Minutes of the 35th Meeting of Board of Governors
The 35th Meeting of the Board of Governors was held on 15th October, 2013, at 10.00 A.M. in the Council office at Sector-8, Pocket-14, Dwarka, New Delhi-110077. The following members of the Board of Governors attended the meeting :-

Leave of absence was received from Dr. A.K. Bardhan, Member, BOG.
1. Consideration for grant of provisional/permanent registration to the candidates who have obtained their medical degree from Davo School Foundation, Philippines.
The Board of Governors perused the agenda note and documents available in
agenda note and after detailed discussion decided that the requirements as per the
provisions of Act and relevant Regulations/Rules which are currently operational to be
followed. In case of Davo School Foundation, Philippines it is to be ascertained from
the concerned Embassy and the medical school. The copy of letter may also be
endorsed to the Joint Secretary, Ministry of External Affairs dealt with Philippines
Region with request to expedite the reply.
The same procedure may be followed and the information which is required
before granting provisional/permanent registration to foreign graduates to be fulfilled by
the section before putting up file for approval of registration.

2. Consideration of the Minutes of the meeting of Equivalence Committee held on 14.5.2013.
The minutes of the meeting of the Equivalence Committee held on 14th May,
2013 were approved by the BOGs. The BOGs desired that the Officer who prepares
the minutes must also sign the minutes. The BOGs desired that the Council to convey
decision approved by the BOGs to the candidates.
3. NOC for undergoing Compulsory Rotating Internship training for 10 months from Amrita School of Medicine, AIMS, Kochi to Southeast Alabama Medical Centre, Alabama, USA.
The Board of Governors considered the agenda and decided to approve issue of
No Objection Certificate to Ms.Jaya Vasudevan for undergoing 10 months of
compulsory rotating internship training from Amrita School of Medicine, Kochi, Kerala to
Southeast Alabama Medical Centre, Alabama, USA subject to condition that the
candidate furnish NOC from Southeast Alabama Medical Centre, Alabama, USA and
this centre is recognized for internship in USA.
4. Request of DME, Govt. of Chhattisgarh with regard to migration of Ms. Azra Khan, 2nd year MBBS student of Govt. Medical College, Jagdalpur to Chhattisgarh Institute of Medical Sciences, Bilaspur, on medical grounds.
Ms.Azra Khan is 2nd year MBBS student since September, 2012 has already
completed more than one year in 2nd professional MBBS and she is also pursuing study
of clinical subjects. The BOGs considered the enclosed medical certificate and after
due consideration decided that the medical condition does not justify consideration of
the case for migration on the grounds on which the cases of migration are considered.
In view of above, the BOGs decided not to approve the migration of Ms.Azra
Khan from Govt. Medical College, Jagdalpur to Chhattisgarh Institute of Medical
Sciences, Bilaspur.
5. Migration of Mr. Nirav Bodhirajbhai Rashtrapal from Pramukh Swami Medical College, Karamsad to NHL Medical College, Ahmadabad.
The BOGs considered the agenda note and documents available in file and
noted that Mr.Nirav Bodhirajbhai Rashtrapal is studying in 2nd professional MBBS for

more than one year now. He is also pursuing the study in clinical subjects. The BOGs
also peruse the medical certificate and documents of treatment available in file and
decided that the medical condition does not justify consideration of case for migration
on compassionate grounds.
In view of above, the BOGs decided not to approve the migration of Mr. Nirav
Bodhirajbhai Rashtrapal from Pramukh Swami Medical College, Karamsad to NHL
Medical College, Ahmadabad.
6. Migration of Ms. Muppana Sita Vidhatri from Vydehi Institute of Medical Sciences & Research Centre, Bangalore to Goa Medical College, Goa.
The BOGs considered the agenda and noted that Ms. Muppana Sita Vidhatri
passed her first professional MBBS in September, 2012 and studying in 2nd professional
MBBS for more than one year wherein she is also studying the clinical subjects
including clinical posting. The BOGs also peruse the medical certificate and noted that
the medical certificate does not mention the nature of disability and amount of disability
caused by the medical condition.
In view of the foregoing, the BOGs decided not to approve the migration of Ms.
Muppana Sita Vidhatri from Vydehi Institute of Medical Sciences & Research Centre,
Bangalore to Goa Medical College, Goa
7. Request for Migration of Ms. Anjali Annasaheb from Topiwala National Medical College, Mumbai to Government Medical College, Aurangabad or Dr. Shankarrao Chavan Government Medical College, Nanded.
The BOGs considered the agenda and the documents available in file and noted
that the candidate Ms.Anjali Annasaheb passed her first professional MBBS in May-
June,2012 and is studying in 2nd professional MBBS for more than one year. She is
also studying the clinical subjects including the clinical posting. The medical certificate
and documents produced by the candidate/DME were perused. The BOGs noted that
the certificate issued is not from State Medical Board. Therefore, the BOGs decided
that the Director Medical Education and Research, Mahrashtra and the candidate may

