FOREWORD
MSME- Development Institute, Jaipur is dedicated to render the services forthe development of MSMEs in Rajasthan since 1958. Institute functions in closecoordination with the State Government in this endeavor and to implement variousprogrammes & policies formulated by the Govt. of India.
Annual Performance Report for the Year 2014-15 includes the importantprogrammes and activities organized by the Institute during the Year 2014-15. It isto mention here that this Institute has organized 64 ESDPs, 15 EDPs, 12 MDPs, 43Workshop Based Skilled Development. Programmes, 55 Industrial MotivationCampaigns, 02 NVD~s, 10 SVDPs and 12 Special programmes on various topics;02 Product Certificaion, 04 Bar Code, 02 Energy Efficient Technology, 0 IPackaging for Export, 03 Awareness Programme on Quality Management System& Quality Technology Tools under TEQUP Scheme. During this financial year,12 industrial profile has been updated.
21 Units were reimbursed subsidy for ISO-90001l4001 certification, 24 unitswere provided Bar Code subsidy, 18 Units benefitted under TEQUP Scheme. 47MSMEs participated and 84 MSMEs were paid subsidy for participation inInternational Trade Fair/Exhibition under MSME-MDA Scheme. Applications of01 association was forwarded to Head Quarter under International Co-operationScheme. Activities related to registrationlimplementation ofMSE-CDP and NMCPwere also undertaken during the year 2014-15.

INTRODUCTION
1. lNTRODUCTJON
MSME-Development Institute, Jaipur is the field Office of Ministry of
MSME, under % DC (MSME) in the state of Rajasthan for promotion and
development of Micro, Small & Medium Enterprises by extending various
policy promotion measures, programmes and schemes formulated by the
Ministry.
Major Services Rendered by the Institute is as under;

The Focus area of the institute is to sensitize & implement the MSME
schemes i.e. MSE-Cluster Development Programme, National
manufacturing competitiveness programme schemes etc.
In addition to above, the Institute reorients its activities in accordance with
the policy initiatives taken by the Ministry of MSME, Government of India
form time to time for promotion and development of MSMEs.

About the State
Rajasthan is the largest State of Indian Union, covering an area of 3.42 lakh
Sq. Kms. Rajasthan is situated in the north - western part of the Indian
Union (23°30' and 30° ]2') North latitude and 69° 29' and 78° 17' East
longitude. It constitutes about 10.4] percent of the total area of the country
and is situated in the north western part of the country sharing geographical
boundaries with the State of Punjab, Haryana, Uttar Pradesh, Madhya
Pradesh and Gujarat. It also has long international borders 1070 Kms. with
Pakistan. It is a diverse State. The region of the west and north-west
comprising 12 Districts spreading in 61.11 percent of the total area is either
desert or Semi desert which forms the Great Indian 'THAR' Desert. The
state receives deficient rainfall and normally experiences drought conditions.
Rich cultural and historical heritage of the State gives it the status of
Country's most attractive tourist destination. In respect of minor and major
minerals combined, State enjoys the status of second richest states in the
country. The state is the leading producer of oil seeds, spices, Guar and
Maize. High production of milk has resulted in rapid growth of organized
modern dairy sector. Rajasthan has been one of the favourite destinations in
India for both domestic and foreign tourists.
The oil exploration in the western 'THAR' region of the state has opened up
new vistas for establishment of units based on the Petrochemical and allied

2. INFRASTR(TCTU~E FACILITIES AT THE INSTITUTE
2.1 Land & Building
The Institute is located at 22 Godown Industrial Estate, Jaipur on
the plot of land measuring 8672.61 sq. Meters, with the covered
area of 3300 sq. Meters. The main building was constructed in the
year 1991, keeping in view the requirement of the industrial
training, a central workshop has also been established to cater the
growing demand for job work and training.

Institute has also the facilities of a Central Workshop equipped with
CNC Wire cut, EDM Vertical turning, Vertical Surface grinder &
Tool Cutter Grinder etc. for providing CFS for the manufacture of
products tooling & spare part required by the industries.

