Stations end Sputnik legal battleby Ed Meza

BERLIN - Commercial broadcastersin eastern Germany have finallyadmitted defeat in their long -runninglegal battle against youth -orientedpublic CHR stationMDR Sputnik.

AC broadcast-ers Radio SAW(Saxony-Anhalt),Radio PSR (Sax-ony) and Antenne Thueringen(Thuringia) had been seeking to takeSputnik off the terrestrial airwavesvia the courts (M&M, May 9), claim-ing that the public station was unfaircompetition because it was broadcast-ing using an illegitimate FM signal.

The three plaintiffs withdrew theirjoint lawsuit the day before the latestscheduled state court hearing inLeipzig, saying the expected costs ofthe case had risen beyond their finan-cial means.

MDR Sputnik, originally intendedto be a satellite -delivered station only,began broadcasting on terrestrial FMfrequencies in the federal state ofSaxony-Anhalt in September last year.

But although MDR obtained legal

authorisation to broadcast Sputnikterrestrially from Halle in the state ofSaxony-Anhalt, it does not have alicence to broadcast to the neighbour-ing federal states of Saxony andThuringia, which the commercial sta-tions claim Sputnik's FM signal noweffectively covers. This, they suggest,is because Sputnik is using a morepowerful regional frequency ratherthan the lower -power local frequencyit was originally assigned.

Officials at MDR, however, insist

that Sputnik is only using a local.fre-quency, and is not breaking the law."A year after MDR Sputnik's [FM]launch in Halle, the strategy of thecommercial stations is collapsing likea house of cards," says MDR director

Udo Reiter. "App-arently, even they[the commercialstations] are nolonger convincedof the validity of

their [legal] claims."Reiter says he was surprised that

the commercial stations had resorted tothe courts in order to beat their publicrival. "Instead of taking us to court theyshould try fair competition in theirattempts to win listeners," he says.

In a press statement, the three com-mercial stations involved in the legalaction said that, although they are notcontinuing with legal proceedings, theystill believe that Sputnik is breakingthe law with its FM transmissions.

MN hopes for return toAmsterdam cable systemby Robbert Tilli

HILVERSUM - A threat by U.S. newschannel CNN to pull out ofAmsterdam's cable TV has givenMTV renewed hope in its attempts toreturn to the Dutch capital's key TV -delivery system.

Like MTV, CNN is unhappy at thehigh fees which Greater Amsterdamcable operator A2000 has introducedfor channels wishing to broadcast oncable, which is by far the most popu-lar form of TV transmission inAmsterdam. The annual fees areunderstood to be as high asDfl725,000 ($362,500) for a 24 -hourchannel such as MTV or CNN.

MTV ceased broadcasting onA2000's system on August 4, becauseof the new fees and also because itwas told it would have to share itsallotted cable channel with two othermusic TV services (The Box and TVNoordzee), effectively reducing itsbroadcasting time to just eight hoursa day.

However, following the threat ofCNN pulling out of the Amsterdamcable system, Dutch broadcastingauthority the APR (which regulates

the country's cable operators) hassuggested that A2000 raises themonthly cable subscription pricescharged to the public in order toremove the broadcasters' fees com-pletely. However, this proposal islikely to meet with opposition fromAmsterdam's city council, which stillhas some legal jurisdiction over thecity's cable system, even though it isnow privately owned.

The decision to allocate just two ofAmsterdam's 26 cable TV channels tomusic TV services (the other channelis occupied solely by The MusicFactory) was taken by A2000 follow-ing advice from the APR. "TMF is farmore popular than MTV," explainsAPR spokeswoman Sonia Ten Meulen.

However, MTV Holland managingdirector Casper Keller argues that "theAPR should not interfere with our 24 -hour format by reducing it to only eighthours a day." He adds: "Nowhere else inHolland do we have to pay to get on thecable. And abroad they actually pay usto be on cable."

In the meantime, MTV has organ-ised a hasty poster campaign aroundAmsterdam bearing the legend"Sorry, We'll Be Back."

Q: Why did you decide to float yourcompany, and why now?A: What I'm interested in is building acompany that will continue to grow. Iwas watching what happened to soft-ware companies who looked at the stockmarket to finance their growth, and Ithought it was the right time to do it.Financially, this option offers a lot ofpotential, and for us it is attractivebecause it will allow us to grow at amuch faster pace than before.

Q: Why didn't you go for the obvi-ous-selling to a major?A: That wouldn't involve building [thebusiness], and I'm good at that. I hadproposals, but working for a majorwouldn't be attractive to me. Of course,I could have made a lot of cash that Idon't need and that I wouldn't knowwhat to do with.

Q: What's your company worth?A: Well know at the end of the process[on September 2] when the company willbe listed for the first time on theFrankfurt stock market, but according tothe lowest estimates from bank analysts

I'm working with, the company is valuedat DM 320-385 million [$188-226m]. Iwill retain some 80 percent of the shares.

