Objectives O To reflect the true cost of electricity in the Malaysian energy market by supporting the

removal of subsidies to natural gas for power generation and fuel subsidies for gasoline and

diesel in all situations. This will enhance the financial viability of energy efficiency and

renewable energy.

O To support sound policies that enhance energy efficiency, vehicle fuel economy standards,

reduction in vehicle miles traveled, and other measures as the nation transitions from a net

oil exporter to a net importer.

O To ensure that any new electric planned power capacity additions accurately address the

true cost of capital, operations, and potential liabilities due to upsets

and decommissioning and that the economics new generation capacity is fully disclosed to

the public. Full disclosure will allow stakeholders to provide meaningful input to the process

and result in a more technically and economically sound outcome.

O To open up the transmission grid and implement an open marketplace for electricity,

whereby small, medium, large electricity generators can sell power to the grid if this power

meets quality requirements and is above an established market price referent.

O To develop a regulatory, permitting, and engineering infrastructure in the building industry

whereby minimum energy standards for all new construction, renovations, and modifications

meet strict energy building codes. Minimum energy standards for industrial applications

would also be covered under this provision.
