The 2016 Annual MLEFIAA Firearms Instructor Development Conference will be held

September 27 through 29, 2016. The entire conference, including the Law Enforcement

Product Expo, will take place at the Harvard Sportsman’s Club located five minutes off

both I-495 and Route 2. HSC is the premier private shooting facility in Massachusetts

featuring over a dozen ranges including a 300 yard rifle, combat pistol, law enforcement

rifle & shotgun as well as full auto ranges.

The Executive Board has worked to keep the tuition rate at an affordable $235 for

MLEFIAA members and $325 for non-members. Your tuition includes a catered lunch on

all three days. If a member wishes to include their annual dues, the tuition is $265.

Payment must be received in order for your slot to be reserved. There will be no walk in

registrations permitted.

For course selection and registration, please print and complete the form at the back

of this catalog and submit it to MLEFIAA Conference 2016, P.O. Box 253, Princeton, MA

01541-0253 with your payment. Please note that your seat at the conference is not

confirmed until payment is received.

For those traveling a long distance and looking for accommodations, MLEFIAA has

contracted with the Spring Hill Suites (Marriott) in Devens to provide suite style lodging

at reasonable rates. The hotel is a 13 minute drive from the range. Room rates at the

time of publishing are $127/night plus tax for Law Enforcement. You must mention

MLEFIAA and have your police ID at check-in. We strongly suggest reserving a room early

because historically the hotel is sold out the week of the conference.

Range Facilities Info Harvard Sportsman’s Club 250 Littleton County Road, Harvard, MA Harvard Sportsman’s Club is one of the largest non-commercial and premier shooting facilities in Massachusetts. With 200+ acres, a central location and over 13 ranges, HSC is the ideal location for the MLEFIAA Instructor Development & Training Conference. The HSC membership has graciously allowed MLEFIAA to use their facility for the conference since 2003. The range complex features 100, 200 and 300 yard rifle ranges, 7 action shooting pits, a law enforcement range, 2 SMG ranges, a Class III range, 7, 25 and 50 yard pistol / small bore rifle ranges in addition to the indoor pistol range. COURSE DESCRIPTIONS Title of Presentation: QUALIFICATION BASED ON REALITY Presenters: Sgt Ulf Petersson Agency: Sweden National Police Brief overview of presentation: The Swedish Qualification. A presentation of how it applies to reality. The course will include “micro scenarios”, technique and skill building training. Required equipment: Duty pistol w/ 350 rounds of ammo Duty holster 3 magazines Eye & hearing protection, base ball cap Body armor Red/Blue gun (optional) Title of Presentation: POINT SHOOTING Presenter: Matthew Temkin Agency: NY Court System (ret.) Brief Overview of Presentation: This class will go deeply into the history and combat application of point shooting. We will begin with the definition of point shooting as well as debunking the many myths which exist about the technique. After a detailed look back at its history we will then go into all aspects of point shooting from contact distance to about 15 yards which includes full extension 3/4 hip, 1/2 hip and retention shooting. The instructor will share his 30 years of knowledge gleaned from the many experts who trained him on how to spot and correct the typical errors and pitfalls typical with students who are learning the system. Basic low light methods taught from 1942-1960 will also be covered as well as point shooting applications with long guns. Topics will include point and aimed shooting combined with rapid movement towards the threat. Title of Presentation: LONGER RANGE PATROL RIFLE Presenter : Mike Lupachini Agency: Upton P.D./CEMLEC SWAT Brief Overview of Presentation: To introduce the concept of “Longer Range Patrol Rifle”- beyond the standard 50 yard courses we normally train and qualify with. Participants will learn the equipment and officer requirements for this concept through discussion and live-fire courses. This presentation is an introduction to the Extended Range Patrol Rifle course developed by MLEFIAA. What skills and knowledge will the students obtain in your class?. Equipment requirements for a “Designated Patrol Rifle” Skill requirements for a “Designated Patrol Marksman” Ability to engage a lethal threat within the 50-200 yard range not normally trained for by officers equipped with patrol rifles. Required Equipment: Patrol rifle with a low to medium power magnified optic, (minimum 3x preferred) which has been properly mounted, previously tested and zeroed. Due to time constraints we WILL NOT be able to take time to confirm your zero. Arrive prepared to shoot. Sling on the patrol rifle Shooting mat or ground cover Eye and ear protection 250 rounds of duty rifle ammunition. Presenters: Lt. John S. Pajak Agency: Mass. Environmental Police (ret.) Brief Overview of Presentation: This course will examine the various uses of the shotgun beyond the “normal” applications of everyday patrol. Effective in close quarters battle and out to ranges beyond 50 yds., it is a comprehensive look at use of the shotgun as a versatile tool with multiple applications when placed in the hands of a properly trained operator. While the shotgun has fallen out of favor recently and is being supplanted with “patrol rifles” of various configurations, there is still a prominent place for it in any law enforcement agency’s arsenal. What skills and knowledge will the students obtain in your class? 1. Shotgun types applicable to the law enforcement mission. (selection, fitting, carry/transport) 2. Mechanics of the shotgun and ballistic data/theory (choke, barrel configuration, sights, etc) 3. Ammunition types, selection, and applicability. 4. Support equipment and accessories.