Q: Will you hunt for big -nameartists, competing with the majors?A: On the artistic side, I'll be lookingat the bottom line more than ever, soI'm not sure this will be the case.However, I want to build up my artistroster, especially investing in localacts, and buy into labels with goodA&R resources worldwide. I just madea deal with N2K's new label whosepresident is Phil Ramone, with DaveStewart being their first signing. I

have also set up a joint venture withJohnny Wright, who produced theBackstreet Boys and Solid Harmonie.All his new projects will be with usfrom now on. These are the kind ofdeals I'm looking for. We are capable ofattracting these people because we aremore flexible than majors and we haveproved we can deliver.

Q: Aren't you afraid of the effectsof quarterly reports on the compa-ny's share price?A: I'm used to doing monthly reports formyself [...] the only thing that willchange is that our quarterly reports willbe made public. Sometimes you havegood quarters and sometimes you havebad ones, depending on releases, andI've already started to explain that toanalysts, so I'm not too worried. Butagain, I'll remain the main shareholderand I'll deal with that. I have never paidany dividends to myself-I've alwaysreinvested in the company. We might doit, but the major shareholder is not ask-ing for it.

PolyGram boss attacks royalty bodiesby Renzi Bouton

PARIS - PolyGram Disques chiefexecutive Pascal Negre, who is alsopresident of producers' collecting soci-ety SCPP, has called for a generalaudit of all French royalty collectionsocieties, including the SCPP.

Writing in the French daily LeMonde, Negre calls for tighter controlof the societies by the French govern-ment through its financial watchdogCour des Comptes.

Negre argues that "collecting soci-eties have to be at least as transpar-ent as major commercial companies,"noting that "most of them are in amonopoly situation, [...] they are notmarket driven, [...] and they have noshareholder to control them."

Negre'scommentscome at acritical timefor a numberof Frenchcollectionsocieties.Artists' soci-ety Adami iscurrently thesubject of amajor inquiry into itsspending; the finan-cial performance ofmusician's societySpedidam has beenquestioned; and authors' rights soci-ety Sacem has also been criticised forits lack of transparency.

However, Sacempresident Jean -Loup Tour-nier points out that collect-ing societies are consid-ered to be private compa-nies by law, and that the

Cour des Comptes, which only moni-tors public organisations, could nottherefore have jurisdiction over them.

Says Tournier: "It's quite surprisingto hear the head of a multinationalcompany advocating a system whichwould see private companies controlledby a government agency." He adds thatthe French ministry of culture, to whichthe societies are currently accountable,"understands that Sacem is there toprotect creators and has to be managedby the authors themselves."

Tournier says Negre's remarks are"a deliberate attempt to destabiliseauthors' societies who obstruct recordcompanies and the whole entertain-ment and communication industrymore generally. Every capitalist isagainst us, because when we protectauthors, we are in total antagonismwith capitalism. That's the heart ofthe problem."

MNW, S2 in

A&R link -upby Kai Lofthus

OSLO - Stockholm -based MNWRecords Group is set to sign an agree-ment with Oslo's S2 Records whichwill give it an A&R presence inNorway for the first time.

MNW has been established in theterritory since 1995 as a distributor,handling sales, marketing and pro-motion for labels such as 4AD, XL,Rykodisc, Beggars Banquet andMute, but has not been activelyinvolved in local A&R.

But now Jonas Sjostrom, manag-ing director of MNW Records Group,and S2 Records managing directorTerje Engen have agreed a dealwhereby S2 will become an in-houselabel of MNW, and Engen will signlocal Norwegian talent to both S2and MNW.

Engen, who previously headed theSonet label in Sweden and Norway,formed S2 Records earlier this yearafter he left his position as managingdirector of Mega Records in Swedenand Norway, following that compa-ny's decision to terminate its localA&R functions in Oslo andStockholm. Engen subsequently tookMega's Norwegian roster with him toS2, including Midnight Choir,Explicit Lyrics, Dolt Lop, Popiumand Halvdan Sivertsen.

Says Sjostrom of the agreement:"This is a business where personalrelations, knowledge and competenceare crucial. Terje has got both an artistroster and a large contact network."

certain lustre to broadcasting in theUnited States' No. 1 radio market fromwhat is, if no longer the tallest, still themost evocative peak in the city.

For Tom Poleman, programme direc-tor of the Chancellor Media -ownedWHTZ (Z100), America's most listenedto station with a cumulative weeklyaudience of 2.6 million listeners, theanalogy represents a personal careerhigh, a lifetime goal to programme oneof the most influential Top 40 stations inthe country

"I always dreamed of working atZ100 with guys such as [personalities]Shadow Steele and Scott Shannon,growing up and working aroundManhattan," he says. "To work at Z100meant you were at the top of the game,and here we are, transmitting from thetop of the world when the station is real-ly thriving again."

State Building to celebrate the station'srelative longevity and persistent popu-larity, included current staff, former tal-ent and a few hundred listeners. Itreflected, according to Poleman, the"family" feeling on which the station isfounded. "This is a station which oper-ates on synergy," Poleman asserts. "It'sabout empowering the whole staff on acommon vision. No one can claim thatthey led us where we are by themselves.Ultimately, that makes us more power-ful than any other station in the market.We are team -driven."

