HARRIS COUNTY ANIMAL CONTROL ORDINANCE

Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “Texas Rabies Control Act of 1981.” This ordinance, enforced by Veterinary Public Health (formerly called Harris County Animal Control) is designed to protect the health and welfare of Harris County residents.

• Requires the annual vaccination and registration of all dogs and cats four months of age and older. • Requires dogs and cats to be physically restrained at all times, without access to the sidewalks and streets.

NOTE: As of April 15, 2003, Harris county commissioners court has approved an amendment to the Harris county Regulation on rabies vaccinations for dogs and cats. The regulation now state the following: currently vaccinated is defined as: An animal that has either (1) been vaccinated for rabies within the last 12 months; or, (2) received 2 rabies vaccinations within 12 months of each other and the latter of these 2 rabies vaccination having been with a 3-year vaccine.

• Sets a REGISTRATION FEE for all dogs and cats: $15 LIFETIME: for neutered dogs and cats. Proof of neutering required. $15 LIFETIME; for dogs and cats belonging to persons 65 years of age or older. • NOTE: All pets with lifetime registration must be vaccinated yearly against rabies. $75 TRIENNIAL LIcENSE: for dogs and cats with qualifying vaccination status. Must provide proof of two rabies vaccinations within 12 months and the last vaccination must be with an licensed 3-year vaccine.$25 ANNUAL: fee for all other dogs and cats. $5 REPLAcEMENT fee for Harris county tag. Sets an IMPOUNDMENT FEE plus a boarding fee to be charged for each animal picked up. Owner may also be issued a citation for allowing the animal to run loose.

OTHER• Impounded animals shall be kept three days to allow the owner time to redeem them. • The occupant/head of household of any premises on which a dog or cat remains for a period of seven days is presumed to be the owner of that animal.• All animals suspected of rabies, or animals that bite, scratch or otherwise attack any person shall be impounded at the discretion of the County Health Officer, for a period of ten days under veterinary observation. • Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $200 in a Justice of the Peace court.

While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

KEEP KIDS CONNECTEDValentine Card Making event on February 4th in the afternoon at Bonnie Holland Elementary. Last year the event was put together by a few moms in a playgroup and over 50 people showed up and they raised almost $2800. This year they are moving to a bigger venue and hope to have more children making cards for the kids at MD Anderson.

Bingo Fundraiser on Saturday, March 3rd at 6 pM at St. Bartholomew Catholic Church in Old Katy. The event will start with an enchilada dinner from 5-6 pM for $6 for anyone who is interested. The Bingo Fundraiser is $25 per person for 12 games (on 9 cards for each game) with a free bingo dauber for each player. For more information, email [email protected].

Second Saturday Aluminum Can Collection - If you live in the Houston Area, please consider participating in our “Cans for a Cure” Recycling program.

The second Saturday of each month, Keep Kids Connected collects aluminum beverage cans at the Tradition Bank pin Oak Branch location from 9 AM-12 pM. The proceeds from recycling the cans helps fund the purchase of Netbook computers and pediatric cancer research.

Invite your family, friends, neighbors and co-workers to support this recycling pro-gram and donate their aluminum cans to Keep Kids Connected.

Keep Kids Connected was created to help kids stay connected to family and friends while they undergo their treatment for cancer or any other life-threatening illness. The idea for the organization was created by Caitlyn Mortus who is, herself, a cancer survivor. While going through her treatments, she was given a Netbook computer from a family friend. The computer kept her in contact with her friends and helped keep her spirits up when she was in the hospital for her treatments or unable to have visitors. Her wish is that every kid battling cancer or any life-threatening illness be given a computer so they can stay connected to their family and friends while they are going through their treatments. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston professional Fire Fighters Local #341 will begin their 2012 Fill-the-Boot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 pM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign.
