Middle East Specialized Cables Company / MESC-Jordan - Formerly Jordan New Cable Company - is a public shareholding company that was established in 1992 as manufacturer of low Voltage power cables and wires with the mission of supplying Jordan and the regional markets with high quality products and services that will contribute to the development of the region. The plant is located on the main Amman- Mafraq highway, 60 km from Amman in northern Jor-dan. Covering an Area of 53,000 m2 out of the 210,000 m2 available, MESC-Jordan premises are equipped with state-of-the-art facilities, machinery and laboratories that ensure the supply of top quality products and services. Aiming for perfection, MESC-Jordan works hard to continuously improve the quality of its prod-ucts and services. The company believes that developing a link between the customer and the product will optimize efficiency, which then becomes the primary factor in winning customer loy-alty. Besides being ISO 9001-2000 and BASEC certified, MESC-Jordan products are manufactured ac-cording to international standards and are tested and certified by prestigious institutions such as BS, VDE, IEC, ASTM and DIN. MESC-Jordan products mix is classified into three major categories:

1.1 Introduction Middle East Specialized Cables Company / MESC-Jordan - Formerly Jordan New Cable Com-pany - is a public shareholding company established and registered in 1992 as a manufacturer of low voltage cables and wires. In a short time MESC-Jordan became the main supplier of low voltage power cables in Jordan and the region. 1.7 Manpower MESC-Jordan is composed of 560 employees distributed between the Factory and Head offices. The company's organizational structure is illustrated in the following figure:

MESC-Jordan are supplied to the customers on brand new wooden drums, covered in nylon sheets and wooden palettes to protect them form environmental hazards. In line with its belief in the three principles of successful business: 1. Superior quality 2. Superior Service 3. On going Improvement. MESC-Jordan is oriented to provide its customers flexibility in their design and requirements such as special sheathing and insulation materials (FRAT, FRLS, LS0H...), special packing requirements… etc.

1.8 MESC Partnership During 2003-2005 MESC specialized Cables has become the main shareholder of MESC-Jordan , the syn-ergy between the two companies has paved the way for MESC-Jordan to penetrate new markets in the gulf region. This strategic partnership gives both companies an edge of submitting a full range of cables, extending our range of products to include cables such as: 1. 1.9 MESC – Fujikura Cable Company MESC – Fujikura Cable Company is a joint venture newly established between MESC Specialized Cables (KSA), Fujikura Limited (Japan) and MESC-Jordan (Jordan) to produce Low and Medium Volt-age Power Cables, the production facilities will be set on an area of 200,000m2 in Mafraq, Amman, Jor-dan. The commercial production is expected to start by the end of the third quarter of 2008. The core purpose of establishing MESC – Fujikura Cable Company is to meet with the growing demand of Medium Power Cables in the GCC, Levant and North Africa regions.

Part 2: Quality

2.1 Introduction At MESC-Jordan a product is not moved to finished goods store until it is tested to ensure that it meets the international standard requirements. Therefore, in order to insure an inherent quality assurance system it is extremely desirable to test and inspect the product at each stage including raw materials and finished goods. MESC-Jordan standards for raw materials, design, quality, manufacturing and testing of cables are based on

2.2 Quality Control (QC) MESC-Jordan has a QC department in order to assure the top quality of MESC-Jordan products. The de-partment conducts routine tests on each length to make sure that the required specifications are met. This department is an independent department composed of 20 employees, who have the authority to stop any production line in case the quality standards are not met. The quality control system at MESC-Jordan includes :

a) Raw material inspection. b) In process inspection. c) Finished stage inspection.

The three types of inspections mentioned are done according to a comprehensive quality plan that is resumed in figure (2.1). Products must meet the following:

• Relevant national or international specifications. • Customer's purchase order. • Customer approved technical specifications. • MESC-Jordan inspections and tests. • Net and Gross weight. • Cable lengths.

2.3 Product identification and Traceability In order to trace MESC-Jordan products in the manufacturing process, each drum on the production floor is labeled with a tag containing the following information:

• Process. • Size. • Type. • Work Order number. • QC remarks. • Production remarks.

Moreover each machine has a production logbook containing similar information to that on the drum tag.

In addition, raw materials and in process materials are identified by a release or hold stamp, while finished products are labeled by a metal plate or a production tag. Using this system, MESC-Jordan can keep record of each stage of production and trace production and quality information at any production stage.