"I've been at Z100 since 1988," saysmorning presenter Elvis Duran, "andthere has been nothing in my careerthat could possibly top the Z100 experi-ence. Whether it's the ratings-high orlow-the shuffle from one daypart toanother, good shows, bad shows, intensecontract negotiations, shitty studios. It'llalways be my Z100. If you've everworked here, then you know exactlywhat Pm talking about."

Programming adjustmentsWhen Poleman arrived at Z100 in late1996, the station had moved to the leftof mainstream, capitalising on modernrock's burgeoning popularity as a formatno longer embraced only by the under-ground. Along with hip hop, mod rockhad become the new voice of youth,fuelled by the growing presence ofangst -ridden female artists such asAlanis Morissette, Jewel and NoDoubt's Gwen Stefani.

However, the trending of Z100 as amodern -leaning Top 40 station did notseem to capture the enthusiasm ofeither modern rock fans-irritated byTop 40's power rotation persona-orTop 40 fans, who were perhaps alienat-ed by the presence of Pearl Jam andBush when they were looking for hitsfrom Madonna and R. Kelly. Z100'sArbitron ratings dropped consistentlythroughout 1996, to an all-time low 2.5percent share of 12 -plus listeners inAutumn 1996, giving it an overall rank-ing of 18 in the market.

"The move from alternative back toTop 40 was about realigning Z100 toits strongest brand position," saysPoleman, whose first ratings quartercarried the station back to a 3.1 per-cent share. "We returned becausethat's the hole we had always filled. In

the last two years," he continues, "pop-ular music tastes have really focusedback towards the centre. They gothrough cycles: in the early '90s, rockand rhythm music took the format toan extreme. Now, music in the middleis more palatable, with pop -basedmelodies thriving again."

Avoiding the backlash"I think it's important," Poleman says,"for the format to recognise that musictastes are constantly changing, and wemust represent a variety of music stylesto keep backlash away. We're careful notto get into a teen [artist] overload situa-tion. It's great to play a Backstreet Boysrecord, but you need to balance it outwith the other end of the spectrum, likeMarcy Playground. It's vital to keep thatin the mix."

Core artists on the station nowinclude Brandy and Monica, NatalieImbruglia, Fastball, Celine Dion,Aerosmith, Will Smith and PuffDaddy, though Poleman explains:"Top 40 is and always has been asong -driven format. Always beingwilling to embrace a great song is theformat's secret of success. We don'twant to play a song from a familiarartist if it's not a hit."

Z100's "super core" audience, accord-ing to Poleman, is non -ethnic suburbanwomen 12-28 years old. About 47 per-cent of its cumulative listenership is"P1" listeners-those who regard thestation as their primary listening post.Z100's is the highest such percentage inthe market, but Poleman does not allowthat to divert him from keeping a watch-ful eye on the market as a whole. "At theend of the day," he says, "everyone isviewed as a competitor, along with allother media, whether it's TV or theInternet. Anything that's taking timeaway from our core is a competitor."

To combat Web usage, Z100 has atuned -in site, using interactive technol-ogy and online competition facilities.

Bigger is betterWith Z100 a prime property of theChancellor empire, Poleman has onlypositive things to say about the oppor-tunities which consolidation hasbrought to the station. "We're creatingmore and more synergy with the other[Top 40s]. The thing I love about con-solidation and the growth of Chancelloris that it gives us a chance to developout -of -the -box ideas and alignmentswith other stations. We're also a prod-ucts -based company that's willing toinvest dollars into research and to dothe marketing to sell the products."

But finally it comes back toPoleman's core function of programming

what is unarguably a modelTop 40 for the era.

"To be able to sit herewith staff and saywe're the most listenedto station in America isa great feeling foreveryone," Polemanconcludes. "I alwayswant people to remem-ber this time."

Sian Thomas comments that "they've grown up asartists, the 'student' days have gone. Karen and

Shellie are fantastically talented musicians,and," he adds, "they have a long-term vision ofwhere they want to go with their music."

Karen and Shellie agree that the creativeprocess really went up a gear once they got toNew York. 'We wrote loads while we were outthere, including the first two singles," notesShellie. As the follow-up to The IncidentalsMercury have already lined up the waltz -

tinged Going Down, stemming from the sisters'creative flight in the Big Apple.

The sisters are also keen to press their cre-dentials as a live act, and returned to a packedhouse at Dingwalls in London on August 4, atwhich favourites from the first album wereaccompanied by strong new songs such asBarbarella and Resistor. "We have plans for sim-ilar shows in Spain," reveals Thomas. A tour ofthe U.K is pencilled in for November, withEuropean dates to follow early next year.

With touring and promo work mapped outuntil June 1999, the stage is set for the duo tobuild on the debut success which brought theman Ivor Novello Award nomination for I Am, IFeel and Top 40 single placings in no fewer than17 countries, from Germany to Japan andDenmark to Iceland.

"It's important for us to get out to places likeEurope and Japan," says Karen. "With the firstalbum, we proved that we can sing. Now we canpace ourselves a bit better."

