INTRODUCTION AND PROJECT DESCRIPTION

1.1 Introduction M/s Sweta Estate Pvt. Ltd. has proposed a housing Scheme at Sector-48, Gurgaon-Sohna Road, Haryana. The project has been recommended by State Expert Appraisal Committee (SEAC). This Project has obtained its Environmental Clearance from Ministry of Environment & Forests (MoEF), New Delhi, with the EC No. 21-563/2006-IA-III on April 10, 2007.

1.3 Purpose of the Report

This report is supposed to submit after every six month as per the conditions stipulated in Environment Clearance Order. The Environmental assessment has been carried out to verify:

i. That the proposed project has not any adverse effect on the project site as well as its

surrounding. ii. That there is compliance with the conditions stipulated in the Environmental Clearance

Letter. iii. That the Project proponent is implementing the environmental safeguards in true spirit. iv. The non conformity in the project with respect to the environmental implication of the

project. v. That the project proponent is implementing the environmental pollution mitigative measures

as suggested in approved Form-1 and Form – 1A, Environmental Management Plan and

Building Plan.

ADHERENCE TO SPECIFIC & GENERAL CONDITIONS OF ENVIRONMENTAL CLEARANCE

Part A: Specific Conditions I. Construction Phase

i. Necessary approval of the state forest department shall be obtained before commencing construction of the Project.

We have obtained approval of forest department for construction of the project.

ii. All required sanitary and hygienic measures should be in place before starting construction activities and to be maintained throughout the construction Phase

iii. Soil and ground water sample will be tested to ascertain that there is no threat to ground water quality by leaching of heavy metals and other toxic contaminants.

Soil and ground water samples are being monitored regularly. We assure that there is no threat to ground water quality by leaching of heavy metals and other toxic contaminants.

iv. A First Aid Room will be provided in the project both during construction and operation of the project.

A first aid room at the site is provided and to be used both during construction and operation phase of the project.

v. Adequate drinking water and sanitary facilities should be provided for construction workers at the site. Provision should be made for mobile toilets. The safe disposal of wastewater and solid wastes generated during the construction phase should be ensured.

vi. Disposal of muck, during construction phase should not create any adverse effect on the neighboring communities and be disposed taking the necessary precautions for general safety and health aspects of people.

Proper collection and disposal of waste was done during construction such as metal cuttings debris, plastic packing material, wooden logs etc.

vii. Diesel power generating sets used during construction phase should be of enclosed type to prevent Noise and should conform to Environmental (Protection) act 1986, prescribed for air and noise emission standards.

In construction phase D.G. Set were installed and kept in Acoustic enclosure and using low sulphur diesel.

viii. Ambient noise levels should conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase.

Ambient Noise level and Air quality monitoring were carried out in defined monitoring locations and result enclosed as Annexure-1.

ix. Vehicles hired for bringing construction material to the site should be in good condition and should have a pollution check certificate and should conform to applicable air and noise emission standards.

Vehicles hired for bringing construction material are in good conditions and have valid PUC certificate.

x. Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water.

No hazardous waste was being generated during construction phase only waste construction materials were left which were used again in construction work and rest is safely disposed of without any contamination to water courses

xi. Any hazardous waste generated during construction phase, should be disposed off as per applicable rules

There was no hazardous waste generated during the construction phase.

and norms with necessary approval of the Haryana state Pollution Control Board.

xii. Regular supervision of the above and other measures for monitoring should be in place all through the construction phase to as to avoid disturbance to the surroundings.

xiii. Legal Action shall be taken under Environment (Protection) Act, 1986 if it was found that construction had started before obtaining Environmental Clearance.

II. Operation Phase

Diesel power generating sets proposed as source of black up power for lifts and common area illumination should be of “enclosed type” and conform to rules made under environment (protection) Act 1986, prescribed for air and noise any mission standards as per CPCB guidelines. Exhausts should be discharged by stack, raised to 4 meters above the rooftop.

Diesel power generating sets provided as source of backup power for lifts and common area illumination are of enclosed type and will conform to rules made under The Environment (Protection) Act 1986

iii. During night time the noise levels measured at the boundary of the building shall be restricted to the permissible level to complete with the prevalent regulations.