2.4 Quality Assurance (QA):

Quality Assurance plays an important role in the procedures of all MESC-Jordan departments, our quality system meets ISO 9001-2000 standards. MESC-Jordan documented quality manual covers all the activities and procedure of all the company's departments. Our management representative for quality is responsible for:

2.5 Non conforming Products

In case products or Raw material do not meet the above mentioned points, a nonconformance report must be employed , As a result, corrective and preventive actions are taken into consideration under an internal procedure named identification and documentation of nonconforming products, in addition to the correc-tive and preventive action procedure.

Non conformances may be divided into two categories:

1. Major: Non conformances or flaws in products which cannot be repaired by regular routine methods. 2. Minor: which are within process limitations or that cannot affect main cables functions.

2.6 Testing Equipment: To assure the most accurate results in the products tests mentioned before, MESC-Jordan owns a list of the most modern testing equipment, this equipments are calibrated and supervised periodically by the Jordanian Air force to assure its efficiency and correct results. Furthermore, MESC-Jordan is affiliated by numerous testing associations like:

•Jordanian institute of Standards. •Royal scientific society. •BSI product services.

2.7 Procurement Management. MESC-Jordan suppliers are selected through a rigorous and objective system of evaluation performed by the most qualified team in order to assure the selection of the best quality raw material and machinery efficiency and high performance. The selection of the suppliers is carried out according to the following conditions:

• The supplier must be ISO certified. • Suppliers have to follow international standards. • Their historical behavior and reputation, in addition to their long term relations with MESC-

Jordan . All purchases are run according to ISO procedures through purchase orders after being reviewed and approved, to assure the most professional communication with the suppliers. Purchasing needs are communicated by the procurement department when one of the following takes place. 1. Material requisition is prepared by the requesting party and approved by the department manager. 2. Items at reorder level; indicated by stock report that is updated daily and/or on the production plan. 3. Stock market price suitability. Once purchasing is approved the following steps are performed: 1. On the basis of the requested items, an enquiry and/or a purchase order is prepared by the

procurement department 2. Depending on the applicability, an enquiry analysis may be performed before selecting the

supplier. 3. A supplier is selected from the approved s upplier list and a purchase order is prepared by the

procurement department. The order is to be approved by the General manager. 4. A copy of the order is sent to the finance department, while an unpriced copy is sent to the warehouse for the preparation of arrival of items. A copy of any correspondences that contain any financial issues is also sent to finance. 5. The order is recorded on the purchasing log.

3.1 Introduction The sales department is responsible of the company sales activities. In addition to managing quality and consistency of MESC-Jordan products and services to maintain customer satisfaction and MESC-Jordan quality name in the market.

3.2 Sales Department Services The responsibility of this department is not limited to sell MESC-Jordan products. It provides custom-ers with full and complete services. The main services that this department is obliged to provide are the following:

• Prepare presentations, proposals and sales contracts. • Identify and resolve clients concerns and clarifications. • Coordinate shipping schedules and delivery of merchandize and services. • Participate in different events. • Develop and maintain sales materials and current product knowledge. • Provide technical services to clients relating to use, operation and maintenance of product.

3.3 MESC-Jordan Quotations: The Sales Department is responsible for providing quotations to the customers. MESC-Jordan quota-tions must be offered in a written format. These quotations always include a validity period , delivery time and type of payment according to the available products in MESC-Jordan warehouse and in coor-dination with the manufacturing plant in order to provide an exact quotation for the required products. As all other departments, this department works in compliance with the ISO 9001/2000 procedures for the purpose of providing a uniform and consistent system to review tenders and contracts. This way, requirements are adequately defined and understood so that provisions can be made for personnel, re-sources, and facilities to execute the contract. Requests for special designs and specifications are also addressed to this department. Upon receiving these requests, the department studies the possibility of producing the desired specifications. These specifications are evaluated as shown in the following figure. If no objections are found by the end of the evaluation process, a quotation is offered to the client. The requirements that are taken into consideration before judging whether the special design or cus-tomer purchase order is worth producing and whether MESC-Jordan is capable of producing it or not, are the following:

• Customers desired quantities and specifications.

• Required raw material availability.

• Machines limit specifications and production capacity.

In case this department cannot meet customers’ requisitions, the customer will be informed about the rea-sons for not producing the requested products.