The Alisha character they created for theirdebut had developed a life of its own. "We evenmet this lovely lady who had Alisha' tattooed onher bum," says Karen. But the sisters haveclosed that chapter for good.

Karen and Shellie Poole may have killed offAlisha, the character who starred in the songs oftheir first hit album two years ago, but there'sstill plenty of room at the top for Alisha's Attic.

The two sisters from East London, whose1996 debut album Alisha Rules The World(Mercury) went platinum with 300,000 copiessold in the U.K, and which shifted about thesame amount again around the world, are backin business with the new single The Incidentals,lighting up radio playlists across Europe ahead ofits commercial release on September 7. Their sec-ond long player, Illumina, has an October 5 streetdate in the U.K and most of Europe.

With Alisha Rules The World, the emphasiswas on the Poole sisters as protegees of producerDave Stewart. The former Eurythmic is againamong the credits on Illumina, but most of thisimpressively mature follow-up set was producedin New York by Mark Plati, whose credits includeDavid Bowie's Earthling album.

"There was more involvement from us thistime," adds Karen. "It was our choice to workwith Mark Plati, and from the moment we got

Lakatos follows Rieu onthe crossover path

The fertile crossover terri-tory between classicalmusic and instrumentalMOR pop, successfullyexploited by the likes ofAndre Rieu, has found inRoby Lakatos a new kidprowling the block with

his violin case.The Belgium -bas-

ed, Hungarian violinvirtuoso receives a

warm welcome beyond classical music for-mats, and has cracked the MOR and full ser-vice market. Frank De Maeyer, producer atpublic MOR network VRT Radio 1, comments:"Lakatos' music is appealing to a broad audi-ence. His music is different from classicalmusic in the strict sense of the term, becauseit allows us to maintain the rhythm of our[MOR] programming."

Lakatos, top graduate of his class and winnerof the Bela Bartok prize at the BudapestConservatory, moved to Brussels 13 years agowhere he founded the Lakatos Ensemble. Sincethen he has shared the stage with a wide varietyof musicians, including Stephane Grapelli andHerbie Hancock.

"Many people play gipsy music, but I cannotimagine anyone better than Roby Lakatos," saysMichael Fine, VP A&R at PolyGram's classicalimprint Deutsche Grammophon (DG) inHamburg. Lakatos signed a three-year deal withthe German label, which released his debutalbum Lakatos successively in Belgium (22April)-where the artist is already established asa live performer-Holland and France (both 15May). Other European territories, includingGermany, will follow by the end of September.

The album features compositions byBrahms next to songs by Charles Aznavour, aswell as two self -penned pieces. "The remark-able thing about Lakatos is that his music isextremely radio -friendly and appeals to a verybroad audience," explains Carine Prosse, pro-motion manager, classical & jazz, at PolyGramBelgium, who handles DG repertoire inBelgium. Stef Koninckx, PolyGram Belgiummarketing manager, classical & jazz, adds:"Lakatos shows that Deutsche Grammophon ison the lookout for young and talented artists. Ibelieve this will help us to break out of thesomewhat 'elitist' image that is widely connect-ed with the DG label."

PolyGram hopes the artist's concerts atCentral Park and the Carnegie Hall later thisyear will pave the way for a U.S. release ofthe album.

ROCK YOUThe idea might seem like a non-starter, but Look Twice's versionof Queen's classic terrace chantWe Will Rock You (MNW/Sweden) is really rather good.Despite an all -too -familiar chorus the rapped verses areagreeably mock -tuff, underpinned by a low down funkygroove and a commercial production job. "Zero points" fororiginality, but this is programmable stuff all the same.

AIN'T NO MOUNTAINWhitehouse's cover of the Ashford and Simpson pennedgarage anthem Ain't No Mountain High Enough (Reverb/UK)might seem to overshoot its aim a bit, but this is a big, bom-bastic version with some impressively melodramatic vibes,thanks to singer Marlaine Gordon. So far, the track has beenpicked up by specialist radio DJs such as Judge Jules, PeteTong, Neil Fox and Dave Pierce rather than mainstream pro-grammers, but this track could go all the way. The vocal -heavy remixes by Allister Whitehead, especiallythe Zero G mix, should ensure widespread dance -floor action.

SAMPLETASTICSampled almost as often as We Will Rock Youand Ain't No Mountain have been covered,Eric B & Rakim's I Know You Got Soul hasnow been coupled to a wicked 135 bpmragga/garage groove by Trade Secrets(Sidewalk-Airborne/UK). When these styl-istic collisions work, as in Run DMC vs. J. Nevins, the resultsare neck-destroyingly brilliant, and Trade Secrets have donean excellent job. This thumping, upfull track could-andshould-be the next big hiphouse smash.

STRING DRIVEN THINGWith its banks of strings and singalong tune, Tipical featKirnara's Follow Your Heart (New Music/Italy) sounds likefleshed -out mid -'80s synth pop with added Eurobeat. One ofthe tracks that might make it through the blizzard of post -summer releases, and undeniably one that would fit snuglyinto a commercial dance playlist.

