Retrospective 「没後90年記念 岸田劉生展」The painter Kishida Riusei (1891-1929) left an unparalleled impression on Japanese modern art history. Although he is most well-known for his portraits of his beloved daughter, Reiko, Kishida created unique masterpieces across a variety of genres, including still life and landscapes. Kishida observed existence, seeking beauty and pursuing a deep spirituality as traversed the path of his distinctive style of realistic painting, his aesthetic having a strong influence on young artists exploring new art. Osu Kannon Setsubun Ship Parade大須観音節分会Each year at Nagoya's Osu Kannon Temple a special stage is set up for a mamemaki ceremony, which begins at 10:00. In the afternoon, a parade procession featuring the takarabune (宝船 / treasure ship) and the seven gods of fortune, departs Sakae Shōkōen (栄小公園) park (near Sakae Intersection) at 13:18 and arrives at Osu Kannon at 15:00.When: Mon. 3 Feb. Setsubun festivities at at Ryūfukuji Temple begin on 2 Feb. with prayers for those seeking to be rid of ill fortune (20:00 - 00:00; fee applies) and a variety of stalls. Ryūsenji Temple Setsubun-kai龍泉寺節分会Located in Moriyama Ward, Ryūsenji Temple is the eastern temple of the Four Owari Kannon. The temple's Setsubun celebrations are attended by tens of thousands. Visitors who receive blessings at Ryūsenji during the Sechibun'e event can also participate in the mamemaki. The fuku-gi (福木 / lucky baton) and fuku-mochi (福餅 / lucky pounded rice cake) throwing from 17:15 attracts many visitors, as it is said that those fortunate enough to catch the lucky items will have good fortune for the following year.When: Mon. 3 Feb. Hōōzan Jimokuji Temple Setsubun-kai鳳凰山 甚目寺 節分会In 597, only 60 years after the introduction of Buddhism to Japan, Hadame Tatsumaro (甚目龍磨), a fisherman from Hadame village in Ise, was catching fish at an inlet (around 200 meters southeast of today's Jimokuji Temple). When a golden statue of the Bodhisattva Kannon got caught in his net, the delighted fisherman built a temple to the north and enshrined the statue there. This is said to be the origin of Jimokuji Temple. Thriving as one of the Four Owari Kannon from the Edo period, the temple throngs with people of all ages during its annual setsubun event on 3 Feb. The point between seasons is traditionally considered a time when people can be afflicted by "evil," manifesting as ill fortune or ill health. The ritual of mamemaki (豆まき / bean scattering) is performed to ward off or exorcise evil accumulated over the past year, represented by oni (鬼 / ogres).

Setsubun is also observed at Shinto shrines and Buddhist temples, where priests and guests (larger events may feature celebrities and sumo

wrestlers) throw roasted soy beans and other lucky items that parishioners scramble to catch.

Some of the most famous Setsubun events in and around Nagoya are held at Ōsu Kannon, and the temples known as the Four Owari Kannon (尾張四観音).These four temples, Kasadera Kannon (Minami Ward), Jimokuji Kannon (Ama City), Arako Kannon (Nakagawa Ward) and Ryūsenji Kannon (Moriyama Ward), devoted to the Bodhisattva Kannon (Avalokitasvara) have long been worshipped by locals praying for the compassion of the Bodhisattva, and following the construction of Nagoya Castle, came to be revered as the guardians of the Owari domain as each temple is located either north, east, west or south of Nagoya Castle. Each year, the Kannon temple located in that year's lucky direction (with Nagoya Castle as the center point) is considered especially lucky, a belief reflected in the number of worshippers who visit. Arako Kannon Temple is the designated lucky Kannon for 2020.

MamemakiAfter offering roasted soy beans to the household Shinto altar, a window is opened and the beans are thrown twice toward the outside while saying ‘Oni wa soto’ (lit. ‘Demons out!’). Immediately afterwards, the window is shut while saying ‘Fuku wa uchi’ (lit. ‘Fortune in!’) and beans are thrown twice inside the room to drive away misfortune. Beans are thrown in each room, starting with the furthest in back and ending with the front door. After the bean-throwing is finished, one bean for every year of age is eaten to pray for good health.

Recently there are families that eat ehōmaki and grilled sardines. Ehō is the lucky direction of the year. It is said that if things are done facing that direction, everything will go well. Ehōmaki is a custom that began in the Kansai area where you eat a sushi roll while facing the lucky direction.

Setsubun 節分Setsu (節/せつ) means the change of the seasons. Mamemaki (throwing beans) on Setsubun is said to be a combination of dispelling the temple of evil spirits and the throwing of beans in the mameuchi ceremony.