2.3 The Human Resources:
The Institute is presently functioning under the overall
supervision of the Director & other officers as division heads in
position are as per the details appended below:
1. Dy. Director (Mech.) looking after Mechnical Division, Ancillary
Division, Coordination of MSE-CDP and various components of
NMCP like Bar Code, Design Clinic, TEQUP, IPR, Lean,
QMS/QTT, TREAD, ICT, Coordination of Reimbursment and other
work related to ISO 9000/14001, HACCP, ISO 18000/22000/27000,
Product certification & Bar Code, work regarding to National
Awards and work related to NVDP.
2. Dy.Director (E.l.) looking after Economic Investigation Division,
ar.d Coordination work of the Institute etc.
3. Dy. Director (Chemical) looking after Chemical division, G&C,
IMT Division,coordination of ESDP programmes, Work related to
RII, Library, MDA, RGUMY, Food Division, WI~, RII(CPIO)
and some components of NMCP i.e. IPR, MA TU, SEMD of SMEs
through Incubators etc.
4. Asstt. Director (Met.) is looking after Metallurgy Division, Incharge
& MSME-TS.
The overall coordination was under the guidance of Director in order
to ensure that all the activities, either training programmes or special
programmes, evenly distributed for the betterment of the state.

4.1 Entrepreneurship Development Programmes:
The Institute is focusing for development of MSMEs in this
region by motivating the educated unemployed youths towards
self-employment. Institute organized most of the ESDPs & EDPs
for weaker section, SC/ST. ESDPs on Food Processing ,Building
Testing Material , Leather items, Refrigertor & AC Repair,
Readymade Garment Manufacturing, Rexene Bag & Fancy Items,
Electrical Gadget Repairing etc. at various locations in the state.
34% of the ESDPs are on workshop based, to equip the youth with
some machining work.
The Complete details of programmes like ESOPs, EOPs & MOPs
organized by the institute under Govt. section & other programmes
under the PD Alc during the year 14-2015 are given below.

3. Enterpreneurship & Skill Development Programmes (ESDPs)
In the year 14-15 MSME-Development Institute Jaipur
office is received a target of 64 no of Entrepreneurship & skill
development programes for different categories both workshop and
non-workshop base; out of these 64 programmes, institute
organized 22 no of programme workshop base and remaining 42
non workshop base. This office completed its target in no of
training programmes and total of 1517 no of participants benefitted
from these programmes;

4. Industrial Motivational Campaigns:
MSME-Development Institute, Jaipur received a target of 65
no of Industrial Motivation Campaigns during the year 14-15.
These programmes were categorized under various cateogories;
these were conducted all over the state for motivating the youths
and perspective entrepreneurs for self employment. Total 4092 no
of participants attended these programmes and benefitted from

5. Workshop Facilities
Common facility Services are available in the Institute' s Workshop
at Jaipur. Some of the important services rendered by the workshop
are; CAD/CAM Training, Training in CAD COMPUTER LAB. On
Software i.e. AutoCAD, CATIA, PTC Creo and CAM Trainings
using CNC Machines like CNC Turning Centre (HMT Pushkar
200), HMT Vertical Machining Centre (VMC-400) Electronica
WireCut Machine and EZNC Spark erosion ,(Skill development
Training in the Trade of Turning, Milling and Manufacturing of
Jigs, Fixtures and Dies) The total revenue earning of the Workshop
was Rs. 14,19,492/- against the target of Rs. 5.5 lakhs. The Central
Workshop earned revenue of Rs. 2,84,992/- from Common facility
services and Rs. 11,34,500/- through SDP Trainings on Specialized
CAD/CAM Training in Computer Software and CNCs Machines

6. MSME-Testing Station, Jaipur
MSME- Testing Station is achieved its self sufficiency level of
217.63% during the year. Total revenue earned by the testing
station is Rs. 72, 62,235/- against the total expenditure of Rs. 33,
36,821/- for the year 14-15.
7. District Industrial Profile of the Rajasthan state
During the year 14-15, Institute had updated 12 no. of district
industrial profiles of Tonk, Sawai Madhopur, Karauli,
Bharatpur, Dungarpur, Jodhpur, PaJi, Rajsamand, Udaipur,
Churu, Ajmer and Dholpur districts.