FLYING AGAINIn a career stretching back tothe late '70s, DavidCunningham's work has reg-ularly touched that very thinline where art meets com-merciality. The first timeround was with the FlyingLizards' insouciant cover of the Motown classic Money. Morerecently his work as producer of Michael Nyman's music forPeter Greenaway's films, music for dancer Kathy Acker andperformances with John Cage have kept this rugged indi-vidualist busy.

Cunningham's latest collaboration, Artificial Homeland(Piano/UK), with New York -based singer Angela Jaeger, isonce again thinly planted in that middle ground between artand commerce. Cunningham is a master manipulator ofatmospheric, almost mediaeval -sounding electronic music,while Jaeger has a muscular, classical voice and a bag full ofhaunting melodies.

Tracks such as Beyond That Star combine a classic melodywith a rolling piano motif to produce the most fragile type ofbeauty, while the tougher tones of Made Of Sand and The HotDay (with Charles Hayward on drums) owe more to vocal -ledjazz. Not an obvious record, but a profoundly rewarding one.

THE LEVELLERSONE WAY OF LIFEChinaInternational release date: 26 OctoberThis year the Levellers celebrate ten years in thebusiness, and album sales of more than one millionin the U.K. plus anothermillion in the rest of theworld, mainly in Europe.One Way is a long overdue"best of collection whichfeatures three new tracksand no less than 11 formerU.K Top 40 singles. It'squite an eye-opener to seethem all lined up like this,since it is easy to overlookthe commercial potential ofthis band, too often sweptinto a corner as the arche-typal crusty folk punk out-fit. All right, they might run their own "commune -style" studio/living space/office complex in Brightonand pay little reverence to current street fashion,but, images aside, we are dealing with a brand ofmelodic rock songs here which continues to turnheads in the U.K-and increasingly on the conti-nent-and has earned the Levellers a loyal concertfollowing. The band's official fanclub numbers

25,000 members. One Way could carry the Lev-ellers' music to a wider audience. London -basedindie China Records struck an unusual profit-shar-ing agreement with Jive/Zomba for the U.K whichwill enable it to run the first ever TV campaign fora Levellers' release. China and Jive/Zomba shareprofits 50/50. In return, Jive/Zomba will make aminimum of £300,000 available for a series of 30 -second TV spots on U.K. networks. Plans for TVadvertising in the rest of Europe were not con-firmed by China at press time. Outside the U.K.,the album will be distributed by China's long-

standing distribution part-ner Warner Music. Warn-er's video arm, WarnerVisions, will release avideo companion to OneWay on 26 October. Thefirst single off the albumwill be Bozos, a brand newtrack which should be ser-viced to radio as you readthis. Bozos will be at retailon October 5. The next sin-gle (title yet to be con-firmed) is scheduled to fol-low on November 30, to

coincide with the Levellers' 28 -dates tour of theU.K which will run until Christmas. In time forthe festive season, Virgin Books will publish thefirst official band biography of the Levellers.

The Yanks are coming-and theyprobably have a thing or two tolearn. As new opportunities inEuropean commercial radio openup, U.S. radio companies andrelated businesses are establishingtoeholds of various degrees on continental Europe and,to some extent, in the U.K. And they are realising thatall that is great and good in radio may not be confinedwithin the boundaries of North America.

For example, U.S. media giant Clear Channel hasrecently acquired controlling interests in Danishbroadcasters Radio Uptown Copenhagen (hot AC) andnational soft AC outlet Radio 2, augmenting its exist-ing interests in the Czech Republic (Music & Media,Aug. 22). Also, major U.S. broadcast player Emmisowns and operates the Hungarian national pop stationSlager Radio, and has set up a Paris office for "strate-gic and rapid" overseas expansion. Elsewhere inEurope, U.S. consultants are around every corner.

However, after several years of U.S. radio expertscoaching European broadcasters, and attempting tobring added value and "expertise" to overseas mar-kets, it's time for them to learn, if they want toachieve long-term success over here. They mustrealise that many strategies which work-in terms ofprogramming, marketing and training-in the U.S.market might not be applied in the diverse markets ofEurope with the same results.

In the U.S., real cultural diversity is minimal com-pared to Europe, where there are many languages, dif-ferent attitudes towards music and entertainment, anda variety of listening habits. Each European markethas different legislation which has to be interpretedand adhered to. There are also the implications of suchthings as native language music quotas (France) andformat Promises of Performance (U.K.). The list is end-less and is likely to become even more complete as thedifferent European radio markets, some nearing matu-rity and some just starting out, continue to develop.

The U.S. concerns setting up shop in Europe mustdo their homework-and many are applying them-selves to it.

One U.S. executive who recently relocated toEurope told me: "The minute you think you havesomething figured out, suddenly there is anothertwist. There is so much we can learn from local part-ners. It is essential."

There is no question that U.S. radio's expertise,interest, investment and involvement in Europeanradio is very valuable, particularly in developing mar-kets. But, more important than skipping through thelegislative minefields of European radio, the Ameri-cans coming into European radio must-for once-keep quiet and listen and learn from the people on theground in the local markets. They know their audi-ences and markets.