be informed to submit the medical certificate from the State Medical Board with mention
of the disability caused by the medical condition, if any.
In view of above, the BOGs decided not to approve the migration of Ms. Anjali
Annasaheb from Topiwala National Medical College, Mumbai to Government Medical
College, Aurangabad or Dr. Shankarrao Chavan Government Medical College, Nanded
as the medical certificate from State Medical Board is not available.
8. Migration of Mr. Manish Hansraj Pandey, 2nd year MBBS student from Govt. Medical College, Akola to Seth G.S. Medical College, Parel, Grant Government Medical College, Topiwala National Medical College, Mumbai, Lokmanya Tilak Municipal Medical College, Sion or Rajiv Gandhi Medical College, Kalwa, Thane.
The BOGs considered the agenda note and the documents available in file and
noted that the candidate is already studying in 3rd professional MBBS wherein he is
already pursing study in clinical subjects including the clinical posting. The BOGs
further noted that the ground on which the migration is sought from Govt. Medical
College, Akola to one of the five medical colleges of Maharashtra (without specifying a
particular college) does not justify consideration of case for migration on compassionate
grounds.
9. Recognition of DTCD Course granted by Rani Durgavati Vishwavidyalay in respect of students trained at Netaji Subhash Chandra Bose Medical College, Jabalpur.
Deferred.
10. Marathwada University/Dr. Babasaheb Ambedkar Marathwada University – approval of SRTR Medical College, Ambajogai for the award of MD (Radio-diagnosis/Radiology) & DMRD Qualification.
The BOGs considered the agenda note and the documents available in file and
after detailed discussion decided that college authorities and Govt. of Maharashtra may
be asked to submit compliance in respect of deficiencies pointed out earlier alongwith
necessary documents indicating compliance of deficiencies.

11. Bangalore University – (1) Recognition of MD(TB&CD) in respect of students being trained at Bangalore Medical College & Research Institute, Bangalore; and (2) Permission to restart MD(TB&CD) (Pulmonary Medicine) course at Bangalore Medical College, Bangalore under Rajiv Gandhi University of Health Sciences, Bangalore.
Deferred.
12. Mahatma Gandhi University, Kottayam – Recognition of MD(Paediatrics) qualification against increased intake from 03 (three) to 05(five) seats in respect of students being trained at Government Medical College, Kottayam.
Deferred.
13. Eligibility qualification for admission in DM(Neurology) by the holders of MD(Psychiatry)
Deferred.
14. Complaint regarding deficiency of teaching faculty and clinical material in the department of CTVS.
Deferred.
15. Consideration for grant of Provisional/Permanent Registration to the candidates who have obtained their medical degree from University of Seychelles, American Institute of Medicine, Seychelles.
Deferred.
16. Induction of Call Centre Services for Improving MCI services response.
Deferred.
17. Incorporation of Bar Code based identification of Inward Dak & Active files for efficient tracking & follow up for expeditious processing.

18. Consideration of cases of recognition of PG Broad Specialty courses wherein recommendations of PG Assessment Screening Committee are available, from S.No.141 to 250.

19. Approval to the Minutes of the Meeting of the Academic Council held on 5th June, 2013.

20. Consideration of draft amendment to the Establishment of Medical College Regulation, 1999.
The BOGs considered the agenda and after detailed discussion decided that the
matter may be placed before full board for decision.
21. Confirmation of Minutes of 33rd & 34th BOG Meeting held on 3rd October and 8th & 9th October, 2013, respectively.
The minutes of the meeting of 33rd & 34th BOGs meeting held on 3rd October &
8th – 9th October, 2013 respectively were approved and signed by the members present
in the meeting.
22. Applications received in the Council for establishment of new medical college at various places in the country for the Academic Year 2014-15 – information regarding.
Deferred.
23. Remark of a Member of former BOGs made while deciding revocation of suspension of Dr. Rakesh Varma’s license that “same may apply for others under similar situations” – for consideration of BOGs.
Deferred.
