Household Information Panel
• First contact with household
• Introductory sentences
• Two sections: – Upper section to be completed before
household is contacted– Lower section after household response is
known
Upper section
• The combination of cluster and household numbers should identify a unique household in the sample
• Identifying interviewer and supervisor important to monitor and control fieldwork operation
• Date may be modified according to time of “final response”
Upper section
• Area and region will be customized/adapted to country situation
• Other identification information may be included
• Name of head of household may be known in many cases, depending on the nature of the information on selected households
Lower section
• To be completed after household listing is completed

Household Listing Form
Purpose
• Identify eligible persons for administration of modules and questionnaires
• Obtain information on basic characteristics (eg. Age, sex, household composition) of the survey population
• Obtain information on two child rights indicators, i.e. living arrangements and orphanhood of children
Questions
• Answered by a knowledgeable adult• Start with head of household• List all de jure household members,
obtaining information on relationship of each member to the head, and sex
• Ask/code questions HL5 to HL12 for each household member
• Completed age is sought
Questions
• HL6, HL7 and HL8 to be completed by the interviewer, on the basis of sex and age of the household member – these determine eligibility for child labor module, and administration of individual questionnaires
• Linkage to mother/caretaker, hence the identification of the respondent
Indicators
• Children’s living arrangements: Proportion among children 0-17 not living with a biological parent (MICS Indicator List No.78)
• Prevalence of orphans: Proportion among children 0-17 with at least one parent dead (MICS Indicator List No.75)
Significance and use
• Important indicators especially in countries where AIDS is a serious threat and orphanhood among children is not rare
• Possible to assess whether orphaned children are more disadvantaged with respect to other indicators such as education (however, caution has to be exercised based on number of observations)
Eligibility - HL6, HL7, HL8
• Complete all members, probe for others, and sum the totals for HL6, HL7, and HL8
• These give us, respectively– Number of women’s questionnaires– Number of children age 5-14 for whom child labor
questions will be asked, and their mothers/primary caretakers
– Number of under-5 questionnaires to be administered, and mothers/primary caretakers who will be asked to respond
