1. Definitions of information and participation approaches
« La meilleure façon de traiter les questions d’environnement est d’assurer la participation de tous les citoyens »
(Déclaration de Rio , 1992).
Why organising public (and stakeholders) participation?
Optimalisation of plans and measures
Transparency of measures
Social support and approval for measures
Increase of the social awareness
level
IMPROVEMENT OF THE DECISION MAKING PROCESS
OBJECTIVES
PUBLIC PARTICIPATION giving the public a possibility to influence the results of plans and effects of works during
their realisation
Definitions
PUBLIC „is a single person or a body corporate or more of such persons of bodies as well as -
accordingly to the national legislation or practice - their associations, organisations or groups.” Aarhus Convention
INTERESTED PARTY – GROUP OF INTERESTSEach person or organisation having an interest or „threatened” by the concerned problem either because it endures its direct effects or because it can - to some extent - influence the results of the activities undertaken in relation with this problem. The notion of „interested party” refers also to these members of the society who still don’t know that they will endure such effects (in practice we find here the particular citizens and many small NGOs and enterprises).

PUBLIC PARTICIPATION DOES NOT MEAN THAT
One shouldn’t plan the result of the public involvement process but rather well organise the process itself
Take care of the consultation’s participants – you may still need them!!!
In France?
General access to documents, documentation service in each Water Agency, National Water Information System made available on Internet
Active participation of all stakeholders (national water committee, river basin committees, local water commissions, consultative commissions of users for water supply & sanitation utilities)
Consultation procedures of the general public for projects having environmental impacts
Consultation procedures of the general public for the elaboration of river basin management plans (European Directive) : 3 consultation steps of 6 months each with questionnaires and public debates
