• MARITIME USERS • International Maritime Organization (IMO) Classification• 1- SOLAS Ships • All ships involved in commercial operation and

passenger ships irrespective to the size

• 2- Non SOLAS ships• War and other Government ships used only on non

commercial services• fishing vessels, coastal ships below 500 Grt. and

vessels below 150 Grt. can be exempted from some regulations.

Navigation Requirement Performance

• SOLAS ship should be fitted with Global Navigation Satellite System or terrestrial system, update ship position by automatic means.

• 1998 resolution, was adopted for civil GNSS Internationally Operated

AUTOMATIC IDETIFICATION SYSTEM

AIS is mandatory systemFor Solas ships, performance of the systemdepends on the accuracy Provided by GNSSIt is a system enables ship to identify their names, particulars, direction, position and intention maneuvering in coastal and heavy trafficked areas provided

by AIS

METIS First Master Training& Seminar, Ifrane (Morocc),15,16.03.2007

Page 45: METIS FIRST TRAININN&SIMINAR

AISSpecial Requirement

• Ships navigating in many areas, such as, ports, approach channels, canals and confined waterways, coastal areas, closed lakes, rivers, and inland waterways, irrespective to their sizes , types or flags may be requested by local authorities to be fitted with AIS transponders.

• SOLAS ships ,mandatory ,to be equipped with system.

METIS First Master Training& Seminar, Ifrane (Morocc),15,16.03.2007

Page 46: METIS FIRST TRAININN&SIMINAR

AIS

• Shall provide automatically, ship’s position and identify course and speed.

• received automatically similar information from the ships equipped with AIS.

• exchange data with ship/shore.

Professional Applications• Using GNSS in measuring the changes of sea level

and tidal observations• Dredging operations • Locating wrecks• Laying pipe lines• Salvage of sinking vessels • Dynamic positioning • Positioning of oil rigs • Fixing of Satellite sea launch platforms

• GNSS has contributed to facilitate the duties of the navigator and assures safety by providing ready available position fix, where the navigator main effort may be directed towards collision avoidance, ships management and Safety.

Page 63: METIS FIRST TRAININN&SIMINAR

CONCLUSIONS

• GNSS should serve the requirement for general navigation in harbor approaches and restricted waterways

• GNSS should be reliable and of low user cost, distinction should be made between user for safety and users benefit in commercial terms

• GNSS integrated system receivers are recommended

METIS First Master Training& Seminar, Ifrane (Morocc),15,16.03.2007

Page 64: METIS FIRST TRAININN&SIMINAR

CONCLUSIONS, cont.

• Ship born equipment for GNSS should be interfaced with ECDIS, AIS, GMDSS, VDR, and ship motion monitoring and other related equipment.

• Users should be timely informed of degradation of satellite performance (integrity)

• Galileo/EGNOS training and education programs should be available to maritime training institutes, as trainee will enhance the demand for the use of Galileo and EGNOS in MEDA countries.

International Committee on GNSS• Multilateral group chartered

through United Nations– First meeting: December 2005

• Purpose: Promote use of GNSS to improve efficiency and security of transport, search and rescue, geodesy, etc., particularly in developing countries– Coordination among GNSS providers to ensure both

compatibility and interoperability– Assistance to developing countries in use of PNT

services– Focal point for international information exchange– Forum for addressing future user needs
