I. NATIONAL ELECTRIFICATION RATIO • National electrification ratio was 91.16% in 2016.• There are 2 provinces (NTT and Papua) havingelectrification ratio lower than 70%.

• Indonesia’s electrification ratio is still low (91.16%)

compared to other ASEAN countries.

• Target of electrification ratio: 97.35% by 2019 (RPJM)and 100% by 2024 (RUKN)

Ministry of Energy and Mineral Resources (MEMR) is collaborating with several countries to developmarine energy in Indonesia :

Indonesia - France

On 11 March 2016, Directorate General of New, Renewable Energy and Energy Conservation(DGNREEC) and Agence France de Developpement/AFD (France) signed the ImplementingAgreement on the Tidal Energy Project in Indonesia. AFD is now doing Pra FS and assessing 10-15 potential sites and will select 2-3 most suitable locations for Tidal Power Pilot Project.

The steering Committee has been set-up for the cooperation.

The First Steering Committee Meeting was held on 22 june 2016 in DGNREEC, Jakarta. AFD sidepresented the initial assessment progress and will hold further coordination with other relatedparties, such as PT PLN (Persero), Research and Development Center for Electricity & NREEC ofMEMR (P3KEBTKE), Research and Development Center for Marine Geology of MEMR (P3GL)and Ministry of Marine Affairs and Fisheries regarding further data collection.

The Second Steering Committee Meeting was held on February 21, 2017 also in DGNREEC,Jakarta. AFD presented the progress of the study step 2 and is coordinating further with P3GL andother related parties to select 3 locations to be brought to the step 3.

Indonesia - UK

On 27 Juli 2015, Coordinating Ministry of Maritime Affairs and UK Government signed MOU

on Maritime Cooperation Activities.

Both countries have agreed to collaborate on various maritime issues, including capacity

building, maritime research and energy and mineral resources development.

UK through Gordon Robert University supported Indonesia to prepare Roadmap of Marine

Energy Development.

Indonesia and UK are also planning to establish SEAMEC (South East Asia Marine Energy

Centre) as the Center of Excellence of marine energy research and development in

Indonesia.

Indonesia - Austria

Austria dan MEMR signed MOU on Hydropower in 2014. Austria (Andritz Hydro) is interested to developTidal Energy power generation in Indonesia. Austria is starting to identify the suitable location particurlarly in NTT to develop tidal current

project.

Indonesia - Netherland

On 22 April 2016, the Ministry of Public Works and Housing, Tidal Bridge PV and the Governmentof East Nusa Tenggara (NTT) Province signed Head of Agreement (HoA) on Building BridgesEquipped with Sea Current Turbine Power Plant in The District of East Flores Sea.

An 800 metres’ Pancasila Palmerah Bridge will be built by the Ministry of Public Works andHousing, connecting Flores and Adonara Island in East Flores regency and will be integrated withbuilt-in marine current turbines to generate electricity.

Pra FS for marine current project has been finished. The initial capacity of the marine current power generation is planned to be around 30 MW in 2018

and will be raised gradually untill reach 80 MW by 2020.

Benefit : Many areas with low electrification ratio have high marine energy potential. On

the other side, those areas are known have economic potential such as fisherieswhich need cool storage.

Challenges :

Production cost of marine energy is still relatively higher than other renewableenergy (such as solar PV, wind, hydro, etc);

The marine energy resources located in remote areas that difficult to accessespecially from PLN’s grid connection.

Interest for tidal in Indonesia?

Indonesia may represent one of the best technical potential in the world for tidal current turbine

Electricity generation costs are really high in islands which are not connected to the main grid

Thus, the following approach has been developed jointly by EBTKE & AFD:

- Identify sites which present both a good technical potential and a suitable economic interest based on available data;

- Conduct campaign measures on these designated sites;

- Launch a bidding to select Independent Power Producers.

TEPI – Step by step

Launching of the initiative in March 2016 In presence of EBTKE, PLN, French Ministry of Energy and AFD Artelia & Castlerock selected as technical consultantto support the initiative

First phase of data collection (existing studies review and satellite data) concluded

Approval of the selection of 10 sites for deeper investigation in October 2016

Second phase for more detailed data collection (grid data) on selected zones and modelization of the currents by ITB (Indonesian University) concluded in February 2016 Results of the simulation using ITB’s model are disappointing and do not allow the selection of three sites