8. Vendor Development Programmes
MSME-Developoment Institute, Jaipur organized total No.of
10 SVDPs and 02 NVDPs at various place in Rajasthan State,
list enclosed at annexure-7. About 45,537 Inudusrialists &
Deligates participated and benefited from these Exhibition &
Buyer sellers meet, during these programme the business &
enquiry generated of amounting Rs. 21.00 Crores. The reports
of these programmes are annexed at 8-21.
9. ISO-9000/140001 HACCP Certification of Units:
Total 21 MSME units get benefitted from the reimbursement
of ISO-9000 certification during the year 14-2015. Total of Rs.
10,03,575/- for general category & 29,958/- for TSP Category

11. Activity of the library:
During the year 14-15 we received sanction ofRs. 50000/- from
DC(MSME), New Delhi from this amount Institute not
purchased any Hindi/English Books and Furniture, Only Rs.
3890/- spent on News Papers payment out of Rs. 4000/- .
Further we received a additional sanction of Rs.One lakh on
lyh March, 2015 for library, but not purchased anything from
additional sanction.

12. Activities under NMCP scheme
The following programmes were organized by the MSME-DI
Jaipur under the NMCP scheme during the year 14-15.

l. Four awareness programmesl Seminars were organized on Bar
Code at Jaipur, Abu Road, Banswara and Jaipur, Total 185
participants benefitted from these programmes. Total Revenue
earned as participation fee is Rs. 13,5GOI- whereas total

2. 20 no. o,' units were befitted for one time registration feesamounting to Rs. 4,17,375/-.
3. 24 no. of units were benefitted for Annual recurring fees andtotal of Rs. 2,91,613/- were reimbursed.

B. QMS 1 QTT
1. Three Awareness programme on QMS/QTT for technology up
gradation under the QMS/QTT of NMCP scheme were
organized by this institute at Ajmer, Jaipur and Rajasmand.
Total 137 participants were benefitted from tJ.ese programmes.
c. TEQ UP Scheme
1. Two awareness programmes on Product Certifications were
organized at Jaipur for Plastic Components Manufacturers and
General Engineering Products Manufacturers respectively. Total
110 participants were benefitted from these programmes.
2. Two awareness programme on Energy Efficient technology had
been organized at Pali and Alwar. Total 115 participants get
benefitted from these programmes.
3. Eighteen unit got reimbursement of Rs.19,96, 377/- for National
and International certification under TEQUP scheme of NMCP

14. MSE Clusters and the Perspective for their Development
According to UNIDO, a cluster can be defined as a sectoral andgeographical concentration of enterprises, faced with commonopportunities and threats which can give rise to externaleconomics, favour the emergence of specialized technical,administrative and financial services and create a conduciveground for the development of the inter-firm cooperation amongpublic and private local institutions to promote local production,innovation and collective learning. The presently adopted approachfor cluster development consists of drawing lessons from theexperience of successful clusters and then implicating themthrough building up of local capabilities with the activeparticipation of various cluster actors lik ~ Micro/SSI units,"Industry Associations, business Developmer t Service Providers,Policy Markets etc. The process of cluster development usuallyconsists of the following steps:
1. Selection of cluster.2. Selection of Cluster Development Agent.3. Diagnostic Study.4. Preparation of Action Plan for interventions5. Approval of the project and release of funds through
leveraging.6. Implementation of trust building between Cluster Actors and
Development Agent.7. Monitoring and Evaluation8. Self Management Phase.

International experiences, show that small firms are unable to facecompetitive pressures because of their isolation and ineffectivelinkages with relevant support organization and commercialservices providers, whereas the cluster of MSMEs bound togetherin strong and dynamic networks and relaying upon strong linkages