Noise levels measured monitoring was complied and Results of Ambient Noise level are enclosed as Annexure- 1.

iv. Noise barriers should be provided at appropriate location so as to ensure that the noise level does not exceed the prescribed standards.

We have been provided the noise barriers to control the noise level.

v. Weep holes in compound walls shall be provided to ensure natural drainage of rain water in the catchment area.

Same have been complied.

vi. The sewage treatment plant should be certified by an independent expert of efficiency as well as adequacy and should submit a report in this regards to the Ministry before the project is commissioned for operation. The waste water should be treated to tertiary level and after treatment reused for flushing of toilets and gardening. Discharge of treated sewage, if any, conform to the norms and standards prescribed by HSPCB.

The waste water generated is being treated in Sewage Treatment Plant .The treated water is recycled back and utilized for gardening and cooling of HVAC etc as there will be ‘’No discharge’’ outside the boundary.

vii. Oil and Grease trap shall be provided to remove oil and grease from the surface run off and suspended matter shall be removed in a setting tank before its utilization for rain water harvesting.

viii. The solid waste generated should be properly collected and segregated. Wet garbage should compost and dry/inert solid waste should be disposed of for land filling.

The generated solid waste is being properly collected & segregated. Wet garbage is used for composting & recycled as PCC and dry/inert solid waste is disposed off to approved sites for land filling after recovering recyclable material.

ix. Any hazardous waste including biomedical waste should be disposed of as per applicable rules and norms with necessary approvals of the Haryana state pollution control board.

We are following the rules and norms of SWM rules for disposed of hazardous waste and biomedical waste and also we have the necessary approvals for it.

x. The green belt design along the periphery of the plot shall achieve attenuation factor conforming to the day and night noise standards prescribed for residential land use. The open spaces inside the plot should be suitably landscaped and covered with vegetation of indigenous variety.

Same have been complied.

xi. Incremental pollution loads on the ambient air quality, noise and water quality should be periodically monitored after commissioning of the project.

Ambient air quality, noise and water quality have already been monitored, each measure are in permissible limit.

xii. The ground water levels and its quality should be monitored regularly in consultation with Central Ground water authority.

Same have been complied.

xiii. A report of the energy conservation measures should be prepared incorporating details about building materials and technology, R & U Factors etc and submitted to the ministry in three months time.

The measures adopted are :

Stable incoming power supply from State Electricity Board grid.

Transformer with on load tap charger/ off load tap charger provided for superior voltage regulation.

Green CFL based lighting will be done in the common areas, landscape areas, signages, entry gates and boundary walls etc.

Solar lighting is proposed for open spaces and signages.

Use of solar water heater systems has been proposed.

Building envelope has glazing of low E insulating glass and low U factor

DG sets shall be on auto cut and auto start controlled mechanism.

xiv. The values of R & U for building envelope should meet the requirement of the hot and humid climatic location. Details of the building envelope should be worked out and furnished in three month time.

The values of R & U for the building envelope might be meeting the requirements of the hot & humid climatic location and details checked regularly time to time.

xv. Solar energy shall be utilized for common area lighting and water heating.

Solar energy has been utilized as per HAREDA guidelines.

xvi. Excess treated sewage if any shall be utilized for building construction activities in consultation with HUDA.

Already we have taken the approval for use of treated water in construction activities.

Part – B: General Conditions

1 The environmental safeguard contained in the EIA report should be implemented in letter and spirit.

2 Provisions should be made for supply of kerosene or cooking gas and pressure cooker to the laborers during construction phase.

5 Officials from the Regional office of MOEF, Chandigarh who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents/ data etc. by the project proponents during their inspection. A complete set of all the documents submitted to MoEF should be forwarded to the CCF, Regional office to MoEF, Chandigarh.

We will give full cooperation and provide all the required documents to concerned persons.

6 In the case of any change(s) in the scope of the project, the project would require a fresh appraisal by the Ministry.

Noted for compliance.