On the airM&M's weekly airplay analysis column

It's that latin tingle which enlivens the Euro-pean Radio Top 50 this week...

Gloria Estefan scores thehighest new entry at number44 with Oye (Epic), due tosupport in Spain, Switzer-land, Italy and Poland. Yetmore latin summer soundsemerge at number 47 withLoona's Bailando (Motor), arecord which has been bub-bling under for a couple ofweeks. Bailando is actually acover of a two -year -old recordby Paradisio (Dance Develop-ment), which was very suc-

cessful saleswise, reaching number 28 in the Eu-rochart Hot 100 Singles for 1997. The newversion by Loona has already been number onefor five weeks in the German sales charts.

At Radio L, Liechtenstein's only radio station,head of music Roland Blum is a big supporter ofthe latin influence. He comments: "The onlyfresh sounds this summer come from latin-in-spired music. As we aim to be the quickest withnew records, for us Loona is already a recurrent.Although we have a German-speaking audience,it was almost immediately well received, becauseBailando really works on radio."

Although Radio L falls under neighbouringcountry Switzerland for promotion purposes,being the only radio station in the country hassome advantages. Half of the total population lis-tens daily, and even Liechtenstein's head of statehas made a jingle for the station. Blum, marriedto a Cuban, likes to expose his audience to latinsounds. He received a specially warm response toAbundida by Coco Loco (Edel) and Corazon Par-tio by Alejandro Sanz (WEA).

Back to the charts, the only other new entry isAlisha's Attic's The Incidentals (Mercury) atnumber 48. The girl pop duo hopes this well -crafted outing will match the success of theirdebut single, I Am I Feel, which reached number12 in October 1996. With 18 new additions thisweek across Europe, most of them in Switzer-land and the U.K., Alisha's Attic are well ontheir way (see story, page 11).

As the Major Market Airplay chart indicates,the U.K. is totally mad on Stardust's MusicSounds Better With You (Roule/Virgin). Quite un-usually, a French record is now on top of M&M'sU.K. airplay chart, and is even breaking its wayinto the overall top 10 at number 9 this week, be-cause Scandinavia is starting to follow the craze.Another project of Stardust's Thomas Bangalteris also gaining attention. The only new entry thisweek in M&M's Border Breakers chart at num-ber 21 is Bob Sinclair's Gym Tonic (Yellow Pro-ductions/East West). With samples of JaneFonda's counting from her aerobic records, thetrack has a high novelty value, and is also doingwell in the clubs because it can easily be mixedwith Music Sounds Better With You. Only avail-able so far in the U.K. as an import track on BobSinclair's album, it was immediately picked upby London's dance station Kiss 100, and is nowalso getting support on some networks in Italy.

Finally, bubbling under the European RadioTop 50 this week are I Want You Back by Cleopa-tra (WEA), Teardrops by Lovestation (Fresh),Bootie Call by All Saints (London), Zora Souritby Celine Dion (Epic/Columbia) and Pilgrim byEric Clapton (Reprise).

Bob Sinclair's Gym Tonic (YellowProductions/Warner) and the rapidlyrising Music Sounds Better With Youby Stardust (Roule/Virgin) have bothbenefited from the trademark Ban -gaiter touch.

While to date Gym Tonic remainsmainly an underground/Ibiza fav-ourite (although it's starting toappear on European radio), MusicSounds Better has made the leap intothe mainstream with surprisingspeed-it's already at number sevenon Music & Media's Eurochart Hot100 singles chart this week, and atnumber nine on the European RadioTop 50 airplay rankings.

"When it was first played during aparty at this year's Miami DanceEvent the reactions were incredible,"says Virgin France head of interna-tional Maya Masseboeuf. "The Roulepeople had 200 white labels whichwere given out to American andEuropean DJs. Specialist radio

inFrance, atleast thosewith copies,got behind thetrack straightaway, and

then nationalFM radio and

clubs in the rest ofEurope fell for it."

Such was the buzzaround Music Sounds Better that inthe two months following the Miamievent demand for promos could notbe met, even after 500 extra vinylcopies plus the first three -track CDcopies were sent out, mainly toFrench clubs and radio stations. ByMay the first bootleg white label 12"singles were appearing aroundEurope, homing in on Bangalter'scult status with both his collabora-tions on one single-Music SoundsBetter on one side, and Gym Tonic onthe other.

While Bangalter's label Roulemight have lost a few hundred insingles sales as a result, it wasthese unofficial promos whichadded to an initial 175,000 -unitU.K. shipment to propel the trackinto the U.K. singles chart.

MacPherson. "We picked it up atthe Miami dance conference inApril when it was at the whitelabel stage," he says. "Right awaywe knew it would work well withour audience. As a result, therewas almost immediate positive lis-tener reaction."

He adds: "From my view, the onlyother track that matches it is BobSinclair's Gym Tonic. If you listen tothose two tracks and Daft Punk,there is an obvious connection thatruns through. Thomas Bangaltermanages to put together a smoothgroove which works on radio."