In. Institutional support to other Hgenci~s.
MSME-DI, Jaipur is providing all necessary services and support
to the MSMEs, in close liaison with Sate Commissioner of
Industries and DICs by organizing various development
programmes like EDPs, Seminars, and Workshops etc. To have
close liaison with DICs, Institute has nominated one Officer of
the Institute for each DIe. The designated officer generally
attended Task Force Committee Meetings. In addition, MSME-
DI also keeps coordination with the Industrial Promotional
Agencies in the State like KVIC, RBI, NABARD, NSIC, RSIC,
SIDBI, BIS, KYIB, RIICO, RFC, RUDA and various NGOs and
Industries Associations for development ofMSMEs.
17. Participation in International Trade Fairs
Units in the small scale sector get an opportunity for exhibiting
their products in the International Trade Fairs and abroad by way
of displaying their products through the efforts made by the
officers of MSME-DI Jaipur. In such exhibition, MSEs not only
get an opportunity for exposure of their products but also know
latest development and the trends in the manufacture of the items
and the requirement of foreign buyers. 47 applications were
forwarded to Head Quarters for International Trade
Fair/Exhibitions during the year 14-15 and total Stall Charges Rs.
1818450.00 received during this year from participating units. 37
No. of units got air fair subsidy payments under SSI-MDA
scheme during 14-15 amounting of Total of Rs. 911470 and 47
units were allowed stall subsidy of Rs. 4876832.00 one proposal

1. General state of MSMEs in the state Jurisdiction:
Central & State government is providing the support for
the growth of MSMEs in Rajasthan. The impact of the
same is indicated by growth of MSMEs and contribution
by this sector. Some of the main sector of the MSMEs in
the state is Gems & Jewellary, Textiles & Garments,
Handicrafts, Automobiles, Carpets, Minerals and various
stone industries and agriculture are the main sector of
growth. These sectors contributed in the large extent to the
state economy. Performance of the industries in the state is

MSME-Development institute, Jaipur organized one day Awareness Campaignon QMS/QTT under NMCP Scheme in collaboration with Foundation ofCluster Industries Jaipur and Foundry Owners Association Jaipur "EnablingManufacturing Sector LO be Competitive through Quality ManagementStandards and Quality Technology Tools (QMS/QTT)" in Jaipur on dt.02.0l.2015.
The objective of he programme was to sensitize the entrepreneurs andmanagerial staff of micri and small enterprises on Quality Management andQuality Technology Tools so as to manufacture quality products which wouldacceptable to the customers in domestic as well as global markets. Qualitysystem so developed and practiced within the organization would be able toenhance productivity and conducive internal and external working environmentof the organization. Micro and small enterprises would prove their technologicaland managerial competency in such competitive domestic and world markets.
Inaugural session of the programme took place on dt. 02.01.2015. Thechief guest Shri Prem Bhatia President Foundry Owners Association Jaipur inhis inaugural speech emphasized the need and importance to implement thequality tools and practice the quality control management. He stated problemswhich most of the foundry units were facing. These were: wastage of energy,loss of manpower days, poor chain supply system, application of traditionaltechnology, overheads etc. All these factors altogether were causing productionof goods of undesired quality. He expressed his happiness over organizing theprogramme for creating awareness on quality assurance for higher productivity.Shri M. K. Meena Deputy Director (Chern) MSME-DI Jaipur welcomed theguests and participants. He explained the objective of the programme. In hisspeech, he underlined the need to adopt various tools and techniques of qualitymanagement practices in foundry units to overcome the problems being facedby the MSEs. Shri Satyavir Singh Project Coordinator, Foundation of MSMEClusters, Jaipur spoke about value addition to the commodities by practicingquality management system in the manufacturing enterprises. Technical sessions were chaired by Shri Prem Bhatia President FoundryOwners Association Jaipur. The guest faculty Shri S Rajasekaran, Consultant,Mis Feather India, Faridabad, explained the concept, need, and importance ofadoption and practicing Quality Technology Tools (QTT). He further statedabout the variou-s standards like EnMS, ISMS, 7QC Tools, 6Sigma, 5-S, &KAIZEN. Shri Amit Lunia, Consultant, QSS, Jaipur, explained how to makeMicro and Small Enterprises competitive through QMS. Shri M. K. MeenaDeputy Director (Chern), MSME-DI Jaipur explained about the NMCP Schemeand salient features of the component on QMS/QTT. Session was opened fordeliberation with participants. In summing up, the chairperson stated thatadoption of QMS and QTT would only enable the industries to succeed in thecompetitive world market by producing quality products at low price bycreating and adding continual value addition to the products and systemprevailing in the industries. He concluded the programme stating that foundryindustries had to play important role in creating strong manufacturing base.Product diversification, product development and technological developmentcould be attained only through quality system for business development andsustenance. The programme concluded with vote of thanks proposed by ShriSushil Kumar Assistant Director (IMT) MSME-DI Jaipur.