7 The Ministry reserve the right to add additional safeguards measures subsequently, if found necessary. And to take action including revoking of the environment Clearance under the provision of the environment Act 1986, to ensure effective implementation of the suggested safeguard measure in a time bound and satisfactory manner.

Yes, also we agree for this. Ministry has all the rights to upgrade or modify the environmental safeguards given in the EC. We assure that we will co operate with the Ministry and will follow its order.

8 All other statutory Clearance such as the approvals for storage of diesel from chief Controller of Explosives. Fire department Civil Aviation Department, Forest Conservation Act, 1980 and wildlife (Protection) Act. 1972 etc. shall be obtained as applicable by Project Proponent from the competent authorities.

All relevant clearances has been obtained.

9 A Copy of the environmental clearance letter would be marketed to the local NGOs if any, from whom suggestion/ representation were received at the time of public hearing.

10 The project proponent should advertise in at least two local news paper widely circulated in the region, one of which shall be in the vernacular language informing that the project has been accorded environmental clearance and copies of clearance letters are available with the Haryana state pollution control and may also be seen on

the website of the ministry of environment and forests at http://www.envfor.nic.in. The advertisement should be made within 7days from the day of issue of the clearance letter and a copy of the same should be forwarded to the Regional office of this Ministry at Chandigarh.

11 These stipulations would be enforced among others under the provisions of the water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, the Public Liability (Insurance) Act, 1991.

We assure that we will comply with all the rules and norms made under different environmental acts.

12 The project authority will enter in to MOU with all buyers of the property, Flats/ shops etc. To ensure operation and maintenance of the assets handed over to the society formed by the residents/owners of the buildings.

Complied.

13 Under the provisions of environment (Protection) Act, 1986, legal action shall be initiated against the without obtaining environmental clearance.

No constructional work has been started without obtaining the Clearance from the concerned authority. Copy of EC is enclosed as Annexure -2.

CHAPTER-3 3.1 AMBIENT AIR QUALITY MONITORING 3.1.1 Ambient Air Quality Monitoring Stations

Ambient air quality monitoring has been carried out at 3 locations, one being near the Main Gate, second at the centre of the project and the third one is at backside of the Project to assess the ambient air quality. This will enable to have a comparative analytical understanding about air quality and the changes in the air environment in the study area with respect to the condition prevailing. The locations of the ambient air quality monitoring stations are given in Table 3.1.

AAQ-1: Near Main Gate The sampler was placed near Main Gate and was free from any obstructions. Surroundings of the sampling site represent residential setting. AAQ-3 Backside of the Project The sampler was placed at Backside of the project. The surrounding was representing the residential setting.

3.1.2 Ambient Air Quality Monitoring Methodology Monitoring was conducted in respect of the following parameters:

Particulate Matter 2.5 (PM2.5) Particulate Matter 10 (PM10) Sulphur Dioxide (SO2) Oxides of Nitrogen (NOx) Carbon Monoxide (CO)

Installation of Respriable Dust Sampler and Fine Particular Sampler was done with the attachment for the 24 hourly ambient qualities monitoring as per Gazette Notification 16th November 2009. The air samples were analyzed as per standard methods specified by Central Pollution Control Board (CPCB) and IS: 5182. The techniques used for ambient air quality monitoring and minimum detectable levels are given in Table 3.2.

Fine Particulate Sampler instruments have been used for monitoring Particulate Matter 2.5 (PM2.5 i.e. <2.5 microns), and Respirable Dust Sampler was used for sampling Respirable fraction (<10 microns), gaseous pollutants like SO2, and NOx. Bladder and Aspirator bags were used for collection Carbon monoxide samples. Gas Chromatography techniques have been used for the estimation of CO.

3.1.4 Discussion on Ambient Air Quality in the Study Area

PM10 levels at the project site not exceed the permissible limit of 100 μg/m3 (for residential, rural and other areas as stipulated in the National Ambient Air Quality Standards). Whereas PM2.5, SO2, NOx was observed within the corresponding stipulated limits (Limit for PM2.5 is 60 μg/m3, SO2 and NOx: 80 g/m3 and limit for CO: 2.0 mg/m3) at all monitoring locations. Station wise variation of ambient air quality parameters has been pictorially shown in Figure 3.1 & 3.2.

