Power Transmission and Distribution

Project Manager for Wood Group Mustang working at the Celanese site in Narrows, VA.

Responsible for substation PM role, office manpower loadings, and business development with existing and potential clients. Served as S&L’s primary point-of-contact for substation “managed tasks” performed for the Tennessee Valley Authority (TVA).

Manager for S&L Los Angeles office serving as primary contact for engineering tasks performed for Southern California Edison (SCE). Responsibilities included client liaison, expansion of office presence relating to SCE, and fulfillment of project management role.

Manager for S&L working with Pacific Gas & Electric (PG&E) as the Owner’s Engineer for the oversight of multiple engineering contractors including Worley Parsons and Ocampo Esta Corporation. As PG&E Owner’s Engineer my responsibilities included 1) evaluation of contractor proposals for adherence to the Request For Proposal (RFP), 2) contractor interface with and support of PG&E’s various engineering & design groups and construction organization, 3) monitoring of contractor reporting, 4) overview of contractor design submittals/drawings, and 5) contractor adherence to project budget and schedule.

Project Manager of numerous TVA substation upgrade projects with responsibility for overall project cost (CPI - Cost Performance Index), schedule, and quality. Typical projects included:

Guntersville Hydro Plant - Replacement of existing 161-115kV transformer with four single-phase 50 MVA 161-115-13.8 kV power transformers and addition of 115kV, 2000A power circuit breaker. Tasks included physical design of pier-slab foundations and various augured foundations for associated bus, etc. Replacement of existing protective relaying including addition of SEL-387 transformer differential, SEL-551 over current, breaker failure, and SEL-421 & REL-512 line relays.

Colbert Fossil Plant - Replacement of twenty-seven (27) 161kV Oil Circuit Breakers with 3000A SF6 PCBs, replacement of seventy-six (76) disconnect switches including twenty-three (23) Motor Operated Disconnects (MODs), addition of forty-eight (48) surge arresters, addition of Digital Fault Recorder (DFR) and SEL-2030 communication interfaces, and modification of associated Line and Breaker Failure (BF) relaying.

Batesville, MS 161kV Substation - Replacement of existing 161kV line relays with dual microprocessor line relay package consisting of GE “D90” and REL-670 relays operating in pilot scheme via power line carrier and interfaced with SEL2030 communications processor.Installation of associated wave traps, LTU, and transmitter / receivers for power line carrier.

Power Engineer responsible for over-site of design review, calculations, equipment specification, and commissioning of 161-kV switchyard. Construction management experience included live-line demolition of OCB switchyard and installation of SF6 GCB switchyard.

Knowledge of the design and testing of protective relay schemes including electromechanical and programmable relays, SCADA, revenue metering systems, annunciation, ground detection units, 161/13.8-kV delta and grounded wye distribution systems, and SF6 GCBs, OCBs, & ACBs.

Power Engineer assigned to Martin Marietta Energy Systems (MMES) Power Operations Department. Power Operations Department representative accountable for providing engineering support to plant electrical safety committee ( NEC “authority having jurisdiction”).

Familiar with NEC 1996, OSHA 1910.269 “Standard for Electric Power Generation, Transmission, and Distribution” and OSHA 1910.300 series “Safety Related Work Practices.”

Project Manager (Wood Group Mustang) for multiple projects. “Typical” projects included: 1) assessment of the plants 480V & 2300V substations, 2) addition of 6900V feeder arc reduction maintenance switches – ARMS, 3) addition of Emerson coriolis mass flow transmitters, 4) differential pressure sensor installation (Endress & Hauser Waterpilot) for the plant water filtration system, 5) GE Mark V generator turbine control data logger upgrade, installation of Optek colorimeter, and 6) installation of furnace Rosemount oxygen trim system.

Senior Electrical Engineer with ACTS (for Merrick Southeast, Engineers and Architects) supporting projects involved in the modification and upgrade of the Department of Energy’s Savannah River Site (DOE - SRS). Provided design support for the installation of 600hp river water suction pump and associated motor operated valves (MOVs).

Familiar with the analysis and development of coordination studies, system short circuit calculations using ETAP software, analysis of motor thermal overload protection, and voltage drop calculations.

Business Development representative responsible for extension of the commercial / industrial client base for J. Givoo Consultants in areas geographically close to Aiken, South Carolina.

Procurement and Contract Administration

Contract Administrator responsible for the solicitation and award of numerous commodity and engineering service contracts. Contracts included $60M, five year contract for just-in-time (JIT) procurement of personal computer systems, peripheral hardware, and workstations.
