T housands of residents of West- ern St. Mary have benefited from projects and initiatives in education and training, infrastructural development, agriculture and other so- cial and economic activities being im- plemented by Member of Parliament (MP), Hon Robert Montague, during the past three financial years. With financial support from theChase Fund, a new Basic

School will be constructed in Gayle,while Oracabessa and Tacky Highschools benefited from additionalclassrooms. Brimmervale High benefitfrom a perimeter wall.Under the “Technology in School

Programme,” all public primary andsecondary schools in the constituencyare being outfitted with modern com-puter equipment and high-speed Inter-net services.Schools already benefitted include;

Iona High, Boscobel Primary, Goshen,Preston, Mt. Angus, Wallingford, Car-

ron Hall, Ramble. Oracabessa High,Donnington, Jereffery Town, Debby,Lyrinth Primary, Free Hill, Jackson andSeafield.Free WiFi internet access has been

set up in the town of Oracabessa, en-hancing education and recreationaluse.

Technology in School Programme

Scholarshipsand Education

More than 500 students re-ceived scholarships and edu-

cation grants to attend high schools,universities, colleges and traininginstitutions, as part of the MP’s Ed-ucation Scholarship Fund, whichaims to provide financial assistanceto the most capable and deservingstudents.Over 5,000 primary school stu-

dents received book vouchers, toacquire educational materialLiteracy and numeracy among 50

adults has greatly improved withthe introduction of the innovativeCuban programme “Yo Si Puedo”/“Yes I Can” at parent site in Gayle.Twelve constituents trained and

certified to administer the pro-gramme, are now vastly empow-ered.• Repairs and expanion are ongoingat the Lyrinth Primary in associa-tion with JSIF.• New schools will be constructedin Gayle, Wood Park, Jeffery Townand Three Hills.• A branch of the UWI will be es-tablished in Oracabessa.

Training OpportunitiesAs part of an ongoing pro-

gramme to provide more op-portunities for high schoolgraduates and young adults, MPMontague has invited HEARTTrust /NTA- the National TrainingAgency to increase the number oftraining facilities in St Mary.Resulting from his thrust, five

training centres, Wood Park, Bosco-bel, Charles Town, Eden Park andRetreat have been opened, while hegives support to two other inde-pendent ones. Grace and Middle-sex. MP Montague has been thedriving force in establishing tertiaryinstitutions in the constituency;IUC, in Tower Isle, Gayle and soonthe UWI will start classes in Ora-cabessa.

CAP SitesSeveral hundred students have

been benefiting from the CareerAdvancement Programme (CAP) atthree sites at Tacky High, Iona Highand Oracabessa High, offering arange of skills to meet the growingneeds of the parish.We are working to establish an-

other centre at Brimmervale HighSchool.

Persons living or operating a business in Oracabessa can surf the world wide web, via a free wireless internethotspot, made possible through the efforts of Minister Montague.

It has been an honour andprivilege for me to servethe people of Western St.

Mary constituency as Mem-ber of Parliament for the pastfour years.During the period, our

focus has been on educationand training, as well as infra-structures including roads,buildings for schools, healthcentres and communityrecreations.With the cooperation from

several agencies of govern-ment, as well as financialsupport from the Con-stituency Development Fund,the CHASE Fund and spon-sorship contributions fromthe private sector, we havestarted to address some of thechallenges facing the com-munities.

We are pleased with theroad repairs as residents, in-cluding farmers, are findingit much easier to commute asthey conduct their personalactivities.Water is indeed life, as for

the first time several hundredpeople are enjoying portablewater in their own bathroomsand kitchen.Most people in urban com-

munities could not survive aday without light and power,however up to a few monthsago, some 120 householdersnever experienced electricityin their homes.I therefore wish to com-

mend the staff of the RuralElectrification Programme,for their support and commit-ment to provide services tocommunities, in the shortestpossible time.

As we seek to improve thephysical infrastructures, thefocus over the next five yearswill be on human resourcesand investment.We need massive invest-

ment in agriculture, com-merce and industries toenhance the economy of theentire parish of St. Mary.Our aim is to create more

jobs and improve the socialand economic well-being ofthe people.With the cooperation of

every citizen, the private sec-tor and other stakeholders, Iam confident the future isbright for the people of West-ern St. Mary.

The needs for community centres and other recreationfacility saw construction at Charles Town, Decoy,

Days Mountain and Three Hills. Under Mr. Montague’sConstituency Development Fund (CDF) allocations, thecommunity centres at Wood Park, Lucky Hill, Cascade,Jacks River, Boscobel have been repaired, while plansare advanced to build in Hamilton Mountain andLabyrinth. “We need these centres for both entertainmentand training opportunities,” he added.