William Leanos Agency: MPTC Firearms Coordinator Brief Overview of Presentation: The goal of the 4 hour block of instruction will be to provide the students / firearms instructors with simple pistol drills that build from the Basic Core Fundamentals (BCF) . Students / Instructors will be taken back to their BCF’s and from there develop muscle memory where, when under stress, sighted fire may not be realistic to the situation. This course will prepare the Student / Instructors for the In-Service Firearms challenges that they encounter each time they go to the range. What skills and knowledge will the students obtain in your class? • Basic Core Fundamentals (BCF’s) • Diagnosing problem areas of the Student / Instructors • Develop muscle memory • Eliminate potential training scars • Analyze the 2012 FBI Data and what it means to the Student / Instructor • Building BCF into a Qualification Course of Fire under timed conditions. Title of Presentation: LIGHTS, LASERS & SIGHTS WORKSHOP Presenter: Wes Doss & Bill Duggan Agency: Khyber Interactive Assoc Brief Overview of Presentation: In this intensive hands-on workshop, attendees will delve into basic through advanced techniques for Lights, Sights and Lasers and their application in today’s modern combat weapons under demanding real-world conditions. Build mentality and firearm handling skills effectively and efficiently in actual engagement considering real world scenarios that unfold quickly, this program focuses on dynamic movement, reaction time enhancement, compressed distance and unconventional shooting positions. Through Khyber hands-on training and demanding drills, attendees will train on techniques far outside their current comfort zone, confronting them with new challenges, forcing them to solve problems rapidly and maximizing skills. Title of presentation: FIREARMS TACTICS FOR ACTIVE SHOOTER INCIDENTS Presenters: Wade Johnson Agency: VT Department of Corrections Brief overview of presentation: This class is designed to assist law enforcement firearms instructors develop the capacity within their department to respond to an active shooter incident. Emphasis will be placed on enhanced firearms training, tactics, and pre-established working relationships between public safety agencies. Students will be able to assess a situation to make a preliminary determination if they are dealing with a barricaded gunman or an active shooter incident, and the strategies and resources necessary to respond. In addition, students will be able to instruct firearms skills and tactics that are relevant to an active shooter response. This class will address precision pistol shooting for hostage situations. Students will gain an understanding of shot placement, 1 & 2 hand precision pistol shooting, targeting and distance. Students will find the limits of their ability.

Title of Presentation: CARBINE GUNFIGHTER Name: Alex Hartmann & Jesse Garner Agency: OSOK Industries Brief Overview of Presentation: An extremely high paced and physically demanding course teaching students not how to shoot with a carbine but how to FIGHT with a carbine. Heavy focus on movement, alternate positions, and multiple target engagements. Students MUST BE ready and able to perform physically demanding courses of fire. Students need to have absolute mastery of marksmanship fundamentals and weapons manipulation prior to this course. Equipment that the student must provide