MSME-DI,Jaipur conducted one day State level Vendor DevelopmentProgramme in the Association Hall, Sitapura Industries Association, SitapuraIndustrial Area, Jaipur on dt. 20.02.2015. The programme was organized inassociation with Sitapura Industnes Association, Jaipur. The objective of theprogramme was to create awareness amongst central Govt. Departments/CPSUsand MSEs about Public Procurement Policy 2012 so that large enterprises couldprocure minimum 20% of annual requirement of their storeslinventories fromMSEs and on other hand MSEs could avail of their market opportunities.
During inaugural session, Shri M. K. Meena Dy. Director (Chemical) MSME-DI Jaipur, in his presidential speech, explained the roles and functions ofMSME-DI Jaipur and various schemes on market support to MSMEs. ShriRajiv Dewan President, Sitapura Industries Association, Jaipur welcomed theguests and participants. Shri M. C. Mathur Assistant Director (IMT), lYlSJ\1E-DIJaipur explained the objectives of the programme.
Technical session was chaired by Shri M. K. Meena Dy. Director (Chemical)MSME-DI Jaipur. Shri Sushi I Kumar Assistant Director (IMT), MSME-DIJaipur explained the salient features of the Public Procurement Policy 2015.Shri R.N. Meena Deputy General Manager, North Western Railway, Jaipurexplained the procurement procedures of the stores/inventories through e-tendering by the Railway. He mentioned the list of stores required. ShriAbhishek Jain Assistant General Manager BSNL Jaipur explained theprocurement procedure of the store being practiced by the BSNL. Shri KushalRai Manager (Commercial), Hindustan Salt Ltd Jaipur explained the steps andformalities of procurement of stores/inventories by his firm. Shri D.K. STATE LEVELVENDOR DEVELOPMENT PROGRAMME

MSME-DI, Jaipur conducted one day State level Vendor DevelopmentProgramme in the Association Hall, Sudershanpura Industries Association,Sudershanpura Industrial Area, Jaipur on dt. 03.02.2015. The programme wasorganized in association with Sudershanpura Industries Association, Jaipur.The objective of the programme was to create awareness amongst central Govt.Departments/CPSUs and MSEs about Public Procurement Policy 2012 so thatlarge enterprises could procure minimum 20% of annual requirement of theirstores/inventories from MSEs and on other hand MSEs could avail of theirmarket opportunities.
During inaugural session, Shri M. K. Meena Dy. Director (Chemical)MSME-DI Jaipur, in his presidential speech, explained the roles and functionsof MSME-DI Jaipur and various schemes on market support to MSMEs. TheGuest of Honour Shri Shantilal Kothari, President, Laghu Udyog BhartiCentral Chapter Jaipur highlighted the problems and issues being experiencedby the MSEs. He expressed his pleasures on such programme which wouldbenefit the MSEs a lot in exploring their market with central government officesand CPSUs. Shri Deo Kumar Godika, President, Sudershanpura IndustriesAssociation, Jaipur welcomed the guests and participants. Shri M. C. MathurAssistant Director (IMT), MSME-DI Jaipur explained the objectives of theprogramme.
Technical session was chaired by Shri Sanjeev Dhawan, Secretary, LaghuUdyog Bharti Central Chapter Jaipur. Shri Sushil Kumar Assistant Director(IMT), MSME-DI Jaipur explained the salient features of the PublicProcurement Policy 2015. Shri M. L. Gupta Executive Engineer, PHED, Govt.Of Rajasthan, explained the procurement procedures of the stores/inventoriesthrough e-tendering. He mentioned the list of stores required by the department.Shri R. K. Sharma, Executive Engineer, JVVNL, jaipur explained theprocurement procedure of inventories being practiced by the Rajasthan StateElectricity Board. Shri N. K.
