03For more than a decade, Safe in Tees Valley (SITV) hasbeen at the heart of a wide-ranging programme ofactivities to tackle crime and promote safety in our localcommunities. Our ability to bring stakeholderorganisations together to achieve common objectiveswas established as a result of our unrivalled success inattracting and managing funds on behalf of the SingleRegeneration Budget.

We have now emerged as a leading provider ofcommunity safety services in our own right, whichgenerates funds to help cover our core costs andenhance our ability to support partnerships.

We are now applying the unique range of skills andexperience we have acquired to initiate an ambitious newprogramme of work. While this document is mainlyconcerned with our plans for the next 12 months, it alsoprovides an opportunity to reflect briefly on our recentachievements.

Increasingly, we have focused on preventative work withyoung people in collaboration with the Police, the Fireand Rescue Service and South Tees Youth OffendingService. All three of these organisations recognise thebenefits of collaborating with us to further their ownobjectives and make the most of the resources available.

Highlights of the past 12 months show that:

• We increased our fleet to four mobile vehicles,

allowing us to engage with over 8000 young people.• Youth Inclusion Programmes in Redcar & Cleveland

and Middlesbrough delivered intensive targeted interventions across the two local authorities to 350 young people, aged from 7 -18 years.

• Detached and outreach programmes across the twoauthorities engaged 2400 young people in target areas.

• Our ETE (Entry to Employment) scheme reached 45young people who were previously identified as !not ineducation, employment or training (Neet)" from the East Middlesbrough area. An impressive 58% subsequently secured apprenticeships, college placesor employment.

• The intensive LIFE programme, developed inpartnership with the Fire and Rescue Service exceeded all projections requiring the number of courses to be increased by 50% to meet demand.

• Pioneering work to understand the reasons behind fear of crime and residents" perceptions of anti-social behaviour has influenced policy and practice.

These - and many other initiatives in which we areinvolved - are helping to transform the lives both of theyoung people and the communities in which these youngpeople live. We look forward to working with more andmore young people and the communities to build on ourachievements in the coming year.

Safe in Tees Valley was formed in 1996 in response towidespread concern about high levels of crime in thearea. From the outset, it focused on bringing agenciestogether, pioneering the 'partnership' approach that hasnow become the accepted model of working in thepublic sector.

Recognition of SITV, and the subsequent growth ofpartnership working, owed much to the organisation'ssuccess in winning £7.5m from the Single RegenerationChallenge Fund. This provided the platform for theintroduction of a range of innovative projects, many ofwhich have subsequently been mainstreamed and arewidely applied.

As SITV grew in stature and reputation, more and moreorganisations approached it to draw upon its expertise todevelop new areas of work. This in turn createdopportunities to develop the range of services that SITVis uniquely placed to provide. With the end of SRBfunding approaching, it also gave it the means togenerate sufficient income to maintain its independenceand continue to further community safety in theTees Valley.

Already constituted as a 'not for profit' organisation, SITVapplied successfully in 2005 to become a registeredcharity, thus placing its position beyond question andopening up new opportunities to secure funding.

Today, SITV has more than 50 full-time staff and anannual turnover in excess of £2m. Its well-proven abilityto provide directly relevant services is greatly enhancedby its close relationships with Cleveland Police andCleveland Fire and Rescue Service. Both organisationsprovide secondees, who contribute specialised skills andexpertise that enable it to aspire to - and achieve - a widerange of highly ambitious objectives.

SITV recognised the major opportunities created in 2000by the launch of the Youth Inclusion Programme (YIP)and commenced managing a series of projects for youngpeople. The portfolio of initiatives has increased steadilyin scope and ambition and we have become the principlenon-statutory supplier of preventative services for youngpeople on Teesside.

SITV's services cater for young people aged from 7-18years, commencing in the junior YIPs and progressingthrough the key developmental stages to assistance forthose entering employment and training.

