    Ill. CODE COMPLIANCE CASES:

    In March of 2016, 26 new code compliance cases were initialized (Chart 5).

    Chart 5 includes a comparison to code compliance activity

    n

    2015. Code

    Compliance continues to

    work on short-term rentals, and has recently addressed

    several instances

    of

    unpermitted construction as indicated n the monthly activity

    report provided as a separate attachment.

    Table 1 includes the 2016 year-to-date totals (Jan - March), for Planning and

    Building Permit Applications, and code compliance cases with a comparison to

    2015. As indicated in the table, there has been a 20 increase n planning

    permits and an approximate 5 increase n building permits and code

    compliance cases.

    V. CURRENT ACTIVITES

    • Counter Hours: In order to better serve the community, the Planning and

    Building Department has re-opened its counter

    at

    lunch time. The counter

    will now stay open between the hours

    of 8: am

    to 4:00

    pm

    Mon-Fri .

    • Business Solicitation - The Code Compliance Division is working diligently

    to address the issue

    of

    solicitation from doorways in the business district.

    The City s Code Compliance officer is routinely monitoring sites where

    there have been reported violations. Citations, warnings, and correction

    letters have been issued. Code compliance has report that the situation is

    improving, however, continuous monitoring and enforcement is still

    necessary.

    • Malpaso Water - The Community Planning and Building Department has

    received numerous inquiries from the public regarding the development of

    vacant lots and the like, made possible by water credits available for

    purchase from the Malpaso Water Company. On April 12

     

    h the City

    Administrator and Interim Planning and Building Director appeared at a

    Chamber

    of

    Commerce meeting to discuss the City s role in the process

    and answer questions.

    Forester Report - March 2016

    During

    the month

    of March, Forestry Staff and private contractors continued

    to

    work on removing dead

    trees in the community. Most of

    the

    dead trees are Monterey pines which are still being affected by the

    drought and bark beetles. This is a trend

    that

    will continue until soil moisture leve ls return

    to

    normal

    for

    an extended

    time

    . Private tree applications were very light in March.

    Staff

    is

    continuing its in-house efforts

    to

    plant new trees

    to

    replace trees

    that

    have been removed. Staff

    is

    also coordinating additional tree planting

    with

    the Friends

    of

    Carmel Forest in support

    of

    their

    Centennial Tree planting program. Two of the newly planted trees are on Carpenter Street near First

    Ave.

    to

    replace two pine trees

    that

    were removed as part of a storm drain installation project last fall.

    The unpaved right of way in the vicinity of

    the

    storm drain work was also mulched with wood chips for

    beautification, moisture retention and weed suppression. Three new trees were also planted at

    the

    Forest Theater to replace three trees

    that

    were recently removed.

    Forestry Staff are working

    with an ad

    hoc committee of the Forest and Beach Commission

    to

    plan and

    coordinate the 2016 Arbor Day program set for Saturday, April 30

    to

    noon at First

    Murphy Park . The plan involves tree and landscape plantings as well as new drip irrigation and mulch.

    Staff are also reviewing and correcting some compliance issues for irrigated areas within the City. All of

    the city irrigation valves need meet Cal Am s best management practices regarding

    budgets and

    rain or moisture sensors. Most areas are in compliance but several need new controllers, valves, and

    sensors. Our goal is

    Consent Calendar

    This month's Cash & Investments Report (March, 2016) shows a decrease

    in

    cash of 560,210 which

    is a greater drawdown that the prior two years for the same month. This greater drawdown seems to

    be related to greater expenditures in our Capital Projects programs,

    as

    the spending on capitals has

    increased YOY at March 31 by 637,136. Looking at the graph that shows annual cash on hand at

    each month end,

    we

    are expecting an upturn

    in

    cash (every year in April)

    as

    the second tranche of

    property taxes is received.

    OVERVIEW OF OUR INVESTMENT RETURNS

    Our

    investment returns for March are very similar to those of the past several months, which includes a

    small uptick on the LAIF deposits of .039% over February. This makes it 14 consecutive months of

    LAIF interest rate increases (from .262% in January 2015 to .506%, an increase of .244%)
