Introduction

MRDC Operations Corporation recognizes the need for an operational

preparedness plan in the event that spring flooding causes operational disruption

to the Fredericton - Moncton Highway. The following plan outlines the actions

MRDC will deploy if such an event occurs.

Safety

Personal Protective Equipment Required by MRDC personnel working close to

flood waters or strong currents.

Life Jackets:MRDC personnel working within 1 meter of flood waters will be required to wear a life jacket.

Safety Spotter;When MRDC personnel are working within 1 meter of flood waters, a safety spotter will monitor their activities. The spotter will be equipped with the following:

Rescue throw bag: Mobile Radio or Cell Phone: Large Candle Power Flashlight for night operations:

Pre-flood Preparations

Inspections of Assets as Water Levels Rise:

MRDC will regularly inspect equalization drains and culverts to ensure that

blockages will not contribute to or increase flood conditions.

Emergency Measures Organization:

EMO is responsible for notifying the public regarding

any changes in MRDC highway operations during a

flood emergency.

Flood Condition Action Plans

MRDC has identified two separate phases of flooding that will affect the normal

operation of the Fredericton - Moncton Highway.

Phase 1: Water Level: 2-3 Day Jemseg forecast: Elevation 5.2 meters +

Ensure east and west water level posts are in place.

Add extra daily patrols. Site conditions will dictate monitoring frequency.

Update EMO, RCMP, DOT and Operations Center.

Water Level: 2 Day Jemseg forecast: Elevation 6.0 meters

Move signage and detour materials to highway locations in preparation for

the following situations.

o Single Lane Closure

o EBL or WBL Closure

o Both EBL and WBL Closure

Notify EMO, RCMP and DOT of potential highway closure.

Notify Weights and Measures to suspend wide/heavy load permits.

(RCMP)

Phase 2:Water on Highway Pavement Imminent: High Water, Spray or Waves

Inform DOT and RCMP about the highway condition and recommend

highway closure to RCMP.

Obtain written confirmation to close the highway from the RCMP via email

or fax.

Issue press release to EMO & DOT. (See Appendix A)

Deploy highway closure signage and barricades.

Ensure RCMP has tourist and MRDC Detour maps (Appendix E) to hand

out to the public.

Inform DOT in adjacent areas; (See Appendix B)

Access for Emergency Vehicles

Emergency Vehicles may be allowed to bypass MRDC barricades and proceed

through flood waters under the following conditions.

MRDC and RCMP personnel on site will evaluate the current conditions

and determine if vehicles can safely proceed through flood waters.

Size of emergency vehicle may determine if access is permitted.

Vehicles must be escorted through flood waters.

Reopening the Moncton to Fredericton Highway

Detailed Inspection and Documentation of Highway to include:

Damage to road surface.

Remove debris left on roadway or shoulders by receding waters.

Damage or washout of shoulders.

Animals trapped by receding water levels.

Contact NBDOT and RCMP and recommend highway reopening.

o Highway reopening may be in stages depending on conditions.

East or West Lane opening

Single Lane Opening

Complete Reopening of Highway.

Obtain written authorization to reopen the highway from the RCMP.

Remove barricades.

Update EMO command post, and adjacent transportation districts.

Issue Highway Opening Press Release. (See Appendix A)

Notify Weights and Measures to re-institute wide/heavy load permits.

Environmental Activities

Normal watercourse activities are covered under MRDC’s blanket Watercourse

Alteration Permit. Flooding along the Fredericton to Moncton highway may

require MRDC to carry out activities that fall outside of the regular permit

parameters. Such activities include but are not limited to;

Re-Ditching Culvert Cleaning Sandbagging or other Water Retention/Restriction activities Removal of floating obstructions or other flood debris

See Appendix D for correspondence regarding activities outside of the regular

watercourse permit.

Press release: Closure of Trans-Canada Highway (Route 2)

Due to the flooding of the St. John River, MRDC Operations Corporation is notifying motorists of the closure of the Trans-Canada Highway between the St. John River Bridge (Exit 330, East), and the Jemseg River Bridge (Exit 339 West), effective immediately. The detour for traffic travelling to Moncton from Fredericton is via Route 7 to Saint John and Route 1 to Moncton. The detour from Moncton to Fredericton is via Route 1 to Saint John and Route 7 to Fredericton. These detours will remain in effect until the flood waters have decreased.

MRDC Operations Corporation requests that motorists please obey all signage throughout this flooding period and be careful of wildlife.

Press release: Opening of Trans-Canada Highway (Route 2)

MRDC Operations Corporation is notifying motorists that the Trans-Canada Highway (Route 2) between the St. John River Bridge (Exit 330, East), and the Jemseg River Bridge (Exit 339 West), has reopened to traffic. The flood waters have decreased enough that the highway is now open.

MRDC Operations Corporation requests that motorists please obey all signage and be careful of wildlife.

En raison des inondations le long du fleuve Saint-Jean, MRDC Operations Corporation avise les automobilistes de la fermeture immédiate de la route transcanadienne entre le pont du fleuve Saint-Jean (sortie 330, est) et le pont de la rivière Jemseg (sortie 339, ouest). La déviation routière pour la circulation en direction de Moncton à partir de Fredericton est la route 7 vers Saint-Jean et la route 1 vers Moncton. La déviation de Moncton à Fredericton est la route 1 vers Saint-Jean et la route 7 vers Fredericton. Ces déviations routières resteront en vigueur jusqu’à ce que les eaux de crue aient baissé.