Music Sounds Better has nowgone silver in the U.K with over260,000 units, staying at number twoon the chart for two consecutiveweeks (it lost out on the No.1 slot toBoyzone by just 6,000 units). On itsFrench home turf; the track current-ly stands at number 18 in the singleschart, with 110,000 copies sold.

Record companies are findingradio advertising more attractivesince the major groups brought theirsales activities in-house, believes IanClasper, operations director for theEmap Radio group's sales unit,Emap On -Air. "There is more flexi-bility and accessibility for them

when the deal isdirect with themedia owner rat-her than goingthrough an ag-ent," he says.

Fm Hazlitt,sales director atthe Capital Radiogroup, comments:"There is a flexi-bility that allowsrecord companies'promotions on ra-

Free FM unveils its 'Liquid Lounge'by Gesa Birnkraut

HAMBURG - The community radiostation Free FM in Ulm, BadenWurttemberg, is to open a unique"listeners' lounge" as part of a tie-up with leading Cologne night clubLiquid Sky, which is taking to theroad with a number of special "Liq-uid Sky" nights in clubs through-out the GSA region.

This weekend (September 4and 5) will see a Liquid Sky Week-

end at Ravensburg's Club Douala.During the two club nights, someof the DJs will appear at ClubDouala, while others will performfrom Free FM's studios. DJs sched-uled to appear include Dr. Walker,Khan and Nik Frost.

There will also be live transmis-sions from the Free FM studio tothe specially -created listeners'lounge, which will also featurevideos and other special effects.The so-called "Liquid Sky Radio

Niteflites" will begin each eveningat 22.00 and run through the nightuntil 05.00 the following morning.

Sabine Fratzke, general manag-er of Free FM, says: "These aregoing to be two very long nightsand short days for all of us, but it'llbe worth it."

Other Liquid Sky Radio Nite-flites are expected to take placewith DRS 3 in Switzerland, ORF'sFM4 in Austria, and Berlin'sRadio Fritz.

"Over the last few years therehave been a lot of arguments as towhy digital radio must come-newservices, better quality, and so on.But the market has proved themall wrong," claims Christoph Lem-mer, a spokesman for Berlin CHRstation 104.6 RTL.

Lemmer argues that the promiseof new services available throughdigital radio (such as traffic infor-mation in text form) has failed tocapture the imagination of existingradio listeners.

"If you want text-traffic infor-mation, whatever-there's a greatsource already out there, and it'sfree. It's called the Internet..." saysLemmer. "[These new digital ser-vices] don't work because theyignore the singular thing thatmakes radio special. If I choose tolisten to radio, I've made a deci-sion to listen-not to watch TV orsurf the Internet. Radio is and willstay an audio medium."

There is also argument over thefuture technical standard for digitalradio. The current DAB (DigitalAudio Broadcasting) standard hasbeen strongly criticised in somequarters of the German industry.Hans -Dieter Hillmoth, vice-presi-dent of the German Association ofCommercial Broadcasters, says thateven with political pressure andheavy investment on the part of thestations, it will take at least 15-20

years to establish a genuine marketfor digital radio in Germany.

"Listeners simply don't want it,"claims Hillmoth. "Most can't hear agreat difference in sound qualitybetween digital and FM. In a car,digital's improvement in audioquality disappears at speeds ofmore than 120 km/h. For Germandrivers, speeding away on theAutobahn, digital radio becomesmuch less attractive."

Hillmoth says that commercialradio stations in Germany haveinvested up to DM500 million ($278million) in digital radio technologywithout, so far, seeing any positiveresponse from listeners.

"Even if digital radio doesbecome successful in the long run,"he says, "the massive investmentof the last few years can notbe recovered."

But even sceptics believe thedigital switch in Germany isinevitable. "The politicians havedecided, and the industry will fol-low along," says Lemmer, "but we[at RTL] have no desire or need tobe the first to go digital."

A cool summer for radio hits?

"It hasn't been a vintage year forsummer hits," agrees Angelo DeRobertis, music director at Milan -based CHR network Radio 105."The three top summer hits withour listeners were undoubtedlyNeja's Restless, Des'ree's Life andBran Van 3000's Drinking In LA."

De Robertis notes that "most ofthese and other strong hits fromCornershop, Smashmouth and LosUmbrellos were all released in thespring, but have actually peakedin airplay popularity duringthe summer."

Across town at AC networkRadio 101, Des'ree's Life also getsthe thumbs up from head of musicRoberto Gentileschi, along withThe Specials' It's You, The Maver-icks' Dancing The Night Away andGloria Estefan's Oye.

"Des'ree's hit was definitely thestrongest this summer in Italy, andThe Specials was being hummed byeveryone thanks to its use in theSolero [ice cream] TV commercial,"says Gentileschi. "Although it was

not a classic year for summer hits,with none that will go down in pophistory, there were still a lot of fresh,up -tempo and punchy songs toplaylist. There are so many coverversions around that it was interest-ing to see that the songs which wentdown the best were originals. Itshows that our listeners are thirstyfor a little more imagination."

