many of the policy influencers have direct,real-time ties to that particular struggle.

But we should also add that this year’s listdoes share something significant with our2017 offering, namely the distinction of anassembly of names listed not because theysignify the broadest shoulders, biggest egos,or loudest voices, but simply because of therigorous quality of their public policyminds.

Just as a reminder for those of you inelected office at the state level who may be tempted to scour the list in search of your own names, please don’t indulge thatvain exploration. You’re not on here – andneither are any of your colleagues. A few ofthe following people may serve in localelected office as citizen – legislators, but inthe main we have taken pains to selectthose individuals noted for the work theydo outside of elected office as they seek to expand the capacities of our collectivepolicy square.

So without further intrusion, we give you InsiderNJ’s 2018 Insider 100 Policy Makers List...

It’s counter intuitive, really, in New Jerseyto even compose a list of wonks.

The state so often – even routinely – prides itself on primitivism, and those sub-human, profane interactions that fall onlyvery loosely within the rubric of politics. And yet – don’t laugh – we have our deepthinkers, and yes they aren’t all se-questered on college campuses with theblinds drawn and one-way tickets out ofhere in the top drawers. Some of themroam freely, in fact, at the Statehouse, testing their intellects out in the arena ofrealpolitik.

This is InsiderNJ’s second such list of New Jersey’s top policymakers, and you’ll findthat it contains several plot points andtwists differentiating it from last year’s inaugural list.

First of all, there’s a new governor this yearin NJ, so many of the minds reflect associ-ations with that new command structure, tapped to serve the top of the governmentfood chain. Second, we assembled thenames on this list during the budget stand-off between Governor Phil Murphy and thelegislative leadership of his own party, so

2 BOB GORDON

The former state Senatorfrom Bergen County – aformer chair of the SenateTransportation Committee – retired from electedpolitics this year to become a commissioner on theNew Jersey Board of Public Utilities. “A tower ofpolicy” is how former colleague state SenatorKevin O’Toole described him. “There are few policy wonks left,” O’Toole added. “Bob might bethe state’s last intellectual giant.” Governor PhilMurphy apparently agrees, leaning on his fellowIvy League grad for policy assistance, especially onNJ Transit issues.

MARK MAGYAR The ultimate egghead’s egghead, state Senate PresidentSteve Sweeney’s (D-3) policy expert can clear the rooms of

intellectual lightweights and surgically prune mental deadweight withhis deep-in-the-weeds policy chops. A former award-winning AsburyPark Press reporter and NJ Spotlight columnist, Magyar possesses abar none deep reservoir of knowledge, particularly on issues pertainingto long range fiscal planning, housing transportation, the Port Authority, school funding and the Transportation Trust Fund. NewJersey’s consummate policy wonk, he was one of the key drivers behindSweeney’s decision to opt for a corporate business tax as the foundationof the Senate President’s 2019 budget option.

3 TOMBRACKEN

The President and CEOof the New Jersey Chamberof Commerce leads the state in his expertise of banking issues. He’s especiallyimportant now as a counterweight to a politicalroost ruled by Democrats. All Bracken really hasto do at this point is stand in a room to get lawmakers to nibble meekly out of his hand.

4 TOMKEAN

Check out this resume: former governor, formerchair of the 911 Commission, former Speaker of the General Assembly, and former President of DrewUniversity. Kean can speak in-depth on just aboutany issue – but it’s curiously the last of his leadershiproles – university president – that makes him a go-topolicy resource on higher education issues. Long ago, playing golf with friends, he weighed in positively onthe prospect of a Governor Phil Murphy. Even whenthey disagree, there’s a bond there.

5The veteran Trenton insider left her role as awell-regarded research aide in the Assembly Majority Office to become theDeputy Chief Counsel to Governor Murphy. There are few smarter on policy than McDonnell,a magna cum laude graduate from the Universityof Notre Dame who both a J.D. from the RutgersSchool of Law – Camden and a master’s degreefrom Rutgers New Brunswick’s Bloustein Schoolof Policy and Planning.

A former state lawmaker, the head of New Jersey Policy Perspective is one of thestate’s leading experts on state finances, sound investments in economic assets, education, and immigration. Heads up a respected policy team ofRay Castro, Brandon McKoy, Sheila Reynertson, and Erika Nava.

7NJTV's chief political correspondent, a graduate ofHarvard and Princeton, Aronhas a deep knowledge base on all state policy issues. Statehouse reporters toil over multi-sourcedpieces that can’t get to the depth of insight whenever Aron simply opens his mouth. For thoselooking to find the best intel, he remains the closestthing there is to ex cathedra in Trenton.

MICHAELARON

8 RAYLESNIAK

The long-serving 20th District State Senator wentout on his shield in a kamikaze gubernatorial bid, but left a big policy legacy inhis wake, particularly in the areas of sports bettingand marriage equality. He’s now started his ownfoundation, The Lesniak Foundation.

9There are few people aswell prepared on the policyfront as the former Senior VicePresident of Corporate and Regulatory Affairs atHorizon Blue Cross Blue Shield of New Jersey, aformer general counsel to the Governor of NewJersey and General Assembly and now an adviserto Governor Murphy. A gun control expert, thereis some buzz that his role in Murphy World mayexpand, particularly since his fingerprints showedup late on some key Murphy maneuvers.