Road ConstructionResidents including farmers are benefiting from a major

road construction and resurfacing programme beingundertaken by the Jamaica Development InfrastructureProgramme (JDIP). More than 50 km of roads in the con-stituency were already repaired under the programme. Communities with smooth and much improved roads in-

clude; Change Hill; White Spring; Davis Town; RockyHill; Russell Hall – Derry, Marlie Road, Woodpark –Car-ron Hall (include Derry, Hazard and Bluegate), Top Pen –Hunts Town, Elgin Town- Halifax, Crescent, Geddes Town– Oxford-Free Hill (include off streets of Pouring water,Molynes and George River), Fontabelle – Geddes Town,Brimmervale – Oxford, Beckford Street, Valley Bush, Sal-isbury to Woodpark (Claude Stuart Highway), Boscobel.Patching done of the Jacks River– Fontabelle, Oracabessa– Hamilton Mountain. Prospect to Charles Town, Gayle toGuys Hill, Canoe Pond and Rio Nuevo to Gayle; ThreeHills to Retreat and Days Mountains.

With more than 40% of the res-idents in Western St. Maryengaged of farming activities,

MP Montague has allocated a significantportion of his CDF to provide productionincentives and direct grant support toseveral hundred farmers in the con-stituency.

Pesticides, fertilizers, planting materi-als, day-old chicks and farming tools andequipment, are among the input suppliesbeing allocated to farmers.

Over 80 farmers benefitted from theMP’s pig project, seeing the insemina-

tion and breeding of quality pigs for themarket.

The bee-keeping project, starting inNovember, will involve another 20 farm-ers and a lychee project is on stream.

FISHERIES

Over $200,000 was invested in thecreation of FADs for the Ora-

cabessa and Rio Nuevo fishing beaches,while another $20 M, partnering with theFisheries Department, was spent on up-grading the vending and storage facili-ties at Rio Nuevo.

Fall Growing ofIrish Potatoes

Calling farmers interested in plant-ing Irish Potato in the Fall Season

Potable andTreated Water

After decades withoutpotable and treated water,

several communities includingHunts Town, Wellington andCarron Hall, New Works, nowbenefit.

Contracts will be signed forMason Hall/Days Mountainwater supply under he JSIFprogramme. Montreal Hall will soon get

water under phase 2 of the Car-ron Hall Water Supply Scheme.A model solar water pump

system, funded by Environ-mental Foundation of Jamaica(EFJ) and St. Mary Charatiesand designed by Utech. The MP’s CDF, has facilitated

water supply to Carron HallPrimary and Infant schools,Dry Gully and neighbouringcommunity.

Rural Electrification

The Rural Electrification Pro-gramme (REP) was incorpo-

rated in 1975 with the specificmandate to expand the reach ofelectricity supply to rural areas,where the provision of suchservices would not be economi-cally viable for commercialproviders of electricity.Several communities including

Cobb Street and Pam Hill,(Hunts Town), Ecuador (MangoValley), Flint Street (Oxford),Cobb Street (Hunts Town) havebenefited.Work is ongoing or being de-

signed on the Dressikie toWellington, (Ramble Road)Saltrum, Kingsland, BennettHill, Girlie Street and White Hillschemes.

•The Retreat and Gayle clinics are

repaired, resultingin better healthcare

facilities for thepeople of Cascade, Lodge, Labyrinth,

Charles Town, Petersfield, Retreat and Bamboo Walk. Gayle, Retreat, Oracabessa and other health centres have received mil-

lions dollars worth of medical supplies including wheel chairs throughMinister Montague and his overseas contacts.

In keeping with governmentpolicy of providing freemedical health care to all

Jamaicans, Mr. Montague hasbeen focusing on upgrading thephysical plants. Under his watch, a health cen-

tre has been built in JefferyTown, painting and furnishingof the Carron Hall facility andpainting of the centre at Wood-park. The Port Maria Hospital oper-

ating theatre is being refur-bished and new equipmentinstalled, while the health cen-tres at Gayle and Retreat wererepaired. Plans are afoot to repair the

Mason Hall and Free Hill Clin-ics, and to establish a clinic inLabyrinth.Minister Montague has do-

nated medical equipment, val-ued at over $15 million, fromhis own effort.

Affordable Shelters

Providing affordable sheltersfor the residents of the com-munity is a major priority of

the MP Montague who announcedthe constructions of more housingsolutions in Eden Park and Bosco-bel communities. • Over $5 M has been used to assisthundreds of constituents in repair-ing homes and recovering fromdamages caused by fire or floods. • A new housing scheme is beingconstructed in the hills of Bascobel.• Other schemes are planned forThree Hills, Hamililton Mountain,Salisbury and Galina. • Land ownership at Huddersfieldwill be regularised as was those inEden Park and Bascobell Opera-tion Pride schemes.

tion in Oracabessa, and will housea recording studio, track, footballfields and a kiddies sports corner.
