Effectiveness of e-Governance system to improve the Union Parishads activities.

Background Union Parishad (same as Union Council) is responsible for all the development activities and administrative functions for the rural area. Theyve only one administrative person who is responsible to deliver all the public services and they are no well paid !!!

National ICT policy approved in 2002 Provide effective incentives for development of ICT sector to both local and foreign entrepreneurs; (Objective no. 2.2.2)

BackgroundLocal governments now conducting some citizen services through Union Information and Service Centre.

Government is thinking to launched One-stop service pointVery first initiative was the Union Information and Service Centre (launched in 2009) Critical issue (s)

Critical issue(s) for the effectiveness of e-Governance system in rural area:

Lack of awareness regarding ICT system. Shortage of technical manpower and inadequate remuneration. Inadequate modern equipment. Unbalanced management and indifference mentality of elected representatives

Access the issue(s) in the light of Japanese Experiences:Japanese local governments has sufficient manpower, provide stable and well-paid careers.

Japanese training system for IT technical persons (On-job training and Off job training).One-stop service point (i.e. Tachikawa city and Kawaguchi city)

The e-Government Customer Support Centre is opened.

Access the issue(s) in the light of Japanese Experiences:Automatic waste management system and recycle plaza refer to PPP (Public Private Partnership (i.e. Kawaguchi city)Promotion of Tourism, emergency warning broadcasting system (EWBS) refer to digital services. (i.e. Kobe city)

Prospective solutions Frequently visit the developed countries to gather some useful information (policy making level).Appointing experienced ICT person in UP to ensure the quality services (local budget)Capacity development through training courses. Arrange some modern equipment (local budget or PPP).

OutcomesImprovement of the efficiency of e-Governance system in rural area (within five years).
