The department issued a statement urging traditional surgeons to work with profession- al services offered by the department of health to avoid deaths, some of which are due to dehydration and septic shock which can be handled if care is applied. The 2010 season on initiations was the worst with 419 initiates dying, in 2013, the number went down to over 100 and this is due to measures agreed with traditional leader- ship who through the House of Traditional Leadership agreed on. According to the statement, the family, par- ents and legal guardians have to play a central role to ensure that young men are psychologi- cally and physically fit to undergo initiation. It is important to also ensure that the initiates obtain medical check-ups and also receive proper after care two weeks after the initia- tion as this is a critical time for recovery. “The department reiterates that owners of illegal initiation schools be arrested and prosecuted. Furthermore, focus will be given to the initiation schools in the Eastern Cape, Mpumalanga, Western Cape and Limpopo where there is a high enrolment of initiates,” the statement read. “Going forward, all the stakeholders are ex- pected to play an active role in managing this customary practice. It is therefore important that collective efforts are made to rid initia- tions of bogus schools and commercialization of the practice in the country.” The Deputy Minister launched the initia- tion season in Umtata with the provincial house of traditional leaders and MEC for Tra- ditional Affairs. The Eastern Cape depart- ment of Social Development has provided ve- hicles for all the legal schools in the province to ensure that they have resources. “Suitably qualified, appropriately trained and registered traditional surgeons must be allowed to perform circumcision on male ini- tiates at approved and designated facilities by the appropriate authorities,” said Bapela. Nyandeni’s community services manager,Joe Sikhuni, said the summit’s main objec-tive was to make sure that the municipalitydraft a free basic services strategy and also

traditional and religious leaders to help usidentify indigent community members tobenefit from free basic services,” said Sikhu-ni.He said clear policies, criteria and types of

free services had been tabled at the summit.In order for a household to qualify as indi-

gent, and to benefit from free basic services,the total household income must be less thanR3600 (excluding child support, foster care, dis-ability grants and grant-in-aid).Community Services portfolio head, Fezeka

Mgwedane, said that all 31 Nyandeni wardshave been visited and indigent households reg-istered.“We have identified 3341 indigent house-

holds,” said Mgwedane.Free basic services include basic energy

(50kW), free paraffin or gel for stoves, freerefuse removal for those within urban areasand free basic sanitation.The three-day summit was attended by

stakeholders from various government de-partments, including health, rural develop-ment and agrarian reform, water affairs, lo-cal government and traditional affairs, pro-vincial planning and treasury and economicdevelopment, environmental affairs andtourism.

AMAN (52) was convicted by the But-terworth Regional Magistrate’s Courtand sentenced to four years imprison-ment for attempting to rape his nieceat the Lalini location in Khothi Vil-lage, Dutywa on December 5, 2011.

ANOTHER municipality in the OR Tambosuffered a budget blow when it was unable topay employees’ salaries on pay day.

When Mhlontlo local municipality (Tsoloand Qumbu) employees did not get paid onJune 25, ameeting withmunicipal leadershipfollowed and salaries were paid out on June26.South African Municipal Workers’ Union

chairperson in Mhlontlo, Mphumzi Mqeke,said the municipality was faced with incom-petency in management and it seemed thatthere was a lack of communication withinmunicipal ranks.“We were shocked to realize that we had

not been paid and when we contacted our act-ing municipal manager, Sibongile Sotshon-gaye, he said he had only learnt of the matteron that day,” said Mqeke.

According to him, employees were paid thefollowing day, from theMunicipal Infrastruc-ture Grant (MIG) budget, which was set asidefor the funding of projects.“Now we wonder how these projects would

be sustained when the funds are used to payour salaries. More importantly, we wonderwhat happened to our budgeted salaries,” hesaid.Mhlontlo’s management team consists

mostly of people in acting positions.Employees are saying that themunicipality

would not become stable, until the posts werefilled permanently. Allowances for actingstaff had not been budgeted for and in manyinstances, it is alleged, that two salaries arebeing paid for the same postition.The King Sabata Dalindyebo local munici-

pality suffered a similar fate lastmonth,whenemployees were told that they would not bepaid at the end of the month. Mayor Non-koliseko Ngqongwa intervened and salaries

THE newly elected Premier of the EasternCape, Pumulo Masualle, was requested topaymore attention to the OR Tambo region– regarded as the poorest of the poor – dur-ing his tenure in office.