3.3 AMBIENT NOISE MONITORING

3.3.1 Ambient Noise Monitoring Locations The main objective of noise monitoring in the study area is to assess the present ambient noise levels in project site & project boundary due to various construction allied activities and increased vehicular movement. A preliminary reconnaissance survey has been undertaken to identify the major noise generating sources in the area. Ambient noise monitoring was conducted at three locations at the project site as given in Table 3.8.

3.3.2 Methodology of Noise Monitoring

Noise levels were measured using sound level meter. Noise level monitoring was carried out continuously for 24-hours with one hour interval starting at 06:00 hrs to 06:00 hrs next day. The noise levels were monitored on working days only. During each hour Leq were directly computed by the instrument based on the sound pressure levels. Lmax day, Lmax night and Lmin day, Lmin night values were computed using corresponding hourly Leq. Monitoring was carried out at ‘A’ response and fast mode.

3.3.3 Ambient Noise Monitoring Results The location wise ambient noise monitoring results is summarized in Table 3.9. The location-wise variation of noise levels are graphically presented in Figure 3.3.

3.4 WATER QUALITY MONITORING

3.4.1 Drinking Water Quality Monitoring Locations Keeping in view the importance of drinking water as an important source of drinking water to the local population, sample of drinking water was collected from the project site for the assessment of impacts of the project on the drinking water quality. Water sample was collected from one location near the project site. The sample was analyzed for various parameters to compare with the standards for drinking water as per IS: 10500 for drinking water sources. The details of water sampling locations are given in Table 3.10.

3.4.2 Methodology of Groundwater Quality Monitoring

Sampling of drinking water was carried out on April 2015. Samples were collected as grab sample and sampling forms are filled in as per the sampling plan. The preservative sample were properly added to preserve as per standard operating procedures (SOP) and stored immediately in ice boxes, which were ensured for appropriate temperatures. Sample for chemical analysis was collected in polyethylene carboys. Sample collected for metal content were acidified to <2 pH with 1 ml HNO3. A sample for bacteriological analysis was collected in sterilized glass bottles. Soon after the completion of sampling, chain of custody sheets for the samples are filled in and then they were transported by road to Vardan Envirolab, Gurgaon for further analysis. Proper care was taken during packing and transportation of samples. After ensuring the same the samples were forwarded immediately for analysis.

The samples were analyzed as per the standard procedures specified in 'Standard Methods for the Examination of Water and Wastewater' published by American Public Health Association (APHA) and CPCB. The analytical techniques and the test methods adopted for testing of drinking water are given in Table 3.11.

3.3.4 Discussion on Groundwater Quality in the Study Area

The drinking water quality in the project area is observed to having total alkalinity up to 49.87 mg/L which is higher than desirable limit of 200 mg/L. Total dissolved solids in the drinking water is 185.00 mg/L which is higher than the prescribed limit of 500 mg/L.

3.6 SOIL MONITORING

3.6.1 Soil Monitoring Locations The objective of the soil monitoring is to identify the impacts of ongoing project activities on soil quality and also predict impacts, which have arisen due to execution of various constructions allied activities. Accordingly, a study of assessment of the soil quality has been carried out. To assess impacts of ongoing project activities on the soil in the area, the physico-chemical characteristics of soils were examined by obtaining soil samples from selected points and analysis of the same. One sample of soil was collected from the project site for studying soil characteristics, the location of which is listed in Table 3.15.

3.6.2 Methodology of Soil Monitoring The sampling has been done in line with IS: 2720 & Methods of Soil Analysis, Part-1, 2nd edition, 1986 of American Society for Agronomy and Soil Science Society of America. The homogenized samples were analyzed for physical and chemical characteristics (physical, chemical and heavy metal concentrations). The soil samples were collected in the month of April 2015. The samples have been analyzed as per the established scientific methods for physico-chemical parameters. The heavy metals have been analyzed by using Atomic Absorption Spectro-photometer.