Funding has been secured from a number of differentlocal and national sources and is supplemented fromprivate funds, grants and trusts. SITV has beenparticularly successful in using basic grants to attract theadditional funds that sustain and enhance its work.

We are proud of our reputation as innovators in our field.The successful initiatives we have piloted include:

• YW4H (Youth Work for Health) – developing national standards for community based health education for young people.

• NEETʼs (Not in education, employment or training) – neighbourhood work based with the most at risk group of school excludees.

• Chlamydia Screening – targeting young people intheir local communities.

• Hidden Harm – new approaches to supporting children of parents with alcohol or drug dependency.

• Targeted Integrated Prevention – co-ordinating a range of agencies to respond to local community concerns.

We have also pioneered the development of mobile youthfacilities to take our programmes to the areas where theyare needed most. Our first mobile unit took to the road in2003 and we currently have four buses offering youth inthe South Tees area a range of multi media, health, sportand issue based activities. Working directly withenforcement partners, such as the Police, wardens andAnti-social Behaviour teams, we can provide a balance ofintervention and diversion to minimise the need forenforcement as a first action.

The Fire and Rescue Service placed a secondee withSITV for the first time in 2003 commencing a closeworking relationship that has developed andstrengthened over the years. This association with SITVrapidly enabled the Service to capitalise on the benefitsof close association with a wide range of partnerorganisations across the area.

Together, SITV and the Service have developed animpressive range of initiatives that make a majorcontribution to community safety provision.Chief of these are:-

Youth Projects

Three projects are currently delivered in partnership, withSITV managing the funding, undertaking Criminal RecordBureau checks and employing sessional staff:-

LIFE - an intensive, 5-day motivation and confidencebuilding programme targeted at young people who havecome to the attention of the authorities. This project iscurrently being expanded to meet with demand.

SAFE - contains the same content as LIFE but isdelivered one day a week over six days.

YOUNG FIREFIGHTERS - an innovative membershiporganisation that attracts a 'mixed' range of young peopleaged between 13-15 years.

Training

For the past two years, SITV has managed andadministered training on behalf of Cleveland Fire andRescue Service to public, private and voluntary sectororganisations. Fire safety, first aid and the specialistrequirements of different sectors are all provided on acommercial basis, with any surplus income distributed toyouth and community initiatives operated by the Serviceand/or SITV.

Community Engagement

A full time secondee placed by the Service at SITV iscommitted to the building of new partnerships to furtherfire prevention. There is a special emphasis on workingwith partners to target !hard to reach" and vulnerablemembers of the community; notable recent successeshave involved work with drug misusers and the frailelderly, and have, for example, promoted alternatives tochip pans and similar sources of high risk in households.

SITV has developed a range of management services tomeet the specific needs of partnerships and partnershiporganisations. These include:-

Staff RecruitmentThe majority of projects require staff to be recruited bypartner organisations for short-term contract work. SITVwill recruit the specialist staff required and employ them,with the responsibilities which that entails, and thensecond them to the partner organisation for the day-to-day allocation of work and supervision.

Criminal Record Bureau ChecksSITV is one of the few independent 'umbrella'organisations operating in the North East that canundertake Criminal Record Bureau vetting of staff.

Human ResourcesThe introduction of increasingly complex employment lawhas created a minefield for smaller organisations whichhave no dedicated HR specialist. SITV has developedtraining packages aimed principally at helping small andmedium sized voluntary organisations introduce policiesto prevent, or manage disputes. The service includesregular reviews to update policies if required.

SITV has drawn upon its vast experience of working with,and across, partnerships to develop a range of servicesdesigned to help local authorities and other organisationscreate safer and stronger communities. The organisationis particularly well placed to disseminate best practiceand promote effective knowledge sharing.

While SITV frequently works with individual organisationsand partnerships, its emphasis is always on theachievement of common goals across the Tees Valley. Itsservices draw upon the area's collective experience,encouraging a consistent approach based on bestpractice to improve services overall.
