n this issue of the Cadillac Area Business
Magazine, we are dedicating content to
a long-standing program of the Cadillac
Area Chamber of Commerce, the Annual
Governor’s Breakfast.
By practice, we avoid significant empha-
sis on program content beyond a brief
capture, or to acknowledge sponsors and
volunteers in this publication. However,
factoring where the Governor’s Breakfaststarted and how it has morphed into a
standing calendar must-do for a sitting
Governor is a remarkable story of getting a
lot of things right, mostly cued to collabo-
ration, hard work and relationships.
I have been directly involved with three
Governor’s, spanning the Engler, Granhom
and Snyder administrations. I thought it
would be important to cite the overall lega-
cy, some background and, most important-
ly, why the event matters for the region.
The 2016 Governor’s Breakfast did
not resemble the inaugural event with
Governor Milliken, a northern Michigan
native son. In 1976, the focus was to pro-
mote fall tourism and invite Governor
Milliken as part of October Fiesta events.
The Governor’s Breakfast has now
evolved into a spring calendar event with
the core purpose of gathering business and
high school seniors (regionally) through
collaboration and support to hear the sit-
ting Governor provide a keynote speech.
The commonality, but the ultimate impor-
tance, is being on the radar of the sitting
Governor every single year and main-
taining communication with the Officeof the Governor throughout the year.

25 years of anything is a pretty big deal, but 25
years of an all-volunteer local community pro-
gram designed to fight and reduce crime is a colos-
sal deal. While similar organizations in communi-
ties throughout the US have come and gone, ourssustained. It not only sustained; it thrived, grew
and kept up with the times.
No question the success and longevity of the
Cadillac Area Silent Observer (CASO) program is a reflection of the communities it serves.
The leaders and volunteers of these communities, who serve and support CASO, recognize
“The whole is greater than the sum of its parts”. By their selfless giving of time, in-kind con-
tributions and cash donations, they continue the legacy of the Cadillac Area Silent Observer.
This means safer and more viable neighborhoods for all of us to live, work and play.
25 years ago a group of citizens in Cadillac said “enough is enough”. Year after year they kept
that vision and now here we are having just achieved our quarter-century mark. What excites
and drives the board members today is the thrill of envisioning the next 25 years for CASO.

About the only thing from keeping the state’s governor from com-
ing to the Cadillac Area Chamber of Commerce’s Annual Governor’sbreakfast is fog. Other than that, the sitting governor has attended the
governor’s breakfast for the past 39 years.
Even when fog prevented the governor from actually being in
Cadillac, then Governor John Engler answered questions from stu-
dents during a confernce call at the event.
The event holds appeals to the governor’s office because it is a
chance to connect with business leaders as well as students in north-
ern Michigan.
Every year Governor Rick Snyder has the opportunity to take ques-
tions from business leaders and students, which gives him the chan
to hear about their thoughts and experiences, which he in turn usto develop plans to create an even brighter future for Michigand
today and for generations to come, Snyder’s office said. It often lea
to the Governor sharing stories about northern Michigan when he
traveling to other areas of the state.
“I think it’s great; I think it’s a wonderful event,” Snyder said af
the 39th Annual Governor’s Breakfast. “It’s really about one gene
tion helping another and how they can learn from one another and
a form that brings that convergence back.”

Snyder pointed out that northern Michigan has experienced treme
dous success in the areas of skilled trades growth and economic dev
opment. The Wexford-Missaukee Career Tech Center education p
grams in northern Michigan are particularly impressive, and in ter
of overall education some exciting things are happening in the ar
that deserve to be highlighted and used as a model for how others cachieve success statewide, Snyder said.
Following his stop in Cadillac, Governor Snyder penned a gu
column for the Cadillac News to reiterate the importance of northe
Michigan and the message from the Governor’s Breakfast.
“Recently, I had the opportunity to speak at the 39th Annual Cadil
Governor’s Breakfast. I addressed members of the business commu
ty as well as local officials and high school students about Michiga
economic comeback as well as the success of various businesses in t
region,” Snyder wrote.

years, we have many regions to thank, with one of those being north-
ern Michigan. Since February 2011, total employment is up 13,526
and the jobless rate has come down by seven percent.
There is still much more work to be done, but in Michigan, we

Education is pivotal in the continued success of Michigan’s reinven-
tion. I created the 21st Century Education Commission with this in
mind. A four-year degree is not the only path that can lead to great
success. Skilled trades training and education are becoming an
increasingly important sector where many find fulfillment and career
stability. We’ve made a commitment in multiple parts of the state to
encourage skilled trade development, including northern Michigan.
Baker College in Cadillac is doing an excellent job in this area since
starting the Michigan Advanced Technician Training (MAT2) programfor Mechatronics at their Lake City Campus. This mechatronics pro-
gram offers students the opportunity to use college work and paid on-
the-job experience to become a master of a skilled technical profes-
sion.
With our past to keep us motivated, Michigan continues to innovate
and inspire. Michigan residents can feel assured that our state is head-
ed in a positive direction. With our focus on education, infrastructure,
and the economy we have the tools necessary to keep building a stron-

In the 21st century, rural health care pro- viders who keep as many services local as
they can and utilize partnerships for those
not provided will have the most success.
That was part of the message that Munson
Healthcare Cadillac Hospital President
Tonya Smith recently presented during
the Cadillac Area Chamber of Commerce
Lecture Lunch series at Baker College.
About one year ago, Smith was hired as
Munson Healthcare was in the process of
assuming ownership of the former Mercy
Hospital. Prior to joining the Munson team,
Smith served as vice president of operationsfor Valley Health System in Winchester,
Virginia, for six years. She also served in
hospital leadership roles in both pharmacy
and clinical informatics for several health
systems in both West Virginia and Virginia.
“The key is to keep things close to
home,” she said. “The mission of Munson
Healthcare and Cadillac Hospital is to keep
things local and have a partner to do the
things we don’t do.”

high volume of patients.
She added that is especially true in the
advent of the Affordable Care Act.
“Payment models are changing,” she said.
“In the past, the more patients you saw, the
more you were paid. Now it is about whether
there is value to what you offer. Are you get-
ting them better faster? Did you meet clini-
cal needs? That is how we get paid now.”
Again she pointed to the need to have part-
nerships and mergers to achieve those goals.
With the ACA, hospitals and health care pro-
viders are not able to name their own prices
but instead about 90 percent of payment
is based on performing the service and the
other 10 to 20 percent could be based on if
the patient had a great experience.
When it comes to obstacles, Smith said the
No. 1 issue locally is attracting new doctors,
both primary care and specialists, to the
area. She cited several reasons why it seems
to be more difficult to get the doctors that
are needed.
They included the added responsibil-
ity of running a business as a local provider
as well as the fact that many new doctors
would rather work for a bigger organization
where they can do their jobs, help peop
and go home. She also said things like soc

nity including the quality of schools, ret

“It is our No. 1 priority (to bring more do
tors to town),” she said. “If we can rea

nity then the hospital and overall health