Title of Presentation: ADVANCED COACHING & DIAGNOSTICS Presenter: Pat Sacco Agency: Syracuse NY PD Brief Overview of Presentation: Placing quick, threat-stopping hits on target is the core of all gun fighting skills. In order to accomplish this goal, firearms instructors must develop practical, fundamental skills in new officers and improve the skills of veteran officers. Once these skills are developed, instructors must challenge all officers to identify their individual skill levels in order to balance combat speed and accuracy. This class will provide the law enforcement firearms instructor with concepts, information and teaching strategies that are critical for coaching combat handgun marksmanship at all skill levels. Title of presentation: SURVIVING THE AMBUSH Presenters: Gerald Eramo Agency: Rockland Police Dept. Brief overview of presentation: This course will introduce the reality of combat shooting and the skillset that may help them to survive an ambush. This course will provide the instructor with a training platform to build confidence in his or hers students ability to draw, fire and strike a suspect in less than ideal shooting conditions as well as utilizing various cover to win the fight. Students will gain knowledge on the proper mindset and key components needed to overcome and survive the ambush. Students will be exposed to the elements of combat shooting, stationary and movement shooting, as well as firing their weapons from various conventional and unconventional positions and fighting to their feet to regain a position of advantage. Equipment that the student must provide: Duty belt w/service pistol and 250 rounds of ammo Eye & Ear protection Ball cap Body Armor Title of Presentation: LEOSA RETIRED OFFICER CERTIFICATION Presenter: Todd Bailey Agency: Kingston Police Dept. / MPTC Firearms Staff Brief Overview of Presentation: This class will provide the required annual certification mandated by 18 USC 926C and 515 CMR 6.04 for retired officers who desire to carry concealed handguns nationwide. A brief update on the legal and regulatory side of this issue will be presented before the live fire qualification. Class will cover static positions, movement drills and ends with dynamic movements from cover to cover. Drills will cover transitions from the primary to the secondary weapon and tactical applications of a CAT tourniquet with emphasis of getting back into the fight. Even so, the serious defensive shooter must consider the advantages of the “snubby.” The ratio of power to size, weight and concealability makes it worthy to consider in place of the smallest semi-auto pistols. The absence of a reciprocating slide and case ejection can be a great advantage in a close quarter confrontation, especially when a contact shot might be necessary. This course will teach the defensive shooter how to make the most of this legendary piece of equipment. What skills and knowledge will the students obtain in your class? . Advanced loading techniques Stoppage clearance Special carry techniques Enhanced shooting technique and marksmanship Equipment that the student must provide

• Revolver, barrel length 3” or less. • Disposable jacket with pockets near waistline. (We will shoot through the pockets,

This will be a LIVE FIRE skills course. This block of instruction will take approximately 4 hours total. Students will need approximately 250 rounds of full power ammunition. Other student equipment: None

Title of Presentation: Aim Small --- Hits Count! Presenter: Seth Wish, On Target Training, LLC Brief Overview of Presentation This four hour live fire class will focus on essential marksmanship skills that will allow the student to deliver combat effect hits, with accuracy under tight time standards. What skills and knowledge will the students obtain? Students will shoot multiple drills designed to enhance speed and accuracy. Key discussion topics include: trigger press, trigger reset, sight acquisition and follow through. Students will learn multiple applicable drills that can be used on and of the range to maintain a high level of proficiency. At the completion of the course, students will have greater proficiency and confidence in their ability to make their shots under stress. Equipment that the student must provide

Title of Presentation: Concealed Carry – Off Shift Survival (4 hours) Presenter: Cliff Alves Agency: Gloucester PD/MPTC Brief Overview of Presentation: The student will be able to articulate of why off duty weapons would be justified for use and will understand the benefits of an agency issued policy on off duty weapon use. Additionally, the student will be able to: 1. Define improper activities which should preclude the use of off duty weapons. 2. Understand the liabilities involved for both officer and agency in regard to the use of off duty weapons. 3. Define both the advantages and disadvantages of various currently available weapons for off duty use. 4. Formulate an off duty policy. 5. Gain knowledge in current holster designs and their advantages and disadvantages for plain clothes use. 6. Demonstrate the various drawing techniques used to deploy a concealed weapon. 7. Safety draw and engage threats from various positions. 8. Describe other secondary equipment that should be carried during an off duty setting. 9. Design an off duty weapon training block of instruction with limited time and money. 10. Shoot from unfamiliar shooting platforms and the laser rule will be violated safely to obtain course goals 11. Perform off hand draws, reloads and malfunction clearing from a concealed holster.