Christophe Sabot, group pro-gramme director and head ofmusic at French CHR networkNRJ, says: "There wasn't a short-age of good titles this summer, butthere weren't many surpriseseither-the tracks we playedexpecting to be hits were hits. Wewere the first to play [Celtic rapact] Manau, whose La Tribu DeDana topped the summer charts."

Nicolas Du Roy, programmingdirector at French AC networkEurope 2, considers that "the sum-mer has been very static," in termsof radio activity, but is confidentthat he made the right program-ming choices. Du Roy says Europe2's summer titles were decided inJune-essentially Des'ree's Life,

Eagle -Eye Cherry's Save Tonightand Mousse T Vs. Hot'N'Juicy'sHorny'98-and they proved to be"right on target."

Geoff Holland, programme dir-ector at U.K. rock station VirginRadio, also nominates SaveTonight as "one that worked well-we got on it early and were veryinfluential in breaking it in theU.K." The programmer adds:"Although it came late in the sum-mer, Manic Street Preachers' IfYou Tolerate This Your ChildrenWill Be Next is a gem."

Alain Tibolla, director of theartistic department at nationalFrench full -service station RTL,takes a more upbeat view of thisyear's summer hits than most of hisEuropean counterparts, consideringthat "overall, the music productionthis summer has been very good."Tibolla particularly praises Manau'sLa Tribu De Dana and LouiseAttaque's Ton Invitation. "This sum-mer has a very strong latin flavourand was not boring at all," he says.

"There were the Macarena clonessuch as Luna's Bailando and LosUmbrellos No Tengo Dinaro, whichsound good on the beach after a fewrum and cokes," says Benson. "Butthere were also some great anti-dotes to those types of record,including Fatboy Slim's RockerfellerSkank, which is a great record, andMusic Sounds Better... by Stardust,both of which are radio hits and arenow getting further support on thecontinent from their respectiverecord companies."

Laurent Bouneau, programmedirector of French CHR/urban net-work Skyrock, was another earlysupporter of Stardust (see separatestory, page 1), and is also proud ofhis station's early backing forBrandy & Monica's The Boy Is Mine,and The Beastie Boys' new albumHello Nasty.

At time of going to press, final bids were beingmade for PolyGram Filmed Entertainment(PFE), the PolyGram film and TV production/dis-tribution division which Seagram wants to divestfollowing its take-over of PolyGram. Bids can besubmitted up until September 11, and the currentshortlist of interested parties includes EMI (whichcould link up with former PolyGram chief executiveAlain Levy), U.K media conglomerate CarltonCommunications and the French pay -TV giantCanal+, whose chairman Pierre Lescure hasconfirmed his interest in PFE to OTR.

Meanwhile Rupert Murdoch's media con-glomerate, News Corp., is in negotiations withAustralia's leading indie label Mushroom toacquire a majority stake in the company. NewsCorp. bought 50 percent of Mushroom in 1993 fora reported $10 million. Mushroom chairmanMichael Gudinski, who holds the remaining 50percent of equity, is expected to sell all or most ofhis shares to News Corp. and quit the label hefounded 25 years ago. Mushroom has a strongchart track -record in Europe with acts such asGarbage (signed for the world outside NorthAmerica), Peter Andre and Ash.

Hachette Filipacchi Media, owners ofFrench CHR/urban network Skyrock, are at lastfinalising the sale of the station to unidentifiedbuyers. It is understood, however, that the sta-tion's founder and president Pierre Bellangerwill remain on board after the transaction.

French indie distribution company Night &Day is believed to be up for sale, and has appar-ently attracted the interest of former Virgin pres-ident Patrick Zelnik (looking to complement hisrecent acquisition of indie label Auvidis), and ofMusisoft, the company founded by former SonyMusic France president Henri de Bodinat.

Chris Whatmough, producer at the U.K'spublic CHR station BBC Radio 1, is moving tosister network BBC Radio 2 (MOR/AC) where,amongst his duties, he will produce veteran DJJohnny Walker's new afternoon drive show.

French AC network Europe 2 is expected tochange its music policy shortly, and will put moreemphasis on black music from the late '70s to the'90s. A source at the network believes this genrewill be dominant in the next decade, while inter-est in rock and pop will fade. "It's not a revolution,it's a logical evolution, and we will still be target-ing the same 25-34 demographic," says the source.

We all know that a hefty number of people whowork in the music industry are also football crazy,but few have taken it as far as Swedish indepen-dent label Vibrafon, which has released a wholecompilation album devoted to its local football clubMahn& Mama, Take Me Home To Malmo fea-tures alternative rock acts such as Eggstone andThe Mopeds.

Finally, Xfm/London's new dri-vetime presenter Bob Geldof islearning broadcasting lessons thehard way. On one of his first showsat the alternative rock outlet,Geldof announced that veteranrocker Ian Dury had died, on thesay-so of a caller who telephonedthe station with the "news." Theformer Boomtown Rats front -mansubsequently had to go on -air and apologise toDury and his family after it was established thatDury was in fact still very much alive.