This was on the agenda during a congrat-ulatory function for the premier, hosted bytheORTambo business community and theOR Tambo District municipality, at the Sa-voy Hotel in Mthatha recently.The premier was also urged to continue

to visit and pay specific attention to theplight of business people of the OR Tamboregion. Members of the business communi-ty pledged their support for the premier andthe municipality and promised to work to-gether to solve problems in the region. THE Chairperson of the House of TraditionalLeaders in the Eastern Cape Legislature, Nko-si Ngangomhlaba Mathanzima, had called onnational government to provide more supportin endeavours to curb the death of initiatesin the Eastern Cape.

Inkosi Matanzima was speaking during theprovincial initiation launch in the WaterfallPark community hall in Mthatha. He said gov-ernment needed to allocate a budget for tradi-tional councils, in order for traditional lead-ers to establish traditional institutions in anattempt to fight the number of initiate deathsin the mountains.

“These institutions should report backquarterly on plans and progress in the fight

against initiate deaths. Circumcision had tobe included in every agenda, even outside ofinitiation season. Such institutions must takefull responsibility in their different areas.Headmen must also play a vital role in termsof assisting these institutions. Committeemembers should teach abakhwetha (initi-ates) about the reasons for circumcision,while elder men should tell the abakhwethawhat is expected of them,” he said.

He also said there was a need for additionalvehicles during season.

Matanzima disputed the belief that womenhad no part to play in this custom. He stressedthat there was a role for women in this cus-tom, since boys visit their mothers beforeleaving for initiation.

“It is our responsibility as traditional lead-ers to retain the custom’s dignity. Traditional

surgeons and traditional nurses must respectthe custom, and they must stop sleepingaround and getting drunk in the season,” saidMatanzima.

He said initiates must be provided with wa-ter in the mountains and that beating the ini-tiates should be stopped, since initiateschools were schools of Ubuntu.

“Not even one initiate should die or end upin hospital.”

He called on traditional leaders to visit cir-cumcision schools on a regular basis.

The Deputy Minister for Cooperative Gov-ernance and Traditional Affairs, Obed Bape-la, vowed that he would speak to his ministerto look at the request of Ngangomhlaba.

“Let us eliminate illegal schools and bogussurgeons. Boys should also be screened be-fore undergoing this custom,” he said.

INITIATION keeps claiming lives in theKing Sabatha Dalindyebo (KSD) area, de-spite the recently launched Initiation Pro-vincial programme to prevent deaths in ini-tiation schools this winter.

At least two boys (17 and 18) had alreadydied in the KSD area, owing to botched cir-cumcision rituals.

The two incidents follow the recent deathof a boy in Elliotdale, which resulted in gov-ernment departments and traditional lead-ers joining hands to convey a strong mes-sage regarding this custom.

According to a Department of Local Gov-ernment and Traditional Affairs official,

Welile Jack, 11 initiates had been rescuedin Bizana at the Nikhwe locality and an In-gcibi (traditional surgeon) had been arrest-

ed. He said a female traditional leader hadbeen warned by police for building the ille-gal school.

Jack said an Inkosi had been distributing

illegal registration forms and were sellingthese for between R20 and R80.

According to him, six task teams from theDepartment of Local Government and Tra-ditional Affairs had been deployed in thedistrict and Metro municipalities, to moni-tor the situation and to intervene whereneccesary. “The teams were dispatched onJune 23 and will be active until the end ofthe initiation season, in Alfred Nzo, Amath-ole, Buffalo City Metro, Chris Hani, JoeGqabi, Nelson Mandela Metro and OR Tam-bo.

