METROPOLITAN MANILA EMERGENCY VOLUNTEER CORPS A Volunteer Program of the MMDA

INTRODUCTION

The Metropolitan Manila Emergency Corps (MMEVC) was launched at the

Occupational Safety and Health Center, Quezon City on June 22, 2011 as a volunteer

program of the Metropolitan Manila Development Authority.

The establishment of the volunteer program at MMDA is a response to the need

for strengthening the capacities of LGUs and communities in mitigating and preparing

for, responding to, and recovering from the impact of disasters through the spirit of

volunteerism (bayanihan), self-help, mutual assistance and cooperation.

The Metro Manila Emergency Volunteer Corps (MMEVC) operates under the

supervision of the Office of the General Manager. It is the structure that coordinates

and implements the Authority’s emergency volunteer program. Its objective is to

develop a volunteer base that can be mobilized to augment MMDA’s response in times

of emergencies.

To date, MMEVC works with 95 volunteer organizations operating in Metro

Manila. Notable among its partners are the Civil Defense Action Group (CDAG),

TXTFIRE, Search and Rescue Unit Foundation (SARUF), National Civil Defense

Network (NCDN), Rotary Club of Raha Sulayman Fire and Rescue, Pureforce Rescue

Corporation, UNTV Fire and Rescue, CLAB Rescue, and United Fire and Rescue among

others.

MANDATE

The Authority implements its volunteer program in compliance of RA 9418 or

the Volunteer Act of 2007 and the subsequent Civil Service Commission (CSC)

Memorandum Circular No. 23, S2012 enjoining all heads of agencies to establish and

implement volunteer programs on top of the agencies’ regular mandate and functions.

Likewise, RA 10121 or the Philippine Disaster Risk Reduction and Management Act

of 2010 states that “It is the policy of the State to engage the participation of civil

society organizations (CSOs), the private sector and volunteers in the government’s

disaster risk reduction programs towards complementation of resources and effective

delivery of services to the citizenry” [RA 10121 Section 2 (m)].

FOCUS OF INVOLVEMENT

Since its foundation, the MMEVC has assisted the MMDA in its major programs

and projects which include the (1) establishment of partnership with search and

rescue volunteer organizations, (2) augmentation of manpower in various special

operations, (3) conduct of training and demonstration drills on search and rescue

operations, (4) Manila Bay clean-up operations, and (5) tree-planting activities.

While assisting the MMDA in various operations, MMEVC’s emphasis is on

disaster awareness and preparedness and on collaboration with other agencies and

organizations in the conduct of their various activities and advocacies.

PROGRAM OBJECTIVES

1. Develop volunteer base of search and rescue groups and organization

through the establishment of partnership.

2. Promote disaster awareness and preparedness among the communities

and schools within the vicinity of the West Valley Fault.

3. Mobilize volunteers to augment manpower for various MMDA operations

such as tree planting, clean-up, and other special operations.

4. Continuously develop its capacity through participation disaster

preparedness activities such as drills, workshops, conferences, and

symposia.

HIGHLIGHTS OF ACCOMPLISHMENT 2015

Disaster Awareness and Preparedness Capacity Building Activities

60 seminar and drills, TOTs, for volunteer groups, DRRMOs, schools, and private utilities

Drafting of Protocol on Disaster Communication and Interoperability of the Government and Private Utilities

3-day workshop participated by 100 delegates from the government sector, DRRMOs, private utilities, and volunteer groups

Mobilization of volunteers for MMDA special operations

12 events annually including Nazareno Traslacion, Clean-up, and rescue and relief operations

Disaster related advocacy activities for the rights of PWDs, women and children

9 activities including awareness and preparedness training for PWDS, meetings, and culminating activities

Arranged for partnership on specific programs in behalf of MMDA

Pureforce rescue Corporation – for the donation of Emergency Response System App Chinese General Hospital and Medical Center – for free medical treatment for MMDA enforcers

BAYANI CHALLENGE 2014

On 14-18 May 2014, a total of 923 volunteers were deployed at Ormoc and

Tanauan, Leyte. Through the MMMEVC, the following support and logistics were

provided: promotional advertising with an estimated worth of Php 1.4M at SM

Supermall’s LED Board in all of its branches in Metro Manila from April 28 to June 12.

1. Deployment of 923 volunteers at Ormoc and Tanauan, Leyte on May 14-18.

2. Use of nine vehicles owned by the participating volunteer groups.

3. 10 Petron Value Cards (PVC) donated by PETRON for the fuel of the vehicles.

4. MMDA employees donated canned goods.