“Teams are working in close cooperationwith the SAPS, Health, Traditional Commu-nity forums, the Department of Education,Municipalities, traditional leaders andcommunity,” said Jack.

ONE of the oldest institutions for Afri-cans in Southern Africa, St John’s Col-lege of Education, celebrated its 135thbirthday last week.

The event was graced by former stu-dents who had made a name for them-selves as prominent leaders likeNafcocsecretary, Andile Nontso.St John’s Principal, Zolisa Magaqa,

said the school was established 135years ago, for black students by mis-sionaries.“Bishop Callaway, who founded the

school, felt that blacks shouldn’t onlyreceive general education, buthad tobe

able to attend an institution focusingon mathematics and science,” saidMagaqa.He said the birthday celebrations

were held to thank God for being withthem throughout the years and for giv-ing them the strength to keep St John’slamp burning.“We are also here to pledge that we

would continue with the vision of de-veloping the school into a 21st centurymodel and beyond,” he said.St John’s diocese Anglican church

Bishop Sithembele Mzamane, who alsostudied at St Jonh’s, said there werevery few girls at the college back then,and the school was excelling at sport,rugby in particular.

“We were the best when itcame to rugbyandbefore ourgames, we would go underthe Eagle image at the en-trance and ask for strength

and victory,” said Mzamane.The Eagle has been the school em-

blem for many years with the school’smotto being, “Rise like an Eagle andshine like a star”.St John’s College had received many

accolades nationally and internation-ally and boasts excellent matric re-sults.Former student, veteran Mda Mda

(91), started his Grade 1 at St John’sCollege in 1929. “This is indeed a greatday, but I am not happy with the stateof Mthatha or that of the province. Weseem to always end last,” said Mda.“The solution lies within us all, as

citizens of the province, to invest andplough back into the area,” he said.

Gomoshe will be launching her first al-bum, ‘Kumnyam’elizweni’ as a solo artist thiscomingSaturday, July 5, at theAll Saintshallin Mthatha.“I started singing gospel in 1996 with the

Kuyasa gospel group, which belonged to myfather, PeterGomoshe.Ever since joining thegroup, I knew I wanted to sing on my ownone day,” said Gomoshe.She said an opportunity to record her own

album presented itself in 2012, but that, ow-ing to the challenges in the music industry,she had to think it through before proceed-ing.“I had to be sure I would be able to manage

my job, my family and my fans. So last year,I made the decision and the recording start-ed,” she said.Gomoshe recorded with MOM Music,

based in Durban and out of the 10 tracks onher debut album, she said track 5 was her fa-vourite.“‘Injongo Yam’ is clearly talking about

what I have been through in life and regard-less of such challenges, my objective neverchanged and has remained to praise God allthe time.”The albumhas been released, but is not yet

available in music stores. Her Manager, Lu-vuyo Mvunge, said it would be on storeshelves soon after the official launch.“We did not want to put the CD’s in the

stores while the artist is not known, so we

had to first introduce her to the public,” saidMvunge.The launch will start at 12h00 till late.Tickets will be available at the door from

R50 for adults (including a free CD). Ticketsfor children cost R20.

THE Methodist church of South Africa inNgangelizwe, last weekend donated groceriesandmattresses to five destitute families of theNgangelizwe Society Church under ReverendAndile Mbete.

This initiative was among many projectscarried out by the church’s forum, ChristianCitizenship Service (CCS), which is responsi-ble for assisting destitute families.CCS secretary, Nombeko Somane, said the

forum was there to raise funds and to assistdestitute and sick communitymembers,with-in the church and outside.The two family members, benefitting from

the donation, weremembers of the church, andwith the help of the ward councillor, thechurch identified threemore families from thecommunityCCS handed over carpets, mattresses, gro-

ceries and a cash amount of R300 to each fami-ly.One of the beneficiaries, Nonzwakazi Bonga

(39), who is a mother of three, could not hideher excitement when she accepted her pack-age.“This is a big day for me and I thank God

for leading the church to do such wonderfulwork.”She said she knows that there were many

destitute families out there and that thechurch could have chosen any other family.
